Start here: identify the decision before collecting evidence
A UK education provider must hold the relevant student sponsor licence before it can sponsor an international learner under the Student or Child Student route. Start by matching the provider’s exact name and location on the current Home Office register of licensed student sponsors.
A listing is provider-level evidence, not a learner’s visa approval. The provider issues a Confirmation of Acceptance for Studies reference after making the relevant offer, while the learner still has to satisfy the current immigration requirements and UK Visas and Immigration makes the final decision.
This guide was checked on 26 October 2026 against current primary guidance. This guide uses GOV.UK sponsor and Student visa guidance checked on 26 October 2026, including the register updated 23 October 2026. Sponsor status, route permissions, CAS details and immigration requirements can change; use the current register and learner-specific records.
This specialist sits under The Gold Standard of Education: Learning That Transfers into Life. The parent framework keeps the purpose visible: understand the system, act on the correct evidence and build independence for the next decision.
Contents and reading routes
Use the quick route for an immediate decision, the complete route for a live case, and the teaching route when helping a learner explain the mechanism.

1. Name the immigration route
The Student and Child Student routes have sponsor requirements, but the learner’s age, course and circumstances determine which route and rules apply.
Write the exact route before checking the register. A provider licensed for one category or a course suitable for one route should not be assumed to fit another without current official confirmation.
Decision rehearsal and changed-context transfer
Turn this chapter into a live file. The international student and family states the present decision in one sentence. the Home Office, UK Visas and Immigration, the licensed student sponsor, the admissions and compliance teams, the awarding body and the learner supplies only the evidence it owns. the sponsor-register entry, offer, CAS reference and details, qualification and course record, financial and language evidence, visa application and decision notice records the result. Date every source and distinguish an official fact, an institution-specific decision, an estimate and a personal preference.
Now change one condition: the receiving organisation changes. Preserve every fact that remains valid and reopen only the conclusions that depend on the changed condition. Name the new page, document, calculation or contact required. This is the difference between understanding a system and memorising one outcome.
Run a boundary test. Write what the current evidence proves, what it does not prove and who has authority over the next decision. Replace one identifier, date or category and repeat the reasoning. If the conclusion changes without a cited rule or written decision, an assumption has entered the file.
Finish with a five-line handover: current state; controlling source; unresolved question; next permitted action; review date. A parent, adviser or future learner should be able to reconstruct the case without relying on memory or a private conversation.
2. Match the sponsor identity
A university or school brand may include campuses, partner colleges and legal entities. The sponsor-register entry must match the entity responsible for the CAS.
Compare the legal name and location on the register with the offer and provider correspondence. Ask who will assign the CAS and which entity is responsible for sponsorship throughout the course.

3. Read the register as a current list
The register identifies organisations licensed to sponsor students. It is updated frequently and should be dated whenever relied upon.
Save the retrieval date and entry. If the organisation disappears or its category changes, contact the provider and consult current Home Office guidance before making a payment or submitting an application.

4. Separate admission from sponsorship
An academic offer answers whether the provider is willing to admit the learner. Sponsorship answers whether the provider is prepared and licensed to support the immigration application.
Keep the offer and sponsorship decision in separate rows. A conditional offer, deposit receipt or UCAS choice does not by itself amount to a CAS or a visa entitlement.

5. Understand the CAS
A Confirmation of Acceptance for Studies is an electronic record with a reference number and course details assigned by the sponsor. The learner needs it for the visa application.
Check the name, passport details, course, level, dates, fees and payments against the provider’s CAS statement or supporting information. Ask for correction before applying if a controlling fact is wrong.

6. Know what a CAS does not prove
A CAS shows that the sponsor has assigned a record for the intended study. It does not guarantee that UKVI will approve the visa.
Build the remaining application from current requirements: identity, finances, English-language evidence and any route-specific documents. Treat the CAS as one required input rather than a final decision.

7. Work a partner-college case
Suppose a learner receives an offer carrying a university logo, but teaching will occur at a partner college whose name is not obvious on the sponsor register.
The learner asks which entity will sponsor the visa, whether the partner delivery is covered and which name will appear on the CAS. The answer must be consistent across the register, offer and learner-specific record.

8. Check dates and course identity
Course start and end dates, level, title and study location influence the sponsorship record and application. A late deferral or course change can make an earlier CAS unsuitable.
Compare all dates and identifiers before submission. If the intake moves, ask whether a new CAS is required and preserve written confirmation rather than editing a private checklist as if the official record changed.

9. Understand sponsor duties
Licensed sponsors have monitoring, reporting and record-keeping duties. Their compliance processes can require learners to provide updated contact, attendance or immigration information.
Read the provider’s current instructions and distinguish an academic rule from an immigration-sponsorship duty. Ask promptly when an absence, withdrawal, work placement or course change could affect sponsorship.

10. Diagnose common sponsor errors
Common errors include checking a similarly named institution, confusing a worker sponsor list with the student list, assuming an offer is a CAS and reusing an outdated CAS after a change.
Repair the file from the official register outward. Match the sponsor, route, CAS, course and dates, then reconcile the application and decision notice.

11. Plan for status or course changes
A sponsor licence or learner record can change after an offer. The consequence depends on timing, Home Office action and the learner’s current immigration position.
Do not invent a grace period or remedy. Keep current messages, contact the sponsor and follow the specific GOV.UK instructions that apply to the change and stage of the case.

12. Use official sources in sequence
Start with the student sponsor register, then the Student visa course page and the applicable sponsor guidance. Use the provider for its CAS and UKVI for the decision.
Recheck the register close to application and travel. A sound file shows which evidence came from the Home Office, which came from the provider and which remains pending.

Authoritative sources and evidence boundary
These primary sources were checked on 26 October 2026. Reopen the live record near any enrolment, recognition, immigration, transfer, funding or licensing decision because statuses, dates and operating guidance can change.
- GOV.UK register of licensed student sponsors
- GOV.UK Student visa course and CAS guidance
- Home Office student sponsor guidance
- Student sponsor compliance guidance
A source can establish only the fact within its remit. Keep the current authority record beside learner-specific evidence and obtain the responsible organisation’s written decision where acceptance, credit, protection, immigration or eligibility is at stake.

Build an auditable decision file
Open with the exact decision and its deadline. Attach the current current register of licensed student sponsors entry, the learner-specific record and the receiver’s published requirements. A general webpage explains a rule; it does not replace a learner-specific decision from the responsible body.
Create one evidence row for each controlling fact: provider legal and trading names, sponsor route, location, licence status, course title and level, offer conditions, CAS reference and details, dates, financial evidence, language evidence and visa decision. Give every row a source, retrieval date, status and owner. Mark a fact confirmed only when the cited source proves it. Use reported, estimated or pending for everything else.
Separate inputs from outputs. Inputs are facts supplied by the learner, provider or authority. Outputs are comparisons, classifications and decisions made from them. If an output looks wrong, check the input, then the dated rule, then any recorded exception.
Keep a change log for provider name, sponsor status, route, campus, course, CAS details, start date, fees, immigration rule and visa decision. Record the old fact, new fact, date learned, source and every conclusion that must be reopened. Do not silently overwrite the earlier state; the history explains why a reasonable plan changed.
Add a deadline map with the formal deadline, an earlier internal deadline and the recovery route if evidence arrives late. Where no recovery route is published, record that absence rather than inventing one. Reopen the official page near the action date because archived guidance can look authoritative.
Use a responsibility matrix. The Home Office licenses sponsors and publishes immigration guidance; the sponsor assigns CAS records and fulfils duties; admissions decides the offer; UKVI decides the visa; the learner verifies the record and supplies truthful evidence. If two people assume the other has acted, the file should expose the gap before the deadline.
Keep a contact note for each official enquiry: channel, date, question, answer and reference number. If verbal advice conflicts with a published rule or written decision, ask for clarification in writing before an irreversible action.
Run a source hierarchy check. Put the responsible authority first, current operational guidance second, the learner-specific notice third and informal explanation last. Where two official pages appear inconsistent, record both dates and ask which governs the present case.
Schedule a cold review two working days before any irreversible boundary. Recheck names, identifiers, dates, programme codes, study load and document version. Save the submission acknowledgement without treating receipt as approval.
After the decision, reconcile the notice with the plan line by line. Record what was accepted, refused, limited or deferred and the route for correction, review or appeal. Preserve the original decision when adding later correspondence.
Add a “not yet proved” page. List every conclusion that still depends on provider legal and trading names, sponsor route, location, licence status, course title and level, offer conditions, CAS reference and details, dates, financial evidence, language evidence and visa decision. Beside each item, name the smallest official record that would settle it and the person who can obtain that record. This stops a plausible estimate from drifting into the confirmed column merely because it has been repeated.
Rehearse a correction request before one is needed. Identify the learner, present decision, disputed input, supporting document and requested remedy without claiming an entitlement the evidence cannot establish. Address it to the organisation that owns the record or decision, keep a copy, and record the published response or escalation route.
Ask an independent reader to challenge the file. They should identify the weakest assumption, locate the official sentence that controls it and describe what changes if the assumption fails. Record that answer without deleting the earlier reasoning; the audit trail should show learning, not pretend uncertainty never existed.
Build a conservative time and cost plan beside the evidence file. Show what is already confirmed, what is estimated, which payment or enrolment step becomes irreversible and when. Then test a delayed decision and a less favourable outcome. The exercise does not predict the authority’s answer; it prevents an optimistic reading from becoming an unexamined commitment.
Ask The international student and family to narrate the case aloud in under two minutes: “This is my present state; this is the governing source; this is the learner-specific evidence; this is the unresolved boundary; this is my next permitted action.” A listener should be able to distinguish fact, comparison and choice without prompting.
Practise one counterfactual. Change only the provider, campus, Student or Child Student route, CAS detail or course start date and trace which conclusions stay valid. The exercise reveals whether the learner understands the dependency chain or has memorised an answer belonging to another case.
Finish with a retention plan. Keep source documents, decisions, receipts and later corrections for as long as they remain useful to explain the education record. Store identifiers securely and share only what the named recipient needs.
Frequently asked questions
What is the student sponsor register?
The Home Office list of organisations licensed to sponsor learners under the Student and Child Student routes.
Is an offer the same as a CAS?
No. A CAS is a separate electronic sponsorship record with its own reference.
Does a CAS guarantee a visa?
No. UKVI makes the visa decision.
Can a partner college use a university’s name?
Branding is not enough; identify the entity assigning the CAS and verify the applicable sponsorship arrangement.
How current is the register?
It changes, so record the publication or retrieval date and recheck near application.
What if CAS details are wrong?
Ask the sponsor to correct the official record before relying on it.
Who owns sponsor compliance?
The licensed provider must meet Home Office duties; the learner must also comply with their conditions and supply accurate evidence.
What should be saved?
The register entry, offer, CAS details, supporting documents, submission receipt and decision notice.
Close the workbook by explaining the process without notes. A dependable explanation names the authority, present state, evidence, deadline and consequence if one assumption fails.
