The newest date in a search result is not necessarily the date of the newest rule. An official website can contain a promulgated regulation, a draft, an explanatory article and a filing announcement. Those pages are useful for different claims.

A reliable policy summary identifies the document before interpreting it. Who issued it? What kind of document is it? Which date is being shown? What does the operative text actually say, and what later text changes its status?

This lesson builds an evidence ledger from a small selection of official Mainland sources, checked on 12 October 2026. It teaches source reading, not legal clearance for a project. The invented headlines below are exercises, not quotations from real organisations.

Choose your reading route

In this guide

  • Read sections 1–3 to define a useful document record.
  • Compare the date and document-type cases in sections 4–7.
  • Use sections 8–10 to test a headline against the evidence.
  • Finish with the exercises and a reusable reading checklist.

1. Begin with the claim you want to test

“Find blockchain policy” is too broad to produce a precise answer. Start with a proposed claim, such as “this document replaced that earlier notice” or “this page establishes when the regulation took effect”.

The claim determines what evidence is needed. A publication date may support when a page appeared. It does not automatically support when a legal requirement became effective.

A technology-development target may support what an authority intended to pursue. It does not, by itself, measure the eventual outcome.

The evidence ledger therefore has two linked records: one for the source document and one for the claim. A list of links without claim boundaries can still produce an inaccurate summary.

For example, a perfectly genuine official page might be the wrong document type for the conclusion being drawn. Authenticity of the source is necessary, but it does not remove the need to interpret what kind of statement the source contains.

2. Give each document a stable identity

Record the full title, issuing body, document number where available, official source location and subject matter.

A document number is especially useful when several texts have similar titles. The 2026 PBOC-led notice is 银发〔2026〕42号. The earlier notice it expressly repeals is 银发〔2021〕237号. The CAC’s 2019 information-service regulations are Order No. 3.

These identifiers are not interchangeable merely because all three texts concern activities associated with blockchain or virtual currency.

The issuer also matters. A document jointly issued by several bodies should not be described as the personal opinion of a single official. An article hosted by an authority should not automatically be described as a rule issued by that authority.

Keep the complete title in the ledger, even if the prose uses a shorter label. This makes it possible for another reader to check that the source supporting the claim is the intended document.

Do not use the browser’s page title or a search snippet as the only identity record. Open the actual text and inspect its heading and document metadata.

3. Separate four kinds of time

A document can have a date of formation or issuance, a webpage publication date, an effective date and a date on which you checked it. Those are different fields.

If two dates happen to match, record that rather than assuming all dates always match. If a date is absent, mark it as not established by the selected page instead of inventing one.

Our reading date, 12 October 2026, means the listed sources were checked then. It does not mean the documents were issued that day or that every possible later amendment has been exhaustively ruled out.

Likewise, a website footer showing a current year is not the effective date of every document it hosts. An archived page may remain available after its legal status changes.

A useful ledger preserves the original date label. Translating both 成文日期 and 发布日期 simply as “date” destroys a distinction the source itself provides.

4. Case one: the guidance has two dates and future targets

The MIIT/CAC blockchain development guidance identifies its document date as 27 May 2021 and its publication date as 7 June 2021. Its number is 工信部联信发〔2021〕62号.

Those facts support a clear metadata statement. They do not require choosing one date and declaring the other a mistake.

The text also includes development goals for 2025 and 2030. A goal is not an observation that the goal was achieved. If an invented headline says “The 2021 guidance proves all its 2025 targets were met”, the cited document alone does not establish that claim. MIIT/CAC guidance

The ledger entry should therefore separate metadata, intended direction and outcome evidence. An outcome claim would need suitable later evidence about what actually happened.

This is a general source-reading distinction. The date has passed, but the wording of an earlier target has not transformed itself into a measurement.

Also keep the document’s type visible: guidance about development is not an operator-specific approval certificate. That latter claim concerns a different object and would require different evidence.

5. Case two: a later webpage still contains a draft

The CAC’s promulgated Blockchain Information Service Management Regulations page is dated 10 January 2019. It identifies Order No. 3 and states that the regulations take effect on 15 February 2019. Promulgated regulations

A separate page on the same official website is dated 20 March 2019. Its title explicitly refers to a consultation draft. Its source line names Network Communication magazine, and its body presents draft text and expert interpretation.

The later page date does not turn that material into a later promulgated amendment. The reader should record its actual label and context instead of selecting it solely because March follows January. Draft-related commentary page

We do not need to guess why the article appeared on that date. The evidence sufficient for this lesson is its identified document type and content.

The invented claim “the March page automatically supersedes the January Order” is not established. A replacement claim requires evidence of replacement, not merely a later date and similar words.

This case is particularly instructive because the domain is official in both instances. Checking the domain is useful, but it is not the entire reading process.

6. Case three: an express repeal names a particular earlier notice

The 6 February 2026 notice 银发〔2026〕42号 states that it takes effect upon publication and that 银发〔2021〕237号 is repealed at the same time. That is an explicit relationship between identified documents. PBOC-led notice

An invented summary that calls the 2021 notice the sole current notice while ignoring this replacement is contradicted by the later text.

However, the repeal clause is not a licence to mark every older blockchain-related document as repealed. Its target has a title and number. The CAC Order and the MIIT/CAC development guidance are different documents.

The ledger should record the relationship precisely: new notice, named predecessor, effective transition. Do not reduce it to “2026 replaces 2021” without saying which text.

The older notice may still matter to a historical discussion about what was said at an earlier time. A historical citation and a statement about current applicability are different claims. Keeping the older document in an archive is not the same as presenting it as the current governing text.

7. Case four: a new announcement can apply an older framework

The CAC’s 12 May 2026 announcement publishes a further batch of domestic blockchain information-service names and filing numbers under the information-service regulations.

For this ledger, it supports a limited current-year observation: the authority was using that framework in the stated filing announcement. It does not announce a rewrite of the regulation’s rules. May 2026 filing announcement

A page can therefore be newer than a regulation while serving a different function. The relationship is application or administration of the framework, not necessarily amendment.

Suppose an invented headline says “The May announcement changes every filing obligation”. The selected page does not establish that claim. Its date and official location do not add words the announcement does not contain.

The same principle prevents a registration announcement from becoming a general endorsement of unrelated product claims. Read what the announcement does, whom or what it identifies and which conclusion you are asking it to support.

This lesson does not inspect any real operator’s filing status. It examines the document relationship only.

8. Classify the claim, not just the source

Use three clear outcomes when comparing a headline with selected evidence.

Supported means the source establishes the claim within its stated scope. “The January Order gives 15 February 2019 as its effective date” is supported.

Contradicted means the claim conflicts with what the source explicitly establishes. “The identified 2021 notice remains the sole current notice with no replacement” conflicts with the 2026 repeal clause.

Not established means the evidence does not justify the conclusion, even if the conclusion could conceivably be true with other evidence. “All development targets were achieved” is not established by the earlier guidance’s target language.

These categories are not interchangeable. Missing evidence of success is not proof of failure. Missing evidence of an amendment is not a declaration that no other amendment could exist anywhere.

This distinction is especially important when the claim is broad. The ledger should say what was checked and which question remains open, rather than turning a limited search into universal certainty.

9. Work through a six-claim reading exercise

A fictional analyst has collected the five source pages discussed above. The analyst writes six statements.

Statement A: “The guidance was formed on 27 May 2021 and published on 7 June 2021.” This is supported by its labelled metadata.

Statement B: “Because 2025 is over, the guidance proves its 2025 targets were achieved.” This is not established. The cited text supplies goals, not the required outcome evidence.

Statement C: “The March 2019 draft-related article automatically replaced January’s Order.” This is not established. The analyst confused a later page date with a promulgated replacement.

Statement D: “The 2026 notice expressly repealed 银发〔2021〕237号.” This is supported by the named repeal clause.

Statement E: “That repeal also establishes that the CAC’s Order No. 3 was repealed.” This is not established by the cited clause. The target document is different.

Statement F: “The May 2026 filing announcement is itself a new version of the information-service regulations.” This is not established by the announcement’s function or wording.

The exercise produces two supported statements and four unsupported ones. It does not produce four proven falsehoods. Some claims lack the necessary kind of evidence; that is the precise finding.

10. Preserve the passage and its limits

A useful claim record includes the exact proposition being tested, the source identity, the relevant section or clause, a short paraphrase and the conclusion boundary.

For a repeal claim, keep the paragraph naming the predecessor. For an effective-date claim, keep the promulgation or commencement language. For a target claim, keep the section showing that it is a target.

A screenshot of a title may omit the exception, definition or final paragraph that changes the interpretation. A search snippet may cut off the relationship between a prohibition and its stated conditions.

Read enough surrounding text to understand the proposition, but do not paste an entire document into a summary and call that analysis. The reader needs the link between claim and support.

Where English is used, distinguish your explanatory paraphrase from an official translation. Preserve the original Chinese document number and important labels so another reader can locate the same text.

Do not invent a quotation that sounds clearer than the original. If the passage is ambiguous for the intended application, record the ambiguity and seek appropriate expertise rather than silently resolving it.

11. A reusable ledger with a clear stopping point

For each source, record:

  • Full title, issuing body and official location.
  • Document number and document type.
  • Relevant subject and jurisdiction.
  • Formation or issuance date, publication date and effective date where established.
  • The status or relationship expressly shown by the text.
  • The particular claim it supports and the passage supporting it.
  • Any unresolved applicability, interpretation or version question.
  • The date of your check.

For each proposed conclusion, ask whether the ledger contains the kind of evidence that conclusion needs. A source with excellent metadata can still be insufficient for an individual business assessment.

The stopping point for this teaching exercise is a defensible claim classification, not permission to act. A real decision may need a broader source set, complete activity facts and qualified legal advice.

This also explains why an evidence ledger should be updateable. If a later official amendment appears, add its identity and relationship, then revisit the affected claims. Do not overwrite the historical record as though the earlier reading never existed.

12. Exercises with explained answers

Exercise 1: Two dates

A page labels 27 May as 成文日期 and 7 June as 发布日期. Which should the ledger retain?

Both, with their labels. They describe different events and should not be collapsed into an unexplained single date.

Exercise 2: A later draft

A draft-related article appears after a promulgated order. Does the page date establish that the order changed?

No. The document type and an actual amendment or replacement relationship must be established.

Exercise 3: The correct repeal target

A clause names 银发〔2021〕237号. Can it be cited as proof that an unrelated CAC order was repealed?

No. The identity of the target is part of the claim. Similar subject matter does not make the documents interchangeable.

Exercise 4: Target versus outcome

A 2021 document sets a 2025 goal. What additional kind of evidence is needed to say the goal was achieved?

Suitable evidence about the actual outcome. The earlier goal statement does not supply that measurement.

Exercise 5: Historical use

Can a superseded notice still appear in a history lesson?

Yes, if it is accurately dated and described as historical. It should not be silently presented as the current notice.

Exercise 6: Administrative announcement

A current-year filing announcement cites an older regulation. What does that establish here?

That the framework was used for that dated announcement. It does not by itself rewrite the regulation or certify every unrelated activity.

Exercise 7: Unknown is not false

The selected sources do not establish whether a target was met. Should the report say the target failed?

No. The appropriate result is not established by the selected evidence. Failure would require its own support.

Exercise 8: Check date

The ledger says “checked 12 October 2026”. Does that mean every cited document was issued then?

No. It is the research date, separate from source dates and legal effect.

13. Frequently asked questions

Is an official domain enough?

It helps establish provenance, but the page may contain a rule, draft, announcement or commentary. Its type and content still matter.

Should I always choose the newest result?

No. Choose the document that supports the relevant claim, and examine its relationship to other versions. Recency alone does not establish legal priority.

Can an expert explanation help?

Yes, as explanation with its source and status identified. Do not silently promote it into operative text.

Does this ledger prove full compliance?

No. It improves the accuracy of source-based statements. Complete compliance analysis needs the applicable rules and actual activity facts.

Why preserve older versions?

They can explain historical decisions and changes. Clear version labels prevent historical material from being mistaken for current authority.

14. Sources and further reading

Official pages checked on 12 October 2026. The analyst’s six statements and exercises are invented teaching material.

A good policy note does more than cite an official link. It tells the reader which document was read, which claim it supports and where the evidence stops.
