A Singapore resident with a Class 3 driving licence wants to start earning income from ride-hailing. A recruiter says the ordinary licence is sufficient because the car is insured, while a training provider says paying S$40 automatically means the applicant can start accepting passengers. Both are inaccurate. A private-hire driver needs a properly issued LTA Private Hire Car Driver’s Vocational Licence (PDVL), and the vehicle itself must also be legally registered and insured for the intended service.
The Gold Standard of Private Hire Car Driver Vocational Licence Application Services is a trustworthy chain from genuine age, citizenship, driving experience and MediSave checks through authorised GoBusiness filing, accepted medical fitness evidence, vocational training, successful testing and a current digital licence. Continuing safety requires the driver’s real status and the vehicle’s status to match every paid journey.
The Land Transport Authority requires PDVL applicants to be Singapore Citizens aged at least 30, with a valid Class 3 or 3A licence held for more than one year, suitable English proof and other eligibility checks. The current non-refundable Government application fee is S$40. Since February 2026 doctors submit the harmonised medical report digitally, and the old six-month paper transition ended July 2026.
From eligible citizen driver to verified paid transport licence
An ordinary driving licence, ATC letter, passed vocational test and private-hire vehicle conversion are different records. The chapter map follows personal checks, official submission, medical assessment, training and continuing compliance.
1. Begin with the service the driver intends to provide
A person may own a car for family errands, drive friends without payment or plan to carry customers for reward through an app. The legal vocational-licensing requirement does not follow simply from owning a car or accepting a smartphone booking.
LTA requires a Private Hire Car Driver’s Vocational Licence (PDVL) or valid Taxi Driver’s Vocational Licence for a driver providing prescribed chauffeured point-to-point transport for reward. A Gold Standard front door asks what the driver will actually do, what vehicle will be used and whether that vehicle has been appropriately registered.
Back to PDVL chapters · Next chapter
2. Distinguish PDVL from ordinary Class 3 driving entitlement
A person who has legally driven a private car for years has valuable experience, but an ordinary driving licence does not independently authorise professional chauffeured passenger services.
Under LTA’s 2026 vocational licensing rules, a qualified private-hire driver needs the prescribed vocational licence in addition to a valid ordinary driving licence. The public service should show base driving entitlement, vocational application and actual issued PDVL as three different records, not one generic ‘driver approved’ badge.
Back to PDVL chapters · Next chapter
3. Understand the difference between PDVL and TDVL
The word vocational can obscure the scope of the individual permission. A driver who intends to work with a taxi should not apply for a more limited licence and assume it covers every paid passenger journey.
LTA states a PDVL permits chauffeured services using private hire cars only, while a Taxi Driver’s Vocational Licence (TDVL) permits taxi and private-hire car services. A good application page lets the individual make a deliberate choice and links the separate TDVL process when taxi work is genuinely intended.
Back to PDVL chapters · Next chapter
4. Apply the minimum thirty-year age rule
A twenty-four-year-old can hold a valid Singapore driving licence but is not yet eligible for the ordinary new PDVL application. A commercial platform’s willingness to accept registration information does not change the Government age rule.
LTA sets the minimum age at 30 years at application. A Gold Standard eligibility checker should verify the actual date of birth before collecting a non-refundable fee and explain the threshold in neutral language rather than recommend changing official particulars.
Back to PDVL chapters · Next chapter
5. Recognise the Singapore citizenship requirement
Some residents can obtain Singapore driving licences without being Singapore citizens, but the current PDVL and TDVL application rules have a separate nationality condition.
LTA currently requires the PDVL applicant to be a Singapore Citizen. A Singapore Permanent Resident with an ordinary licence is not automatically eligible for this new PDVL route. The service should check authoritative citizenship status without suggesting that a PR or foreign worker submit a false declaration to pass the online form.
Back to PDVL chapters · Next chapter
6. Check valid Class 3 or 3A for over one year
A recently qualified driver may hold the correct class of licence yet not meet the required length of driving experience. Merely passing yesterday’s practical test does not fulfil the vocational entry condition.
LTA requires a valid Singapore Class 3 or Class 3A driving licence held for more than one year at the application date. The service should read the actual issue and qualification dates and make the distinction between exactly one year and more than one year clear.
Back to PDVL chapters · Next chapter
7. Treat suspension and disqualification properly
A licence suspended by Traffic Police is not a currently valid ordinary driving entitlement. A person should not regard the PDVL application as an alternative way to drive commercially during a suspension.
LTA notes that people with suspended or disqualified driving licences may be considered after the disqualification or suspension period ends, subject to remaining criteria. A valid vocational licence does not override a current ordinary licence ban. The applicant should wait for the actual legal position rather than file under another person’s account.

8. Provide a fair criminal-record eligibility assessment
Paid passenger drivers interact with members of the public, including people travelling alone or late at night. Suitability checks are therefore relevant, but a proper system must distinguish statutory disqualifications and serious convictions from an unsupported allegation.
LTA’s application guidance considers criminal history, including specified very serious offences, lesser offences after sentence completion and completed supervision orders. A Gold Standard decision uses the applicable fit-and-proper criteria and reasoned evidence without publishing sensitive personal records to ride-hail customers or private training providers.
Back to PDVL chapters · Next chapter
9. Demonstrate basic spoken and written English
A driver may need to understand road signs, customer destinations, emergency communications and platform instructions. The licence includes an English requirement rather than allowing applicants to substitute unrelated professional qualifications automatically.
LTA accepts prescribed evidence such as GCE O- or N-level English at D7 or equivalent or a Workplace Literacy and Numeracy Level 3 pass in Listening, Reading and Speaking modules. A person who cannot provide the usual school record can investigate the official WPLN route. The portal should explain accepted alternatives before the fee is paid.
Back to PDVL chapters · Next chapter
10. For self-employed drivers, reconcile MediSave contributions
Many private-hire drivers are self-employed and make their own statutory MediSave contributions. An applicant may meet age, citizenship and driving tests yet be unable to proceed because an outstanding MediSave obligation has not been addressed.
LTA requires qualifying self-employed applicants to be up-to-date with their MediSave contributions, either paid in full or covered by an active CPF GIRO arrangement. The service should link to the correct CPF account review instead of suggesting a one-time PDVL payment settles all MediSave liabilities.
Back to PDVL chapters · Next chapter
11. Submit through authenticated GoBusiness
A prospective driver may find agencies offering a paid submission service and ask for Singpass credentials. The application can be completed through the official licensing portal without giving a stranger personal authentication secrets.
LTA directs applicants to GoBusiness: log in with the appropriate identity, select Apply Licences, then Private Hire Car Driver’s Vocational Licence, complete individual particulars and the declaration. A Gold Standard transaction shows applicant identity, saved form, uploaded evidence and actual submitted request separately.
Back to PDVL chapters · Next chapter
12. Collect correct NRIC, photograph and language evidence
A form can appear complete while the NRIC image is unreadable, photograph does not meet current requirements or the English certificate is not an accepted result. Such technical mistakes can delay review.
The LTA step-by-step application requests NRIC, passport-sized photograph and prescribed English proof. A good form validates readable files and allows corrections rather than take a new fee for every minor upload error. The applicant should use the correct personal records, not an acquaintance’s existing vocational credentials.
Back to PDVL chapters · Next chapter
13. Give the S$40 fee the correct legal meaning
A driver may see an online payment confirmation and tell a ride-hail platform that the PDVL has been issued. The fee only covers submission of a formal application, not approval of medical fitness or passage through a vocational course.
LTA charges a S$40 non-refundable application fee. The Government service should state this before payment and distinguish the separate training, testing, health assessment and vehicle costs. A commercial training provider’s course fee is not the same as the statutory GoBusiness charge.
Back to PDVL chapters · Next chapter
14. Use the fifteen-working-day eligibility review
A driver who pays today might plan to accept bookings tomorrow. The regulator needs time to consider the declaration and eligibility documents, and the training must still occur after approval to attend.
LTA states that an Approval to Attend Course (ATC) letter is normally sent within 15 working days when all documentation is in order. Incomplete applications can take longer. A Gold Standard status shows application received, under review, clarification, ATC issued and eventual course pass separately.
Back to PDVL chapters · Next chapter
15. The ATC is not an operating licence
The title Approval to Attend Course sounds official and may be mistaken for permission to start chauffeured work. It has a narrower purpose: it lets the qualifying applicant proceed with the prescribed next stages.
LTA’s ATC letter is used to register for medical assessment and approved vocational training. It does not replace a passed test or actual PDVL authorisation. The public service should put a plain warning beside the ATC download: no paid private-hire driving solely on this letter.
Back to PDVL chapters · Next chapter
16. Use the 2026 digital medical-report pathway
Older instructional pages refer to carrying paper medical forms back to LTA. The normal process has changed substantially, and relying on an outdated hardcopy route can leave an applicant uncertain about the status of a medical review.
From 2 February 2026, LTA and Traffic Police introduced the digital Harmonised Medical Examination Report (HMER) filed by the doctor. The six-month physical-form transition ended on 31 July 2026. Current applicants should use the prescribed digital doctor submission rather than depend on an obsolete printed form.
Back to PDVL chapters · Next chapter
17. Attend the medical examination with the correct ATC
A person may arrive at a clinic without the issued ATC or the QR code that the doctor needs to access the official electronic medical assessment. The medical results then may not connect to the right application.
LTA instructs applicants to take their ATC to a Singapore-registered clinic for the required examination and chest X-ray. A specialist’s memo may be needed for certain existing medical conditions, with final determination by competent medical and licensing personnel. A service should help book the authorised visit without speculating about diagnoses.
Back to PDVL chapters · Next chapter
18. Treat the chest X-ray as a separate component
A general clinic check can be completed while the chest X-ray or signed radiology report remains outstanding. A driver should not tell the training provider that all conditions were met solely because the doctor consulted them.
LTA requires medical assessment and the relevant chest X-ray evidence for new vocational licence applicants. The current digital HMER system carries the doctor’s findings; other documentary details may be required as shown in the ATC. A dashboard should distinguish examination performed, doctor submitted and LTA accepted.
Back to PDVL chapters · Next chapter
19. Read both medical status messages
An applicant may receive an SMS confirming the clinic submitted the report and believe medical fitness has already been accepted by LTA. The regulator issues a separate acceptance update.
LTA explains that the driver receives one SMS for medical submission and normally a second SMS within three working days if the medical submission is accepted. A Gold Standard training checklist should wait for the proper confirmation or authorised alternative before treating medical requirements as complete.
Back to PDVL chapters · Next chapter
20. Choose a recognised PDVL training provider
A private driving instructor may claim to prepare candidates for any transport licence. Course recognition depends on LTA’s actual approved training and testing providers rather than the marketing label.
LTA currently lists providers including ComfortDelGro Taxi and NTUC LearningHub for prescribed TDVL or PDVL training and tests. The applicant should present the ATC, NRIC and accepted medical evidence, pay the provider’s current course fee and complete the real assessment. The service should link the recognised official provider list rather than recommend a fee-charging middleman.
Back to PDVL chapters · Next chapter
21. Distinguish training attendance from a passed test
Attending a full course can improve a person’s knowledge of public passenger transport, but the legal qualification also requires completing the vocational competency test.
LTA issues the relevant temporary vocational licence once the applicant passes the prescribed test and is otherwise eligible. The service should display course registered, attended, tested, passed and temporary licence issued separately. A training booking invoice does not prove the holder can legally carry paying passengers.
Back to PDVL chapters · Next chapter
22. Receive a temporary vocational licence after the pass
Drivers may need to begin lawful work while the digital identity record is being completed. The Temporary Vocational Licence is an official interim authority after the required steps, not an open-ended replacement for the permanent record.
LTA says successful PDVL candidates receive the Temporary Vocational Licence on the same day as passing their test and may use it to provide the prescribed service while the digital licence is issued. The holder should check its terms and valid period and not confuse it with the earlier ATC or a platform’s onboarding email.
Back to PDVL chapters · Next chapter
23. Verify digital LTA Vocational Licence in Singpass
An applicant may wait for a plastic card despite having already received the new official digital vocational licence, or show an old printed certificate that does not reflect current licence status.
Since 1 April 2023 LTA primarily issues Digital LTA Vocational Licences through Singpass to successful new applicants, normally within 20 working days after the test. An official status checker and digital credential are stronger proof than a training-provider screenshot. A physical card is not ordinarily required for new holders.
Back to PDVL chapters · Next chapter
24. Know the three-year validity and age-75 boundary
A driver may assume vocational credentials last indefinitely once issued, even if the ordinary driving licence remains valid. The PDVL is a time-limited public authorisation with age-related rules.
LTA says the ordinary vocational licence validity is three years, but can be shorter from age 67, and driving vocational licences have a statutory upper age of 75. The service should show the actual issue date, licence expiry, age-based assessment dates and ordinary driving licence status together.
Back to PDVL chapters · Next chapter
25. Keep renewal and medical checks separate
A new PDVL applicant may plan for one medical assessment and expect no further checks until the end of the three-year licence. Older holders face additional medical frequency rules.
The LTA renewal guide requires regular medical examination for holders aged 50 and above, with the current HMER table showing checks every two years at ages 50–64 and annually from 65 to 74. A valid licence term does not cancel medical examination duties that fall during it.
Back to PDVL chapters · Next chapter
26. Remember the six-year PDVL refresher cycle
A driver can renew a licence several times while laws, ride-hail systems and service expectations change. The training obligation runs on its own interval rather than necessarily being repeated at every three-year renewal.
LTA states taxi and private hire drivers must complete a refresher course every six years. The licence renewal notice specifies the actual requirements. A Gold Standard driver dashboard should show refresher and medical timelines alongside the expiry, rather than issue a generic reminder that says simply renew.
Back to PDVL chapters · Next chapter
27. A valid PDVL is not a vehicle’s private-hire registration
An approved driver might purchase an ordinary private car and begin taking paid app bookings without converting the car to the proper chauffeured private-hire scheme. This is a separate regulated failure even though the person’s PDVL is valid.
LTA requires the vehicle used for paid private-hire service to be correctly registered for that purpose, with prescribed insurance, inspections and front/rear tamper-evident decals. The vehicle rules should be checked independently. A valid driver licence cannot transform any unregistered family car into a lawful commercial vehicle.
Back to PDVL chapters · Next chapter
28. Check tamper-evident decals as an ongoing vehicle duty
A private-hire car with missing, damaged or transferred decals may be incorrectly presented as authorised to carry paying passengers. Decals support public and enforcement recognition, not merely commercial branding.
LTA requires a pair of tamper-evident decals at front and rear windscreen and prohibits unauthorised removal or transfer; damaged decals must be replaced within three calendar days under the published rules. The service should verify decals, vehicle registration and periodic inspection separately from the individual PDVL.
Back to PDVL chapters · Next chapter
29. Distinguish ride-hail platform approval from Government licensing
A platform may perform its own verification and onboarding for drivers. It can choose its commercial policies, supported vehicle types and service areas, but it does not issue the statutory PDVL.
The Government vocational licence, vehicle’s private-hire registration and ride-hail platform’s commercial approval are independent records. A Gold Standard status should say driver eligible, car eligible and platform onboarded rather than one ambiguous ‘approved for Grab/ride-hail’ state.
Back to PDVL chapters · Next chapter
30. Protect the passenger’s legal and practical safety
A licence application tests eligibility, fitness and basic vocational preparation. Real passenger confidence also depends on professional driving, appropriate insurance, correct fares and respectful treatment, which continue after the approval date.
LTA regulates drivers through vocational conditions, Road Traffic law and a demerit point system. A driver must not use an app-booking confirmation to override a traffic rule or operate while disqualified. Complaints should be investigated fairly using actual journey facts and platform records.
Back to PDVL chapters · Next chapter
31. Understand that ordinary personal trips do not need PDVL
A family member may drive a car registered for chauffeured private hire purposes to visit relatives or carry children on a non-commercial trip. The vehicle registration and the driver’s personal purpose determine the applicable vocational requirement.
LTA’s private-hire FAQ distinguishes personal and social use of a PHC from carrying passengers for reward. A valid ordinary driving licence is necessary for personal driving, but the person does not necessarily require a PDVL for that private use. The service should explain this distinction without inviting misclassification of paid transport as an unpaid family favour.
Back to PDVL chapters · Next chapter
32. Consider TDVL conversion through its dedicated service
An experienced PDVL holder may want to move into taxi services. The existing private-hire licence is a useful starting point but does not automatically grant taxi authority.
LTA introduced a shorter PDVL-to-TDVL conversion route with an approximately eight-hour course, distinct from the full TDVL course, and an application fee published as S$28.04 for eligible conversion cases. The applicant must hold an appropriately valid PDVL and complete prescribed testing and issuance, not simply change a setting in the ride-hail app.
Back to PDVL chapters · Next chapter
33. Make the medical and eligibility data private
The required criminal-record checks, medical findings and identity documentation are necessary for the regulator, but passengers and unrelated vehicle rental companies do not need a full copy of the driver’s private medical record.
A Gold Standard licence system provides role-based access and current licence verification without unnecessary disclosure of underlying health information. The applicant should be able to submit genuine updates to LTA securely while third-party platforms verify the licence’s permitted scope and status.

34. Worked example: qualifying candidate with missing MediSave
Fictional Singaporean applicant Aisha is 36, has held Class 3 for five years and meets the published English requirement. She is self-employed and hopes to earn income driving a correctly registered PHC, but her MediSave contributions have a past-year shortfall.
She should first resolve the shortfall or establish the accepted active GIRO arrangement with CPF Board. She then applies via GoBusiness, pays the non-refundable S$40 fee, receives ATC if eligible, completes the doctor-submitted HMER and chest X-ray, and passes PDVL training and testing. She begins paid trips only after the proper temporary or issued vocational licence and the vehicle’s separate legal requirements are in place.
Back to PDVL chapters · Next chapter
35. Worked example: a licensed driver rents an ordinary car
Fictional driver Lim already holds an active PDVL and an app account. His own registered PHC is in a workshop, so a friend offers an ordinary private car for the day.
Lim should not treat the PDVL as permission to carry paying passengers in that unconverted private vehicle. He needs a vehicle duly registered and insured for chauffeured private-hire service, with applicable inspection and decals, plus platform approval where required. The Gold Standard is a complete lawful driver-and-vehicle combination, not merely a valid digital driver badge.
Back to PDVL chapters · Next chapter
36. Worked example: refresher due while PDVL remains valid
Fictional driver Raman is 59 and his PDVL expires next year. He believes no action is needed this year because the credential still displays a future expiry.
His six-year refresher and age-related medical assessment can fall during the valid licence term or form part of its renewal conditions. Raman checks LTA’s vocational licence enquiry function and renewal notices, completes only the actual prescribed requirements and maintains his MediSave status where relevant. He does not rely on a generic message from a commercial platform saying all accounts are active.
Back to PDVL chapters · Next chapter
37. Measure legally safe journeys, not applications accepted
A regulator can report high PDVL issuance while drivers cannot distinguish ATC from authority, cars lack valid decals or medical and refresher records lapse. Those failures can affect real passengers.
The Gold Standard joins accurate eligibility, secure applications, real health assessment, completed vocational education, authentic digital credentials, vehicle compliance and fair ongoing enforcement. Its quality measure is the passenger’s safe lawful journey and the driver’s ability to understand every step of continuing authorisation.
