HOW EDUCATION WORKS · THE GOLD STANDARD OF EDUCATION
Start with the answer
In The Gambia, an accredited training institution, a licensed trainer, an authorised assessor, a verifier and a GSQ certificate holder are not the same kind of approval. The National Accreditation and Quality Assurance Authority (NAQAA) publicly separates institution and programme oversight from licensing of trainers, assessors and verifiers. Trainers teach; assessors evaluate a learner’s competence against a standard; verifiers check assessment integrity. NAQAA also describes certificate verification and a written appeal route for assessment decisions, with its service page stating a two-week filing period in the cases it covers. Before paying for a vocational qualification or trusting an assessment result, verify the named centre, scheme, individual role and actual award record separately.
This specialist guide helps Gambian learners, families, employers, trainers, assessment candidates, college managers and advisers verify the particular human role that stands behind a qualification. It complements the existing broad NAQAA institution and programme article without duplicating that owner’s decisions. The worked cases are fictional; no licence, job or assessment result is claimed for a real person.
This article distinguishes official facts from illustrative decisions, and describes the proof required at each stage. It cannot determine a private application, assessment result, accreditation or certificate without the responsible institution’s current record.
This is a specialist chapter of The Gold Standard of Education: Learning That Transfers into Life. The parent explains why genuine learning must remain usable when the institution, qualification, employer or context changes.
The decision this guide helps you make
Role licensing is authorisation for a person to perform a defined training, assessment or verification function under the applicable standards. Institution registration and programme accreditation address different objects. A competency assessment is a determination about evidence against occupational outcomes. Certificate verification checks an issued award. Appeal and reassessment provide routes to question a decision, not a guaranteed award or substitute for competent performance.
Choose the reading route
For a quick decision, choose the stage that is uncertain. The chapter index below is grouped so readers can return to a specific document or step without reading the entire article again.

What is current, and what still needs verification
NAQAA’s current services and Directorate of Quality Assurance webpages, consulted 2 November 2026, identify separate licensing responsibilities for trainers, assessors and verifiers, as well as registration of institutions, programme accreditation, GSQ assessment and certificate verification. The services page says a candidate’s written appeal against an assessment or operational decision should normally be made no later than two weeks after receipt for the described route; the exact person’s case needs confirmation. NAQAA’s resources page links the 2021 Act, 2024–2028 strategic plan, occupational standards and trainer-licensing documentation. A strategic proposal is not an issued individual licence; date and role scope remain decisive.
CHAPTER 1 OF 18
1. Separate institution accreditation from personal licensing
How this part of the system works
The Gambia’s National Accreditation and Quality Assurance Authority (NAQAA) publicly lists registration or accreditation of institutions and programmes separately from licensing of individual trainers, assessors and verifiers. A legally operating training centre may still need people with the appropriate professional competence and current authorisation for a particular assessment function. One status does not logically create the other.
A worked case and the hidden question
Illustrative scenario: Illustrative parent Fatou visits an established training college and assumes every person carrying a clipboard can sign off a national skills assessment. The college’s public approval and the assessor’s personal licence answer different questions. A learner should be able to identify the authority, scheme and role of the person who evaluates competence.
What to do with the evidence
Record the institution’s exact legal name, teaching programme, assessor or trainer name, target GSQ and authorisation or registration number if supplied. Consult NAQAA’s services and directorate pages, then ask for current role-specific confirmation rather than accepting a general claim of accreditation.
When the context changes
If a centre changes its instructors but remains legally registered, the learner’s programme status may remain the same while assessor or verifier eligibility changes. Check the new individual’s authority without assuming all teaching must restart.
Failure mode, boundary and repair
A public NAQAA service description supports the existence of licensing duties. It is not an individual licence register for every person. An institution’s good reputation does not fill the missing personal decision. Repair the gap by obtaining an official written status for the named role.
Chapter decision: Does the relevant person have a current role-specific decision for the exact occupation and scheme?
How this part of the system works
A trainer helps learners build and practise capability. NAQAA’s services describe qualification, professional experience and teaching skill as relevant to trainer licensing. The instructor may teach skills that feed a later national assessment, but doing the teaching does not make the instructor the independent decision-maker for every certification outcome.
A worked case and the hidden question
Illustrative scenario: A learner sees that an experienced industry worker teaches carpentry and assumes the worker is necessarily licensed as an assessor. The worker’s practical expertise may improve instruction, yet training competence, licensed assessment and formal verification remain separate professional responsibilities.
What to do with the evidence
Ask the centre who teaches each module and whether that trainer has the current authorisation appropriate for the programme. Examine the relevant curriculum, supervised practice and safety arrangements. Contact NAQAA where the centre cannot explain the difference between teaching and assessment.
When the context changes
If a trainer moves from carpentry to solar equipment, prior experience may be useful but cannot automatically prove qualifications in the new subject. New teaching materials, occupational rules and any necessary role approval should be checked.
Failure mode, boundary and repair
A competent craftsperson may be a wonderful mentor without holding every national licence. Conversely, a licence does not guarantee effective teaching. Protect both truths by verifying the legal role and observing whether learning is clear, safe and assessed appropriately.
Chapter decision: What practical and documentary evidence supports the assessment result?
Previous chapter · Chapter index · Next chapter
How this part of the system works
NAQAA says assessors evaluate learners against relevant standards, while verifiers review or oversee the assessment process to safeguard fairness and consistency. Those roles are complementary rather than interchangeable. A candidate needs to know who judged the evidence and who checked the quality of that judgement.
A worked case and the hidden question
Illustrative scenario: Illustrative electrical candidate Omar is told that a classmate’s practical score has been externally verified. He assumes the verifier personally performed the test. In reality, a verifier may review evidence, standards and decisions while an assessor observes or evaluates the candidate. The exact arrangement must be explained for that scheme.
What to do with the evidence
Request the named assessment authority, role of each person, applicable standards, how verification is performed, how findings are recorded and what happens if evidence is inconsistent. Keep the actual final result separate from feedback on assessment quality.
When the context changes
If a verifier discovers a documentation problem after the assessment, follow the authorised review procedure. The candidate should not be told that a disputed record is automatically invalid or automatically upheld without the responsible body’s decision.
Failure mode, boundary and repair
The service page describes responsibilities in general terms; exact assessment and verification arrangements may vary by qualification and centre. Do not infer a named individual’s authority from job title alone.
Chapter decision: Is there an applicable appeal deadline, and when was the decision actually received?
Previous chapter · Chapter index · Next chapter
How this part of the system works
The Gambia Skills Qualification framework is a mechanism for assessing competence against defined occupational outcomes. A learner’s training history, registration as a candidate, actual assessment evidence and qualification certificate are different states. The role of NAQAA in assessment and certification does not erase those gates.
A worked case and the hidden question
Illustrative scenario: Illustrative trainee Binta finishes a course and expects a GSQ certificate the next morning because the centre says she has attended everything. The centre may be recording completion while a separate competency assessment remains. Her correct question is which qualification and level she is entered for, and which assessment is required.
What to do with the evidence
Ask for the exact GSQ title or occupational standard, candidate ID, assessment registration date, evidence requirements, assessment centre, responsible assessor and expected record of result. Retain supporting documents without presenting enrolment alone as certification.
When the context changes
If Binta seeks a higher GSQ level, earlier assessed competence may support planning, but a higher award requires its own defined outcomes and authorised decision. The old certificate should not be edited or relabelled.
Failure mode, boundary and repair
In a competency system, an attractive course completion certificate cannot enlarge the national qualification actually achieved. Repair a mismatch by checking the issuer and the assessment record before claiming any GSQ level.
Chapter decision: Will a different employer or authority accept the certificate for the requested purpose?

CHAPTER 5 OF 18
5. Read licensing standards without inventing a personal pass
How this part of the system works
NAQAA publishes standards for licensing trainers with formal qualifications in its resources section. The public document addresses evidence such as a signed expression of interest, references, police and health clearances, qualifications, professional experience and teaching preparation. Those are application standards, not a statement that a named trainer passed every review.
A worked case and the hidden question
Illustrative scenario: Illustrative applicant Lamin has a relevant diploma and years of practical work. He assumes that meeting a headline education threshold means he is already licensed. The published standards also require other documentation and NAQAA’s evaluation. Eligibility to submit an application and issuance of a licence are different.
What to do with the evidence
Prepare a current checklist directly from the exact NAQAA licensing standard for the applicable trainer category and confirm versions and required evidence. Check validity dates for clearances and translations or authentication where relevant. Submit only through the official channel and retain receipt and decision.
When the context changes
If Lamin later applies in another occupational area, ask whether the approval covers that speciality and whether additional documented competence is needed. A licence should be read in its actual approved scope and period.
Failure mode, boundary and repair
Published standards may change after the last upload. A public PDF can guide preparation but is not a substitute for the applicant’s issued approval. Do not reproduce fee amounts or current thresholds unless checked from the applicable document and authority.
Chapter decision: Are we checking the institution, programme, trainer, assessor, verifier or learner award?
Previous chapter · Chapter index · Next chapter
How this part of the system works
Licences and registration of trainers, assessors or verifiers should be read alongside their current occupational and institutional scope. A person trained for one occupation or assessment level may not have demonstrable authorisation for every trade or credential. The right question is whether the individual can lawfully perform the precise role needed.
A worked case and the hidden question
Illustrative scenario: A verifier experienced in hospitality is introduced to oversee an electrical installation assessment simply because both centres are owned by the same group. Professional oversight should match the actual skills standard and the authorised role, not corporate convenience.
What to do with the evidence
Ask for the person’s role, subject area, licence or registration evidence and which body confirms the current scope. Pair that with the candidate’s exact assessment scheme and level. Seek written clarification if the centre cannot reconcile them.
When the context changes
When an assessment is moved to another sector or newer standard, recheck the required competence and role authorisation before evaluation. An older licence may be relevant evidence, but not a blanket permission for unrelated occupations.
Failure mode, boundary and repair
Do not infer malpractice from a missing website profile alone. Public directories may be incomplete. The safe response is to request confirmation from NAQAA or the appropriate appointed assessment authority before a consequential decision.
Chapter decision: Does the relevant person have a current role-specific decision for the exact occupation and scheme?
Previous chapter · Chapter index · Next chapter
How this part of the system works
Competence-based assessment asks whether a candidate can perform the relevant task safely and appropriately, not merely recall a memorised answer. NAQAA’s directorate describes occupational or training standards and curricula being aligned with the national qualifications framework. Those standards are the basis for meaningful evidence.
A worked case and the hidden question
Illustrative scenario: A trainee memorises three workshop steps and passes an informal quiz, but cannot diagnose a new fault without guidance. The assessor should distinguish knowledge recall from the skill required by the occupational standard. A fair decision records which tasks have actually been demonstrated.
What to do with the evidence
Obtain the official standard or assessment guidance for the named qualification and map each required outcome to credible observation, work samples and questioning. Clarify equipment, accessibility accommodations and safety conditions through the assessment centre. Seek help on misunderstood tasks before assessment.
When the context changes
When the same skill appears on different equipment, use the common principle and check additional current safety requirements. This preserves fair transfer without forcing everyone to repeat a narrow classroom example.
Failure mode, boundary and repair
NAQAA’s framework descriptions do not provide a universal assessment form for every trade. Do not invent a fixed national scoring percentage, compulsory number of visits or detailed task list that has not been published for that scheme.

CHAPTER 8 OF 18
8. Recognise experience without granting a certificate by praise
How this part of the system works
NAQAA explicitly offers recognition of prior learning as a route for people with competence acquired through work or other experiences. The important word is recognition through assessment. Employment history and community reputation may produce useful evidence, but they are not themselves an authorised GSQ decision.
A worked case and the hidden question
Illustrative scenario: Illustrative craftsperson Musa has repaired fishing equipment for years and is respected locally. He asks whether his employer’s recommendation is enough for a qualification. It can corroborate experience, but an assessment may also need demonstration, safety evidence and specific occupational outcomes.
What to do with the evidence
Identify the desired GSQ or other approved qualification. Ask NAQAA for the currently open RPL or assessment-of-prior-experience procedure and the accredited assessor or centre. Build a portfolio with dates, work records and independent observations linked to the relevant standard.
When the context changes
If Musa moves into modern composite equipment, map existing skills to new repair standards and plan targeted training for the gaps. Prior learning matters, but a changing technology can require an additional assessment.
Failure mode, boundary and repair
Do not claim that RPL is automatic or free. The current authority must confirm eligibility, assessment route, applicable charges and award. Neither dismiss experienced workers nor wave through unsupported certificates.
Chapter decision: Is there an applicable appeal deadline, and when was the decision actually received?
Previous chapter · Chapter index · Next chapter
How this part of the system works
The physical assessment centre must provide appropriate conditions, safety and records; a licensed assessor must have authority and competence to judge. A centre’s status and an assessor’s status should both be checked. Their relationship is not captured by a single marketing phrase such as certified training location.
A worked case and the hidden question
Illustrative scenario: A candidate travels to a workshop advertised by a third-party promoter. The centre might have suitable equipment but no demonstrated current permission to deliver the exact formal assessment, or it might engage an assessor whose registration needs checking. Either gap can affect the legitimacy of the outcome.
What to do with the evidence
Request centre name, address, qualification, assessment dates, responsible persons and any NAQAA-linked accreditation or authorisation record. Verify both the premises' assessment role and individuals' registered functions, keeping each source as dated evidence.
When the context changes
When a practical examination moves to a new venue, ask which prior approvals remain valid and who authorises the replacement location. Update accessibility and safety checks rather than relying on the first centre’s history.
Failure mode, boundary and repair
A successful training session does not prove an assessment site is currently authorised for an official GSQ process. Conversely, not every teaching activity requires the same regulatory gate; identify the actual decision rather than assuming universal rules.
Chapter decision: Will a different employer or authority accept the certificate for the requested purpose?
Previous chapter · Chapter index · Next chapter
How this part of the system works
Fair assessment requires that evidence belongs to the correct candidate, relates to the right standard and is recorded with enough context for independent review. A polished portfolio can be persuasive, but assessors still need traceability of practical performance, dates and the conditions under which the work was done.
A worked case and the hidden question
Illustrative scenario: Illustrative candidate Sainabou submits beautiful photographs of completed carpentry but cannot say which joints she personally assembled or under whose supervision. Photographs may support discussion while remaining inadequate as sole proof of a skill. The missing evidence is identity and demonstrable competence.
What to do with the evidence
Label work samples with date, task, location, role, supervisor and relation to the occupational outcome. Prepare to explain or repeat a relevant process under safe supervised conditions. Follow the assessment centre’s actual privacy and submission requirements for personal or customer information.
When the context changes
If a workplace no longer grants access to the old project, ask which alternative evidence or challenge task is permissible under the scheme. Do not falsify an employment record or claim that old photos prove an unobserved task.
Failure mode, boundary and repair
A documentation-heavy process should not punish learners solely for having a different employment history, yet fairness still requires reliable proof. The appropriate assessor decides accepted evidence under the current standard.
Chapter decision: Are we checking the institution, programme, trainer, assessor, verifier or learner award?
Previous chapter · Chapter index · Next chapter
How this part of the system works
The verifier’s role is to examine whether an assessment decision follows applicable criteria consistently, fairly and with adequate records. Verification may reveal procedural flaws even where the candidate performed real work. The resulting review should be traceable and handled under the authority’s proper procedure.
A worked case and the hidden question
Illustrative scenario: One cohort’s assessor accepts verbal explanations without observation, while another requires demonstration for the same stated unit. A verifier may ask whether both decisions can be justified against the standard and whether records permit comparison. The aim is comparable evidence, not a guaranteed outcome for either group.
What to do with the evidence
Ask how assessor decisions are sampled or checked, which evidence is retained, who authorises changes and how learners are informed of a correction. Teachers and centre managers should distinguish internal quality assurance from the candidate’s individual result.
When the context changes
If assessment shifts to video or remote evidence, check whether the same authenticity and safety standards can be supported. A novel method needs a defensible procedure rather than an assumption that all evidence modes are equivalent.
Failure mode, boundary and repair
Do not assert that every GSQ is independently re-examined by a verifier in identical fashion. The public service description outlines a function, not a universal numerical verification protocol.
Chapter decision: Does the relevant person have a current role-specific decision for the exact occupation and scheme?
Previous chapter · Chapter index · Next chapter
How this part of the system works
NAQAA’s current services page says a candidate appealing an assessment decision should appeal in writing within two weeks of receiving the disputed result or operational decision. This is a timing rule stated on that service page; a personal case must still be matched to the applicable process and formal communications.
A worked case and the hidden question
Illustrative scenario: Illustrative trainee Ebrima receives an assessment result he believes omits a practical task. He spends several weeks asking friends whether the assessor is competent. The public page’s stated two-week timing makes preserving the notification date and submitting a reasoned written appeal a more useful action.
What to do with the evidence
Save the official result, date received, assessment reference, specific disputed criterion and supporting evidence. Use the NAQAA appeal route listed on the current service page, and ask whether separate conditions apply to the person’s qualification. Seek a dated receipt and continue learning while the decision is reviewed.
When the context changes
If the learner changes contact email or phone number, preserve the original result notification and update the authority promptly. For a later decision, check the published timing again instead of assuming an old rule still governs.
Failure mode, boundary and repair
An appeal is not automatic reversal or a promise of a new certificate. It is a formal review channel. Other actors may have different appeal procedures, so do not apply NAQAA’s two-week guidance to unrelated institutions without checking scope.
Chapter decision: What practical and documentary evidence supports the assessment result?
Previous chapter · Chapter index · Next chapter
How this part of the system works
Two assessors may disagree about evidence, an occupational interpretation or whether performance met a standard. A sound response identifies the exact criterion and record, then follows moderation or an authorised review. Personal accusations before evidence review can obstruct a reasonable learning repair.
A worked case and the hidden question
Illustrative scenario: An apprentice is marked not yet competent for a safety-related task, while their trainer believes they are ready. The trainer’s educational judgement is important but is not automatically the final external assessment decision. The disagreement belongs in a documented standards-based process.
What to do with the evidence
Record the task, observed performance, criterion, feedback and any disputed procedural issue. Ask the centre how independent verification or an appeal can be requested, preserving deadlines. Meanwhile, practise the skill rather than assuming that a clerical review can replace safe competence.
When the context changes
If a new assessor conducts a reassessment, keep the first and second decision records separate. A later pass should not be represented as if the earlier judgement never existed, unless the authority formally corrects the record.
Failure mode, boundary and repair
The public page establishes review possibilities, not guaranteed success or evidence of wrongdoing. Use precise, non-accusatory language and request the appropriate formal finding.
Chapter decision: Is there an applicable appeal deadline, and when was the decision actually received?

CHAPTER 14 OF 18
14. Read certificate verification separately from licensing
How this part of the system works
NAQAA lists verification of local certificates as a service distinct from trainer or assessor licensing. An authenticated certificate supports a claim that a particular learner received a particular award; it does not establish a trainer licence, professional practice permit or the holder’s current competency in an unrelated occupation.
A worked case and the hidden question
Illustrative scenario: An employer receives a candidate’s GSQ certificate and concludes the person can immediately serve as an assessor of other learners. The certificate may verify occupational competence at an awarded level, but assessment or verifier licensing is a different process with its own eligibility.
What to do with the evidence
Use NAQAA’s certificate-verification channel with the credential’s exact issuer, candidate identity and record number. For recruitment into training or assessment roles, separately verify personal registration and the current authorised occupation or teaching scope.
When the context changes
If the certificate holder later adds qualifications, verify the additional document without rewriting the original award. The sequence can show continuing development while preserving the authentic credential history.
Failure mode, boundary and repair
The words qualified and licensed are not substitutes. A person may hold a valid occupational certificate without a trainer or assessor licence, or may need additional professional-body permission for regulated practice.
Chapter decision: Will a different employer or authority accept the certificate for the requested purpose?
Previous chapter · Chapter index · Next chapter
How this part of the system works
Training providers can change personnel, sites or affiliations while learners remain enrolled. The necessary response is a careful handover of recorded competence and clarification of current authority, not a blanket dismissal of all earlier work or an automatic assumption of continuing approval.
A worked case and the hidden question
Illustrative scenario: Illustrative candidate Hawa completes training in one centre, but the contracted assessor retires before final assessment. The centre’s past registration may remain relevant, but a new assessor must be appropriately authorised. Hawa should not lose her actual portfolio while the centre resolves staffing.
What to do with the evidence
Keep the enrolment letter, programme approval, unit work, practice evidence and candidate number. Request a documented replacement assessor or centre arrangement, including who will preserve old evidence, where the candidate will be examined and how records remain protected.
When the context changes
If the learner later transfers to another centre or qualification, ask the receiving authority which previous units or assessments it accepts. Practical similarity is not automatic transfer credit or certification.
Failure mode, boundary and repair
A change of assessor is not an automatic failure, yet it is also not proof that all paperwork remains correct. Make the transition visible in the assessment file and identify its decision owner.
Chapter decision: Are we checking the institution, programme, trainer, assessor, verifier or learner award?
Previous chapter · Chapter index · Next chapter
How this part of the system works
A Gambian skills credential may provide strong evidence of particular competence. Its acceptance for university entry, employment or regulated practice abroad depends on the receiving organisation’s rules and the qualification’s exact level and scope. NAQAA’s local verification is one part of that chain.
A worked case and the hidden question
Illustrative scenario: A licensed Gambian electrician applies for work in another country and assumes local GSQ certification entitles them to sign regulated electrical work there. Their training may be valued, but local occupational registration, safety law and employer conditions can differ.
What to do with the evidence
Keep original certified qualifications and the NAQAA verification response. Ask the destination regulator or employer what evidence, translation, credential evaluation or supplementary examination is required. Compare precise outcomes rather than country labels.
When the context changes
If the trade changes or a new international technology standard applies, document which underlying competence transfers and what further supervised practice is necessary. A truthful skills portfolio supports the transition.
Failure mode, boundary and repair
No universal automatic equivalence or overseas practice licence follows from a Gambian training certificate or individual trainer licence. Do not invent international agreements or destination recognition outcomes.

How this part of the system works
NAQAA’s current site links to the 2021 Act and a 2024–2028 strategic plan, and describes work aligning occupational standards with the national framework. Strategic objectives and planned system improvements are not necessarily completed operational services for every applicant. Read the date and status of each statement.
A worked case and the hidden question
Illustrative scenario: A training provider quotes an ambitious digital accreditation target from a strategic plan as proof that its individual trainer licence was issued. The plan may show the policy direction, but the licence requires an actual approval record.
What to do with the evidence
Separate enacted law, published standard, administrative service description, strategy and individual decision in a source table. Check each page’s date or version. Ask NAQAA which rule and submission system governs the specific application now.
When the context changes
If electronic applications or qualification standards change in a later year, update the submission route without making the older training work vanish. Keep both dated records for audit and continuity.
Failure mode, boundary and repair
A strategic document is evidence of intent and context, not a certification register. When exact forms or fees are missing from the public page, seek the official current instruction instead of filling it in from a general guide.
Chapter decision: What practical and documentary evidence supports the assessment result?

CHAPTER 18 OF 18
18. Teach what the learner can demonstrate in new contexts
How this part of the system works
The educational value of licensing and verification is trust in learning and in the process used to measure it. Learners should still be able to explain and practise their competence in a different setting. A paperwork-first culture that neglects actual performance does not meet that test.
A worked case and the hidden question
Illustrative scenario: A hospitality graduate has a formally verifiable award but struggles when a new employer uses a different booking system. Their communication and guest-care principles may transfer, while the technology needs fresh induction. The certificate should be neither dismissed nor treated as proof of every new software skill.
What to do with the evidence
Ask the learner to describe the work, demonstrate a safe process and identify what has changed. Teachers can use comparisons across equipment, customer situations or workplace standards. Assessors should apply the current occupational outcome, not demand literal reproduction of one classroom example.
When the context changes
When the learner becomes a trainer, they must also learn to explain the skill and recognise learner misconceptions. Expertise in the occupation is a foundation for teaching, not a shortcut around its separate role requirements.
Failure mode, boundary and repair
The gold standard respects authentic certification and honest evidence boundaries. It does not promise a job, salary, overseas recognition or an assessor licence from a training attendance slip.
Chapter decision: Is there an applicable appeal deadline, and when was the decision actually received?

Follow two complete worked pathways
A candidate challenges an assessment while protecting the evidence
Illustrative GSQ candidate Ebrima receives a competency assessment result that says he has not demonstrated a specified workshop safety step. He believes the assessor overlooked a recorded demonstration and asks his trainer to change the grade. The trainer’s support matters, but an assessor’s decision is not automatically reversed by the person who taught the class. Ebrima first identifies the exact standard, task, decision date, name of the assessor and supporting evidence.
He consults NAQAA’s current appeal service, which describes a written application no later than two weeks after receipt for the specified appeal route. He saves the result-notification date, explains the disputed criterion without personal accusations, attaches appropriate evidence and requests an official receipt. He asks which body owns the case and whether any scheme-specific procedure differs. The centre preserves original records; the candidate continues practising safely while the review proceeds.
If a reassessment is ordered, Ebrima confirms the authorised assessor, venue and tasks. He does not call the appeal itself a pass. If the appeal fails, he can use the written reasons to plan further training rather than hide the earlier result. The habit worth transferring into work is a calm, evidence-based challenge with respectful attention to standards and deadlines.
An experienced worker applies to become a trainer and assessor
Illustrative worker Awa has a recognised technical qualification and several years' workplace experience. Her college invites her to teach. She assumes that occupational competence means she can sign every GSQ assessment and verification record at the same centre. The roles are not interchangeable. She compares what NAQAA requires for a trainer with the separate registration or accreditation required for an assessor or verifier, checking current published standards and any professional-body obligations.
Awa gathers qualifications, transcripts, references, workplace evidence, lesson plans and any clearances the relevant current licensing standard requests. She does not assume every listed threshold applies to every applicant category without confirming the actual rule. She asks the authority about occupational scope, permitted institutions, application status, fees and issue of an official decision. Until her specific assessment licence is confirmed, she teaches only within the authorised role and leaves formal candidate assessment to the appropriate person.
Later, Awa changes from conventional machinery to digitally monitored equipment. She can use her original subject knowledge to develop new teaching approaches, but she checks any additional professional standard and licensing scope. Her strongest evidence is a precise trail of what she is approved to teach, assess or verify, along with work that shows she can make learning genuinely understandable.
Practical actions for students, parents and educators
Students
- Ask for the named assessor, exact qualification and recognised centre before paying for an official skills test.
- Keep your own tasks, work samples, assessed results, dates and appeal correspondence in a private file.
- Use the published appeal process promptly where applicable, without assuming it guarantees success.
Parents
- Check institution and programme status separately from the trainer or assessor’s personal authority.
- Ask what the learner must demonstrate, what document will be issued and what that document actually proves.
- Support a candidate in gathering evidence without substituting an adult’s view for the formal assessment.
Educators
- Explain trainer, assessor and verifier responsibilities at the start of a programme.
- Maintain transparent assessment criteria, candidate records, moderation and fair review arrangements.
- Update authorisations and occupational standards when personnel, sites or technologies change.
What counts as evidence — and what does not
The earlier NAQAA institution article owns institutional recognition
This article narrows the reader job to named trainer, assessor, verifier, competency assessment and appeal roles. The existing institution-accreditation article remains the owner of provider and programme registration questions.
Licence scope and certificate scope differ
A learner’s GSQ credential is not automatically an assessor licence, and a trainer licence need not confer authority to verify every occupation.
Appeal is not an automatic pass
The two-week written appeal route described by NAQAA requires case-specific application and a formal decision.
Strategy and current operation are not equivalent
The 2024–2028 plan indicates intended development; an actual individual licence or accepted programme must be confirmed separately.
Prior learning must be assessed
Work history can support RPL but cannot create a certification result without an authorised competence judgement.
Questions readers often ask
Can an accredited college employ any assessor it wishes?
The centre and the individual’s assessment authorisation must be checked separately for the scheme and occupation.
Does a trainer licence automatically allow a person to verify assessments?
No. NAQAA lists trainer, assessor and verifier roles separately. Verify the exact permission.
Does a GSQ certificate automatically give a teaching licence?
No. Occupational competence and educational role licensing are different decisions.
Can a candidate with work experience skip all training?
NAQAA offers RPL-related assessment routes, but specific eligibility, competence evidence and assessment must be confirmed.
How long do candidates have to appeal an assessment result?
NAQAA’s current service page states a written appeal within two weeks after receiving the disputed decision for the described process; check applicability and any updated rules.
Will a verifier always re-examine every learner?
The public role description does not prescribe a universal identical method. Ask which process applies to your scheme.
Can I verify my certificate through NAQAA?
NAQAA describes local certificate verification as a service. Supply exact details through the official channel.
Is a Gambian qualification automatically accepted abroad?
No. Authenticity and any receiving country’s academic, employer or professional recognition are separate determinations.

The education test
A qualification earns trust through both capable learning and a fair, accountable route to assessment. NAQAA’s separation of trainer, assessor, verifier and certificate services gives Gambian learners a useful question to ask at every stage: who is authorised to make this particular decision, against which standard, with what evidence? Keep the roles separate, protect deadlines and documented review routes, and build competence that remains useful when the workplace or institution changes.
