Start here: identify the decision before collecting evidence
A Sri Lanka higher-education check starts by identifying which legal route applies. State universities and higher-education institutions under the University Grants Commission can be checked through the UGC institution record. A degree offered by a non-state institute needs its own recognition or degree-awarding evidence, including the relevant official publication where applicable; a familiar provider name or an SLQF level is not enough.
The Sri Lanka Qualifications Framework describes levels, learning outcomes and credit architecture. It does not, by itself, approve an institution or prove that a particular non-state degree is recognised. Programme review is another quality-assurance process, and the UGC qualification-recognition service answers a different learner or award question. Keep these layers separate.
This guide was checked on 26 October 2026 against current primary guidance. This guide uses official Sri Lanka UGC institution, qualification-recognition, SLQF and quality-assurance pages checked on 26 October 2026. Institution lists, Gazette decisions, programmes and review outcomes can change; the current official record and receiving organisation’s decision govern.
This specialist sits under The Gold Standard of Education: Learning That Transfers into Life. The parent framework keeps the purpose visible: understand the system, act on the correct evidence and build independence for the next decision.

1. Identify the legal route
The first question is whether the provider is a UGC state university or higher-education institution, a recognised non-state degree-awarding institute, or another arrangement.
Record the route before evaluating the programme; otherwise the wrong official list can produce a false conclusion.
Decision rehearsal and changed-context transfer
Turn this chapter into a live file. The learner or family checking a Sri Lankan state university, non-state institute, degree, qualification framework level or recognition route before enrolment or later use states the present decision in one sentence. Sri Lanka’s University Grants Commission, the Ministry and Gazette authority where applicable, the university or non-state institute, the quality-assurance body, the learner, any professional council and the receiving organisation supplies only the evidence it owns. the current UGC institution result, official non-state degree-awarding or recognition notice, Gazette reference where applicable, SLQF level and credit evidence, programme-review information, offer, transcript, degree certificate and receiving decision records the result. Date every source and distinguish an official fact, an institution-specific decision, an estimate and a personal preference.
Now change one condition: the receiving organisation changes. Preserve every fact that remains valid and reopen only the conclusions that depend on the changed condition. Name the new page, document, calculation or contact required. This is the difference between understanding a system and memorising one outcome.
Run a boundary test. Write what the current evidence proves, what it does not prove and who has authority over the next decision. Replace one identifier, date or category and repeat the reasoning. If the conclusion changes without a cited rule or written decision, an assumption has entered the file.
Finish with a five-line handover: current state; controlling source; unresolved question; next permitted action; review date. A parent, adviser or future learner should be able to reconstruct the case without relying on memory or a private conversation.
2. Match the state institution
For a state route, match the exact university or higher-education institution in the current UGC record.
Copy the legal name, location and retrieval date and compare them with the offer and awarding body.

3. Verify a non-state degree specifically
Non-state recognition is not a blanket conclusion about every course a provider markets. The exact degree and awarding authority must be matched.
Locate the current official recognition or degree-awarding evidence for the named programme and preserve its date and scope.

4. Read Gazette evidence carefully
Where a Gazette publication records a non-state degree-awarding decision, the provider, degree title and effective scope matter.
Save the official reference and match the exact degree; a general provider advertisement cannot replace it.

5. Understand the SLQF boundary
SLQF levels describe qualification complexity, learning outcomes and credit expectations. A level is not a licence to operate and does not prove provider recognition.
Use the framework to interpret a verified qualification only after legal institution and degree status have been established.

6. Keep programme review separate
Quality-assurance programme review evaluates programme quality under its process. It should not be converted into an institution-recognition certificate.
Record the reviewed programme, cycle and outcome separately from legal provider and degree-awarding evidence.

7. Work an SLQF-only claim
Suppose a provider advertises a degree as “SLQF Level 6” but supplies no current official recognition or Gazette evidence for that provider and degree.
Treat the level claim as incomplete. Request the legal recognition record first, then use SLQF to understand the verified award.

8. Align location, mode and learner intake
An official decision can be tied to a particular programme and period. A partner site or different delivery mode may require separate evidence.
Record location, mode, admission date and start date and ask which decision governed that cohort.

9. Use qualification recognition for the right question
The UGC recognition service concerns qualifications presented for evaluation. It is not a substitute for pre-enrolment verification of every provider and programme.
State whether the case concerns institution status, non-state degree authority, SLQF interpretation or learner-specific recognition.

10. Diagnose common Sri Lanka verification mistakes
Common errors include searching the state list for a non-state route, treating SLQF level as approval, relying on a provider-wide claim, and confusing programme review with legal recognition.
Repair the file with the exact provider route, degree, awarding body, official decision, framework level, location, mode and intake.

11. Keep domestic recognition and acceptance separate
A verified Sri Lankan qualification can still face separate foreign admission, employment, immigration or professional-licensing decisions.
Send the precise official evidence to the receiver and obtain its written decision for the intended purpose.

12. Use the records in sequence
Identify the legal route, match the provider and degree, verify any Gazette decision, interpret SLQF only within that verified context, and keep programme review and learner recognition separate.
Finish with a dated evidence map and a named owner for each unresolved decision.

Build an auditable decision file
Open with the exact decision and its deadline. Attach the current current UGC institution record for a state route or the current official degree-awarding and recognition record for the exact non-state provider and degree, the learner-specific record and the receiver’s published requirements. A general webpage explains a rule; it does not replace a learner-specific decision from the responsible body.
Create one evidence row for each controlling fact: provider legal name, state or non-state route, institution record, degree title and awarding body, Gazette or official recognition reference, programme location and mode, SLQF level and credits, programme-review status, learner intake, offer, transcript, certificate, professional requirement and receiving purpose. Give every row a source, retrieval date, status and owner. Mark a fact confirmed only when the cited source proves it. Use reported, estimated or pending for everything else.
Separate inputs from outputs. Inputs are facts supplied by the learner, provider or authority. Outputs are comparisons, classifications and decisions made from them. If an output looks wrong, check the input, then the dated rule, then any recorded exception.
Keep a change log for provider, legal route, degree title, awarding body, recognition notice, Gazette reference, location, mode, SLQF level, programme review, intake and receiving body. Record the old fact, new fact, date learned, source and every conclusion that must be reopened. Do not silently overwrite the earlier state; the history explains why a reasonable plan changed.
Add a deadline map with the formal deadline, an earlier internal deadline and the recovery route if evidence arrives late. Where no recovery route is published, record that absence rather than inventing one. Reopen the official page near the action date because archived guidance can look authoritative.
Use a responsibility matrix. UGC publishes institution and recognition information and supports quality assurance; Ministry and Gazette processes establish relevant non-state degree-awarding decisions; providers own admissions and learner records; professional bodies and receivers decide within their remit. If two people assume the other has acted, the file should expose the gap before the deadline.
Keep a contact note for each official enquiry: channel, date, question, answer and reference number. If verbal advice conflicts with a published rule or written decision, ask for clarification in writing before an irreversible action.
Run a source hierarchy check. Put the responsible authority first, current operational guidance second, the learner-specific notice third and informal explanation last. Where two official pages appear inconsistent, record both dates and ask which governs the present case.
Schedule a cold review two working days before any irreversible boundary. Recheck names, identifiers, dates, programme codes, study load and document version. Save the submission acknowledgement without treating receipt as approval.
After the decision, reconcile the notice with the plan line by line. Record what was accepted, refused, limited or deferred and the route for correction, review or appeal. Preserve the original decision when adding later correspondence.
Add a “not yet proved” page. List every conclusion that still depends on provider legal name, state or non-state route, institution record, degree title and awarding body, Gazette or official recognition reference, programme location and mode, SLQF level and credits, programme-review status, learner intake, offer, transcript, certificate, professional requirement and receiving purpose. Beside each item, name the smallest official record that would settle it and the person who can obtain that record. This stops a plausible estimate from drifting into the confirmed column merely because it has been repeated.
Rehearse a correction request before one is needed. Identify the learner, present decision, disputed input, supporting document and requested remedy without claiming an entitlement the evidence cannot establish. Address it to the organisation that owns the record or decision, keep a copy, and record the published response or escalation route.
Ask an independent reader to challenge the file. They should identify the weakest assumption, locate the official sentence that controls it and describe what changes if the assumption fails. Record that answer without deleting the earlier reasoning; the audit trail should show learning, not pretend uncertainty never existed.
Build a conservative time and cost plan beside the evidence file. Show what is already confirmed, what is estimated, which payment or enrolment step becomes irreversible and when. Then test a delayed decision and a less favourable outcome. The exercise does not predict the authority’s answer; it prevents an optimistic reading from becoming an unexamined commitment.
Ask The learner or family checking a Sri Lankan state university, non-state institute, degree, qualification framework level or recognition route before enrolment or later use to narrate the case aloud in under two minutes: “This is my present state; this is the governing source; this is the learner-specific evidence; this is the unresolved boundary; this is my next permitted action.” A listener should be able to distinguish fact, comparison and choice without prompting.
Practise one counterfactual. Change only the provider route, awarding body, degree title, Gazette decision, SLQF level or learner intake and trace which conclusions stay valid. The exercise reveals whether the learner understands the dependency chain or has memorised an answer belonging to another case.
Finish with a retention plan. Keep source documents, decisions, receipts and later corrections for as long as they remain useful to explain the education record. Store identifiers securely and share only what the named recipient needs.
Frequently asked questions
Does an SLQF level prove that a provider is recognised?
No. Framework level and provider recognition are different facts.
Are all non-state degrees covered by one provider claim?
No. Match the exact degree and official decision.
Is a Gazette reference important?
Where applicable, it records the formal scope and date of a decision.
Does programme review equal legal recognition?
No. Programme review is a separate quality-assurance process.
Should state and non-state providers be checked in the same way?
No. Identify the legal route and use the correct official record.
Can a current decision prove an earlier intake?
Not automatically. Match dates, location and mode to the learner.
Does UGC recognition guarantee foreign acceptance?
No. The receiving organisation decides.
What should the learner retain?
Dated institution and recognition records, Gazette evidence where relevant, SLQF and review evidence, offer, transcript, certificate and written decisions.
Close the workbook by explaining the process without notes. A dependable explanation names the authority, present state, evidence, deadline and consequence if one assumption fails.
