Secondary 4 Chinese Tuition | Moulmein Weekday or Weekend Parent Dilemma

Three students in school uniforms work through open books at a classroom table, with textbooks and stationery nearby and study notes on the whiteboard behind them.

Secondary 4 Chinese tuition in Moulmein can use one real public document to teach an important examination-year skill: the difference between how a proposal is evaluated and what has actually been approved. In May 2025, the Singapore Land Authority’s tender announcement concerning 2 Moulmein Road stated a 40% price and 60% quality evaluation weighting. A student cannot infer from that statement who won, what every proposal contained or which facilities later opened. The language task is evidence-based judgement, not memorising percentages.

Parents comparing weekday and weekend Chinese tuition should start from the student’s real oral or argumentative-writing error. A weekday lesson can repair a fresh marked claim that overstates the evidence. A weekend lesson may allow fuller discussion of possible uses, competing considerations and how to answer an unexpected objection. Both are useful only if the student can support a new Chinese response independently.

Moulmein Road’s former Communicable Disease Centre is a documented heritage property close to Novena. SLA’s 2025 release proposed a range of allowable future uses through a tender process. This guide discusses that published snapshot without claiming an award, implementation or present-day tenant status. The evaluation-panel dialogues and student arguments below are original fictional practice, not reports of actual government deliberations.

1. The Secondary 4 Chinese learning problem: arguing from public evidence without confusing tender criteria with results

An examination-year Chinese answer needs more than a confident point of view. It must distinguish facts, proposals, evaluation rules and outcomes. An official tender notice may establish the method by which bids are assessed, but not prove which bid was chosen. A learner who writes “因为质量占六成,所以某个方案已经获选” has made a logical leap from a criterion to a result.

The SLA announcement gives the price component a forty-percent weight and quality sixty percent. That shows how the advertised evaluation was intended to balance the components. It is not a popularity poll in which sixty percent of residents supported a particular design. Nor does it prove that every idea described in the notice would be constructed. Students should learn to identify the denominator or referent of every percentage before speaking.

A useful distinction is between “可以考虑”, “允许作为用途”, “已经批准” and “已经投入使用”. The first suggests a possibility; the second may describe an allowable class of use within a stated procedure; the third describes an actual approval; and the fourth reports operation. They should not be replaced with one another merely to make a composition sound decisive.

Good argumentative writing can recognise two genuine aims without inventing an outcome. A historic site’s reuse may prompt questions about conserving important physical features and supporting contemporary community activity. A student can explain why both deserve consideration. But they should not attribute one preferred proposal to officials, residents or applicants unless an actual source supports it.

A fluent writer may misuse certainty. Words such as 一定, 全部, 已经 and 证明 carry different strengths. A teacher can ask which exact clause justifies each. Often a better answer is shorter: “该公告说明了评估准则,但并没有在这段资料中公布最终结果.” Acknowledging a limit is not weakness; it is faithful source reading.

Students also need to respond to fair counterarguments. A peer might argue that preserving heritage features could constrain new uses. Another might point out the desire to keep a site useful. An effective Chinese response acknowledges both and then explains a conditional recommendation, rather than attacking anyone as opposed to history or progress.

To diagnose the actual gap, bring a marked school argumentative paragraph or a short oral response. Highlight its claim, evidence and conclusion. Ask whether the sentence reports a verified fact or the student’s opinion. Then replace one tempting phrase that turns a criterion into an achieved result and check an unrelated example.

An exam-year class should prepare for the student’s actual Chinese or Higher Chinese course and cohort. The 2027 SEC begins after the 2026 GCE arrangements, and assessment materials should not merge the two. Logical reasoning, credible language and oral flexibility are transferable foundations but do not make every specimen paper interchangeable.

2. Weekday Chinese tuition: use the original school error

A percentage always describes a particular relationship. A learner who sees 60% quality weighting and says ‘sixty percent of the public favoured quality’ has assigned a new denominator and survey population that the release never identifies. The number describes how tender bids were to be assessed; it is not a poll, a market share, a completed score or evidence that a named applicant won.

An examination-year tutor should train the student to identify what a number modifies. Ask ‘百分之六十是指什么的六成?’ The correct answer is the evaluation weight for quality in the stated tender. It is not sixty percent of buildings, tenants, bids, public support or construction work. A student who can attach the percentage to its actual noun phrase can avoid impressive-sounding but incorrect claims.

Do not confuse permissibility with endorsement. SLA’s annex listed possible use categories for bids, including education-related and other community or commercial uses subject to rules. A list of allowable uses does not say all will be chosen. It also does not establish that a specific bidder proposed any one use, secured approval or opened for visitors. Those later claims would need separate sources.

The price–quality balance presents a genuine issue for evaluation. Price can matter to the public authority, while quality encompasses considerations such as a proposal’s vision, sustainability and heritage preservation. A student may reasonably argue why several criteria should be weighed. But the argument must remain the student’s judgement, not an invented record of a selection panel’s private deliberations.

Chinese expressions such as 可以考虑、允许、拟、计划、已获批准 and 已投入使用 carry different degrees of certainty. A polished essay can still become unreliable if it replaces a tentative phrase with an accomplished one. Ask the learner to read the exact verb before introducing stronger words like 证明、一律 and 必然.

A conditional suggestion can be persuasive without pretending its conditions are satisfied. “如果有关方案能妥善保留历史特色,又能满足实际需要,便值得进一步研究” proposes a way of evaluating an idea. It does not state that a particular proposal passed those tests. Good Chinese reasoning distinguishes the standard from its fulfilment.

A useful counterargument is not a straw man. A speaker concerned about preserving the site’s historical features may ask whether extensive changes would erase them. Another concerned about useful public access may ask whether the buildings can be maintained and used responsibly. A student should fairly represent both concerns, then propose a reasoned way to evaluate them rather than accuse one side of not caring about the community.

A final diagnostic is to compare two short responses. One says ‘the authority set 40% and 60% tender weights’; the other says ‘a particular plan received 60% of public votes and opened’. Ask the student to locate the exact unsupported additions. The skill being tested is evidence-based judgement, not the student’s preference for one type of redevelopment.

Inspect a fresh school argument, not just its final mark

A weekday session can begin with one real marked paragraph from the student’s Chinese or Higher Chinese course. The tutor asks the learner to underline every numerical or factual claim and circle expressions such as 所有、一定、已经、成功 and 证明. For each circled word, the student identifies the supplied evidence. This makes overstatement a visible editing problem rather than a vague criticism of writing style.

If the marked draft says a proposal must have won because the quality component was weighted at sixty percent, ask what information is missing. The learner has not been given individual bids, their evaluations or an award. The tutor can help rewrite the answer as ‘有关公告说明评审注重质量,但仅凭权重不能判定谁获选’. This is a valid cautious conclusion with a clear reason.

An effective teacher can distinguish three layers in a paragraph: the given source, a supported inference and a personal value judgement. A source may state the evaluation criteria; an inference may be that quality received greater weight than price; a judgement may be that heritage considerations are valuable. These are different sentence functions and should not be presented as interchangeable facts.

Use a familiar school example to strengthen the analogy without falsifying the Moulmein case. Imagine a fictional art competition with 40% technique and 60% originality. That weighting alone cannot identify the winner unless the competitors’ scores are known. Ask the learner to write the difference in Chinese, then return to the actual SLA tender statement. The analogy reveals the logical principle rather than importing unrelated numbers into the official source.

A three-student tutorial can allocate separate tasks. One student identifies what the document explicitly says, another lists what remains unknown, and a third offers a justified personal evaluation. They then compare notes and revise independently. If a confident student supplies the entire final argument, the other two may leave with a fine paragraph but no reliable reasoning method.

Independent checks after an ordinary school night

Weekday timing must serve an examination-year student. Secondary 4 often involves timed practice, school assessments and revision in several subjects. After late CCA and a long journey, a child may copy the tutor’s qualified model without truly reconsidering the claim. Ask for the actual lesson location, school dismissal time, meals, commute and sleep before making the booking.

A short, deliberately designed tutorial can be more valuable than an entire evening of model essays. Begin with the authentic error, teach the source–claim–inference distinction, practise two small counterexamples, then give a cold unrelated question. The child should be required to explain why the evidence stops where it does. A correct sentence immediately after the teacher writes it is not enough.

Try an unfamiliar source in the final fifteen minutes: a fictional school award gives 70% weight to written work and 30% to a presentation. Ask whether the weighting establishes the recipient. It does not. The tutor checks whether the learner can name missing score information without returning to the Moulmein facts. This is transfer rather than rehearsed agreement.

At home, parents can preserve the first marked response and ask one neutral question: ‘Which phrase proves this result already happened?’ The student should be able to point to a supporting clause or admit it has not been established. Parents do not need to supervise a full debate every evening. The tutor should handle the specialised feedback.

After two weeks, judge the process as well as the paper count. Can the child identify an incorrect inference faster? Do essays contain fewer unsupported absolutes? Does the student remain alert during the tuition slot and retain feedback three days later? If the class undermines the wider examination timetable, the family should adjust the arrangement rather than automatically add more hours.

Some students make different mistakes. One understands the logic but cannot express a qualified claim naturally in Chinese; another writes elegant expressions but does not realise the inference is invalid. The tutor should identify the correct repair path. A universal set of advanced connectors is not a cure for both weaknesses.

3. Weekend Chinese tuition: evaluate alternatives and unexpected objections

A genuine objection needs a better response, not a louder speech

A weekend class may allow the student to explore the evaluation problem through a fictional selection exercise. Give three imaginary proposals, an announced set of criteria and incomplete scores. Ask which ranking conclusions can and cannot be drawn. The child should not invent missing data to make a neat answer. This is a language and evidence exercise, not a simulation of an actual SLA committee meeting.

Begin with the straightforward statement: in the documented 2025 tender, price was weighted at forty percent and quality at sixty percent. Ask why a reader cannot conclude that sixty percent of residents voted for a particular proposal. The two figures refer to different imaginary denominators. The student must identify the named quantity in the original sentence rather than relying on the familiar shape of a percentage.

Next test allowable use against actual selection. The real tender listed a range of possible uses subject to conditions. A learner can say that a category was presented as allowable in the published rules. They cannot say that a named business began operating there on that basis alone. The tutor should invite the child to describe what later record would be needed to make the stronger claim.

A strong Chinese oral answer addresses a question directly before presenting background. Asked whether heritage protection should matter, the learner can say ‘我认为应重视历史特色,因为建筑能保留集体记忆’. Then the examiner may ask about current community use. The student should respond with a realistic acknowledgement that maintenance, access and sustainability also deserve consideration, without pretending to possess confidential bid information.

Contrast an objection and an attack. ‘我担心改建可能损害历史特色’ is a concern about a possible consequence. ‘反对这个方案的人完全不重视社会发展’ attributes an unsupported motive to everybody who disagrees. A tutor should train the learner to answer the concern itself and avoid manufacturing an easy opponent. Nuanced reasoning is compatible with holding a clear view.

Weekend time can support meaning-rich comparison of connectors. 虽然……但是…… acknowledges a contrast; 只要……就…… states a relationship subject to conditions; 在……的前提下 highlights a requirement; 然而 can introduce a meaningful turn. These expressions are useful when the student knows exactly which two claims are being connected. Adding them mechanically cannot rescue a flawed inference.

From weekend debate to delayed independent reasoning

Use a fresh hypothetical source about a school library. The school says it will examine proposals based on accessibility and maintenance costs but has not chosen one. The learner writes a cautious two-sentence update, then answers an imagined objection. If the response still asserts an award, the principle has not transferred from the public tender example.

Weekend tuition should include delayed retrieval. Two or three days later, give the learner an unrelated paragraph with a stated selection criterion but no outcome. Ask for a short accurate conclusion. A student who answers correctly without notes has a stronger argument for progress than one who speaks smoothly only when the tutor’s model remains open.

Families should protect recovery, other subjects and independent revision. A Saturday session that becomes several hours of debate may feel academically serious but can reduce the student’s ability to revise later. The best group lesson leaves the pupil able to complete a short cold task while maintaining sleep and wellbeing.

Moulmein Road’s site is close to Novena, but that does not establish a tutor’s actual location. Before booking weekend or weekday Chinese support, ask for the teaching address, class size, fees and the real transport journey. A search-friendly neighbourhood title is not evidence of a branch.

For a higher-performing learner, extend into evaluation of competing criteria. Ask why a policymaker might weigh heritage, operational sustainability, access and price, and what data would allow a fair comparison. The student may reach different defensible opinions. The tutor grades the quality of evidence and Chinese explanation, not agreement with a predetermined redevelopment preference.

Finally, end the discussion with an individual written answer. Each learner states what the source proves, what it leaves unresolved and one personal judgement clearly introduced as such. When the writer can hold these three layers apart under a new topic, the classroom debate has achieved something more durable than memorised slogans.

4. Original worked Chinese exercise: 40% price, 60% quality and unsupported conclusions

The tender weights in this exercise come from SLA’s dated public announcement. The classroom conversation, characters, proposed opinions and any comparative bids are imaginary teaching materials; they do not describe actual selection-panel deliberations, winning proposals or current tenant operations at Moulmein Road.

The factual source boundary

Original classroom source extract (paraphrased from the public SLA release for teaching): In the 28 May 2025 tender announcement concerning the historic 2 Moulmein Road property cluster, tender proposals were to be evaluated with a 40% price component and 60% quality component. Quality considerations included aspects such as vision, sustainability, heritage features and green initiatives. A list of allowable uses appeared in the tender information; the release itself was not an award announcement.

The exam-year task

Task for students: write a short source-based Chinese response explaining what the 40/60 split establishes, what information remains missing, and how a proposal could be evaluated fairly without inventing a final tender outcome.

A carefully supported model answer

Why the model is defensible

Why the model is stronger: it correctly names the evaluation percentages, avoids inventing a community survey, frames the preferred criteria as personal judgement, and openly identifies the missing final-result evidence. It is not a claim that any particular business currently operates at the historic site.

Twelve specific reading and reasoning questions

Question 1: What exactly does 60% describe?

It is the stated quality component of the tender evaluation weighting; it is not a percentage of voters, buildings, tenant occupancy or completed work.

Question 2: Does the 40% price component identify the cheapest bidder?

No. It describes how price was weighted in assessment, not any specific bid’s value or ranking.

Question 3: Could a particular proposal win because quality has greater weight?

It might, but the weighting alone cannot establish the winner. Actual proposals, scores and an official decision would be needed.

Question 4: Did SLA’s 2025 notice report completed redevelopment?

It announced a tender and possible future uses; it did not by itself report that all proposed uses had opened.

Question 5: Does an ‘allowable use’ mean an operator has been approved?

No. It describes a use category permitted for consideration under the stated framework, not the award of a particular proposal.

Question 6: Can a student argue that heritage deserves protection?

Yes, as an attributed judgement, supported by appropriate facts, without falsely claiming that every resident or official shares it.

Question 7: What do the twenty-three protected blocks mean?

SLA specified additions-and-alterations guidelines for 23 of the 44 blocks. That is a published condition, not proof that 23 tenants had opened.

Question 8: Can a student quote a fictional selection panel?

Only if clearly labelled as an invented role-play in a teaching exercise. It must never be presented as an actual SLA deliberation.

Question 9: How should the writer respond to a critic worried about costs?

Recognise that maintenance and commercial viability are legitimate considerations; discuss evidence and trade-offs rather than attacking the person’s motives.

Question 10: What if the source has no final outcome?

Say so. The accurate answer may be that criteria were published and results are not established by the supplied extract.

Question 11: What does 在……的前提下 contribute?

It makes a recommendation conditional on stated requirements, preventing a proposal from sounding like an unconditional accomplished fact.

Question 12: Why is a shorter qualified answer sometimes better?

Because accuracy of the claim and its support matters more than length or a collection of impressive idioms.

Seven original transfer tasks

One percentage, several possible meanings

Compare “质量占评估权重的六成” with the fictional claim “六成居民赞成”. Ask students to identify the denominator and type of evidence needed for each. The first is grounded in a published tender criterion; the second requires an actual survey.

Allowable category versus actual operating service

Ask the student to write two sentences: one describing a possible use category in an official tender, another falsely declaring it operational. Then rewrite the second into a cautious statement that would be honest without a later source.

Two imaginary bids with incomplete data

Present bid A as stronger on one criterion and bid B as stronger on another, but with no full scores. The learner should explain why a definite winner cannot be named and what numbers or records would be required.

Actual condition versus hypothetical proposal

Write “如果方案能妥善保护建筑特色,就值得进一步讨论”. Then change it to an unsupported assertion that a plan met the condition. Ask what evidence the stronger version would require.

Respond to a fair oral follow-up

A fictional examiner asks, “如果保护旧建筑的成本很高,你还赞成吗?” The student should acknowledge the practical issue and discuss evaluation principles. They must not invent a specific cost or approved budget.

Turn a model oral answer into practical writing

Ask for a short respectful email proposing how a fictional school could assess reuse of an unused room, distinguishing evaluation criteria from a decision already made. The new audience should affect register and action requested.

Cold transfer to a different institution

Give an imaginary scholarship rubric weighted 50% written work and 50% interview, without any scores or award. Ask students to explain why the weighting does not identify the recipient. Then return to the Moulmein source’s distinct 40/60 split.

The last independent task should not mention Moulmein or the 40/60 split. If the learner still distinguishes an announced evaluation rule from a selected outcome, the reasoning has transferred. If the student can only repeat the public source’s wording, the lesson needs another short contrast. The tutor should track the learner’s own explanation, not merely a correct line copied from a model.

5. Four-week examination-year plan and evidence of independent reasoning

For a Secondary 4 student, the aim is a defensible Chinese argument that clearly separates published facts, possible choices and personally held values. A four-week trial can expose change in this specific skill, but cannot guarantee a grade across all examination components. Timing, course fit and independent transfer matter as much as the quality of the first tutorial.

Week 1 — uncover the overconfident leap

Bring a real school argumentative answer or oral response and highlight every statement of certainty. Separate published rule, possible use, personal opinion and alleged outcome. Keep the unedited first answer for comparison.

Week 2 — teach evidence, denominator and qualification

Use accurate 40/60 terminology, a simple imaginary selection scheme and conditional Chinese structures. Every learner must explain what each number modifies and what is still unknown.

Week 3 — rehearse unfamiliar objections

Introduce a new fictional community-use or school-space question and ask for a direct view, a fair objection and a cautious proposal. Practise independently before peer discussion and schedule delayed retrieval.

Week 4 — test an unseen source-based argument

Give a fresh evaluation announcement with no final result. The student identifies the criteria, avoids invented outcomes and writes a coherent Chinese answer within a suitable time. Review the student’s actual course and tuition schedule.

One illustrative ninety-minute small-group tutorial

TimeTeaching stageIndependent evidence
0–10 minutesCold source-and-claim testStudent identifies what the passage establishes
10–25 minutesSchool error reconstructionTutor finds the first unsupported inference
25–45 minutesExplicit principle and worked contrastPercentage denominator and decision status explained accurately
45–65 minutesIndividual writing, then group objectionsEvery learner creates a separate answer
65–80 minutesUnfamiliar source and oral follow-upEvidence control survives changed context
80–90 minutesReflection and next cold retrievalOne small midweek task is agreed

The schedule illustrates a teaching process, not a guaranteed timetable or venue for a Moulmein class. eduKate’s Clementi reference describes premium three-student tutorials with focused instruction and individual monitoring. Families should ask whether an appropriate Chinese or Higher Chinese tutor is actually available, and verify the class address, fees, timetable and course fit.

Three student pathways: repair, stabilisation and extension

The repair pathway is appropriate when a student thinks an announced score weighting itself proves a result. Use a simple fictional contest, label the criteria and show what information remains missing. Correct the logical model before assigning long argumentative essays or requiring sophisticated connectors that mask an unresolved misconception.

The stabilisation pathway serves a student who understands the model in the tutor’s presence but returns to unsupported certainty a few days later. Give brief spaced writing tasks with unrelated selection rules. Ask the learner to name the denominator and locate evidence of the actual outcome before writing a confident conclusion.

The extension pathway is for a student who already reasons carefully. Ask them to compare several competing evaluation aims, distinguish ethical priorities from measurable evidence and produce a short natural Chinese oral response to a strong objection. Difficulty should come from fair reasoning and precise register, not exotic vocabulary for its own sake.

Parent checklist before adding an examination-year class

  • Check whether the learner is preparing for the 2026 GCE or 2027 SEC and the correct Chinese or Higher Chinese course.
  • Bring the unedited marked Chinese paragraph or oral-feedback record.
  • Ask the tutor to point to the exact unsupported jump from evaluation rule to claimed result.
  • Request a new independent answer without Moulmein numbers or model phrases.
  • Confirm that a three-learner group allows every member to reason before classmates respond.
  • Check actual class venue, teacher, duration, price, place availability and door-to-door journey.
  • Protect other examination subjects, meals, sleep and an ordinary period of rest.
  • Compare the first error with a fresh four-week task and the student’s ability to explain the difference.

Parent FAQs: examination-year Chinese tuition

What is the main exam-year Chinese skill here?

Writing and speaking from evidence without turning a criterion or possible use into a confirmed outcome, and responding to counterarguments naturally.

Does a sixty-percent quality weighting mean public support?

No. It describes the tender evaluation formula, not an opinion poll or public vote.

Can a student calculate which tender won using only the weighting?

No. The weighting alone gives no bid scores or final decision.

Does SLA’s 2025 list of possible uses mean all facilities later opened?

No. An allowable category is not an award, tenancy or completed operation. A later reliable source would be required.

Is an absolute opinion always wrong in Chinese writing?

No. But the strength of a factual claim must match its evidence. Students should avoid saying 所有人 or 一定 when the passage does not support it.

Must an oral answer always include a counterargument?

Not mechanically. Respond to the actual question; acknowledge a fair competing concern when it genuinely deepens the answer.

Is Higher Chinese simply about advanced vocabulary?

No. Precise inference, register, evidence and natural expression matter alongside vocabulary. The tutor must match the actual course and assessment.

How does a three-student class help with oral reasoning?

Learners can present views, test a fair objection and practise a revised answer, but each must still complete an independent response.

Should a Secondary 4 candidate take tuition every day?

Not automatically. Additional lessons should solve a diagnosed weakness without displacing sleep and other examination revision.

What if the student’s response is fluent but unsupported?

Ask which phrase in the source licenses the conclusion. Then teach a shorter truthful rewrite before adding more argument.

Is the SEC calendar the same as the 2026 GCE timetable?

No. From 2027 the SEC has its own published examination arrangements; the student’s course and year must be checked individually.

Does Moulmein mean a confirmed local tutorial address?

No. Confirm the tutor, venue and current availability rather than infer them from a place name in an educational guide.

When self-study or a different format may be more suitable

A strong self-directed learner who can already correct unsupported claims after school feedback may not need an additional weekly tuition session. A larger group can be appropriate for a child who follows teaching independently and mainly wants structured practice. Individual tutoring may suit someone requiring private pace or intensive repair. A premium three-learner tutorial earns its value by hearing each learner’s reasoning, not by its group-size label alone.

A realistic consultation begins with the student’s work and an examination timetable. Ask the tutor to demonstrate a specific correction and watch the learner respond to a new challenge. The goal is not to maximise school-night hours; it is to leave the student better prepared, with more accurate Chinese reasoning and sustainable revision habits.

2026 GCE versus 2027 SEC: confirm the correct cohort

Full Subject-Based Banding permits subjects at G1, G2 and G3 levels. The learner’s specific Chinese or Higher Chinese course must be checked with the school. SEAB’s 2027 school-candidate syllabuses list Chinese K120 for G1, K220 for G2, K320 for G3, and Higher Chinese K355 for G3. Those codes should not be used to imply that every Secondary 4 pupil studies the same material.

SEAB explains that the Singapore-Cambridge Secondary Education Certificate begins in 2027. From that year, the written Mother Tongue examinations are held in September in one sitting, with non-written components before the written examinations. Students sitting 2026 GCE papers have their applicable 2026 arrangements. Tutors should use the correct year and syllabus for national-paper practice instead of merging the two systems.

Critical reading, nuanced Chinese argument and appropriate oral response remain useful across these examination settings, but this article’s original Moulmein tender exercise is an educational example, not a reproduced SEC or GCE paper. The exact demands of a timed practice must follow the actual school course and SEAB syllabus.

Source check: what SLA did and did not announce

On 28 May 2025, SLA announced a price-and-quality tender for the historic site at 2 Moulmein Road. Its public release states a 40% price and 60% quality evaluation weighting, with the quality component considering matters such as vision, business sustainability, heritage and green initiatives. The release identifies 44 buildings and additions-and-alterations guidelines applicable to 23. It is a useful factual anchor for discussing how published criteria differ from final decisions.

The same historical site was formerly used for infectious-disease healthcare and is described as being near Novena MRT. These facts do not identify an eduKate teaching venue. A parent should confirm the actual location and available tutor before committing to weekday or weekend classes. The invented committee dialogue in this article must never be mistaken for a record of public opinion or an official decision.
