The Gold Standard of Wireless Communication | Separating RSRP from RSSI in LTE Signal Reports

Mobile diagnostics often compress several radio measurements into signal bars. RSRP, RSSI, RSRQ and SINR answer related but different questions, and a plausible-looking conversion can hide a changed bandwidth or cell.

The original case uses RSRP -95 dBm, RSSI -65 dBm and N=50 resource blocks. The stated LTE relation gives RSRQ about -13.01 dB. Raising RSSI to -62 dBm with RSRP fixed makes that ratio about -16.01 dB.

ETSI publications of 3GPP measurement specifications ground the metric definitions. The values are fictional and do not recommend network settings.

Every calculation preserves technology, release, signal type, carrier, cell, bandwidth, N, sampling and logarithmic units.

This specialist guide belongs to the Wireless Communication root. It also connects to The Gold Standard of Education | Learning That Transfers into Life and the How X Works hub. The worked cases are original teaching examples; their numbers are stipulated so that the reasoning can be checked.

RSRP isolates received reference-signal power under the LTE definition; RSSI integrates total received power over the measurement bandwidth. A stronger RSSI can reflect more interference, so the two fields must remain separate.

CHAPTER 1 OF 28 · Define the quantities

1. Read the metric name before the bars

Back to contents

Begin with the reported quantity. RSRP and RSSI are different radio measurements; a generic signal-strength label can hide which one a device exposes.

Work the original teaching case step by step. A field log has RSRP=-95 dBm and RSSI=-65 dBm for one LTE measurement window.

Make the result independently checkable. Preserve metric, technology, band, bandwidth and timestamp.

Test transfer by changing one consequential condition. Keep RSRP fixed and let total received power rise.

Keep the claim boundary visible. This educational example is not network-configuration advice.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Then Preserve metric, technology, band, bandwidth and timestamp. In the changed case, Keep RSRP fixed and let total received power rise. Compare the result with the prediction and explain any mismatch without changing the definitions after the fact.

The evidence receipt for “Read the metric name before the bars” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

CHAPTER 2 OF 28 · Define the quantities

2. Define RSRP as a reference-signal measure

Back to contents

Separate the objects before comparing them. LTE RSRP averages received power contributions from specified reference-signal resource elements under the standard definition.

Work the original teaching case step by step. The stipulated serving-cell RSRP is -95 dBm.

Make the result independently checkable. Check the specification release and measurement scope.

Test transfer by changing one consequential condition. Move farther from the serving cell while holding interference roughly fixed.

Keep the claim boundary visible. RSRP is not total channel power and does not alone determine service quality.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. Apply this check: Check the specification release and measurement scope. Next change the setting deliberately: Move farther from the serving cell while holding interference roughly fixed. If the conclusion changes, name the changed assumption rather than calling the earlier result wrong.

The evidence receipt for “Define RSRP as a reference-signal measure” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

CHAPTER 3 OF 28 · Define the quantities

3. Define RSSI as total received power over a bandwidth

Back to contents

Name the mechanism before interpreting the number. LTE RSSI includes power from serving and non-serving transmissions, adjacent-channel interference and thermal noise over the measurement bandwidth.

Work the original teaching case step by step. The stipulated RSSI is -65 dBm across N=50 resource blocks.

Make the result independently checkable. Record the measurement bandwidth and receiver rule.

Test transfer by changing one consequential condition. Add interference without changing serving-cell reference power.

Keep the claim boundary visible. An RSSI value is incomplete without its bandwidth and implementation context.

Practise transfer before memorising a label. Rebuild the result using this independent check: Record the measurement bandwidth and receiver rule. Then make one controlled change: Add interference without changing serving-cell reference power. State which quantity should move, which should stay fixed and what evidence would count against the prediction. This makes the mechanism testable instead of merely plausible.

The evidence receipt for “Define RSSI as total received power over a bandwidth” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

CHAPTER 4 OF 28 · Define the quantities

4. Keep logarithmic units honest

Back to contents

Keep observation, calculation and decision in separate columns. dBm is logarithmic power relative to one milliwatt; differences in dB represent ratios rather than subtractable linear watts.

Work the original teaching case step by step. A 3 dB increase is approximately a doubling of power, while -65 dBm is larger power than -95 dBm.

Make the result independently checkable. Convert selected values to milliwatts as a reasonableness check.

Test transfer by changing one consequential condition. Raise RSSI from -65 to -62 dBm.

Keep the claim boundary visible. Do not average dBm arithmetically when the task requires average linear power.

Close the chapter with a decision receipt. Record the input, unit, scope, transformation and claim in separate fields, then apply: Convert selected values to milliwatts as a reasonableness check. For the transfer trial, Raise RSSI from -65 to -62 dBm. Keep the original result beside the new one so the reader can see exactly which condition changed and why the interpretation follows.

The evidence receipt for “Keep logarithmic units honest” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

CHAPTER 5 OF 28 · Define the quantities

5. Treat a stronger number according to the metric

Back to contents

Use the short answer only after fixing scope and units. Less-negative RSRP commonly indicates stronger serving reference power, while less-negative RSSI can also mean more interference or noise.

Work the original teaching case step by step. RSSI rises 3 dB while RSRP stays -95 dBm.

Make the result independently checkable. Ask which contributors changed before calling the result better.

Test transfer by changing one consequential condition. Raise RSRP by 3 dB with RSSI fixed.

Keep the claim boundary visible. A single metric cannot identify the mechanism.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Then Ask which contributors changed before calling the result better. In the changed case, Raise RSRP by 3 dB with RSSI fixed. Compare the result with the prediction and explain any mismatch without changing the definitions after the fact.

The evidence receipt for “Treat a stronger number according to the metric” records the source observation, transformation, changed-context prediction and limit on separate lines. 6. Complete the LTE quality relation

Back to contents

Begin with the reported quantity. For the stated LTE relation, RSRQ=N×RSRP/RSSI in linear units, or RSRQdB=10log10(N)+RSRPdBm-RSSIdBm.

Work the original teaching case step by step. With N=50, -95 dBm RSRP and -65 dBm RSSI, RSRQ is about16.99-30=-13.01 dB.

Make the result independently checkable. Recompute from linear powers or the log identity.

Test transfer by changing one consequential condition. Change only RSSI to -62 dBm and obtain about -16.01 dB.

Keep the claim boundary visible. N and the measurement definition belong to the formula; do not transplant it blindly.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. Apply this check: Recompute from linear powers or the log identity. Next change the setting deliberately: Change only RSSI to -62 dBm and obtain about -16.01 dB. If the conclusion changes, name the changed assumption rather than calling the earlier result wrong.

The evidence receipt for “Complete the LTE quality relation” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

7. Interpret the changed-interference case

Back to contents

Separate the objects before comparing them. When total received power grows but reference power does not, the quality ratio can worsen even though RSSI looks stronger.

Work the original teaching case step by step. The -62 dBm RSSI case is 3 dB stronger in total power but RSRQ falls from about -13 to -16 dB.

Make the result independently checkable. Keep RSRP, N and calculation rule fixed.

Test transfer by changing one consequential condition. Now raise both RSSI and RSRP by3 dB and compare RSRQ.

Keep the claim boundary visible. The example illustrates decomposition, not a universal diagnosis of interference.

Practise transfer before memorising a label. Rebuild the result using this independent check: Keep RSRP, N and calculation rule fixed. Then make one controlled change: Now raise both RSSI and RSRP by3 dB and compare RSRQ. State which quantity should move, which should stay fixed and what evidence would count against the prediction. This makes the mechanism testable instead of merely plausible.

The evidence receipt for “Interpret the changed-interference case” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

8. Separate measurement bandwidth from channel label

Back to contents

Name the mechanism before interpreting the number. RSSI depends on what bandwidth is integrated, while a displayed channel width may not reveal every receiver measurement detail.

Work the original teaching case step by step. The log stores N=50 rather than only “10 MHz LTE”.

Make the result independently checkable. Use the standard and device documentation together.

Test transfer by changing one consequential condition. Repeat over a different configured bandwidth.

Keep the claim boundary visible. Cross-band RSSI comparisons can mislead without matched definitions.

Close the chapter with a decision receipt. Record the input, unit, scope, transformation and claim in separate fields, then apply: Use the standard and device documentation together. For the transfer trial, Repeat over a different configured bandwidth. Keep the original result beside the new one so the reader can see exactly which condition changed and why the interpretation follows.

The evidence receipt for “Separate measurement bandwidth from channel label” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

9. Keep RSRQ alongside its inputs

Back to contents

Keep observation, calculation and decision in separate columns. A derived quality ratio is easier to audit when RSRP, RSSI and N remain available.

Work the original teaching case step by step. The report retains -95, -65, 50 and -13.01 rather than only one bar score.

Make the result independently checkable. Recalculate after export and check rounding.

Test transfer by changing one consequential condition. Change one input by1 dB.

Keep the claim boundary visible. A rounded handset display may not expose enough data for reconstruction.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Then Recalculate after export and check rounding. In the changed case, Change one input by1 dB. Compare the result with the prediction and explain any mismatch without changing the definitions after the fact.

The evidence receipt for “Keep RSRQ alongside its inputs” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

10. Do not confuse RSRP with user-data power

Back to contents

Use the short answer only after fixing scope and units. Reference signals occupy defined resource elements; user-data allocation and power behaviour can differ.

Work the original teaching case step by step. The same RSRP occurs in two scheduling intervals with different traffic load.

Make the result independently checkable. Align radio measurements and traffic telemetry in time.

Test transfer by changing one consequential condition. Compare a lightly and heavily loaded cell.

Keep the claim boundary visible. A stable RSRP does not prove stable throughput.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. Apply this check: Align radio measurements and traffic telemetry in time. Next change the setting deliberately: Compare a lightly and heavily loaded cell. If the conclusion changes, name the changed assumption rather than calling the earlier result wrong.

11. Preserve serving-cell identity

Back to contents

Begin with the reported quantity. Measurements can refer to serving or neighbour cells, so cell identity and frequency must stay attached.

Work the original teaching case step by step. Two cells both report -95 dBm RSRP but have different RSSI environments.

Make the result independently checkable. Record physical-cell identity and carrier.

Test transfer by changing one consequential condition. Hand over to the neighbour and rebuild the timeline.

Keep the claim boundary visible. Mixing cells can create a false before-and-after change.

Practise transfer before memorising a label. Rebuild the result using this independent check: Record physical-cell identity and carrier. Then make one controlled change: Hand over to the neighbour and rebuild the timeline. State which quantity should move, which should stay fixed and what evidence would count against the prediction. This makes the mechanism testable instead of merely plausible.

12. Separate radio strength from throughput

Back to contents

Separate the objects before comparing them. Throughput also depends on SINR, modulation, coding, resource allocation, congestion, retransmissions and protocol overhead.

Work the original teaching case step by step. Two moments share RSRP=-95 dBm but deliver different application rates.

Make the result independently checkable. Join radio and traffic records without collapsing them.

Test transfer by changing one consequential condition. Hold radio metrics fixed and reduce scheduled resources.

Keep the claim boundary visible. RSRP or RSSI cannot promise a data rate.

Close the chapter with a decision receipt. Record the input, unit, scope, transformation and claim in separate fields, then apply: Join radio and traffic records without collapsing them. For the transfer trial, Hold radio metrics fixed and reduce scheduled resources. 13. Distinguish RSRQ from SINR

Back to contents

Name the mechanism before interpreting the number. RSRQ is a standardised ratio involving RSRP and RSSI; SINR compares desired signal with interference-plus-noise under another definition.

Work the original teaching case step by step. A modem exposes both fields with different units and ranges.

Make the result independently checkable. Retain the vendor definition for SINR.

Test transfer by changing one consequential condition. Change load so RSSI contributors change.

Keep the claim boundary visible. Similar trends do not make the metrics interchangeable.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Then Retain the vendor definition for SINR. In the changed case, Change load so RSSI contributors change. Compare the result with the prediction and explain any mismatch without changing the definitions after the fact.

14. Handle sampling windows

Back to contents

Keep observation, calculation and decision in separate columns. Fast fading, scheduling and receiver averaging mean timing and filter behaviour affect a reported value.

Work the original teaching case step by step. A one-second median differs from one instantaneous sample.

Make the result independently checkable. Record cadence, aggregation and missing samples.

Test transfer by changing one consequential condition. Use a ten-second window.

Keep the claim boundary visible. Smoothing can hide brief outages or handovers.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. Apply this check: Record cadence, aggregation and missing samples. Next change the setting deliberately: Use a ten-second window. If the conclusion changes, name the changed assumption rather than calling the earlier result wrong.

15. Compare devices cautiously

Back to contents

Use the short answer only after fixing scope and units. Different antennas, calibration, chipsets and reporting layers can shift readings.

Work the original teaching case step by step. Phone A and modem B sit side by side but disagree by2 dB.

Make the result independently checkable. Use a controlled reference or matched device when needed.

Test transfer by changing one consequential condition. Swap SIMs and positions.

Keep the claim boundary visible. Agreement is not guaranteed merely because both fields say RSRP.

Practise transfer before memorising a label. Rebuild the result using this independent check: Use a controlled reference or matched device when needed. Then make one controlled change: Swap SIMs and positions. State which quantity should move, which should stay fixed and what evidence would count against the prediction. This makes the mechanism testable instead of merely plausible.

16. Carry uncertainty and resolution

Back to contents

Begin with the reported quantity. Quantised reporting bins and calibration uncertainty limit meaningful decimal places.

Work the original teaching case step by step. A device reports an integer -95 dBm while an analyser reports -94.6 dBm.

Make the result independently checkable. State resolution and tolerance.

Test transfer by changing one consequential condition. Repeat across ten samples.

Keep the claim boundary visible. Extra calculated decimals in RSRQ do not create input precision.

Close the chapter with a decision receipt. Record the input, unit, scope, transformation and claim in separate fields, then apply: State resolution and tolerance. For the transfer trial, Repeat across ten samples. Keep the original result beside the new one so the reader can see exactly which condition changed and why the interpretation follows.

17. Audit missing values

Back to contents

Separate the objects before comparing them. Sentinel codes, unavailable measurements and stale records must not be treated as physical readings.

Work the original teaching case step by step. A missing RSRP is exported as a special code.

Make the result independently checkable. Consult the interface mapping before analysis.

Test transfer by changing one consequential condition. Remove stale samples and recompute.

Keep the claim boundary visible. Filtering missingness can bias comparisons if outages cause it.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Then Consult the interface mapping before analysis. In the changed case, Remove stale samples and recompute. Back to contents

Name the mechanism before interpreting the number. A useful row contains timestamp, cell, carrier, bandwidth, RSRP, RSSI, RSRQ, SINR if defined and traffic context.

Work the original teaching case step by step. The central values occupy one row under N=50.

Make the result independently checkable. Check units and identities at ingestion.

Test transfer by changing one consequential condition. Add a handover event.

Keep the claim boundary visible. A clean table cannot repair uncalibrated hardware or poor coverage sampling.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. 19. Repair the higher RSSI is always better shortcut

Back to contents

Keep observation, calculation and decision in separate columns. RSSI can rise because desired power, other-cell power, interference or noise increased.

Work the original teaching case step by step. The changed case raises RSSI and worsens RSRQ.

Make the result independently checkable. Decompose with reference power and quality metrics.

Test transfer by changing one consequential condition. Raise desired and total power together.

Keep the claim boundary visible. The direction of one number needs a mechanism.

Practise transfer before memorising a label. Rebuild the result using this independent check: Decompose with reference power and quality metrics. Work the original teaching case step by step. Two devices show three bars with different RSRP values.

Make the result independently checkable. Use raw documented measurements for technical comparison.

Test transfer by changing one consequential condition. Change firmware.

Keep the claim boundary visible. A bar display is useful feedback but not a portable unit.

Close the chapter with a decision receipt. Record the input, unit, scope, transformation and claim in separate fields, then apply: Use raw documented measurements for technical comparison. Work the original teaching case step by step. Cell A has -92 dBm RSRP and -63 dBm RSSI; Cell B has -97 and -72.

Make the result independently checkable. Compute and report each quality relation with its own N.

Test transfer by changing one consequential condition. Change the bandwidth of Cell B.

Keep the claim boundary visible. A stronger reference signal can coexist with a poorer ratio.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Make the result independently checkable. Read the relevant 3GPP release and signal definition.

Test transfer by changing one consequential condition. Compare SS-RSRP with CSI-RSRP only after defining both.

Keep the claim boundary visible. This LTE worked formula does not automatically specify every NR metric.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. Make the result independently checkable. Archive the unrounded inputs.

Test transfer by changing one consequential condition. Revise one input and version the record.

Keep the claim boundary visible. Reproducibility does not turn the teaching values into field evidence.

Practise transfer before memorising a label. Rebuild the result using this independent check: Archive the unrounded inputs. Then make one controlled change: Revise one input and version the record. Back to contents

Keep observation, calculation and decision in separate columns. A receiver can combine antenna branches or expose a selected branch, so the spatial sampling rule belongs beside a power value.

Work the original teaching case step by step. A two-branch teaching log reports branch values of -94 and -98 dBm while the device exports a combined -95 dBm field.

Make the result independently checkable. Retain each exposed branch, the combination rule and device orientation.

Test transfer by changing one consequential condition. Rotate the device while keeping the cell and carrier fixed.

Keep the claim boundary visible. A branch difference does not by itself identify antenna damage, and an undocumented combined value cannot be reconstructed safely.

Use the short answer only after fixing scope and units. Related radio systems define different reference signals and measurements, so a familiar label must not erase the signal type.

Work the original teaching case step by step. The LTE row says RSRP, while a separate NR row says SS-RSRP and names its synchronisation-signal block.

Make the result independently checkable. Check the specification series, release and signal name before comparison.

Test transfer by changing one consequential condition. Replace the LTE sample with an NR CSI-RSRP sample.

Keep the claim boundary visible. Similar units do not make measurements interchangeable across technologies or reference signals.

Use this chapter as a prediction check. Before reading the recalculation, write down the expected direction and the one observation that would reverse it. Then Check the specification series, release and signal name before comparison. In the changed case, Replace the LTE sample with an NR CSI-RSRP sample. Compare the result with the prediction and explain any mismatch without changing the definitions after the fact.

The evidence receipt for “Respect technology-specific signal names” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

26. Separate measurement evidence from event thresholds

Back to contents

Begin with the reported quantity. Mobility events add configured offsets, hysteresis and time-to-trigger to measurements; the raw power reading is not itself a handover decision.

Work the original teaching case step by step. A neighbour briefly exceeds a serving-cell comparison threshold but falls back before the stipulated time-to-trigger.

Make the result independently checkable. Store the raw measurements and event configuration separately.

Test transfer by changing one consequential condition. Extend the exceedance beyond the time-to-trigger.

Keep the claim boundary visible. The example explains decision structure and does not recommend live mobility settings.

Turn this distinction into a two-column mini audit. In the first column record the observation; in the second record the inference it can support. Apply this check: Store the raw measurements and event configuration separately. Next change the setting deliberately: Extend the exceedance beyond the time-to-trigger. If the conclusion changes, name the changed assumption rather than calling the earlier result wrong.

The evidence receipt for “Separate measurement evidence from event thresholds” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

27. Test causal stories with controlled changes

Back to contents

Separate the objects before comparing them. A metric pair can narrow explanations, but causal attribution needs a controlled intervention or independent evidence.

Work the original teaching case step by step. RSRP stays fixed while an identified interferer is switched on and RSSI rises in the supplied experiment.

Make the result independently checkable. Repeat the switch, preserve load and verify timing.

Test transfer by changing one consequential condition. Run the same comparison when traffic load also changes.

Keep the claim boundary visible. An observational field trace with coincident changes cannot support the same causal strength.

Practise transfer before memorising a label. Rebuild the result using this independent check: Repeat the switch, preserve load and verify timing. Then make one controlled change: Run the same comparison when traffic load also changes. State which quantity should move, which should stay fixed and what evidence would count against the prediction. This makes the mechanism testable instead of merely plausible.

The evidence receipt for “Test causal stories with controlled changes” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

28. Continue through verified wireless routes

Back to contents

Name the mechanism before interpreting the number. RSRP-versus-RSSI sits beside bandwidth, Doppler and coherence questions without replacing them.

Work the original teaching case step by step. Follow the linked articles when the reader job changes from power decomposition to frequency selectivity or time variation.

Make the result independently checkable. Keep each specialist owner explicit.

Test transfer by changing one consequential condition. Move from radio measurements to throughput only with scheduling evidence.

Keep the claim boundary visible. This article owns the LTE RSRP/RSSI distinction and worked relation.

Close the chapter with a decision receipt. Record the input, unit, scope, transformation and claim in separate fields, then apply: Keep each specialist owner explicit. For the transfer trial, Move from radio measurements to throughput only with scheduling evidence. Keep the original result beside the new one so the reader can see exactly which condition changed and why the interpretation follows.

The evidence receipt for “Continue through verified wireless routes” records the source observation, transformation, changed-context prediction and limit on separate lines. For Wireless Communication, the receipt keeps logarithmic values with cell identity, carrier, bandwidth and standard release so a signal bar cannot replace the measurement definition.

Coherence bandwidth and signal bandwidth

Coherence bandwidth and signal bandwidth. Use this when the question concerns frequency selectivity rather than received-power metrics.

Doppler shift and Doppler spread

Doppler shift and Doppler spread. Use this when motion changes centre frequency and channel variation differently.

Coherence time and packet duration

Coherence time and packet duration. Use this when packet duration must be compared with channel variation.

Frequently asked questions

Is a less-negative RSSI always better?

No. It may include more desired power, interference, other-cell power or noise.

Is RSRP total received channel power?

No. It is tied to specified reference-signal resource elements under the LTE definition.

Can I average dBm values directly?

Only if that summary is explicitly intended; average linear powers when the physical task requires it.

Does good RSRP guarantee throughput?

No. Scheduling, interference, coding, congestion and protocol conditions also matter.
