MOE Financial Assistance 2027 | Apply Online, Check FAS Status and School Review

Original editorial illustration of residents with different backgrounds receiving assistance at a government services centre, with school and public clinic symbols in the civic scene; conceptual, not a real photograph.

Quick answer: Parents and legal guardians can apply for Singapore MOE Financial Assistance through the Student Finance System (SFS). Sign in using the parent/guardian role and Singpass, open Financial Assistance, select Apply for Financial Assistance, choose the child or children and relevant academic year, verify household information, review the declaration, and press Submit. To check what happened, use Financial Assistance > My Applications. A saved draft is not a submitted application.

Some qualifying cases are granted automatically based on available government household information; others are sent to the school for manual evaluation. The official 2026 SFS guide says a parent’s declaration of certain Other Administrative Income (OAI), incomplete means-test data, or a need for school-based financial support can require additional documents and assessment. A status such as Pending School Evaluation is not automatically a rejection. For 2027 budgeting, use the most recently published MOE scheme criteria, but confirm the applicable 2027 rules and school arrangements before relying on any amount.

  • Apply: MOE SFS > Financial Assistance > Apply for Financial Assistance.
  • Check status: Financial Assistance > My Applications; open the application ID.
  • Application owner: parent or legal guardian, not an unrelated adult.
  • Household means test: information is obtained from HOMES where available; missing information may require supporting documents.
  • 2026 MOE FAS income test: monthly gross household income up to $4,000 or monthly per capita income up to $1,000; verify any later 2027 revision.
  • Families with multiple children: the SFS may process each child’s eligibility separately.

Who can get MOE Financial Assistance?

MOE’s Financial Assistance Scheme, or MOE FAS, is intended to make schooling affordable for eligible Singapore Citizen students in government or government-aided schools. Independent schools have a related Independent School Bursary (ISB) framework, and some schools provide further school-based help for families whose circumstances are not fully addressed by standard criteria. The precise scheme depends on where the child studies.

The MOE FAS criteria effective January 2026, available from the Ministry’s public financial-assistance factsheet, require either monthly gross household income (GHI) no greater than S$4,000 or monthly per capita income (PCI) no greater than S$1,000. The word “or” matters: a larger family can meet the per capita test even if the total monthly household income is higher than $4,000. These are stated 2026 criteria, not an independently confirmed new threshold for every 2027 application.

For government and government-aided schools, the 2026 scheme includes support for prescribed school and miscellaneous fees where applicable, textbooks and school attire, meals and transport assistance. MOE’s 2026 factsheet describes meals equivalent to seven meals per school week for primary beneficiaries and ten for secondary beneficiaries, as well as specified public transport support. The precise benefit mix can differ by level, mode of transport and institution type. Never apply a secondary benefit formula automatically to a JC or independent-school case.

What if your child attends an independent school?

Do not assume the same programme and benefit schedule. The ISB framework has its own benefit tiers and thresholds. The SFS application process can assess the child’s circumstances and direct the case according to the applicable arrangement, but you should consult the school’s current financial-assistance information to confirm what is covered and when support begins.

What if your family already receives ComCare?

The MOE application-form guidance updated in 2025 says existing beneficiary families of MSF ComCare may have their children automatically granted MOE FAS and need not separately apply. If you believe automatic assistance should apply but school charges still appear unresolved, ask the child’s school to confirm the current entitlement and processing. Do not submit duplicate or misleading applications solely because a paper form looks familiar.

Step by step: applying through the Student Finance System

  1. Open the official portal. Visit studentfinance.moe.gov.sg. Select the parent/guardian login category and sign in with Singpass.
  2. Choose Financial Assistance. Select Apply for Financial Assistance, using the portal’s current menu.
  3. Select your children. In Select Children and Benefits, choose each child to include in the application; the system may require you to complete details for one child before moving to the next.
  4. Choose the academic year. Confirm that the intended benefit year is correct. If applying for 2027, do not accidentally select 2026 because that was the year in the previous application.
  5. Review the child’s needs. The guide says default applicable subsidies are shown and the selected mode of travel between home and school can affect transport-related support. Save each child’s details.
  6. Confirm household and income information. Review the HOMES-derived data and answer the portal’s questions about household changes and Other Administrative Income.
  7. Provide additional information where requested. If necessary, update relevant household-member details, occupation information and supporting records.
  8. Preview and declare. Read the summary. Ensure the people, academic year, income and requested benefits are accurate before agreeing to the applicant’s declaration.
  9. Press Submit. The application should show the status Submitted. Keep the application ID for subsequent tracking.

It is possible to save the work as a draft and return later. But the official MOE SFS guide says an unsubmitted draft is automatically deleted 14 days after its last modification. Families should distinguish “I saved it” from “I applied”. This one mistake can cause the impression of a mysterious delay when the school has not received a complete submission.

How HOMES, GHI, PCI and other income affect your application

The SFS can obtain household and means-test information through HOMES, including household composition, address, GHI and PCI where records are available. This reduces repetitive document submission in ordinary cases, but it does not mean the automated data will always fully describe a family’s situation. Applicants must still answer truthfully and supply evidence when asked.

Gross household income versus per capita income

GHI is the relevant combined gross household income under MOE’s eligibility rules. PCI is calculated by dividing the relevant gross household income by the number of qualifying household members. Household-membership definitions matter, and may not match the number of people the applicant informally considers part of “our family”. Check MOE’s definition carefully, especially in multigenerational households.

For an illustrative calculation, suppose the eligible household has five members and relevant monthly GHI of S$4,500. Its PCI would be S$900 (S$4,500 ÷ 5). On the published 2026 threshold, the family would exceed the GHI limit but meet the PCI numerical limit. That example is about the income test, not a guarantee of approval: the child’s citizenship, institution, correct household composition and other eligibility conditions still matter.

Other Administrative Income (OAI)

MOE’s SFS application guide asks whether the family needs to update household details or has more than S$100 of Other Administrative Income outside employment and trade income. Where that condition applies, the portal requires additional information and the application can be routed to the school for manual assessment. Rental or other taxable income may be relevant; consult the official form rather than classifying amounts from memory.

Crucially, the guide explains that supporting documents may also be needed even when no OAI is declared, if a valid means-test result or relevant income information cannot be retrieved. A family should not assume that selecting “No” always guarantees instant automated approval.

If someone loses their job

A sudden income change can materially affect a family’s finances, but it does not mean the system should be fed an invented zero. MOE’s application instructions describe the treatment of recent income and 12-month averages, including unemployment or no-pay leave. Explain the actual circumstances to the school and provide the requested evidence. A school-based assessment may be more appropriate than trying to alter government-source records without supporting reasons.

What does my FAS application status mean?

StatusPractical meaning
DraftSaved but not submitted; it will not be processed as an application until you submit.
SubmittedSubmitted to the system; check for further processing and outcome.
Pending School EvaluationSchool review is required for this case; not by itself a rejection.
Pending Posting ResultA posting-related result may be necessary before final processing.
GrantedAssistance granted under the relevant assessment.
UnsuccessfulApplication not approved under the assessed criteria; ask the school about other support.
Lapsed / RevokedApplication no longer active under the relevant status; examine the case details and school guidance.

Navigate to Financial Assistance > My Applications, inspect the application ID and open the associated details. The SFS guide says the next-day display can show an automatically processed result, while some cases move to pending school evaluation. A next-day system update does not guarantee a manually reviewed case will be resolved in one day; the school’s checking and approval process may take longer.

Can I withdraw after submission?

MOE’s guide allows withdrawal for certain statuses, including Submitted and Pending School Evaluation. It specifically warns that withdrawal cannot be undone, and a new application is required to apply again. Do not withdraw an application merely because it is taking longer than expected; check with the school first if you do not understand the reason for the delay.

What if two or three children attend different schools?

The SFS allows parents to select multiple children in an application. The guide notes that their cases can still be processed differently if they attend different schools, have different recorded addresses, need OAI review or qualify under different subsidy routes. The school that evaluates OAI may coordinate an assessment affecting the wider family, but individual child outcomes are still displayed separately.

The public MOE paper-form guidance also says a family with children in several government or government-aided schools need only submit one application form to one of the schools. This paper process and the SFS multi-child selection should not be confused with a requirement to submit duplicate separate online forms for every child. Follow the portal’s instructions and the receiving school.

Three worked family situations

Case 1: larger family with income above S$4,000

A family of five has a relevant income of S$4,500. The total exceeds the GHI threshold but their illustrative PCI is S$900. On the 2026 numerical test they could qualify through PCI, assuming all other conditions are met. The point is to check both means-test routes. Families should not abandon an application solely because they are a little above the total household income threshold.

Case 2: two children, one application pending school review

A parent selects two children in SFS. One child’s record has sufficient information for automated assessment; another requires the school to verify an additional household-income document. The applications may display different statuses. This need not indicate an inconsistent government decision. Open each child’s detail, review any requested documents and contact the appropriate school if clarification is needed.

Case 3: a parent forgot to press Submit

A parent saves a partially completed application and assumes it has been sent. Two weeks pass. The draft may be removed automatically after 14 days without modification. The practical solution is to inspect the application status before the relevant assistance deadline and resubmit a complete application where required. A screenshot of the input page does not prove the application reached MOE.

What if the application is unsuccessful, delayed or missing?

First determine whether the issue is a login problem, a missing submission, a data mismatch, a pending school evaluation or an actual assessed outcome. These call for different actions. Start with the official application ID and status in SFS. Then approach your child’s school or the official SFS support channel with enough information to identify the case, using only authorised methods for sensitive documents.

If the family is in urgent difficulty, communicate that clearly to the school and ask what school-based support may be available. A standard MOE FAS outcome does not necessarily exhaust every form of school-based assistance. The school can explain what information is required and whether another scheme may apply. Do not deliberately understate income or omit household members to obtain a preferred automated result.

A four-week family planning guide

Week 1 — map the family’s needs: collect school fee notices, transport information and basic household details. Identify which children and academic year need support.

Week 2 — understand the income test: review the latest MOE published limits and the SFS household questions. Note situations that may require documentation rather than guessing.

Week 3 — apply: log in with Singpass, select the children, complete income and household questions, review the declaration and press Submit. Keep the application ID.

Week 4 — follow up: inspect My Applications, address school requests promptly and clarify benefit timing. If the application is granted, confirm the correct support is reflected in your child’s school arrangements.

Frequently asked questions

Where do parents apply for MOE FAS online?

Use the MOE Student Finance System and open its Financial Assistance service after signing in with Singpass.

What is the FAS income limit for 2027?

MOE’s latest published criteria reviewed here are effective January 2026: GHI up to S$4,000 or PCI up to S$1,000. Verify that these remain applicable to the 2027 academic year.

How do I track my application?

Go to Financial Assistance > My Applications, then open the application ID to review details.

Does saving a draft count as applying?

No. A draft is not submitted and can be deleted after 14 days without modification.

What does Pending School Evaluation mean?

The school needs to review the case. It is not automatically a refusal.

Do I need to apply separately for every child?

The portal supports multiple children in one application, although each child’s case may be assessed separately.

What if the family receives ComCare?

MOE’s paper-form guidance says existing ComCare beneficiaries may be auto-granted FAS; check current processing and the school if the entitlement is not reflected.

What if I have rental income?

Declare the information accurately. MOE’s SFS guide explains that Other Administrative Income can require more details and manual school assessment.

What if I mistakenly withdraw the application?

The guide says withdrawal cannot be reversed; you would need a new application where eligible.

Can I get help when I do not qualify for standard FAS?

Ask your school about school-based financial assistance and other applicable schemes. A standard FAS assessment is not always the end of the discussion.
