Understanding the Education System of São Tomé and Príncipe

AI-generated gouache illustration of an imagined learning studio with books and geometric models overlooking a leafy courtyard; not an actual São Tomé and Príncipe school.

São Tomé and Príncipe’s education system is best understood through the actual school stage, qualification and approved course. This guide follows learners from preschool through basic and secondary education, vocational training and university study, with practical explanations of assessment, completion, recognition and support.

Reviewed: 18 October 2026. Legal entitlements, dated implementation reports and current intake notices are distinguished throughout. A national rule or development project does not establish identical provision in every school on either island.

1. The school ladder and the meaning of each stage

São Tomé and Príncipe’s school framework places Classes 1–9 in ensino básico, divided into cycles of four, two and three years. Classes 10–12 form three-year ensino secundário. The legal diagram starts ordinary basic schooling at six; actual placement also depends on the learner’s record. Education Framework Law 4/2018.

This terminology matters when reading older resources. A textbook may still carry an older “first secondary cycle” label for Classes 7–9. Current curriculum work expressly describes the third basic cycle. Use the class number and applicable programme together, rather than assuming that an old heading changes today’s school stage. ERGUES textbook and curriculum work.

For families moving between the two islands, the practical starting point is the receiving school: identify the completed class, the subjects studied, the language used and whether the previous year was passed. A child’s age alone cannot show which science topics or reading skills have already been taught.

The system also includes preschool, occupational training and higher education. A school certificate, a professional-training certificate and a university degree answer different questions. Keep the issuing body and exact award title on every record, especially when comparing a short skills course with a full secondary or university programme.

2. Compulsory education, free provision and enrolment

Article 12 makes nine-year basic education universal, compulsory and free, with the conditions of free provision specified separately. Article 16 envisages extending compulsory schooling through Class 12, but requires a separate implementation instrument. That provision alone does not establish an already-operational twelve-year compulsory rule. Education Framework Law 4/2018.

Preschool has its own later legislation, discussed next. Do not collapse its age-based duty, the basic-school obligation and the proposed secondary extension into a single undifferentiated age range. Equally, a legal entitlement does not establish that a particular school has an immediately available place, transport, specialist support or every required learning material.

For 2026–27, the government announced a second basic-school registration phase for 1–4 September 2026, from 08:00 to 12:00. That window had passed by this guide’s October review. A late entrant or transferring family should seek the school’s current placement procedure rather than treat the old notice as an open application. Basic-school registration 2026–27.

Prepare the previous school’s report and any completion certificate, then ask which identity, residence and transfer documents the receiving school actually needs. Check the applicable first-entry birthday rule directly: an ordinary starting age does not tell you whether the authority uses a calendar-year cutoff or another date. Keep written confirmation of placement and any outstanding documents.

3. Preschool: the important 2022 distinction

Law 3/2022 divides preschool into an optional first cycle for ages 0–3 and a compulsory, universal second cycle for ages 4–5. It provides for gradual expansion of the public network, including flexible community arrangements. The duty and the pace of expanding places must therefore be read separately. Preschool Framework Law 3/2022.

The same law describes public-network preschool as free while allowing the education ministry to set an annual contribution at registration. “Free” should therefore not be translated into an assurance that every family-facing payment or ancillary cost is prohibited. Ask for the current authorised contribution and what meals, materials or other services it covers. Preschool Framework Law 3/2022.

A useful preschool visit focuses on a child’s day: opportunities to speak and listen, play with quantities and shapes, move safely, use toilets, eat and rest. Ask who communicates with parents and how a child who is still developing classroom Portuguese will be supported. These questions are more informative than whether the centre promises early examination preparation.

For a child approaching basic school, share a short practical profile rather than simply a list of worksheets completed. Can the child follow a familiar sequence, describe a picture, ask for help and handle classroom materials? Include communication or accessibility needs early so that the receiving setting can plan. This is preparation for transition, not a substitute admission test.

4. Portuguese, home languages and accessible learning

Portuguese is the main language of instruction described in UNICEF’s country education material, and it is central to the curriculum resources currently being revised. Classroom language competence and subject understanding should be considered together: understanding an experiment does not automatically mean a learner can explain its result in formal written Portuguese. UNICEF education country solutions.

A helpful learning routine separates the concept from the wording. For example, let a learner compare two containers of water, explain which holds more, and then practise the Portuguese sentence that records the comparison. For an older pupil, distinguish knowing a biological process from understanding a command such as “compare”, “justify” or “interpret”. These are original learning examples, not official examination tasks.

Accessible communication also has a specific local context. ERGUES teacher training in September 2025 included deaf education and São Tomé and Príncipe Sign Language. The mission presented a second sign-language dictionary and a revised first-cycle Portuguese manual for deaf learners. This is documented capacity-building, not proof that every school has an interpreter or the same specialist resources. ERGUES inclusive-education work.

Where hearing, vision or communication needs affect participation, ask the school to identify the person responsible for support and agree how instructions, classroom work and assessments will be made accessible. Keep the discussion concrete: seating, visual explanations, adapted material and a reliable way for the pupil to ask questions matter more than a general promise of inclusion.

5. Learning in the first two basic cycles

The first basic cycle establishes foundations across language, mathematics and knowledge of the surrounding world. A documented 2024 teacher-development mission worked specifically on Portuguese, mathematics and the physical and social environment. That gives a more useful picture of early learning than treating primary school as preparation for a single final test. First-cycle teaching workshops.

The ERGUES project, Ensino e Reforma da Governação Educativa em São Tomé e Príncipe, supports teaching and education-governance reform. Its May 2025 update described textbook work in the first and third basic cycles, with second-cycle and secondary materials to follow. Subjects included Portuguese, mathematics, sciences, history, geography and visual arts. The report describes work in progress, not confirmed delivery of every revised book to every classroom. ERGUES textbook and curriculum work.

An original family activity can connect these areas without replacing school teaching. Read a short description of a local market, identify the quantities mentioned and write two questions whose answers can be found in the text. Then change one quantity and ask the child to explain what changes. This reveals whether the difficulty is reading the information, choosing an operation or carrying it out.

For Classes 5–6, organise revision around the actual subject timetable and corrected work. If a child can complete an exercise only after an adult points to each step, record that dependence. The next useful goal is one independently completed task with an explanation, not a larger pile of copied answers. Share persistent difficulties with the teacher before deciding that paid tuition is necessary.

Back to reading routes · Previous chapter · Next: School assessment and national learning studies

6. School assessment and national learning studies

Three questions should be kept separate: what the pupil has learned, whether the pupil may progress, and whether the system is improving. A school report or completion decision concerns the learner. A national learning study can reveal wider weaknesses without being the document that awards that learner a qualification.

CONFEMEN, the Conference of Ministers of Education of French-speaking States and Governments, published a national assessment diagnostic in December 2025. Its record includes the 2023 AALEB III large-scale basic-learning assessment in Classes 2, 4 and 6, and AALES II, the large-scale secondary-learning assessment, in Classes 9 and 12. The report explains system monitoring and policy improvement as the purpose of large-scale assessment. These dated studies should not be presented as the 2026 school-leaving examination timetable. CONFEMEN national assessment diagnostic, December 2025.

The verified current public material did not establish a complete nationwide 2026 formula for combining classroom marks, examinations, promotion and resits. For an individual decision, obtain the applicable school or ministry assessment rules, the subject result and the stated reason for the decision. Do not import a Portuguese examination percentage merely because both systems use Portuguese terminology.

Ask a focused question when a result seems unclear: “Which assessment components produced this final subject result, and which rule determines progression?” Keep a copy of marked work and any published review deadline. A large-scale survey score, a teacher’s diagnostic comment and an official final classification are different records; knowing which one you have prevents an unnecessary dispute about the wrong decision.

Back to reading routes · Previous chapter · Next: Completing basic school and choosing secondary study

7. Completing basic school and choosing secondary study

Successful basic completion brings a diploma and a certificate of subject classifications. Entry to secondary requires successful basic completion. Secondary offers general and professional routes with provision for movement between them; successful completion likewise brings a diploma and subject results. Education Framework Law 4/2018.

The route decision should start with the intended next step. A pupil interested in computing needs to compare the mathematics and science preparation of the available programmes, while a pupil considering tourism should examine language, service and practical components. A route’s attractive title does not reveal its timetable, assessment or the qualifications it permits the learner to pursue next.

There is concrete recent evidence of professional secondary provision outside the capital. A September 2026 ERGUES update reported an existing Class 12 cohort in first-cycle teaching didactics and practice, and a Class 11 tourism cohort, using existing secondary schools. It described new training buildings in Neves, Lembá, and Angolares, Caué, as nearing completion; Marine Sciences remained a planned course. September 2026 technical-route update.

These distinctions matter for applications. A building project, a course being designed and a class already being taught are three different levels of availability. Ask where the next intake will actually study, what prior class is required, which award or awards will be issued and whether practical placements are arranged. Do not infer a course’s full duration merely from the class reached by its current cohort.

8. Occupational training and workplace assessment

The Centro de Formação Profissional at Budo Budo, or CFP, is a concrete occupational-training provider. Its current offer includes areas such as electricity and telecommunications, construction, renewable energy and sewing. Its professional-internship scheme describes six months of workplace training, with a supervisor assessing the trainee against criteria established by the centre. This is the internship’s duration, not a universal duration for every CFP course. Budo Budo vocational centre.

The centre also lists short user-computing training covering word processing, spreadsheets, internet use and email. A skills course of this kind should be compared with the specific task the learner wants to perform. It should not be assumed to replace a school-leaving certificate or to carry the same academic credit as a university programme. CFP short-course offer.

For a practical route, request the training plan and assessment record before enrolling. An electrical trainee needs to know which tasks will be practised safely under supervision, how competence is observed and what happens if a required task is not yet mastered. An employer placement is educationally useful only when its activities, supervision and evidence of learning are clear.

A sensible course comparison records four things: entry qualification, taught and workplace time, final assessment and exact certificate. Add travel, equipment and placement costs separately. If the aim is later secondary or university study, ask the receiving institution about acceptance before treating occupational experience as automatic academic equivalence. Strong practical ability is valuable, but its documentation and the next route’s entry rules still matter.

Back to reading routes · Previous chapter · Next: Applying to higher education in 2026

9. Applying to higher education in 2026

São Tomé and Príncipe’s higher-education institutions legislation distinguishes university and polytechnic education. Universities can award licenciado, mestre and doutor degrees under the relevant conditions; polytechnic institutions award licenciado and mestre. Institution type is only the starting point: the specific course must also have the necessary approval. Higher-education institutions Law 4/2017.

The public Universidade de São Tomé e Príncipe, or USTP, announced new licenciatura and master’s intakes for 2026–27 in August 2026. A separate September notice announced teaching from 21 September. Neither announcement alone establishes that a particular course still has open applications in October or supplies a complete programme-specific selection rule. USTP 2026–27 intake announcement, USTP September 2026 teaching notice.

As a named private-provider example, Universidade Lusíada de São Tomé e Príncipe’s application page asks for identification and a certificate showing completion of the twelfth class. That document requirement should not be turned into a guarantee of admission: applicants still need the current course’s selection, payment and registration conditions. Lusíada application documents.

Build the application around the exact intake rather than a generic university brochure. Identify the course, campus, teaching timetable, award and accreditation status. Keep the secondary transcript as well as the completion certificate, because a programme may need to assess subject preparation. For a foreign qualification, establish which recognition decision is needed before paying non-refundable application or registration charges.

Back to reading routes · Previous chapter · Next: The licenciatura: duration, study and completion

10. The licenciatura: duration, study and completion

DESC, the Direcção de Ensino Superior e Ciência, describes the licenciatura under Decree-Law 25/2020: entry follows Class 12 or legal equivalence; study normally comprises 240–300 credits over eight or ten semesters. Completion requires all prescribed units and a monograph, project or internship report publicly examined by a jury. DESC licenciatura rules.

Universidade Lusíada’s computer-engineering licenciatura provides a concrete duration example: its published course description gives four years and identifies programming, systems, networks and security. Use that named programme description alongside the current approved study plan, rather than assume all licenciaturas in all subjects have the same length. Lusíada computer-engineering degree.

A prospective computing student can make the completion requirements tangible by asking for the sequence of programming, mathematics, laboratory and project work. If a final project requires an implemented system, the earlier work must build the ability to design, test and explain it. Passing isolated modules is different from being ready to defend the choices made in a substantial final piece of work.

For planning, distinguish normal full-time duration from the date at which a particular student will finish. Repeated units, an unfinished placement report or an unapproved final submission can change that date. Request the current rules for reassessment, prerequisites, maximum registration time and final-work supervision. The important document is the approved plan for the student’s cohort, not a duration copied from an unrelated course.

Back to reading routes · Previous chapter · Next: Master’s and doctoral routes

11. Master’s and doctoral routes

A master’s normally requires a licenciatura or accepted equivalent. It comprises 90–120 credits over three or four semesters, including a dissertation, project or internship report of at least 30 credits. Award requires the prescribed units and public defence. Foreign-award acceptance for admission does not itself confer general degree equivalence. DESC master’s rules.

Doctoral entry requires a master’s or equivalent, or an exceptionally accepted licenciatura holder’s academic, scientific or professional record. The framework requires at least 180 credits and six semesters, an original thesis, public defence and any prescribed coursework. A national doctoral framework does not prove a particular university currently offers the requested doctorate. DESC doctoral rules.

A useful master’s enquiry therefore names both the intended subject and the type of final work. Someone developing a tourism-management project should establish whether the programme accepts a practice-based project, what evidence must be collected and who can supervise it. A professional report is not simply a diary of employment; the programme should explain the academic question and assessment expected.

For doctoral study, begin with a viable research question and a suitable supervisor rather than the title “doctorate”. Ask whether the university is authorised to offer that speciality, what research facilities or field access are available, and how progress and thesis submission are assessed. Do not assume an international partnership guarantees an independently recognised award from both institutions.

Check current offerings carefully. Some university navigation links and older course lists remain online after their original intake. Match the actual document title, academic year and registration status to the proposed programme. If a page labelled “doctorates” opens a historical list without a current doctoral course, obtain a dated admission notice before treating it as an available route.

Back to reading routes · Previous chapter · Next: Accreditation, older cohorts and recognition abroad

12. Accreditation, older cohorts and recognition abroad

DESC states that, from 2022–23, public and private institutions may open only accredited and registered courses. Older plans marked em conclusão are for existing students to finish, rather than new recruitment. This makes the cohort and course version important: the fact that an institution once taught a subject does not establish that it can admit a new class to the old plan. DESC course and cohort status.

The authority’s accredited-course service is the appropriate starting point for checking a proposed programme. Where the live list or entry is unclear, seek written confirmation of the exact course, institution and intake. Do this before committing fees, particularly where the advertisement uses a partnership name that differs from the body that will issue the diploma. DESC accredited courses.

DESC permits distinct diplomas for partial study or non-degree courses; these must not imply a completed degree. Other diplomas.

Recognition has a purpose. Admission to another university, credit transfer, employment and permission to practise a regulated occupation can involve different decisions. For overseas study, send the receiving institution the award title, transcript, course duration and final-work information, and ask who makes the recognition decision. An acceptance for further study should not be represented as a licence to practise a profession.

Keep originals and certified copies as required, but obtain the receiving authority’s current instructions before paying for translations or document authentication. This guide does not establish a single universal document list, fee or processing deadline for every foreign award. The useful outcome is a decision covering the intended use of that qualification.

13. Learning support, digital access and adult routes

UNICEF’s October 2024 Learning Passport account reported implementation in all ten schools on Príncipe, following the country’s adoption in 2022. It described teacher training, school focal points and curriculum-aligned resources. That is a dated school-programme account, not an assurance that every household has a device, electricity or an internet connection. UNICEF Learning Passport in Príncipe.

The World Bank’s current country overview also describes education work involving remedial learning, digital and science activities, arts, violence prevention and school water and sanitation. These are examples of support and investment. A family should ask which activities operate in its own school and how a learner can participate, rather than assume the same package everywhere. World Bank country overview.

The Directorate of Social Protection, Solidarity and Family (DPSSF) announced the adult pathway ACPE+, Apoio à Criação de Próprio Emprego. The September 2026 notice describes phased implementation in 2026–28 for eligible current or former Programa Família Vulnerável households. Conditions include age eighteen or above, social-registry registration, one participant per household and willingness to participate; a committee selects beneficiaries. DPSSF ACPE+ programme, September 2026.

ACPE+ combines entrepreneurship and financial training with technical courses lasting four to twelve weeks, depending on the field. Support for a business is conditional on programme commitments and a viable plan. This targeted pathway should not be presented as automatic funding or an unrestricted free course for every adult. DPSSF ACPE+ programme, September 2026.

For someone returning to learning, first identify the missing outcome: literacy, a practical skill, a school certificate or a higher qualification. Then ask the relevant provider how previous study and experience are assessed. A short employment-support programme may solve an immediate livelihood need while leaving a separate school-completion goal still to be addressed.

Back to reading routes · Previous chapter · Next: Three practical decisions worked through

14. Three practical decisions worked through

A family transfers a learner in Class 8. Begin with the class number, subject record and successful completion of the previous year. If an older document calls the stage “secondary”, ask the receiving school to map the actual studies to its current programme. Discuss unfinished topics and language support before choosing supplementary lessons. The administrative label is less informative than the learning already completed.

A learner compares tourism with a general secondary route. Ask both providers for the next intake’s entry requirements, subject timetable, workplace component and exact completion award. The recent tourism cohort is evidence of an actual route, but it does not establish the next intake’s capacity or guarantee a placement. Add travel and equipment costs to the comparison. Then ask the intended university or employer what it accepts.

A working adult considers a computing degree. Check the secondary qualification, the current accredited course and the realistic weekly timetable. Compare the full degree with a shorter computing course by outcome: everyday office software, technical employment and a degree requiring sustained academic study are different goals. Ask how practical work, assessment and the final project fit around employment before assuming that “four years” describes a manageable personal schedule.

For each case, keep a one-page decision record: the desired outcome, verified entry condition, remaining evidence, costs and the person or office that confirmed the answer. Date the record. This turns a collection of screenshots into a plan that can be updated when the school, course or intake changes. These are hypothetical examples, not eligibility decisions for a particular family.

15. Frequently asked questions

Is basic school still only six years? The current framework includes the third basic cycle. Older six-plus-six descriptions and repository labels need to be read in their historical context. Use the current class and programme when arranging a transfer.

Does a compulsory or free stage guarantee a nearby place with no costs? No. Legal scope, local capacity and permitted contributions are separate questions. Confirm the actual place, support and authorised charges with the responsible school or education office.

Are AALEB and AALES the same as a school-leaving certificate? They are large-scale learning-assessment programmes. A learner’s official completion and progression documents answer a different question. Ask the school which rule and result determine the individual decision.

Can a technical course lead to university? Check the school qualification and accepted equivalent required by the intended degree. Do not infer automatic admission from the words “technical”, “professional” or “double certification” alone.

Does a university’s name prove every course is approved? Check the specific course and intake with DESC. An older plan being completed by an existing cohort is not necessarily open to new applicants.

What should I do when two official pages differ? Compare the actual document dates, academic years and scope. Ask the issuing institution which rule controls your intake and retain its written answer. A webpage heading or an old linked brochure should not override the applicable approved programme.
