When the payment problem cannot be solved at the counter
A resident’s fee payment is confirmed by a provider but missing from the application record. Frontline staff cannot resolve the mismatch. Escalation should connect the case to authorised financial and technical decision-makers without sending the resident in circles.
Classify the exception
Unmatched receipts, duplicate charges, refund failures and suspected misuse may require different responses.
Prioritise by consequence
Financial harm, service deadlines and security concerns can affect urgency under approved procedures.
Assign end-to-end ownership
Even when several teams investigate, one coordinating owner should track progress and user communication where appropriate.
Protect financial controls
Urgency does not justify unauthorised adjustments or disclosure of sensitive payment information.
Communicate clearly
Explain what is known, what remains under review and which next steps are available without promising an unverified outcome.
Verify final resolution
Check the financial record, service application and user notification before closing the case.
Break-test: two teams disagree about responsibility
Can the escalation route identify the authorised decision-maker and prevent indefinite delay?
