1. The school ladder and the organisations behind it
The ordinary school sequence in Saint Lucia is seven primary years, Kindergarten through Grade 6, followed by secondary Forms 1–5. Invest Saint Lucia’s published guide describes these stages. Preschool comes before primary; further education includes advanced school subjects, occupational training and tertiary qualifications. A child’s actual class placement should also take account of prior schooling and the receiving school’s assessment. Invest Saint Lucia school stages.
The Curriculum and Materials Development Unit, CAMDU, develops and supports curricula for primary and secondary education. Its published resources help teachers plan instruction and assessment. The Caribbean Examinations Council, CXC, provides regional qualifications used at several stages; it is an examining organisation rather than the school responsible for a pupil’s daily teaching. CAMDU curriculum responsibilities.
Sir Arthur Lewis Community College, SALCC, is an important local route for advanced subjects, associate and bachelor’s programmes. The University of the West Indies, UWI, also has a Global Campus presence in Saint Lucia. A programme taught online, a local college award and a regional examination certificate can each be useful, but their entry and completion requirements must be compared separately. UWI Global Campus Saint Lucia.
When changing schools or choosing a course, make a one-page route map. Record the present class or award, the intended next qualification, the subjects it requires and who awards it. Add the teaching location and whether study is classroom-based, online or workplace-based. This makes a missing prerequisite visible before a family pays fees or changes work arrangements.
2. Compulsory education, tuition and the proposed preschool change
Section 27 of the Education Act places compulsory school age from the beginning of the school year a child turns five to the end of the school year they turn fifteen. It provides for ministerial changes by Order. Section 38 recognises specified lawful excuses, including alternative instruction satisfactory to the Minister. Education Act, sections 16, 27 and 38.
Section 16 provides free tuition in public schools for compulsory-school-age children, with prescribed exceptions for people who are not citizens of a member or associated member state of the Organisation of Eastern Caribbean States, OECS. It also permits approved charges. Free tuition therefore does not establish that every educational expense or every private-school place is publicly funded. Education Act, sections 16, 27 and 38.
A government announcement of May 2024 proposed making preschool compulsory for ages three and four as part of education-law reform. The associated published bill and draft regulations should be read as proposals unless an enacted and commenced instrument is established. This guide has not verified commencement of that proposed preschool duty and uses the published Act for its legal-age account. May 2024 education-law proposal.
For a family considering home education or another arrangement, the practical issue is obtaining the required approval and documenting the instruction, rather than simply withdrawing a child. Ask the education authority which process applies, what evidence is needed and how progress will be reviewed. A health-related absence or temporary interruption also needs to be discussed with the school; different circumstances can require different records.

3. Kindergarten entry and a manageable first-school transition
The ministry’s 2026–27 registration notice required children to turn five by 31 December 2026. Its online process covered nine named Castries Basin schools, with a late-registration window ending on 15 February 2026. These are dated arrangements for that intake, not a currently open application invitation. The notice requested a birth certificate and health information, including the specified developmental assessment. 2026–27 kindergarten registration.
The registration portal directs families seeking other schools to contact those schools directly. Do not assume that the Castries online procedure applies across the island. For a move after the usual registration period, ask the intended school or education office how a late admission or transfer is handled and which previous records will be useful. Kindergarten portal school coverage.
For the Castries process, the notice distinguished evidence supporting a residence-based choice from evidence supporting a workplace-based choice. School preferences were subject to availability. A family should retain the submitted information and actual placement confirmation rather than treating its first preference as a guaranteed allocation. 2026–27 kindergarten registration.
Prepare for Kindergarten through everyday routines: listening to a short story, describing a picture, counting objects, managing a bag and asking for help. Share any hearing, vision, communication or mobility concern before the first week. A useful conversation with the teacher focuses on what the child can do comfortably and what assistance helps, rather than turning school entry into an informal examination at home.
4. English, Kwéyòl and the primary curriculum
Saint Lucia’s draft national language-policy background describes English as the formal language of education while recognising Kwéyòl and English-lexicon vernacular speech in children’s lives. That background helps explain classroom language demands; the draft’s recommendations should not be represented as a fully implemented national bilingual entitlement. Draft language-policy background.
There is a documented school initiative: the government announced Kwéyòl classes in fifteen schools for the 2024–25 academic year. This was a pilot. Its existence does not establish that every school or grade offers the same programme in 2026. Ask the particular school how Kwéyòl is used and which language is expected for written work and assessment. September 2024 Kwéyòl pilot.
CAMDU’s primary science collection provides revised guides for Kindergarten and Grades 1–6, alongside microscience and climate-change resources. These give a more useful starting point for subject planning than assuming that a commercial workbook defines the national curriculum. The available resources do not, by themselves, prove that a new curriculum was introduced simultaneously in every classroom. Primary science curriculum guides.
For a science discussion at home, let the child first explain an observation in the language they use most confidently. Then help them express the same idea in the vocabulary required for the class task. For example, describing what happens to water in a warm place can lead to a labelled diagram and a short explanation. The aim is to develop the scientific idea and the language needed to communicate it, without treating the home language as a mistake.

5. CPEA, classroom evidence and the move to secondary school
Saint Lucia’s first Caribbean Primary Exit Assessment, CPEA, took place in 2022 for Grade 6 pupils, replacing the Common Entrance Examination as the principal assessment for secondary entry. The ministry’s 2026 calendar scheduled CPEA for 13–14 May. An older reference to Common Entrance should therefore be checked against current ministry instructions. Ministry: first CPEA in 2022, Ministry 2026 examination dates.
CXC describes CPEA around language, mathematical, scientific and civic literacies. It is intended to assess learning developed across the primary years. Preparation should include explaining ideas, interpreting information and applying learning, rather than concentrating only on rehearsed answers to isolated subject questions. CXC primary-assessment purpose.
The teacher handbook allocates 40 per cent to internal assessment and 60 per cent to external assessment. Internal evidence includes a project, book report, writing portfolio and teacher- and learner-related activities. The external assessment covers English, Mathematics, Science and Social Studies. Families should ask the teacher how work is collected, what feedback is permitted and which submission dates apply. CPEA teacher handbook.
A local example is Dame Pearlette Primary’s Grade 6 aquaponics project, reported by the agriculture ministry in March 2025 as CPEA-related learning. Pupils connected food production, technology and nutrition. This illustrates an integrated project; it does not make aquaponics a compulsory national topic. A different project can demonstrate careful observation and explanation just as effectively. Dame Pearlette aquaponics project.
Keep the examination result, the school’s learning report and the actual secondary allocation together. They answer different questions. If a child has difficulty reading instructions or organising written work, ask what support will continue in Form 1. The evidence reviewed here does not establish a single current national percentage for ordinary primary promotion or a guaranteed CPEA score for admission to a particular secondary school.

6. Secondary forms, CSEC grades and foundation certification
Secondary subject selection should connect present learning with the next route. Ask which options the school actually offers, the earlier knowledge each assumes and the practical work involved. A regional syllabus being available does not guarantee that every school can timetable it or provide the same specialist facilities.
The Caribbean Secondary Education Certificate, CSEC, gives subject results at General or Technical Proficiency, with overall Grades I–VI and more detailed profile grades. Grades I–III commonly support further-study entry, subject to the receiving institution’s requirements. The subject, proficiency and grade should all be recorded; “a CXC pass” is too imprecise for checking admission. CXC CSEC grading.
CXC explains that the mark needed for a Grade I varies by subject. A school percentage should not automatically be converted into a particular CSEC grade using a single unofficial table. Use the examining body’s result and the institution’s published grade requirement when deciding whether an entry condition has been met. CXC grade-boundary explanation.
The Caribbean Certificate of Secondary Level Competence, CCSLC, is a separate CXC award. It requires English and Mathematics plus three approved components, which can include permitted academic, technical, vocational or other recognised options. Its own subject scale distinguishes Master at 75–100, Competent at 50–74 and Developing Competence below 50. Completing one component is not the full certificate. CXC CCSLC award.
Ask the school to separate three decisions: promotion to the next form, completion of its school programme and eligibility for an external certificate. A missed practical task, an incomplete internal record and an unsuccessful external examination may need different remedies. Obtain the actual school rule and resit arrangements rather than importing a threshold from a college admissions page.

7. A concrete science assessment and the 2027–28 transition
CXC’s amended Integrated Science syllabus for examinations from 2027 has three modules: Organisms and Life Processes, Energy, and Our Planet. Its assessment combines a multiple-choice paper, a written paper and school-based practical assessment, with an alternative practical paper for private candidates. The weighted table assigns 29, 50 and 21 per cent respectively. Integrated Science, examinations from 2027.
For the regular sitting, the written paper contains six compulsory questions, including investigative work. Practical records matter because pupils must show observation, measurement, interpretation and investigation skills. The modular route requires completion of all modules within four years for the full award; an individual module certificate is different. Confirm the candidate’s route and syllabus with the school before planning submissions. Integrated Science, examinations from 2027.
A useful practice investigation might compare how quickly equal quantities of water cool in different containers. The learner should identify what changes, what stays controlled, how results are recorded and what makes the comparison fair. This is an illustrative learning activity, not an official examination task. Adults can discuss safety and reasoning without writing the assessed report for the pupil.
CXC’s July 2026 announcement schedules Alternative Paper 032 for non-practical CAPE subjects from May–June 2027. At CSEC, schools may choose the existing school-based assessment or the alternative in 2027, with full transition scheduled for 2028. Practical subjects retain school-based assessment with strengthened moderation. The announcement should be applied by subject and examination year. CXC July 2026 assessment transition.
CXC’s syllabus directory separately schedules revised CPEA standards for teaching from September 2027. That is a teaching-start date, whereas the Integrated Science document identifies examinations from 2027. These dates describe different transitions. A family should keep the exact syllabus title and candidate year with its study plan, especially when a learner is repeating a subject. CXC syllabus implementation dates.
8. CAPE and SALCC pre-college study
The Caribbean Advanced Proficiency Examination, CAPE, organises subjects into one or two units, each with three modules, and reports Grades I–VII. The CAPE Diploma requires six units including Caribbean Studies within five years. CXC’s current Associate Degree route requires ten prescribed units at Grades I–V within five years, including Caribbean Studies and Communication Studies. The chosen subject grouping and award rules matter; these are not interchangeable titles for any advanced study package. CXC advanced qualifications, CXC associate-degree completion.
SALCC’s pre-college and CAPE programme is organised over two years and four semesters. Its published entry conditions include five CSEC passes with English and Mathematics, plus Grades I or II in at least three intended subjects from its stated list. Applicants with other qualifications are considered individually. Meeting a general pass count does not remove the stronger subject conditions. SALCC pre-college and CAPE.
Students select three subjects within the college’s timetable blocks. Communication Studies is included in the first year and Caribbean Studies in the second. Check which units are taught in each year and whether the intended combination fits the timetable. A unit on the examination record and a college course credit are different measures. SALCC pre-college and CAPE.
For a prospective science applicant, begin with the receiving university’s actual prerequisites, then work backwards to the available CAPE combination. For a learner interested in law or business, compare the required academic subjects with the skills used in reading, argument and quantitative work. A prestigious-sounding subject combination is less useful if it omits an essential prerequisite or creates an impossible timetable.
A student who needs to improve a CSEC result should ask whether a resit, an approved access route or a later intake is available. Obtain written advice about any conditional admission and the deadline for supplying final results. Do not assume that being allowed to attend an orientation means all academic admission conditions have been cleared.
Back to reading routes · Previous chapter · Next: Occupational qualifications and a bakery apprenticeship
9. Occupational qualifications and a bakery apprenticeship
The Saint Lucia Technical and Vocational Education and Training Council, usually called the TVET Council, explains Caribbean Vocational Qualifications, CVQs, through occupational standards and assessed units. Completing every prescribed unit leads to the full qualification; partial achievement can produce unit awards. Assessment can include observed work, products, oral or written questioning and portfolios. A training attendance certificate alone does not establish that occupational competence has been assessed. Saint Lucia TVET Council: CVQs.
The framework describes increasing occupational responsibility across levels, from entry-level work towards skilled, supervisory and managerial roles. It does not impose one duration for every occupation. Individual courses can still have entry conditions, schedules and workplace requirements. Ask for the exact occupation, level, units, assessment centre and awarding body before comparing two similarly named courses. Saint Lucia TVET Council: CVQs.
A government apprenticeship launched in April 2026 illustrates a specific route. The announcement provided for thirty participants aged eighteen to twenty-nine, with twelve months of bakery training beginning in May and combining workplace and classroom learning. The announced award was a Level I National Vocational Qualification, NVQ, in Retail Bakery Operations, with successful certification supporting progression to Level II. This is a dated cohort example, not an assurance that applications remain open. April 2026 bakery apprenticeship.
An applicant comparing bakery training with a broader hospitality course should ask what they will actually practise: preparing products, organising production, maintaining hygiene, recording quantities or serving customers. Then compare those tasks with the assessed units. A shorter occupational route may suit an immediate work goal, while a broader programme may serve a different progression plan; neither should be judged solely by its title.
Keep workplace evidence that can legitimately be shared, such as an assessor-approved production record or a description of a completed task. Protect customers’ and employers’ information. If prior experience is to be assessed, ask the centre what evidence is acceptable rather than assuming years in a job automatically confer a qualification.
10. SALCC entry and associate-degree completion
SALCC’s general admission information for 2026–27 lists five CSEC General Proficiency passes at Grades I–III for the stated post-1998 examinations, including English A and Mathematics. Programmes can require additional subjects. The college also describes accepted alternative assessment and transcript routes, overseas qualification review and access courses. Where an access course has two parts, both are required with the programme’s specified result. SALCC general admission requirements.
The Associate Degree in Sustainable Business and Innovation lasts two years over four semesters. Its programme page treats subjects such as business, accounting, economics and information technology as useful assets, rather than making every listed asset a compulsory prerequisite. The curriculum includes accounting, finance and statistics, with a one-credit professional practicum and a three-credit summer internship. Computer access is required. SALCC sustainable-business associate.
The two-year Front-End Web Development associate provides a different example: its plan includes web technologies and programming, followed by second-year practica in web and mobile development. Beyond general entry, its page lists Information Technology or Electronic Document Preparation Management, English Literature and/or Principles of Business, and Visual Arts. The practical sequence shows why completing classroom courses alone may leave a programme requirement outstanding. SALCC front-end web associate.
Before accepting an offer, request the approved curriculum for the intake, the total credits, minimum academic standing, failed-course rules and arrangements for securing a placement. The public programme examples above establish duration and named practical components; they should not be used to invent one college-wide graduation average. A student transferring from another programme also needs an individual credit decision.
For example, someone with business-related CSEC subjects but no Mathematics pass should check the access route before assuming the relevant subject assets compensate for that missing general requirement. Someone with a complete entry profile should still budget for computer access, travel and placement time. Academic eligibility and the ability to follow the timetable are separate parts of a workable plan.
11. Bachelor’s study, transfer and the final award
SALCC’s Bachelor of Business Administration and Innovation is a four-year, eight-semester programme. Its published route allows holders of the specified Business Administration or Sustainable Business and Innovation associate degree to enter Year 3. That named progression route does not establish that every associate qualification receives the same advanced standing. SALCC business bachelor.
The bachelor’s plan includes research design and methods, a final-year business capstone and successive practical or summer internship components. These make completion more than a count of years attended. A transferring student should identify which requirements are credited, which remain and how the practical sequence fits the remaining semesters. SALCC business bachelor.
A business capstone can be approached as a disciplined problem-solving exercise. For a hypothetical small food business, the student might define a production or customer-service problem, gather appropriate evidence and compare feasible responses. The actual assignment and assessment criteria belong to the programme. A polished presentation cannot replace missing analysis, and confidential business information needs permission before inclusion.
SALCC’s graduation information distinguishes the ceremony from certification: attendance at the ceremony is not required to receive the certificate, and completion documentation can be requested. Ask the registry which document is available while an employer or another university is waiting for the final award. SALCC graduation and certification.
For further study overseas or online, prepare the award certificate, full transcript and course descriptions, including placement or project details. An institution may recognise the qualification but award less transfer credit than expected because its curriculum differs. Obtain the credit decision before calculating the remaining study time or committing to accommodation and travel.

12. A master’s route and the requirements of an education doctorate
UWI Global Campus’s Master of Science, MSc, in Management and Educational Leadership requires an approved undergraduate degree at least at lower-second-class honours or accepted equivalent. The published programme is fully online, with minimum durations of twenty-four months full-time or thirty-six months part-time. Applicants should check the next intake and the workload alongside employment. UWI educational-leadership MSc.
The 2026–27 handbook requires the online-learning orientation and 41 credits, including a research paper or practicum. A zero-credit proposal precedes that research component. These are award requirements, not merely optional enrichment. UWI graduate handbook 2026–27.
The same handbook’s Doctor of Education, EdD, in Teaching and Learning with Emerging Technologies normally requires a related taught master’s with at least B+, two years in a teaching environment, and either one year using online technologies educationally or two years as an online student. It specifies 73 credits plus two research-ethics credits and a minimum fifty-two months. Completion includes taught courses, an e-portfolio comprehensive examination, a research seminar, written and oral thesis presentation and required revisions. Confirm the next cohort; a published framework does not guarantee an open intake. UWI graduate handbook 2026–27.
For a working teacher, the choice between these routes should begin with the intended task. Developing leadership practice through a master’s research paper is different from sustaining an original doctoral investigation. Consider access to a research setting, ethical approval, supervision, time for analysis and the ability to participate consistently online. Do not collect identifiable pupil information for a proposed project before the necessary permissions are in place.
Keep the programme’s admission decision, advising schedule and award requirements together. A qualification may meet the academic entry level while the applicant still needs a suitable proposal or additional preparation. Online delivery also requires reliable access, time for synchronous activities where scheduled, and a practical arrangement for assessment; it should not be equated with unrestricted self-paced study.
13. Recognition, costs and learning support
The National Accreditation Council, NAC, distinguishes institutional registration, programme approval or accreditation, and recognition of qualifications. Registration should not automatically be described as accreditation of every programme. Its recognition services can help establish the standing of an institution or award, including foreign qualifications; ask for a decision covering the exact programme and delivery arrangement. National Accreditation Council.
Recognition for further study, transfer credit and permission to practise a regulated profession are separate decisions. Before paying a deposit, identify the awarding institution, campus or online arrangement, relevant recognition status and the receiving organisation’s requirements. Keep the written decision rather than relying solely on a logo or an agent’s assurance.
An August 2026 government account describes support for the 2026–27 school year, including Form 1 laptops and bursaries, eligible textbook assistance, postsecondary assistance and funding for five CSEC subjects. It also describes preschool support and UNI PASS assistance towards bachelor’s study. These measures have their own eligibility and procedures; they do not establish that all tuition, devices, examination entries or living costs are covered. August 2026 education-support measures.
The February 2026 procurement notice for the Programme for Education Realignment and Transformation, PERT, covers planned work through September 2029. It includes early identification of special educational needs and at-risk learners, reading-assessment capacity, a proposed Vieux Fort special-needs school and technical facilities. A procurement programme describes planned delivery, not proof that every service is already available. 2026–29 education procurement programme.
For an immediate learning difficulty, ask the school what assessment and assistance are available now, who coordinates referrals and when the response will be reviewed. Bring a small selection of dated work and describe what happens during the task. If the family is applying for financial support, list tuition, compulsory charges, transport, materials, internet and placement costs separately so an award’s remaining gap is clear.
Back to reading routes · Previous chapter · Next: Frequently asked questions and a practical route check
14. Frequently asked questions and a practical route check
Is preschool already compulsory from age three? The 2024 announcement proposed that change. This guide has not verified its commencement. Use the current education authority’s enacted-rule guidance rather than treating a draft as an operative duty.
Does free public tuition cover every school expense? No. The Act permits specified exceptions and approved charges. Check the particular school’s lawful charges and any assistance for which the child is eligible.
Is CPEA simply the old Common Entrance under another name? Its assessment includes internal evidence as well as external testing. Ask the teacher how the child’s project, portfolio and other work contribute, and obtain the actual secondary placement separately.
Will a CSEC percentage tell me the final grade? Use the official examination result. CXC explains that grade boundaries vary by subject; a single unofficial percentage conversion is not reliable.
Does a college associate degree automatically shorten any bachelor’s programme? No. A named progression agreement is more useful than a general assumption. Ask the receiving institution which courses and practical requirements remain after its individual credit decision.
Can an occupational certificate be treated as a university degree? Check the award’s purpose and assessed competence. Progression depends on the receiving programme’s requirements, not on matching a vocational level number to an academic title.
How should a family compare two realistic routes? Put the entry conditions, duration, assessed work, final award, recognition and total cost side by side. For a learner choosing between CAPE and a practical college programme, also compare the tasks they will do each week and the next qualification they hope to enter. Ask each provider to resolve the specific missing condition before making a commitment.
Which document should be kept after a decision? Keep the dated admission, placement, credit-transfer or recognition decision with the version of the rules used. If a website later changes, that record makes it easier to ask a precise question about the learner’s cohort. It does not override a lawful change, but it prevents an important condition from being lost in an informal conversation.
