San Marino’s education system combines a five-three-five school sequence with occupational training, cross-border technical study and university qualifications. Understanding the exact stage and award matters: completing compulsory education, gaining a vocational qualification and earning an upper-secondary diploma are different achievements.
Reviewed: 18 October 2026. This guide explains entry, assessment, progression, university admissions and completion, recognition and support. Current calls and dated programme examples are identified so that a past examination or application window is not mistaken for the next one.

Degrees, recognition and practical decisions
1. How the school system fits together
San Marino has its own education authorities, legislation and qualifications. The familiar Italian names are useful, but an Italian examination reform does not automatically change a Sammarinese school’s rules. Read the school stage, year and issuing institution together before comparing a report or planning a transfer.
The ministry’s ordinary sequence is five years of Scuola Elementare, three of Scuola Media and five of upper-secondary study. With normal entry and uninterrupted progression, these broadly correspond to ages 6–11, 11–14 and 14–19. These are orientation ranges, not compulsory placement decisions for every child. Ministry school-system map.
The important junction comes after Scuola Media. A learner can compare upper-secondary academic study, the local industrial-technical biennium and occupational training. A biennio means two years; a triennio means three. Ask whether a course is an entire qualification or one part of a longer route.
A useful personal record has four columns: completed school year, certificate actually awarded, next programme’s entry requirement and any missing condition. This prevents a statement such as “finished compulsory education” from being mistaken for “holds the upper-secondary diploma needed for university”.

2. Compulsory education and school entry
Law 21/1998 establishes ten compulsory school years and requires parents to oversee fulfilment. It separately recognises a right to education and training at least until eighteen. That right should not be restated as a universal requirement to remain in school until eighteen. School and vocational provision both contribute to the compulsory pathway. Education Law 21/1998.
Law 22/1998 starts the obligation with primary school and provides for its continuation after Scuola Media through the first two upper-secondary years or vocational training. Its preschool cycle lasts three years from age three. Preschool therefore precedes the compulsory primary-entry stage. School Cycles Law 22/1998.
For 2026–27, the primary registration page identifies children born in 2020 as the compulsory intake. Early entry is optional for children turning six by 31 March 2027. Eligible categories include citizens, residents and residence-permit holders. Registration is now closed; families arriving later should contact the school office. The published transfer instructions request the original final report and clearance from the previous institution. Primary registration 2026–27.
For example, a child born in February 2021 falls within that optional early-entry window, whereas a child born in May 2021 does not meet that particular cutoff. This is a calendar illustration, not a recommendation to accelerate a child. Discuss language, independence and adjustment with the receiving school.

3. Preschool, transition and family support
Treat the move into primary school as a change in daily routines as well as in formal status. Before the first week, establish the collection arrangements, meal arrangements, school contact and how illness or absence is reported. Ask which observations will be shared between preschool and primary teachers, rather than requesting a ranking of young children.
A specific local support is the Spazio d’Ascolto psico-educativo per Famiglie. The official notice says the service has operated from 7 January 2026 for families with children in nursery, preschool and primary school. It offers Wednesday appointments with the school wellbeing team. The notice describes this younger-child service; it is not evidence of the same arrangement for every secondary learner. School-family listening service.
A practical conversation can focus on one observable difficulty: a child becomes distressed during the morning separation, avoids a particular activity, or cannot follow a two-step instruction. Record when it happens and what helps. Bring that account to the teacher or support appointment, without diagnosing the child or sharing another pupil’s personal information.
For a family using more than one language, maintain enjoyable conversation and reading at home while asking teachers which classroom words and routines need practice. A short picture sequence about getting ready for school can connect home language, spoken Italian and practical independence without becoming a formal test.

4. Primary learning and descriptive assessment
The published fifth-year curriculum connects subject learning with competence development. Its Italian objectives include understanding different text types, finding information and producing coherent writing. Teachers adapt the programme to the class and use activities, observation and self-assessment rather than treating the document as a rigid daily script. Fifth-year primary curriculum.
English learning uses play and interaction, beginning with listening and giving particular attention to oral comprehension and expression. Mathematics includes selecting suitable measurement units and collecting, classifying and representing data. Science asks pupils to observe, question, propose explanations and test them through investigation. These published objectives give families more useful questions than asking only how many pages a class has completed. Fifth-year primary curriculum.
Primary assessment changed under Article 3 of Decree-Law 135/2021. From 2021–22, periodic and final learning assessments use descriptive judgments linked to learning objectives and levels; intermediate assessments also use descriptive judgments. A numerical mark found in an older primary-school law or web directory should therefore not be assumed to describe today’s report. Primary assessment decree.
Read a descriptive report as evidence of what the child can do, under what conditions and with how much support. Ask the teacher to pair a judgment with a recent work sample and one achievable next step. Turning the description into an invented percentage can hide the information that makes it useful.
An original home activity is to compare two short descriptions of a local building. Ask the child to identify one agreed fact, one different detail and the words that support each answer. Then write a three-sentence explanation for a visitor. The point is a reasoned response with evidence, not an adult-polished paragraph or a claim that this is an official examination task.

5. Scuola Media: subjects, promotion and the leaving award
The school’s published 2025–26 plan illustrates the breadth of Scuola Media: Italian, history and geography, mathematics, science, English, French, technologies, visual communication, music and physical education, with religion or ethics, culture and society. Its timetable has 32 lesson modules across six days, including three English and two French modules weekly. Confirm the actual timetable for the learner’s current class. Scuola Media published plan.
The lower-secondary assessment law uses marks out of ten. Promotion and admission to the leaving examination require at least six in each subject and conduct, decided by the class council by majority. The licenza examination requires an overall result of at least six out of ten; certification of competences accompanies the assessment. These are distinct from the primary descriptive-report system. Lower-secondary assessment law.
The 2026–27 intake notice accepts citizens, residents and residence-permit holders, automatically re-enrols existing first- and second-year pupils, and applies class-formation rules where a requested site exceeds capacity. Its March application window is historical by this guide’s review date. A preferred site and eligibility to enrol should not be treated as the same decision. Lower-secondary intake 2026–27.
For transfer planning, retain the full report, leaving certificate and competence information. Ask for the current examination instructions, including assessed subjects and arrangements for an absent candidate. The statutory pass rule does not by itself provide the annual paper timetable or justify importing another country’s assessment weights.

6. Upper-secondary choices and yearly progression
The upper-secondary school publishes classical, linguistic, scientific and economic-business routes, alongside its industrial-technical two-year provision. Compare actual subject hours and later destinations rather than choosing from the route’s name alone. A scientific route, for example, should be considered through its mathematics and laboratory demands as well as the student’s interest in science. Upper-secondary school.
For non-final upper-secondary years, Decree-Law 171/2010 sets promotion at six or more in each subject and conduct. Where results are insufficient, the class council may decide non-promotion or defer its judgment, with recovery work and assessment before the following school year. A summer recovery opportunity is therefore a decision under the rules, not an automatic entitlement after every failure. Upper-secondary promotion rules.
An effective subject-choice meeting works backwards from two plausible destinations. Put the receiving programme’s requirements beside the school’s timetable. Identify the subjects needed for entry, the subjects that prepare the learner for first-year study and the workload that can realistically be sustained. Keep all three categories visible.
For broader support during the secondary years, the existing San Marino secondary-school parent guide provides a companion perspective. Use the stage names and current school instructions when translating its age-based advice into a particular class or examination year.

7. The upper-secondary diploma and final examination
Under Law 20/2019, ordinary internal candidates need three-quarters attendance and six in each subject and conduct for final-examination admission, subject to specified exceptions. The class council can justify admission with one insufficient subject; documented attendance exceptions also have conditions. The examination has an Italian written paper, a route-specific written paper and an oral examination. School-leaving examination law.
The final result combines up to 40 school-credit points with up to 20 for each written paper and 20 for the oral examination. The pass threshold is 60/100. School credit comes from the final three years, with maxima of 12, 13 and 15. The oral includes discussion of a previously agreed personal research project or learning experience. School-leaving examination law.
For the completed 2025–26 school year, Decree 7/2026 specified Latin for the classical second paper; mathematics and physics for scientific study; business economics for the economic-business route; and two chosen languages from English, French, German and Spanish for the linguistic route. These are the 2026 subjects, not a prediction of the next examination. 2026 second-paper subjects.
A simple planning example is 28 school-credit points plus examination scores of 13, 12 and 14: the total is 67. This illustrates addition only; it does not estimate a student’s likely result or cover exceptional bonus rules. Preparation should include explaining a project’s choices and evidence, not just rehearsing a presentation.
Back to reading routes · Previous chapter · Next: Industrial technical study and occupational qualifications
8. Industrial technical study and occupational qualifications
The Istituto Tecnico Industriale offers a local two-year foundation followed by a three-year continuation at technical institutes in nearby Italian regions. Its official page describes physics, chemistry, computing and computer-aided-design laboratories. Choosing this route therefore requires advance planning for the receiving institution, specialisation and travel arrangements. The local biennium alone is not a completed five-year technical diploma. Industrial technical two-year route.
The Centro di Formazione Professionale (CFP), or vocational training centre, separately lists three-year electrical-mechanical operator and commercial operator courses. These prepare for occupational qualifications rather than simply reproducing the academic school timetable. Confirm the course being recruited and its current annual regulations; the directory still labels its attached regulations 2025–26. CFP occupational courses.
Decree-Law 78/2011 combines common learning with occupational study and placements. Cycle assessments use marks out of ten; overall annual assessment governs progression and, in the third year, admission to qualification examinations. It also provides a basic-competence certificate. A differentiated second-year pathway can support a return to school after assessment of the learner’s preparation, rather than automatic transfer. Vocational organisation decree.
When comparing the two technical options, ask to see a sample workshop task and the final award title. A learner interested in electrical work might value direct occupational preparation, or might prefer a longer technical-school route leading towards further academic study. Neither decision should rest on the mistaken assumption that all courses containing “technical” lead to the same certificate.

9. Reading the qualifications framework
The Quadro Sammarinese delle Qualifiche (QSQ), established by Decree 180/2023, separates the lower-secondary leaving diploma at level 1, compulsory-education competence certification at level 2, three-year professional operator qualification at level 3 and upper-secondary diploma at level 4. Completing an obligation and earning a higher award are different milestones. National qualifications framework.
For higher study, a laurea is normally three years and 180 European Credit Transfer and Accumulation System (ECTS) credits, at QSQ 6A. A laurea magistrale is two years and 120 credits, at 7A. First- and second-level university professional masters occupy 6B and 7B respectively, each with at least one year and 60 credits. Doctoral research is level 8, at least three years, without an ECTS total specified by the framework. National qualifications framework.
The national recognition profile identifies an upper-secondary diploma as the normal entry award for a laurea. A recognised first-cycle degree precedes a magistrale or first-level professional master; a recognised second-cycle degree precedes a doctorate or second-level professional master. It also lists recognised institutions and programmes, including UNIRSM and specified awards at other providers. National recognition profile.
The practical distinction is between level, volume and purpose. A short professional award may develop specialised skills without replacing the second-cycle degree a doctoral programme requests. Likewise, an award’s framework level does not tell you whether its subjects satisfy a particular course’s prerequisites. Keep the original Italian award name in applications.

10. University entry and completion: a Design example
The University of the Republic of San Marino, Università degli Studi della Repubblica di San Marino (UNIRSM), supplies a concrete example through Design. Its 2026–27 first-degree call accepts the relevant upper-secondary diploma; foreign school qualifications normally require twelve years of schooling. For shorter systems, it specifies supplementary post-secondary or higher-study evidence for institutional validation. Selection includes a graphic conceptualisation task and interview. Design first-degree admission 2026–27.
The current Design programme combines theory and project laboratories with compulsory attendance. Its third year includes a mandatory 400-hour placement and a compulsory graduation laboratory supporting a design-project thesis. This is a useful reminder that completing a degree involves supervised practical work as well as passing classroom subjects. Design first-degree programme.
UNIRSM’s academic regulations allow written, oral, practical and project-based assessments. Graded examinations normally require 18/30, while designated activities use a suitability/pass judgment. Before the final assessment, students must complete the other required credits. The degree assessment is expressed out of 110, with 66 as the minimum positive result; programme and partner-university provisions determine its detailed form. University academic regulations.
A prospective designer can prepare by documenting a small project from problem to revision: who needs the object or service, what constraints apply, what alternatives were tested and why the design changed. This original practice exercise is not an admissions brief. Check the current call before investing in a portfolio, and do not mistake a posted September 2026 selection date for a still-open October application.
Back to reading routes · Previous chapter · Next: Magistrale, professional master and doctoral study
11. Magistrale, professional master and doctoral study
The 2026–27 Design magistrale call accepts an L-4 first degree, the Italian industrial-design degree class, and specified related or comparable qualifications following review. It requires evidence of prior study, including subject programmes for foreign awards. Selection allocates 60 points to submitted material and 40 to interview, with 25/100 as the eligibility threshold. That threshold alone does not guarantee admission. Design magistrale call 2026–27.
The linked Interaction and Experience Design study plan includes a 15-credit graduation laboratory involving thesis development and the final assessment. A research-related placement can support the thesis. Do not carry the first degree’s compulsory 400-hour placement across to the magistrale without checking its separate plan. Interaction and Experience Design plan.
A different award is the first-level professional master in techniques for supporting specific learning difficulties, jointly organised with Modena and Reggio Emilia. Its entry list specifies relevant psychology, rehabilitation and education degrees. Completion requires 60 university credits, representing 1,500 hours, successful assessments and a final examination, plus compulsory placement. It is a specialised professional course, not the magistrale described above. Learning-difficulties professional master.
The History doctorate’s 2027–30 call is open until 17 January 2027. It requests a relevant magistrale or equivalent, basic Italian, French and English, a research proposal, references and selection by qualifications and interview. Its Italian text requires applicants to be under 32 at the deadline; the English translation says “not over 32”. Applicants at that boundary should obtain written clarification before relying on the translation. History doctorate call 2027–30.
Doctoral completion is research-based rather than another school-leaving examination. As a named current example, UNIRSM’s Economic-Management Engineering doctorate requires its completing cohort’s definitive thesis by 30 November 2026 and final defence by 31 December. Those dates belong to that programme and cohort, not every doctoral candidate in San Marino. Engineering doctorate completion calendar.

12. Recognition, quality and cross-border use
CINERTA, the Centro Informazioni Nazionale per l’Educazione e per il Riconoscimento dei Titoli Accademici, is the national education and academic-qualification recognition centre. Its current procedures distinguish foreign-award recognition for study, public-sector employment, teaching and regulated professions. Regulated-profession cases involve a commission and may require additional measures. The online application service specifies citizens, residents and residence-permit holders. CINERTA recognition procedures.
Quality review answers another question. UNIRSM reports receiving its external Institutional Evaluation Programme (IEP) report in March 2025 following 2024 visits. Its explanation explicitly describes IEP as an institutional improvement review rather than accreditation, a ranking or approval of individual courses. The favourable review should therefore not be presented as automatic worldwide recognition of every award. UNIRSM external evaluation.
Before studying across the border or applying abroad, identify the decision you need: admission, transfer credit, permission to use an academic title or professional registration. Send the responsible authority the exact award name, transcript and programme information. A university offer is not proof of professional licensing, and a recognition statement is not necessarily a reserved university place.
For a jointly delivered programme, establish which institution or institutions issue the award and what the Diploma Supplement records. Keep copies of the course description that applied to your cohort. This is especially useful when a course’s public-facing name changes while the legal class and award title remain the terms used in formal recognition.
Back to reading routes · Previous chapter · Next: Support, accessibility and realistic planning
13. Support, accessibility and realistic planning
UNIRSM’s inclusion service describes personalised study profiles, advice on examinations and attendance, mediation with teaching staff and support for mobility. Students must request the service with appropriate documentation. Admission-test adjustments should be raised when registering for the test. Peer-tutor support is expressly subject to actual tutor availability, so it should not be assumed to be immediately available in every course. University inclusion services.
For school-age learners, begin with the class teacher and school leadership rather than buying an unfamiliar intervention because its description sounds specialised. Ask what difficulty has been observed, what adaptation will be tried, who will coordinate it and when progress will be reviewed. Keep sensitive documents within the school’s specified channels.
Plan costs around the actual route. A local school timetable, a placement, a cross-border technical continuation and a university course can create different transport, equipment and attendance needs. Ask for the current written charges and support conditions; the existence of a right to education does not, by itself, establish that every optional service or higher-education expense is free.
Learning also continues outside the school ladder. The ministry’s 2026–27 evening-language programme schedules classes at Scuola Media di Serravalle from 9 November to 28 April. Residents of San Marino and Italy aged at least fifteen can participate, subject to registration and course activation with twelve enrolments. A participation attestation showing the competence level requires 75% attendance. This is a language-learning record, not an upper-secondary diploma. Evening language courses 2026–27.
Make the plan usable: one named contact, one current timetable, one document checklist and one review date. If the learner is struggling, reduce the number of simultaneous changes so that teachers and family can tell whether a particular adjustment is helping. The aim is sustained participation and learning, not a perfect-looking administrative file.
Back to reading routes · Previous chapter · Next: Three practical pathway comparisons
14. Three practical pathway comparisons
A family arriving during primary school. First establish the child’s completed class and obtain the original report. Discuss the actual reading, writing and mathematics work the child has done. Ask separately about placement, language support and enrolment documents. The child’s age is useful context but cannot replace an assessment of the previous school record.
A learner choosing after Scuola Media. Compare one academic route, the technical biennium and one CFP course using the same headings: final award, location of every year, practical work, progression conditions and likely travel. Do not compare only the next September. A route that is convenient for two years may require a different journey or institution afterwards.
A graduate choosing further study. Write the desired destination at the top of the page, such as doctoral research or a particular professional role. Then compare the exact prerequisite with the proposed qualification’s title and level. A course can be worthwhile without satisfying that destination’s entry rule; resolve the mismatch before paying an application or enrolment fee.
These are invented decision exercises, not accounts of named students or guarantees of admission. For study practice, use a modest local problem: design a clearer school notice, compare two safe travel routes using published information, or explain a laboratory result. Keep evidence, reasoning and revision visible so that the exercise develops transferable skills rather than merely decorating a portfolio.
Back to reading routes · Previous chapter · Next: Frequently asked questions
15. Frequently asked questions
Is education compulsory until eighteen? The legislation separates ten compulsory school years from the recognised education-and-training right at least to eighteen. Ask the school which part of the compulsory pathway remains in an individual case.
Are primary and secondary reports marked in the same way? No. Current primary learning assessment is descriptive; secondary rules use numerical marks. Ask what the report records before attempting to compare results across stages.
Does the local technical biennium award the full technical diploma? No. The school describes a further three years at technical institutes outside San Marino. Confirm the receiving school and specialisation early.
Does a professional master replace a laurea magistrale? Do not assume so. They are separately named awards in the qualifications framework. Check the exact degree requested by the next institution, especially for doctoral admission.
Does an Italian-looking qualification have automatic acceptance everywhere? No single statement covers admission, credit transfer and regulated employment in every destination. Start with the responsible recognition authority and the receiving provider, using the complete original award title.
Which document should I trust when pages disagree? Use the applicable enacted rule and the latest dated cohort-specific instructions, then request clarification of unresolved differences. A course overview is useful for orientation; an annual call or examination notice controls the particular application or sitting it addresses.
