Mauritania’s education system is undergoing a major reform. Follow the school ladder, understand the qualifications, and check the cohort-specific rules that turn a pathway into a real next step.

Reviewed: 17 October 2026. This guide explains the national education route and the decisions families need to make. Policy, admission rules and actual local provision are distinguished. Illustrative scenarios are original examples, not reports about named learners.

1. The school ladder, with the reform transition made explicit

Mauritania is changing basic education through Law 2022-023 of 17 August 2022 and the École Républicaine reform. Families need to distinguish the legal design from the class labels still used on school reports, examination notices and admission forms. Establish which programme applies to the learner’s cohort before calculating a leaving age or choosing a transfer year.

StageStructure and qualificationPractical point
PreschoolThree years, ages 3–5Check the centre’s authorisation and entry arrangements.
PrimarySix years; normal entry at six completed yearsKeep reports and the final assessment record.

Higher educationLicence, master and doctorate; separately regulated professional routesAdmission and successful completion are distinct decisions.

The school-stage map follows Articles 20, 26–40 of the orientation law. The government’s currently accessible secondary-orientation service still requests fourth-year collège results alongside the Brevet d’études du premier cycle (BEPC). Published orientation procedure.

The practical consequence is simple: retain the exact class name, school year and award title on the learner’s documents. A report marked “4e année collège” is not an error to be silently relabelled as the third year. Equally, the existence of that form does not cancel the newer law’s three-year design. The receiving school needs to resolve the applicable placement and curriculum.

2. Compulsory education, free public provision and real costs

The law makes teaching compulsory from six to fifteen, establishes compulsory nine-year basic education and provides for free public education. Articles 3, 5 and 26.

Free provision does not establish that transport, meals, uniforms, equipment or accommodation cost nothing, nor that a suitable place is immediately available close to every home. Ask the school to distinguish any teaching charge from materials or other expenses, and obtain an explanation of the assistance available. A policy entitlement and a family’s actual schooling arrangements need to be checked separately.

Public-primary expansion is being implemented progressively. In her 4 October 2026 opening address, the minister reported that public schools had absorbed pupils in the first four primary years during the preceding school year. This is a dated government account of the reform, not proof that all primary-age children were enrolled or that every private-primary class had already disappeared. 2026–27 opening address, published by the Agence mauritanienne d’information (AMI).

For a child already out of school, contact the local education inspection rather than assuming an ordinary age-grade calculation resolves entry. Explain the last class attended, language background and any missing records. Ask for the proposed class and support arrangement in writing, especially if the child is older than classmates or has spent time in another form of education.

3. Preschool, Quranic learning and bridges into formal school

Preschool provision requires a separate quality and access check. In January 2025, the social-action minister explained that her department authorises preschool institutions and may withdraw authorisation for failure to meet its requirements. She also described stronger inspection and continuing weaknesses in provision. This is a useful reason to check who supervises a centre, rather than judge it only by its name or building. Minister’s preschool-sector briefing.

A mahadra is part of Mauritania’s traditional learning landscape, but attendance there should not automatically be equated with a numbered formal-school grade. The relevant questions are what the learner has studied, what literacy and mathematical skills can be demonstrated, and which formal entry procedure applies. Prior learning deserves recognition without assuming that the two curricula match subject for subject.

Decree 2025-034 of 25 March 2025 establishes bridges between traditional and formal basic education. Its assessment framework includes Arabic, mathematics and French, weighted 3, 2 and 1 respectively, with departmental arrangements for examinations. The decree covers routes into primary classes and eligibility pathways connected with school examinations. Applicants need the current local timetable and the conditions for their intended level. Official Gazette, 15 June 2025, bridge decree.

The September 2026 government briefing also reported the opening of modern mahadras through the Joussour programme to help reach places without schools or with low school participation. This is a specific access initiative, not a guarantee that every traditional centre provides an accredited formal-school course. Ask who administers the centre, which curriculum it uses and how a learner can move onward. AMI report of the education minister’s briefing.

4. Arabic, national languages, French and English

The law provides for Arabic throughout education and promotes Poular, Soninké and Wolof. Primary science learning is envisaged in the child’s mother tongue, considering local context and national cohesion. French begins in primary year two, with a prospective scientific-subject role after primary; English begins in the first post-primary year. Articles 65–70.

Language planning and classroom delivery need separate checks. A school’s actual language timetable, available teachers and assessment instructions are more useful for an individual transfer than a general statement that the system is multilingual. Ask how the learner will be supported when the teaching language changes between subjects or stages.

Implementation is still being tested and expanded. An April 2026 official report on the national-language institute describes reading and mathematics materials, workbooks and teacher guides in Poular, Soninké and Wolof. In September, the minister reported 80 experimental classes and 55 trained teachers. These reports establish concrete activity while also showing why nationwide mother-tongue delivery should not be assumed. April 2026 institute visit; September 2026 briefing.

Ask separately about the language used for explanation, textbooks, written answers and examinations. A child may understand a mathematical idea when it is discussed in the home language but have difficulty reading the same task in another language. That calls for language support as well as subject teaching. Conversely, fluency in French conversation does not demonstrate knowledge of the scientific vocabulary required by a particular programme.

For a transfer, take a small set of recent work in each language. A practical discussion might compare the child’s oral explanation, reading comprehension and written response to one task. This gives the receiving teacher a more useful starting point than a single label such as “Arabic-speaking” or “bilingual”.

5. Primary learning, assessment and the collège entrance competition

Basic-education objectives include literacy, mathematics and civic development; curriculum provisions include physical, creative and practical learning. Articles 25 and 64. The current curriculum rollout is also relevant to primary learning. The minister’s October 2026 opening address reported completion of curriculum-writing work for primary and secondary education and the printing of textbooks. A production announcement does not show that every classroom already has the same books. Ask which edition and programme the child’s class is actually using. 2026–27 curriculum and textbook account.

The law gives assessment ongoing formative and diagnostic functions. Article 74. Ask what a report reveals about the next learning step: reading accurately, understanding a text, selecting a mathematical operation, or explaining a result. A mark alone does not identify which of these needs attention.

The law names the Certificat d’études primaires (CEP) as the primary certificate. Separately, the national concours d’entrée en première année du collège remained operational in 2026. AMI reported that this entrance competition began on 22 June. Completing primary classes should not be treated as automatic allocation to a particular collège. Official account of the 2026 entrance competition.

Prepare for the transition by checking the candidate registration, the exact name on identity and school records, the examination centre and the school’s instructions for results and placement. If a family believes a child has been omitted from a list, raise the administrative issue promptly through the school and relevant education service. Do not rely on an unofficial social-media result image as the final record.

For a learner who struggles with written problems, an effective preparation exercise is to explain a familiar situation orally, identify the quantities, then write the calculation and answer. This helps the teacher see whether the obstacle is language, mathematical knowledge or translating between the two. It complements the prescribed curriculum rather than predicting an examination paper.

6. Collège, the BEPC and progression decisions

For transfers and examination eligibility, use the school’s cohort-specific instructions rather than a grade conversion based only on age. The government orientation procedure asks for both collège results and BEPC results. Bring both records, and ask the receiving school to explain any difference between its entry terminology and the class label on the transcript. Secondary-orientation service.

The published BEPC framework is Decree 2018-006. It provides one annual session and subjects including Arabic, French, mathematics, natural sciences, history-geography, Islamic instruction, civic instruction, English, physical sciences and physical education. The listed assessments are written except physical education. Mathematics carries the largest coefficient in that table. Official Gazette, 15 March 2018, pages 144–145.

The same decree distinguishes several outcomes. A non-eliminated candidate with at least 10/20 is admitted; a result from 8.5 to below 10 may be considered by the jury. A zero in mathematics, Arabic or French is eliminatory. Its separate progression provision sets a BEPC average of at least 7/20 for entry to the second secondary cycle. Therefore, permission to continue and possession of the BEPC are not interchangeable claims. Use the current examination and orientation instructions to establish how these published provisions apply to the learner’s cohort. Articles 9–13.

This distinction changes practical planning. A family should request the actual examination outcome and the formal orientation decision, rather than infer one from the other. A receiving technical programme may ask for a certificate, a completed class level, an entrance competition, or a combination. “I attended collège” and “I hold the BEPC” answer different questions.

Where a result seems inconsistent with the candidate’s records, follow the examination authority’s current administrative procedure. Keep the candidate number, official result and any written explanation. An online calculator that simply averages subject marks may omit coefficients, eliminatory conditions or the jury’s decision.

7. Lycée, subject streams and the baccalauréat

The lycée stage requires a subject-stream decision as well as a school choice. Ask which options the school actually offers, which subjects are examined and which next courses accept the resulting award. A stream listed in a national framework may still require travel or a different school if the necessary teaching is unavailable locally.

Actual 2026 examination reporting still identifies individual bac series. The ordinary session began on 29 June 2026, with candidates in areas including natural sciences, modern and traditional letters, mathematics, technical mathematics, electrical engineering and languages. These distinctions matter because the next institution may consider the series and subject performance as well as overall success. AMI’s 2026 baccalaureate opening report.

The education ministry published separate ordinary-session and supplementary-session results in July and August 2026. A supplementary session is a defined examination route with its own eligibility and timetable. It should not be confused with a general right for any candidate to repeat any subject whenever convenient. Consult the ministry’s current announcement and the school’s registration instructions. Ministry examination announcements.

Before choosing a stream, work backwards from a realistic next step. A learner considering a technical institute should examine the accepted bac series, relevant mathematics or science background and any selection test. A learner interested in languages or humanities should examine the actual programme and writing requirements. Do not select a stream solely because its name sounds more prestigious or because an older relative followed it under a different curriculum.

Keep the final bac certificate and detailed marks. An admission application, scholarship decision and university registration are separate processes; success in the school-leaving examination does not complete all three.

8. Vocational certificates, technician awards and technical secondary education

Mauritania’s vocational ministry publishes a useful distinction between short skills preparation and longer qualification routes. The table below summarises its French-language pathway description; each intake notice remains controlling for available trades, accepted prior learning and selection. Ministry technical and vocational pathway description.

AwardPublished durationEntry or progression distinction
Certificat de compétences (CC)Six to nine monthsShort occupational preparation.
Certificat d’aptitude professionnelle (CAP)Two yearsThe ministry describes fourth-year collège level.
Brevet de technicien (BT)Two yearsRoutes include terminale level or a CAP.
Baccalauréat techniqueThree yearsA technical secondary route with higher-study progression.
Brevet de technicien supérieur (BTS)Two yearsThe ministry identifies technical bac or BT entry routes.

These are different awards, even when two programmes last two years. Check the exact title on the final qualification and which later institution accepts it. A short CC does not become a CAP through similar course content, and a BT should not be presented as a BTS. The fourth-year collège wording also illustrates why the school-structure transition must be checked at the point of application.

Selection remains real. On 5 October 2026, the vocational minister reported entrance competitions for CAP preparation and first-year technical secondary study in mechanical and electrical engineering. The announcement described more applicants than available places for those competitions. It does not support an automatic-place promise for everyone meeting the minimum school level. 2026–27 training-year opening and entrance competitions.

Completion also involves assessment. At the Zouerate technical and vocational school, July 2026 final examinations covered BT maintenance and industrial electricity, and CAP building electricity, welding and automotive mechanics. This is a concrete provider example, not a national formula for the weighting of practical and written work. Official report of Zouerate’s final examinations.

When comparing offers, request the workshop timetable, equipment access, workplace placement arrangements and final assessment rules. Ask whether a training allowance or accommodation is included, whether tools must be bought, and what happens if a placement cannot be secured. A programme’s occupational promise needs to be matched by a feasible route to completing its assessed work.

9. Higher education entry, orientation and recognition

For new bac holders, orientation is an important administrative step. The government’s service description directs candidates to electronic submission through Tewjih, with the National Scholarship Commission processing the application. The current call determines dates, programme choices and documents. The service lists no charge for that orientation procedure; this does not establish that all subsequent university expenses are waived. Official new-baccalaureate orientation procedure.

Returning applicants should check the correct route rather than submit as if they were new graduates. A separate government procedure exists for bac holders who have never previously benefited from orientation, requesting the bac and its results, identity documentation and a written application. Its current operation and window should be confirmed with the Direction de l’Orientation et des Bourses. Published reorientation procedure.

Recognition requires more than finding a provider’s website. Check the institution, the exact programme, the award and the applicable authorisation or accreditation. The Autorité Mauritanienne d’Assurance Qualité de l’Enseignement Supérieur (AMAQ-ES) oversees quality-assurance activity. Its June 2026 report describes external evaluations of named programmes, including mining geology, sociology, accounting and finance, and civil engineering. An evaluation in progress is not itself the final accreditation decision. AMAQ-ES account of the 2026 programme evaluations.

For an overseas qualification, ask the receiving institution which equivalence decision and authenticated documents it requires. For study abroad with a Mauritanian award, the destination institution makes its own recognition and admission decisions. The University of Nouakchott’s published international grading note expressly labels its overseas comparisons indicative and non-binding. University grading and international-evaluation note.

A useful application file contains the award, all relevant transcripts, an explanation of the grading scale, and programme information where requested. Before paying a private provider, obtain written confirmation of the qualification awarded and its recognition for the learner’s intended employment or next course.

10. Licence, master and doctorate: what completion involves

The University of Nouakchott describes the licence as three years after the bac, six semesters and 180 credits. Its master is a further two years, four semesters and 120 credits, with research and professional variants. The university’s international note identifies the credit framework as ECTS, the European Credit Transfer and Accumulation System. Credit totals describe the programme workload; they are not automatic permission to transfer into the same year overseas. Licence structure; master structure; credit-system note.

Under the national licence–master–doctorat (LMD) framework, licence completion requires 180 credits and prescribed practical training. Assessment combines continuous work, semester examinations and resits. Modules normally validate at 10/20; compensation rules and eliminatory thresholds also matter. Decree 2016-044, Articles 23–35. One strong overall average does not settle every outstanding programme requirement.

A concrete professional example is the Institut Supérieur du Numérique, SupNum, programme in Réseaux, Systèmes et Sécurité. Its published six-semester plan includes programming, networks, databases, English, security and cloud-related study, a second-year placement and a final-study internship in semester six. This makes the practical component visible: completing classroom modules alone would leave an important part of that published route unfinished. Confirm the current cohort plan and assessment arrangements. SupNum programme description.

The national framework provides for master selection against approved programme criteria and capacity. Completion requires the taught credits and a successfully defended research or professional-placement dissertation, or approved equivalent. The dissertation/placement component is separate from ordinary resit and compensation arrangements. Articles 40–52. Ask the programme to identify the current selection criteria before treating the licence as an automatic admission offer.

The university describes a three-year, 180-credit doctorate combining complementary training and research activities with a written thesis and defence. University doctoral structure. The national framework allows authorised extensions, requires topic approval and supervision, and makes publication of at least one article in an indexed international journal a prerequisite for defence. Articles 71–79.

For a concrete entry example, Nouakchott’s Faculty of Sciences and Techniques 2024–25 doctoral call accepted a research master or recognised equivalent, alongside specified alternatives such as a five-year engineering degree and certain professional doctorates. It required an approved preliminary project and an interview. That closed call illustrates the academic preparation involved; its dates and ranking formula must not be reused as a 2026–27 application notice. Dated faculty doctoral admission call.

Medicine, engineering and other separately regulated professional routes should be checked under their own rules. Their award names and study lengths cannot safely be read from the ordinary three-plus-two-plus-three LMD ladder.

11. Refugee inclusion, learning support and uneven provision

The education route depends on practical access as well as legislation. Distance, available classes, teaching language, facilities and specialist support can affect whether a learner can use a nominally available pathway. Ask the school to identify a specific responsible contact for support and to explain how arrangements will continue through examinations or a transfer.

For refugee learners, the distinction between a transition plan and completed implementation is particularly important. The 2025–27 roadmap aims to include Malian refugees in Mauritania’s national education system. However, the 2025 results report of the United Nations High Commissioner for Refugees (UNHCR), issued in 2026, says the planned transition of Mbera camp schools from the Malian curriculum did not begin at that school-year opening because ministry teachers had not been deployed. It also reports a ministerial circular admitting refugee pupils under the same conditions as national pupils. Refugee-education roadmap; UNHCR 2025 Annual Results Report, education section.

A family moving from Mbera or another Malian-curriculum setting should therefore establish the curriculum actually studied, the examination authority and the placement process at the receiving school. Do not assume that the roadmap has already made all certificates and class levels interchangeable. Ask how language support and any gaps in subject coverage will be addressed.

Targeted support also exists for access to selective provision. In June 2026, the education minister answered parliamentary questions about Oukhouwa, a programme concerning children from vulnerable backgrounds and access to excellence schools. Such support has programme-specific selection and capacity; it is not a general exemption from every school’s admission requirements. Official parliamentary account of Oukhouwa.

12. Choosing a school and keeping a usable education record

A school visit should resolve four concrete matters: the class offered, the curriculum and language for that cohort, the assessment route, and the costs or support needed to attend regularly. During reform, the class name on a signboard is not enough. Ask to see the relevant timetable or programme and establish which leaving examination the class prepares for.

For a private or specialised institution, ask which authority authorises its provision and whether the advertised programme is currently admitting pupils. At primary level, check how the École Républicaine transition affects the exact class sought. At technical and higher levels, obtain the award title and progression terms, rather than relying on the institution’s general claim to be recognised.

Keep an education file that travels with the learner: identity documents, admission or orientation letters, term reports, certificates and detailed examination results. The government service catalogue distinguishes transfer, re-entry, mahadra integration, result-related requests, diploma withdrawal and document legalisation. Start with the service matching the problem, because these actions are not all handled by the same office. Official education-service catalogue.

For costs, prepare a full-year estimate covering travel, materials, clothing, food and any accommodation. Include the expense of returning home during holidays or travelling to an examination centre. If support is offered, record the eligibility conditions and whether it is paid to the family, school or training provider. A one-time donation of supplies should not be counted as a guaranteed annual entitlement.

Before a transfer is finalised, ask the new institution to confirm which completed work it accepts and what remains outstanding. This is especially important for a vocational placement or a university semester: a similarly named course can differ in content, workload and assessment. Keep the written decision with the transcript.

13. Three practical pathway examples

A primary pupil moving between regions. The family has a report showing strong oral understanding but uneven reading in the school’s instructional language. First establish the receiving class and language arrangement. Then use recent reading and mathematics work to plan support. The reform’s multilingual goals do not, by themselves, show that the receiving school has an experimental national-language class or a trained teacher for that language.

A collège learner considering an electrical trade. The learner compares a CAP route with technical secondary study. The family checks whether the intake asks for fourth-year collège level, an actual certificate or a successful entrance competition. It then compares workshop learning, placement and the final award. The decision is about the intended qualification and next step, not simply which course appears shorter or has “electricity” in its title.

A licence graduate considering research. A student with a professional licence in a digital field first checks the entry requirements of a relevant master. If doctoral study is the long-term aim, the student also checks whether the chosen master provides the research preparation and recognised entry award required by the doctoral school. A programme’s credit total does not substitute for a suitable project, supervisor or selection decision.

In all three examples, the useful output is a short written plan: the present qualification, the next programme, the evidence required for entry, any learning or financial gap, and the office that can confirm the decision. This prevents an attractive general pathway diagram from becoming an unsupported promise about an individual admission.

14. Frequently asked questions

What is the compulsory education age? Six to fifteen. See the compulsory-education chapter for the legal scope. For preschool, ask about actual admission and available places; an expansion target does not establish that every child has a place.

Is collège three years or four? The reformed design is three years; published administrative procedures still refer to fourth-year collège results and the BEPC. Confirm the learner’s cohort and the receiving institution’s requirements; preserve the original class labels on records.

Does a BEPC result automatically mean the certificate was awarded? No. The published examination framework distinguishes admission to the award, possible jury consideration and the separate threshold used for onward secondary progression. Obtain the official outcome and orientation decision rather than infer both from one mark.

Are all lessons now in a child’s home language? No universal implementation claim is supported. The 2026 official reports document experimental classes and materials. The teaching and assessment languages still need to be checked for the particular school, subject and cohort.

Can mahadra learning lead into formal education? There is a specific 2025 bridge framework. Placement depends on the intended level and applicable assessment and administrative conditions. Ask the local education and traditional-education services for the current route; attendance alone does not establish equivalence to a formal certificate.

What distinguishes CAP, BT and BTS? They are different qualifications: the Certificat d’aptitude professionnelle, Brevet de technicien and Brevet de technicien supérieur. Their entry levels and progression opportunities differ. The ministry describes two-year routes for each, but equal duration does not make the awards equivalent.

Does passing the bac secure any university course? It opens an application route, while orientation, programme eligibility, selection and registration remain separate. Consult the current national call and the institution’s requirements, particularly for specialised or capacity-limited programmes.

Are Mauritanian university grades automatically converted abroad? No. Nouakchott’s international grading note is explicitly indicative. The receiving institution decides recognition, admission and any transfer credit. Supply the original transcript and grading information rather than replacing marks with a self-calculated foreign average.

How should a family check a refugee learner’s curriculum? Ask the current school which curriculum and examination authority apply, then obtain the receiving school’s placement decision. The refugee-inclusion roadmap is a transition plan; UNHCR’s subsequent report documents an implementation delay, so nationwide completion should not be assumed.

Where should the next check be made? Use the school and local education service for placement, the examinations authority for official results, the vocational provider and its ministry for training entry, and the higher-education orientation service or institution for tertiary admission. Bring the actual records and identify the cohort and award involved.
