How to Solve Problems in Singapore | Lost Passport, ICA Replacement and Overseas Travel

If your Singapore passport has been lost or stolen, report the loss to the Immigration & Checkpoints Authority (ICA) immediately. Singapore’s Passports Act requires a lost passport to be reported within 14 days of the loss. You can report it through ICA’s official lost-or-damaged passport service using Singpass or seek the assistance described by ICA. Once a passport has been reported lost, it cannot be used for travel even if you later find it.

If you are in Singapore, the usual route is to report the loss, apply for a replacement passport one working day after the report if you need a new one, pay the applicable fees, and wait for the collection notification. If you are overseas and need to return, ICA says you can report the loss as occurring overseas and apply for a Document of Identity (DOI) to facilitate your return. Seek help from the nearest Singapore Overseas Mission if urgent.

A missing passport is more than a document-replacement task when travel is imminent. It may affect airline boarding, immigration clearance, visas, hotel bookings and your ability to return home. This guide separates the legal reporting duty, replacement process and urgent travel decision so you can act in the correct order.

Quick answer: what to do when a Singapore passport is lost

  • Search the last secure places briefly, including accommodation, bags and the transport operator’s lost-property channel, but do not put off ICA reporting.
  • Report the loss to ICA immediately; the legal reporting deadline is 14 days after the loss.
  • Remember that reporting invalidates the passport for travel even if you recover it later.
  • If a new passport is required, follow ICA’s instruction to apply one working day after the loss report.
  • Budget for the normal passport application fee plus the additional lost/damaged replacement fee.
  • If stuck overseas, seek ICA’s Document of Identity route and assistance from a Singapore Overseas Mission when urgent.
  • Check visa, booking and travel-document requirements before changing your flight.

The three questions you must answer first

First, did you lose a Singapore passport or a foreign passport? ICA’s Singapore passport replacement instructions apply to Singapore citizens’ passports. A foreign-national visitor whose passport is missing needs guidance from the police and their own country’s embassy or consular mission, as well as any relevant immigration requirements.

Second, are you in Singapore or overseas? The replacement process in Singapore normally ends with collection of the new passport. An overseas traveller whose passport is missing may need a special document to return, rather than waiting for a normal replacement in the same way as someone at home.

Third, do you need to travel soon? ICA says you do not have to apply for a new passport immediately after reporting a loss if you have no need to travel. However, someone with imminent travel needs to plan around processing, collection and any new visa arrangements.

Step 1 — Check carefully, then report the loss promptly

Check the obvious places: zipped luggage compartments, hotel safe, document folder, car seat, family member’s bag and accommodation reception. If you recently went through security screening, contact the relevant transport operator or location’s lost-property channel.

A short search is sensible because replacing a passport involves fees and waiting. But it is not an excuse to miss the legal reporting requirement. If the passport is genuinely missing, report it through ICA’s official channel.

Avoid uploading passport identity pages into public lost-and-found posts. Anyone who contacts you claiming to have found the document should not need your banking password, authentication code or transfer to a private account.

Step 2 — Report the passport lost through ICA

ICA offers an online service for reporting a lost or damaged Singapore passport using Singpass. It also allows a parent to report for a child below 16 years of age through the relevant online workflow.

If you cannot use the online service, ICA lists in-person arrangements at its Services Centre and help through Singapore Overseas Missions for people abroad. Check the live page before travelling to an office; service hours and requirements can change.

ICA gives the ICA Services Centre’s Passport & IC Unit address as 2 Crawford Street, Level 2, Singapore 207218. Its published weekday hours are 8 am to 4.30 pm, excluding weekends and public holidays. For an active application, the online instructions are the authoritative starting point.

Why is the 14-day reporting deadline important?

Singapore’s Passports Act requires a lost passport to be reported within 14 days. ICA recommends reporting immediately. This obligation concerns the loss report, not simply whether you intend to fly soon.

The same rule matters if the passport was stolen. Reporting the correct facts promptly protects the integrity of the travel-document record. If a theft or other crime occurred, you may also have reason to make an appropriate police report, but do not confuse the ICA process with a general lost-property search.

Report the date and circumstances truthfully. Do not change the loss date just to appear within the deadline, and do not submit a false theft account to obtain different treatment.

Step 3 — Apply for the replacement at the proper time

ICA’s current lost/damaged passport procedure says that if you need a new passport, submit the passport application one working day after submitting the loss report. Follow that sequence rather than assuming a loss report automatically issues a replacement.

Prepare the details and digital photograph required by the official application form. Inappropriate photograph specifications or inconsistent particulars may delay the issue of a new document. Check that your own legal name and personal details are accurate.

If you have no travel plans, ICA’s FAQ says you do not need to apply for a new passport immediately after reporting the loss. You can apply when the need arises. However, leave sufficient time for future plans rather than waiting until a flight is imminent.

How much does it cost to replace a lost Singapore passport?

ICA’s published fees combine a normal passport application fee with a non-refundable replacement fee for lost or damaged passports.

  • First loss or damage, applying online: S$70 passport fee + S$50 replacement fee = S$120 total.
  • Second or subsequent loss or damage, online: S$70 + S$100 = S$170 total.
  • First loss or damage, over the counter: S$80 + S$50 = S$130 total.
  • Second or subsequent loss or damage, over the counter: S$80 + S$100 = S$180 total.

The relevant over-the-counter amounts apply to applications through the ICA Services Centre or Singapore Overseas Missions as described by ICA. Use the actual live fee in your official application; these figures are a guide to the published schedule, not a quote from a third-party agency.

A passport reported damaged may also attract the replacement fee. If your passport looks physically intact but automated immigration gates cannot read it, ICA says to visit its Services Centre for an assessment rather than simply reporting fictional damage.

Step 4 — Understand replacement processing time

ICA gives an estimated processing time of one to two weeks upon receiving the application. It warns that cases involving non-compliant photographs or changes to a principal name or surname may take up to four weeks.

A processing estimate is not a guarantee of a specific flight date. An application may still need approval, collection arrangements and, where applicable, further action by airlines or foreign authorities.

If you have an urgent departure, explain the genuine situation through ICA’s official service channels. Do not assume that paying an extra fee to an unofficial “passport expeditor” changes the government’s processing rules.

Step 5 — Arrange collection after approval

ICA says it sends an approval notification by email with instructions for arranging passport collection. Follow the actual appointment and identity-verification requirements in that notification. Do not assume that merely completing a payment means the passport is available.

Plan any required visa updates after you know the replacement passport’s details. A visa or electronic travel authorisation associated with the old passport number may not automatically transfer to the new document.

Check the destination’s current entry requirements through official sources or its embassy and confirm airline requirements independently. Singapore passport validity and destination entry rules are separate questions.

The most important rule: the reported passport is no longer valid

A recovered passport may look normal. However, ICA explicitly says a passport reported lost or damaged must not be used for travel, even if you later find it. Its status cannot be safely inferred from appearance.

If you recover the lost passport after filing the report, ICA requires you to surrender it within 14 days of recovery. Failure to do so is an offence that may attract penalties under the applicable law.

This is a major difference from finding a misplaced item such as a book or umbrella. Once a travel document has been invalidated, recovering its physical pages does not restore its official validity.

What to do if the passport is lost overseas

The overseas route should begin with immediate reporting and a clear understanding of your next journey. ICA says to file the loss online with the place of loss recorded as overseas. You can then apply online for a Document of Identity (DOI) that may facilitate returning to Singapore.

If the situation is urgent, contact the nearest Singapore Overseas Mission for the appropriate consular guidance. A DOI and a normal passport are not interchangeable for every journey; confirm the permitted route, transit conditions and airline acceptance before buying a replacement ticket.

The overseas mission can explain consular assistance, required identity details and the relevant process. Its ability to help with urgent return travel does not imply that a complete international travel itinerary can be recreated instantly.

What if the next flight is tomorrow?

Do not attempt to board using a passport that has already been reported lost, including one you found later. Contact the relevant Singapore Overseas Mission and ICA through genuine channels and ask about the travel-document procedure that applies to your circumstances.

Inform the airline about the missing travel document and verify whether the intended route includes transit countries with separate entry or document requirements. A DOI for returning to Singapore is not a promise that every intermediate country or airline will accept an unchanged itinerary.

It can be useful to contact your travel insurer about covered costs, but coverage depends on your actual policy. Keep receipts and written communications if you need to claim later.

A foreign police report: when translations can matter

ICA notes that where a foreign police report is produced as part of the lost-passport application, original documents and official translations may be required if the documents are not in English. ICA specifies acceptable forms of translation and attestation.

This does not mean every lost Singapore passport requires a foreign police report before ICA will process the loss. The reporting requirement and the documentation needed for a particular overseas incident should be checked with ICA or the relevant mission.

Avoid paying an unverified service to produce a “required report” without first checking whether the document is actually needed. Accuracy and authenticity matter more than speed promises.

What about a damaged passport?

ICA describes damaged passports as including torn pages, missing or detached pages, loosened binding, water damage that affects pages, a visibly damaged RFID component or a cracked biodata page. Travellers should not assume a damaged passport will be accepted merely because the printed name can still be read.

If you suspect damage, check the official assessment or replacement route well before a trip. Avoid home repairs with tape, glue or manual alterations that might make the document less acceptable.

When automated-gate problems arise without obvious physical damage, ICA distinguishes these cases from ordinary lost/damaged reporting and advises an assessment at the ICA Services Centre.

When a passport, IC and wallet disappear together

A lost bag can contain more than one identity document and several payment instruments. Those problems must be handled through their own channels. Report the lost passport through ICA’s passport service. An NRIC loss has a different IC replacement process and fees.

If bank cards are missing too, contact the bank through verified channels to block or protect affected cards. If someone uses the missing documents as part of a scam attempt, preserve evidence and follow bank and Police guidance.

You do not need to give a stranger full passport pages, a Singpass password or a one-time code as proof of your identity to arrange the return of a bag.

Worked example: losing a passport before a holiday

Imagine a fictional resident, Nicholas, notices on Monday that his passport is not in the drawer where he normally keeps it. He checks his travel bag, documents and the last place he used it. After establishing it is genuinely lost, he reports it through ICA rather than assuming the upcoming holiday can go ahead using a photograph of the old passport.

He notes that ICA instructs applicants who need a replacement to apply one working day after the report. He checks the first-loss online fee and submits a compliant photograph. The normal processing estimate does not guarantee his original flight, so he reviews bookings and destination entry rules carefully.

Three days later, Nicholas finds the old passport. He does not put it back into his travel bag. Because he reported it lost, he follows the requirement to surrender it to ICA within 14 days of recovery. Finding it has not reversed the report.

Worked example: overseas passport loss

Imagine a Singapore citizen, Aisha, on an overseas work visit. Her passport disappears before her planned return flight. She checks the hotel and transport operator briefly, reports the loss to ICA with the location recorded as overseas, and contacts the nearest Singapore Overseas Mission because travel is urgent.

She asks about the Document of Identity process, checks what documents the airline will accept and discusses any transit requirements before rearranging the itinerary. She keeps a private record of the report and relevant receipts.

The example does not promise that every traveller can fly home on the originally planned date. It shows how to replace guesses with verifiable official instructions.

Avoid mistakes that make a passport loss more expensive

  • Delaying the ICA report because the passport might still appear.
  • Assuming the old passport becomes valid again when found.
  • Forgetting to surrender a recovered, reported passport.
  • Paying a third-party “fast track” service without verifying its legitimacy.
  • Assuming the replacement passport keeps the same number for every visa or travel authorisation.
  • Confusing an IC replacement with a passport replacement.
  • Trying to use a DOI for travel other than the journey it permits.
  • Publishing the complete passport identity page online.

Frequently asked questions

How soon must a lost passport be reported in Singapore?

Within 14 days under the Passports Act. ICA recommends reporting immediately.

Can I still use my passport if I find it after reporting?

No. ICA says a reported lost or damaged passport cannot be used for travel, even if recovered. A recovered reported passport must be surrendered within 14 days.

Do I have to replace it immediately?

If you do not need to travel, ICA says you may apply for a new passport when necessary. The loss itself must still be reported promptly.

What is the first-loss online replacement cost?

ICA lists a S$70 passport application fee plus a S$50 additional replacement fee, a total of S$120.

What is the fee after multiple losses?

For a second or subsequent lost/damaged passport, ICA lists S$170 online and S$180 over the counter.

How long does replacement take?

ICA gives an estimated one to two weeks upon receipt of the application; certain photograph or name-change cases may take up to four weeks.

What if I am overseas?

Report the loss with the place recorded as overseas. ICA describes a Document of Identity application to facilitate return to Singapore and urgent help from a Singapore Overseas Mission.

Can I fly with a photocopy of my lost passport?

A photograph or photocopy is not a substitute for a valid travel document. Follow ICA, mission, airline and destination instructions for the actual journey.

Does a damaged passport count differently?

ICA treats lost/damaged passport cases within its replacement guidance, with the published additional fees. For automated-gate issues without visible damage, it advises an assessment.
