Start here: identify the decision before collecting evidence
Open the exact institution in the Accrediting Commission for Community and Junior Colleges directory and read its current status, degree scope and Commission action letters. ACCJC Candidacy is a formal association but remains distinct from Initial Accreditation. The October 2025 Handbook adds an important boundary: credits and degrees earned and issued while an institution holds Candidacy are considered by the United States Department of Education to be from an accredited institution or programme. That federal treatment does not make every receiver accept the credit, and it does not erase the need to match the learner to the candidacy period.
Next separate ordinary follow-up from sanction. ACCJC can reaffirm accreditation for a shorter period and require follow-up where most Standards are met but deficiencies remain. Warning, Probation and Show Cause indicate severe non-compliance and require the exact public action letter. Probation requires a teach-out plan; Show Cause requires a teach-out plan and agreement under the current Handbook. Location, programme, degree and delivery changes can require prior approval, especially for institutions on Probation, Show Cause, recent negative action or provisional federal certification.
This guide was checked on 28 October 2026 against current primary guidance. ACCJC sources checked on 28 October 2026 include the October 2025 Accreditation Handbook, September 2025 Substantive Change Manual, current institution directory and Commission actions through June 2026. Candidacy is not Initial Accreditation, although the Handbook records the United States Department of Education treatment of credits and degrees earned during candidacy. A directory entry is institutional and does not guarantee transfer, admission, professional licensure, federal aid, immigration permission or employment. ACCJC complaints consider standards compliance and do not settle individual disputes.
This specialist sits under The Gold Standard of Education: Learning That Transfers into Life. The parent framework keeps the purpose visible: understand the system, act on the correct evidence and build independence for the next decision.

1. Find the exact ACCJC institution
Match the legal institution, location, type and present directory status.
A college system or district is not automatically the same accreditation record as a member college.
Decision rehearsal and changed-context transfer
Turn this chapter into a live file. the prospective or current community-college student, parent, adviser, transfer applicant, graduate, registrar, compliance officer, employer or credential evaluator checking an ACCJC institution states the present decision in one sentence. ACCJC, the exact institution and location, programme and registrar staff, state authority, federal aid administrators where relevant, receiving institution, professional regulator, employer and learner supplies only the evidence it owns. the ACCJC directory entry, Candidacy or accredited status, Commission action letter, public reports, sanction disclosure, substantive-change approval, teach-out plan or agreement, learner enrolment and completion records, transcript and destination decision records the result. Date every source and distinguish an official fact, an institution-specific decision, an estimate and a personal preference.
Now change one condition: the receiving organisation changes. Preserve every fact that remains valid and reopen only the conclusions that depend on the changed condition. Name the new page, document, calculation or contact required. This is the difference between understanding a system and memorising one outcome.
Run a boundary test. Write what the current evidence proves, what it does not prove and who has authority over the next decision. Replace one identifier, date or category and repeat the reasoning. If the conclusion changes without a cited rule or written decision, an assumption has entered the file.
Finish with a five-line handover: current state; controlling source; unresolved question; next permitted action; review date. A parent, adviser or future learner should be able to reconstruct the case without relying on memory or a private conversation.
2. Read Candidacy with its special boundary
Record the formal association and exact candidacy dates.
Candidacy is distinct from Initial Accreditation even though the Handbook records federal treatment of credits and degrees earned during candidacy.

3. Join the learner to the candidacy window
Preserve enrolment, completion, award and transcript dates.
A later status cannot replace the learner-specific chronology.

4. Confirm degree and programme scope
Read the credentials shown in the current directory and institutional record.
Institutional status does not silently authorise every advertised degree or programme.

5. Read the Commission action letter
Identify commendations, compliance requirements, reports and visits.
A general accredited label omits the decision-specific work and timetable.

6. Separate shorter reaffirmation from sanction
Record an 18-month reaffirmation and required follow-up without relabelling it.
Follow-up can be serious without being Warning, Probation or Show Cause.

7. Interpret Warning, Probation and Show Cause
Use the exact action, cited Standards and deadline.
Sanctions signal severe non-compliance and are not interchangeable.

8. Build the required teach-out evidence
Locate the plan required for Probation and the plan and agreement required for Show Cause.
A template or promise is not the approved learner arrangement.

9. Verify substantive changes
Check location, programme, degree and delivery changes against the September 2025 Manual.
Some changes require approval before implementation; notification alone is not approval.

10. Check appeal and adverse action
Separate denial or withdrawal, appeal posture and current operative status.
An appeal does not erase the action being reviewed.

11. Ask the receiving institution
Obtain a written transfer or admission decision for the actual credits and programme.
ACCJC status does not guarantee transfer or degree applicability.

12. Maintain the live evidence chain
Reopen the directory, actions, scope and change approvals before payment, transfer or graduation decisions.
A dated file is more reliable than a remembered status.

Build an auditable decision file
Open with the exact decision and its deadline. Attach the current current ACCJC institution directory entry and latest Commission action letter, the learner-specific record and the receiver’s published requirements. A general webpage explains a rule; it does not replace a learner-specific decision from the responsible body.
Create one evidence row for each controlling fact: legal institution, institution type, location, Candidacy, candidacy period, Initial Accreditation, reaffirmation, 18-month follow-up, Warning, Probation, Show Cause, compliance requirement, appeal, degree scope, programme or delivery change, substantive-change approval, teach-out plan, teach-out agreement, enrolment, completion, transcript and transfer decision. Give every row a source, retrieval date, status and owner. Mark a fact confirmed only when the cited source proves it. Use reported, estimated or pending for everything else.
Separate inputs from outputs. Inputs are facts supplied by the learner, provider or authority. Outputs are comparisons, classifications and decisions made from them. If an output looks wrong, check the input, then the dated rule, then any recorded exception.
Keep a change log for ACCJC status, Commission action, candidacy window, degree or programme scope, location, delivery method, substantive-change approval, sanction, teach-out, learner dates and receiver rule. Record the old fact, new fact, date learned, source and every conclusion that must be reopened. Do not silently overwrite the earlier state; the history explains why a reasonable plan changed.
Add a deadline map with the formal deadline, an earlier internal deadline and the recovery route if evidence arrives late. Where no recovery route is published, record that absence rather than inventing one. Reopen the official page near the action date because archived guidance can look authoritative.
Use a responsibility matrix. ACCJC owns institutional accreditation and substantive-change decisions; the institution owns delivery and learner records; state and federal bodies own separate authorisations; receivers, regulators and employers own their decisions. If two people assume the other has acted, the file should expose the gap before the deadline.
Keep a contact note for each official enquiry: channel, date, question, answer and reference number. If verbal advice conflicts with a published rule or written decision, ask for clarification in writing before an irreversible action.
Run a source hierarchy check. Put the responsible authority first, current operational guidance second, the learner-specific notice third and informal explanation last. Where two official pages appear inconsistent, record both dates and ask which governs the present case.
Schedule a cold review two working days before any irreversible boundary. Recheck names, identifiers, dates, programme codes, study load and document version. Save the submission acknowledgement without treating receipt as approval.
After the decision, reconcile the notice with the plan line by line. Record what was accepted, refused, limited or deferred and the route for correction, review or appeal. Preserve the original decision when adding later correspondence.
Add a “not yet proved” page. List every conclusion that still depends on legal institution, institution type, location, Candidacy, candidacy period, Initial Accreditation, reaffirmation, 18-month follow-up, Warning, Probation, Show Cause, compliance requirement, appeal, degree scope, programme or delivery change, substantive-change approval, teach-out plan, teach-out agreement, enrolment, completion, transcript and transfer decision. Beside each item, name the smallest official record that would settle it and the person who can obtain that record. This stops a plausible estimate from drifting into the confirmed column merely because it has been repeated.
Rehearse a correction request before one is needed. Identify the learner, present decision, disputed input, supporting document and requested remedy without claiming an entitlement the evidence cannot establish. Address it to the organisation that owns the record or decision, keep a copy, and record the published response or escalation route.
Ask an independent reader to challenge the file. They should identify the weakest assumption, locate the official sentence that controls it and describe what changes if the assumption fails. Record that answer without deleting the earlier reasoning; the audit trail should show learning, not pretend uncertainty never existed.
Build a conservative time and cost plan beside the evidence file. Show what is already confirmed, what is estimated, which payment or enrolment step becomes irreversible and when. Then test a delayed decision and a less favourable outcome. The exercise does not predict the authority’s answer; it prevents an optimistic reading from becoming an unexamined commitment.
Ask the prospective or current community-college student, parent, adviser, transfer applicant, graduate, registrar, compliance officer, employer or credential evaluator checking an ACCJC institution to narrate the case aloud in under two minutes: “This is my present state; this is the governing source; this is the learner-specific evidence; this is the unresolved boundary; this is my next permitted action.” A listener should be able to distinguish fact, comparison and choice without prompting.
Practise one counterfactual. Change only the institution remains the same but the learner changes campus, degree, candidacy window, delivery mode, transfer destination, professional goal or employer and trace which conclusions stay valid. The exercise reveals whether the learner understands the dependency chain or has memorised an answer belonging to another case.
Finish with a retention plan. Keep source documents, decisions, receipts and later corrections for as long as they remain useful to explain the education record. Store identifiers securely and share only what the named recipient needs.
Frequently asked questions
Is ACCJC Candidacy the same as Initial Accreditation?
No. Candidacy is a distinct formal association before Initial Accreditation.
How are credits earned during Candidacy treated federally?
The October 2025 ACCJC Handbook states that credits and degrees earned and issued during Candidacy are considered by the United States Department of Education to be from an accredited institution or programme.
Does that guarantee transfer?
No. The receiving institution decides whether and how credits apply.
What is an 18-month reaffirmation?
It is a time-limited reaffirmation with required follow-up where most Standards are met but deficiencies remain; read the exact action letter.
What happens on Probation?
The institution retains status during the sanction and must submit the required teach-out plan.
What happens on Show Cause?
The institution must demonstrate why accreditation should not be withdrawn and must submit the required teach-out plan and agreement.
Are new locations automatically covered?
No. Check the substantive-change route and approval date.
What should a learner save?
The directory entry, action letters, scope and change approvals, enrolment and transcript records, teach-out evidence and receiver decision.
Close the workbook by explaining the process without notes. A dependable explanation names the authority, present state, evidence, deadline and consequence if one assumption fails.
