How to Learn Mortgage Valuation Fees Quickly and Correctly

Why might a bank ask for a property valuation before approving or refinancing a home loan? The lender needs a defensible value for the property securing the mortgage, and that value may be different from the seller’s asking price or the price you agreed to pay. Valuation-related work can carry a processing fee or a separate professional charge. This eduKateSG Quick Notes lesson explains Singapore’s HDB resale Request for Value, private and bank mortgage valuations, a simple fee calculation and why the value of the property can matter much more financially than the fee itself.

  • Start with the purpose: valuation informs the property amount used for financing.
  • Separate the price: agreed purchase price and assessed value are not necessarily equal.
  • Understand HDB: resale buyers using CPF or housing finance generally need a Request for Value after the OTP stage.
  • Read the fee: HDB’s official Request for Value terms currently state a S$120 GST-inclusive, non-refundable processing fee.
  • Check private valuations: lenders may appoint or approve valuers and charge according to their own procedures.
  • Budget beyond the fee: a lower accepted value can increase the cash required for downpayment or cash over valuation.

Teaching paragraph 1 — understand the difference between fee and value. Imagine an HDB resale flat with an agreed price of S$750,000 and an accepted value of S$700,000. The difference is S$50,000, called cash over valuation in the relevant purchase context. That amount is not a fee paid to the valuer. It is part of the price above the amount generally usable for mortgage and CPF financing, and it must be funded in cash. The actual valuation processing fee is a separate, usually much smaller item. Learn to keep three separate boxes: purchase price, financing value, and valuation charge.

Teaching paragraph 2 — work through Singapore’s HDB procedure. HDB’s official Request for Value conditions say a buyer using CPF or housing finance generally submits the request by the next working day after receiving an Option to Purchase, where applicable. HDB determines whether a professional on-site valuation is required and assigns a valuer if necessary. Its published processing fee is S$120 inclusive of GST and is non-refundable after submission. The accepted value generally remains valid for three months from being made available for that transaction. The S$120 covers the official request process; do not confuse it with a S$120 increase or decrease in the flat’s value.

Teaching paragraph 3 — see how a lower valuation changes the mortgage plan. Continue with the fictional S$750,000 agreed purchase and S$700,000 value. At an illustrative qualifying 75% loan-to-value ceiling, the maximum mathematical mortgage based on the S$700,000 value is S$525,000. The gap to the actual price is S$225,000, including S$50,000 cash over valuation. If the accepted value had instead been S$750,000, the corresponding 75% ceiling would be S$562,500, and the price gap only S$187,500, assuming approval at the ceiling. That difference in financing is much larger than the processing fee. The lender may still approve less than the maximum due to income, debts or other conditions.

What Does a Mortgage Valuation Do?

Valuation is not the same as a property agent’s asking price or a seller’s expected sale amount. Nor does a valuation guarantee the property will sell for that figure in the future. It is an assessment for a specified purpose at a stated time.

For HDB resale transactions, HDB’s value determination and the institution’s own financing requirements must be considered. For private property, the bank may obtain an approved valuation through its panel or process. Check which institution’s value is accepted for your actual application.

  • Financing: provides a value reference for loan-to-value calculations.
  • Security: informs a bank about the property held as mortgage collateral.
  • CPF usage: supports relevant value-based calculations under CPF property rules.
  • Risk assessment: helps lenders consider property characteristics and market evidence.
  • Transaction planning: allows the buyer to distinguish an agreed price from a financing value.

HDB Request for Value: What the Fee Covers

HDB’s published Request for Value terms specify a S$120 processing fee including GST, payable for the application and non-refundable once submitted. They also state that only a buyer who has received an Option to Purchase from the seller should submit the request, and that it should generally be submitted by the next working day. HDB decides whether an inspection by an appointed valuer is necessary.

This is a time-sensitive transaction procedure, not a fee to be paid merely for browsing listings. The resulting value applies to that particular option and is generally valid for three months from availability in the portal. A new transaction or an expired value may require a fresh request and corresponding fee. Check the official HDB Flat Portal when acting, because charges and submission rules can change.

HDB acceptance of the Request for Value does not itself approve the resale transaction or the final loan. The buyer still needs the required eligibility, financing and transaction steps.

Worked Example: The Valuation Fee Is Not the Price Gap

Suppose the agreed HDB flat price is S$750,000, and HDB determines a value of S$700,000. The cash-over-valuation amount is S$50,000. Separately, the official Request for Value processing fee in the cited terms is S$120 including GST. Adding the two gives S$50,120 of two very different cash requirements, but it would be misleading to call that entire sum a ‘valuation fee’.

Now imagine a hypothetical private-property lender valuation service charging a professional fee of S$300 plus an illustrative 9% GST of S$27, giving S$327 if the fee is subject to GST in that way and no other charges apply. That is a teaching illustration only; there is no universal S$300 Singapore bank valuation fee. A real quotation may include a different amount, a lender-appointed firm’s charges or a subsidy.

Compare the legal, valuation, loan-processing and administrative fees separately. Then calculate the financing effect from the accepted property value. The valuation result can have a much larger impact on your property budget than the processing charge itself.

HDB Resale Valuation Versus Bank Valuation

An HDB resale buyer who needs an official reference value under the applicable CPF or loan rules generally follows HDB’s Request for Value process. HDB may decide that an inspection is unnecessary or arrange one through an assigned professional. A private property financed by a bank often follows the bank’s lender-approved valuation process, which may involve a site visit or another accepted method.

A refinancing lender may reassess a property’s value before agreeing to replace the mortgage. Even if the original owner paid S$1 million some years earlier, the new lender cannot simply assume that original price is the accepted current financing value. The value and permitted LTV are linked to the specific refinancing and regulatory circumstances.

The DBS refinancing-versus-repricing guide explains why switching lender often entails legal and valuation work, while repricing at the same bank usually does not require engaging a new valuation company. That is a helpful process comparison, not a guarantee that no valuation ever occurs during repricing.

Who Selects and Pays the Valuer?

HDB’s published resale rules say HDB chooses whether professional valuation is necessary and assigns its own valuer; the buyer does not select the valuer for that process. For bank finance, the bank may require an assessment from a panel or other acceptable professional. Ask the lender whether a valuer must visit the property, whether the cost is included in the application charge and when the amount becomes payable.

An advertised bank subsidy can reduce some valuation costs, but the terms may require a minimum mortgage amount or continued loan relationship. If the customer withdraws an application, the lender or valuation firm may still have incurred work. Check whether the fee is refundable before paying.

Do not assume the valuer’s job is to produce the precise amount the buyer wants in order to obtain a larger mortgage. A credible valuation is an independent assessment within the relevant standards and purpose.

Valuation and Cash Over Valuation

Cash over valuation arises when a purchase price exceeds the relevant property value. In Singapore, CPF Board’s property downpayment guidance explains that the part of the purchase price above the property’s market value cannot normally be funded using CPF OA or a housing loan.

A buyer who negotiated S$50,000 above the accepted value must therefore plan for that cash requirement even if the seller and buyer believe the agreed price is reasonable. This is separate from the minimum cash downpayment required under the applicable bank LTV category. If the buyer cannot cover both, the transaction may be unaffordable despite an attractive headline mortgage rate.

Learn the safe sequence: agree a price carefully → obtain relevant value → recalculate approved mortgage and allowable CPF → identify cash gap and transaction costs.

What if a Valuation Expires?

The official HDB Request for Value terms say the resulting value is valid for the specified transaction for three months from when it becomes available in the HDB Flat Portal. If a resale application is not submitted within that period, a new Request for Value may be necessary. The value for a new request can differ from the earlier result if market conditions or relevant circumstances change.

Do not carry an old value into a later transaction without checking the date and the applicable bank or HDB instructions. A valuation is time-specific and purpose-specific. It is also possible that the lender’s loan approval or IPA expires on a different date.

Mark all three dates in your transaction planner: option date, valuation validity and financing approval validity. They are independent constraints and each can affect your completion plans.

Checklist Before Paying for a Property Valuation

Keep the actual fee receipt, value notification and bank finance documentation. If a bank uses its own valuation, do not confuse the lender’s required valuation with a general online property-price estimate. Always check whether the offer is conditional on the accepted value.

  • Which transaction is this: HDB resale purchase, private purchase or bank refinancing?
  • Who has authority to request or accept the valuation?
  • What processing or professional fee applies, and is GST included?
  • Does the fee have to be paid before the outcome, and is it refundable?
  • How long will the value remain valid?
  • Does the bank also require another valuation or a specific panel valuer?
  • How will a value below the agreed price change the mortgage and cash plan?

Common Mistakes to Fix

  • Calling cash over valuation a fee paid to a professional valuer.
  • Assuming the seller’s agreed price is necessarily the mortgage financing value.
  • Applying for an HDB Request for Value before the specified transaction stage.
  • Assuming an HDB processing fee is always refundable.
  • Treating an old valuation as permanently valid for any later transaction.
  • Assuming repricing and switching lender incur identical valuation costs.
  • Planning only for the valuation charge and overlooking the much larger loan and cash effect.
