Understanding the Education System of Saudi Arabia

Original fictional watercolour of books, a microscope and geometric and engineering models in an imagined Saudi Arabian learning studio.

Saudi Arabia’s education system connects a six-year primary stage with intermediate and secondary schooling, technical qualifications, university degrees and research. The practical route depends on the school sector, secondary pathway, admission tests and the specific qualification being sought.

Checked on 19 October 2026. This guide separates the July 2026 law’s future main commencement from the rules already operating, and distinguishes current school requirements from announced 2027 university admissions. Named programmes show concrete entry and completion requirements without turning one institution’s rules into a national formula.

1. The school ladder and the July 2026 law

The standard school sequence is six primary years, three intermediate years and three secondary years. Primary Grades 1–6 are followed by intermediate Grades 7–9, then secondary Grades 10–12. The Ministry’s current fifth-edition curriculum guide distinguishes nursery provision from kindergarten, and places the start of primary at about six. Secondary study begins with a common year before specialised pathways. These are stage labels: a school’s own numbered “first intermediate” class means Grade 7, not the first year of all schooling. 2025 curriculum guide.

The established compulsory range is six to fifteen. UNESCO’s 2024 account records Saudi Arabia’s report of 2004 orders establishing that range, while noting that UNESCO had not accessed the orders themselves. This describes the existing basis rather than claiming the newly enacted law was already fully operative. Saudi compulsory-education account.

The General Education Law was published on 24 July 2026. Article 4 repeats compulsory education from six to fifteen; Article 3 provides for free government education. Crucially, Article 68 delays the law’s main operation until 180 days after publication. That period had not elapsed on 19 October 2026. A separate royal-decree clause gives the new General Education Affairs Council its powers from publication. Families should therefore distinguish the enacted future framework from the admission and assessment rules already being used. 2026 General Education Law, Royal Decree M/36.

2. Starting school and obtaining a place

The Ministry’s electronic registration service covers first primary and the third kindergarten level in public schools. Parents check their child’s details, national address and school preferences, then follow the placement and confirmation process. Noor remains an important school-record system. Eligibility for a registration service is only one step; the named school and accepted year group must also be confirmed. School registration service.

A current example is Qassim’s 8 August 2026 notice for late first-primary and kindergarten registration. It required the approved age category and completion of the school-entry medical-fitness check, and announced a 9 August–10 September window. Those dates are now historical. Its notice does not justify reusing an older national birthday-exception table for a new intake. Qassim August 2026 registration.

For a child close to the age boundary, take the exact Gregorian and Hijri birth dates, previous kindergarten record and the intended admission year to the registration authority. Ask which cutoff and exception apply to that cohort. “Nearly six” is too imprecise for an application, particularly when older online guidance remains searchable.

Back to reading routes · Previous chapter · Next: Kindergarten and the early-primary transition

3. Kindergarten and the early-primary transition

The Ministry describes kindergarten developmental standards for ages three to six and an early-childhood remit extending into the first three primary grades. Its approach covers physical, social, emotional and cognitive development. Kindergarten provision and the early-primary curriculum therefore form a developmental sequence, although kindergarten and primary remain different stages with different registration arrangements. The ministry also describes assessment scales for the quality of the learning environment and family involvement. Ministry early-childhood guidance.

A practical readiness discussion should cover the child’s ability to communicate needs, follow a short instruction, handle a classroom routine and participate with other children. Ask the school to show how it introduces reading, number and play rather than judging readiness only by a memorised alphabet. This is family-planning advice, not an additional official admission test. The existing Saudi kindergarten companion explores that developmental perspective in more detail.

4. Languages, school sectors and resident families

Arabic is central to the Saudi curriculum, while English is a taught subject from the early primary grades: the 2025 guide lists it in Grades 1–3 alongside Arabic, mathematics, science, Quran and Islamic studies, arts, physical education and life skills. A subject taught as a language is not automatically the medium used for mathematics or science. 2025 curriculum guide.

Private and international schooling requires a closer curriculum check. The ministry regulates approval of teaching materials and international publishers; choosing an international brand is not a substitute for confirming the school’s licensed curriculum. Ask for the actual subjects, teaching languages, awarding body and certificate, especially before moving between Saudi and foreign programmes. Private-school curriculum regulation.

Non-Saudi public-school admission is conditional. Ministry guidance uses a 15% allocation across the three school stages, with specified exempt categories, and gives remaining-place admission after Saudi and equivalent-category placements. Valid residence and supporting records matter. The same guidance identifies exceptions, including Gulf Cooperation Council nationals and children of Saudi women. An education entitlement should not be read as a guaranteed vacancy at a chosen school. Non-Saudi school admission.

5. The calendar and what pupils actually study

The August 2025 Cabinet decision restored two semesters from 2025–26, with a minimum 180 school days. It retained the broader multi-year calendar framework and allowed specified flexibility for private and international schools, universities and technical training. Makkah, Madinah, Jeddah and Taif also have calendar discretion. Older descriptions of a three-semester school year should therefore be checked against the applicable current calendar. Two-semester calendar decision.

For planning, separate the academic year, semester dates and daily timetable. A university calendar cannot establish a primary school’s opening day. Likewise, a holiday shown for one region may not settle arrangements elsewhere. Obtain the school’s dated calendar before booking travel or arranging a transfer; record both calendar systems where a notice uses Hijri dates.

Curriculum comparison is most useful at subject level. Ask for the current Arabic and mathematics books, science sequence, language provision and practical activities. For an older pupil, compare the work already completed with the receiving school’s term plan. A matching grade number alone does not reveal whether the pupil has covered the same algebra, scientific vocabulary or writing conventions.

6. How primary assessment changes after the early grades

Under the 2025 rules, Grades 1–2 mainly use performance-based formative assessment; Arabic and mathematics also have numerical and final assessment. In performance-based subjects, passing requires at least 75% of standards, including the minimum standards. Grades 3–9 use 100-mark subjects; subjects combining formative and final assessment allocate 60 marks to formative work and 40 to the final. 2025 assessment rules.

A parent should read the type of result before comparing two subjects. A mastery statement describes demonstrated learning against standards; a numerical mark combines specified evidence. Ask which standards remain insecure and what support follows. Simply averaging descriptive labels into a percentage would misrepresent the report.

For example, a child who participates confidently in discussion may still need help reading an unfamiliar instruction independently. Request an example of the child’s own work and the teacher’s feedback. That gives a clearer next step than asking for a larger pile of practice sheets without first identifying the difficulty.

Back to reading routes · Previous chapter · Next: Intermediate progression and national assessment

7. Intermediate progression and national assessment

For Grades 3–9, the ordinary pass conditions include 50% overall, at least 20% of the year-end written examination’s marks where applicable, and sitting each term’s final. Promotion requires passing all subjects. Resit arrangements are separately regulated. 2025 assessment rules.

The Education and Training Evaluation Commission (ETEC) runs the National Assessments for Students, known as NAFS. Current coverage includes Grades 3, 6 and 9. Reading and mathematics are assessed in Grade 3; science joins them in Grades 6 and 9. The assessments inform understanding of learning and school improvement. They include Saudi and non-Saudi pupils in the targeted classes, without an individual application fee or separate pupil registration. National Assessments: NAFS.

Keep the school report and the national assessment in different folders. The first records the pupil’s course progress and promotion evidence; NAFS gives another view of learning at selected stages. A weak national-assessment area can prompt a conversation about reading or reasoning, but it should not be mistaken for a university offer or a new school-leaving credential.

Back to reading routes · Previous chapter · Next: Choosing among the five secondary pathways

8. Choosing among the five secondary pathways

The five pathways are General, Computer Science and Engineering, Health and Life, Business Administration, and Sharia. The first secondary year is common; the next two develop the chosen route. Ministry examples distinguish shared subjects from pathway-specific learning: cybersecurity appears in Computer Science and Engineering, body systems in Health and Life, and law is shared by Business Administration and Sharia. The General pathway includes an optional field for developing additional skills. Secondary-track subject guide.

The practical choice is more detailed than “science or arts”. Ask which pathways the school actually offers, how placement works, what happens if demand exceeds places and whether a transfer would be needed. Then compare the desired university programme’s current subject and test requirements. A pathway title can indicate preparation, but it does not itself guarantee admission to a corresponding degree.

For example, a pupil interested in software should compare mathematics, programming and English preparation alongside the school’s available route. A pupil considering a health profession should check the relevant university’s eligible secondary background and any same-year graduation rule before narrowing options.

Back to reading routes · Previous chapter · Next: The secondary certificate and its calculation

9. The secondary certificate and its calculation

Secondary courses normally require 50% overall and 20% of each term’s written final, where applicable; second-round rules differ. Graduation requires all prescribed subjects and a successful graduation project. The three-year cumulative weighting is 20%, 40%, 40%. The rules also record 40 volunteering hours and issue the General Secondary Completion Certificate with an academic record. 2025 assessment rules.

This makes the transcript important. A final certificate heading does not show every course, the relevant pathway or an unresolved requirement. Before applying elsewhere, request the complete record and ask the school how any transfer, repeated course or incomplete project appears. Keep the original and any officially verified digital version together.

School completion and competitive selection answer different questions. The certificate establishes that school requirements were met. A university may then compare applicants using additional tests, a weighted score and programme-specific conditions. A school pass should therefore be treated as the beginning of an application decision, not the outcome of that decision.

Back to reading routes · Previous chapter · Next: Qudrat and Tahsili: distinct university-entry tests

10. Qudrat and Tahsili: distinct university-entry tests

ETEC’s General Aptitude Test, commonly called Qudrat, assesses analytical and reasoning abilities, including reading comprehension, logical relationships and mathematics based on foundational concepts. The commission describes it as one admission criterion used by many universities alongside school results and other requirements. It does not publish one universal university-admission cutoff on that basis. General Aptitude Test.

The Scientific Achievement Test, often called Tahsili, instead examines acquired knowledge and subject skills in biology, chemistry, physics and mathematics for higher-education admission. Its purpose differs from the broader aptitude test. Applicants must check which version, score validity and sitting are accepted by their intended programme. Scientific Achievement Test.

A sensible preparation plan separates subject gaps from test technique. Difficulty with a chemistry calculation calls for checking the underlying concept and units; difficulty interpreting a question may call for slower reading and identifying the requested quantity. The existing Saudi mathematics-support guide offers a complementary way to assess suitable help.

11. Technical routes after intermediate school

The Technical and Vocational Training Corporation (TVTC) distinguishes secondary industrial and architecture/construction institutes from postsecondary technical colleges. The secondary institutes admit intermediate-school graduates and students from the first or second general-secondary years. Their published route lasts three years and leads to the institute diploma. Technical colleges instead admit secondary-school or equivalent holders for an intermediate university qualification; selected colleges also offer applied bachelor’s programmes. TVTC programme types.

The corporation’s admissions FAQ describes the secondary industrial diploma as equivalent to general secondary. Equivalence does not mean every subsequent degree accepts every vocational specialism. Before choosing the route, ask the institute which technical-college programmes its graduates can enter, and obtain the receiving programme’s answer rather than relying only on a broad equivalence label. TVTC admissions and fees.

For a Grade 9 completer who enjoys electrical or mechanical work, compare workshop provision, safety training, assessment and progression alongside classroom subjects. Also check whether the available programme is the full diploma or a shorter evening course. Both may be useful, but their awards and next steps differ.

Back to reading routes · Previous chapter · Next: A concrete technical-college diploma

12. A concrete technical-college diploma

Jazan Technical College’s Programming and Web Development page, updated 9 April 2026, specifies a two-year programme with 89 credits and 2,110 training hours. It covers database design and applications, application development, websites, mobile applications, systems analysis and supporting English, communication and mathematics. These are the college’s published programme figures, not a duration assumed for every Saudi diploma. Jazan programming diploma.

The different units answer different questions. Credits describe the approved programme load; training hours describe its scheduled practical and instructional volume. They should not be interchanged when comparing a short private course with a college qualification. Ask for the current study plan and the placement or project component for the actual intake.

TVTC also describes international technical colleges as government colleges operated with international providers, with a two-year diploma preceded by an English preparatory year. That route therefore has a different preparation stage from Jazan’s stated programme duration. Confirm the exact college, qualification and language requirements before calculating the full time commitment. TVTC programme types.

Back to reading routes · Previous chapter · Next: Passing a technical programme and understanding fees

13. Passing a technical programme and understanding fees

The TVTC trainee handbook hosted by Jazan requires technical-college courses to reach 60/100 together with the specified final-examination minimum. Institute courses use 50/100. College and institute-diploma graduation requires completion of the approved programme and a cumulative grade-point average (GPA) of at least 2.00/5.00. The handbook also explains cooperative training or a productive project under the applicable plan. Finishing the scheduled semesters alone is insufficient. TVTC trainee handbook.

Morning and evening provision should be compared separately. TVTC’s current FAQ lists evening charges of SAR 400 per training credit for diplomas and SAR 550 for applied bachelor’s study. Admission is competitive and programme conditions are published through the relevant admission channel. Treat these listed rates as a planning starting point and ask the college to confirm the total, exemptions and refund terms for the offered place. TVTC admissions and fees.

Keep an award checklist: passed courses, placement or project, cumulative result and remaining administrative clearance. If one component is incomplete, ask for the specific remedy and next assessment date. A training attendance certificate should not be described as the full diploma unless the awarding institution confirms that award.

Back to reading routes · Previous chapter · Next: Qabool and the university application sequence

14. Qabool and the university application sequence

The Ministry’s national unified-admission service, Qabool, brings public universities and technical colleges into a common application process. Applicants enter and verify information, rank programme preferences, follow selection and confirm a nominated place. The ministry explicitly warns that failing to confirm can forfeit nomination. It also notes university-specific tests or interviews and competitive weighted criteria. National unified admissions.

A specific future-intake example is King Fahd University of Petroleum and Minerals (KFUPM). Its published 2027 primary-admission route weights Qudrat and the university’s own achievement test at 50% each. It requires an eligible secondary background and STEP, the Standardized Test of English Proficiency, at 65 or an accepted equivalent. The announced application window is 10–24 January 2027. This is a prospective KFUPM route, not a national formula or an application window already open in October 2026. KFUPM 2027 admission.

Rank choices in an order you would genuinely accept. Keep evidence of the submitted preferences and confirmation, and check whether a programme has an additional requirement outside the platform. The same school average may produce different outcomes across programmes because demand, available places and selection rules differ.

A useful application record has four columns: programme, eligibility, selection formula and required action. Put eligibility checks first. A calculated competitive score is of little use if the applicant has the wrong school qualification, an expired test or an unmet language requirement. Use the current intake’s notice rather than a previous year’s lowest admitted score.

15. A bachelor’s programme: KFUPM Computer Science

KFUPM’s April 2026 Computer Science student guide distinguishes a 128-credit internship plan from a 129-credit summer-training plan. Both show four degree years following a separate preparatory year. The internship is a six-credit, sixteen-week experience with reports and a presentation; the summer-training option is eight weeks and one credit. The programme also has a two-part multidisciplinary senior project, moving from team formation and project definition to implementing a software solution. Preparation in English and mathematics is therefore followed by disciplinary study and assessed application, rather than a degree being awarded for attendance alone. KFUPM Computer Science plan.

The department’s published graduation requirements add cumulative and major GPAs of at least 2.00/4.00, alongside the prescribed courses and electives. Its normal duration is four degree years plus orientation, with approved preparatory exemptions affecting the total. Use the dated guide for placement details rather than the older internship length still visible on the general webpage. KFUPM graduation requirements, KFUPM 2027 entry guide.

For an applicant comparing this degree with a technical diploma, examine the mathematical depth, general education, computing core, project and workplace experience separately. A longer programme is not automatically the better personal choice; the relevant question is whether its learning and award lead to the intended work or further study.

16. Reading the 2026 National Qualifications Framework

The third-edition National Qualifications Framework, approved in February 2026, places intermediate and advanced diplomas at Level 5, ordinary bachelor’s at Level 6, master’s at Level 7 and research doctorates at Level 8. Ordinary bachelor’s programmes require at least 120 credits, usually four years and no fewer than three. Master’s requirements include either 30 coursework credits or 24 plus at least 6 for research/project work, with at least two academic years. A research doctorate after a master’s normally requires at least three years, advanced coursework and an original thesis. The framework also provides for a direct bachelor-to-doctorate route requiring at least five years and at least 36 advanced credits plus a thesis. These are framework categories and minima; admission to a particular programme is separately decided. 2026 qualifications framework.

17. Master’s entry and thesis choices

King Abdullah University of Science and Technology (KAUST) requires a relevant bachelor’s from a recognised institution for master’s admission. Its minimum application GPA is 3.00/4.00 or equivalent, with competitive selection and English-language evidence. Applicants submit university records, a curriculum vitae, a statement of purpose and three referees. Meeting the minimum does not establish admission or a supervisor match. KAUST graduate admission.

Its 2026–27 Materials Science and Engineering Master of Science combines 12 core, 12 elective and 12 research/capstone credits. Thesis applicants need a 3.2 cumulative GPA; completion involves research, oral examination and archiving. The exceptional non-thesis route needs advisor and programme-chair approval and substitutes six directed-research plus six advanced-course credits for the thesis component. KAUST master’s rules, KAUST master’s policy.

For degree entrants from autumn 2023, the published thesis-master’s schedule is four semesters plus one summer session; extensions need approval. KAUST time limits.

The departmental summary requires at least a 3.00 cumulative GPA and B− or better in credited courses. Distinguish the admission minimum, eligibility to undertake a thesis and the final graduation requirements: they apply at different points. KAUST departmental awards.

Back to reading routes · Previous chapter · Next: Doctoral admission, research and completion

18. Doctoral admission, research and completion

KAUST’s standalone Doctor of Philosophy (PhD) admission requires a relevant recognised master’s. Its admissions office explicitly says professional master’s degrees are not automatically equivalent and must be identified accurately in an application. A master’s title alone therefore does not settle eligibility. KAUST graduate admission.

The Materials Science and Engineering PhD requires six advanced-course credits and B+ or better in two specified courses by semester three for qualification. Candidates must successfully defend the proposal by the end of semester five. Completion requires an original dissertation, an oral defence with an external examiner and archiving. The normal limit is eight semesters and four summers; extensions require approval. KAUST doctoral rules, KAUST doctoral policy.

The department’s overall award summary lists at least 72 credits and a cumulative GPA of 3.00. That total is a different measure from the catalogue’s advanced-course component. KAUST departmental awards.

Plan the research route around milestones rather than a final submission date alone. Confirm the supervisory arrangements, facilities, funding period, proposal review and defence process before accepting an offer. These named university requirements illustrate how a doctoral award is earned; another Saudi university or research field can set a different course structure and approval sequence.

19. Returning to education as an older learner

The ministry provides free formal continuing schools at primary, intermediate and secondary levels for older learners who missed ordinary schooling. It also describes shorter literacy and community learning initiatives, including targeted summer provision in remote places. These serve different needs and should not all be treated as equivalent school-certification programmes. Ministry continuing education.

Riyadh’s published female-student service gives a concrete entry example: primary continuing-school admission beyond eleven years and three months; intermediate beyond sixteen with primary completion or equivalent; secondary beyond nineteen with intermediate completion or equivalent. A learner with some primary education but no records can be placed through a committee’s assessment. The service requests identity/residence documents, a medical check, registration form and the latest certificate where available. Riyadh continuing-school entry.

For someone returning after a long gap, the first question is the highest recognised completed stage. Take any surviving records, even if incomplete, and ask which placement process applies. Confirm attendance arrangements and the resulting award before enrolling in a course advertised simply as “adult education”.

Back to reading routes · Previous chapter · Next: Inclusion and an individual support plan

20. Inclusion and an individual support plan

The ministry’s disability-education guidance calls for access in the least restrictive suitable environment, removal of barriers to admission and accessible buildings. It describes a range of support policies rather than one identical classroom arrangement for every learner. Its page also retains older strategy references, so past numerical targets should not be presented as today’s achieved coverage. Ministry inclusion guidance.

An actionable school discussion should identify what the learner needs to access the curriculum: communication support, accessible materials, mobility arrangements, assistive technology or adjusted assessment. Ask who coordinates the plan, how it is reviewed and how a school transfer would preserve it. A general promise of inclusion is less informative than the written arrangements for the individual child.

For a learner moving into technical or higher education, revisit the same questions for laboratories, workshops and placements. Support needs may change with the environment. Confirm the assessment accommodation with the institution responsible for that assessment rather than assuming a school arrangement automatically transfers.

Back to reading routes · Previous chapter · Next: Funding and international-study routes

21. Funding and international-study routes

The current Study in Saudi portal distinguishes full scholarships, partial scholarships and self-funded study. Its educational-visa guidance separately requires admission to a licensed and accredited institution and evidence of financial means or a guarantee, alongside the relevant identity, health and language documents. Admission, a scholarship and permission to enter are therefore separate decisions. Check which costs the written offer actually covers. Study in Saudi pathways.

For eligible applicants seeking Saudi-funded study abroad, the Ministry’s scholarship service lists several routes and directs applications through Qabool. It warns that submitting a request does not guarantee a scholarship or place, and that starting study before the scholarship decision and required activation steps does not make the ministry responsible for the cost. A foreign university offer should therefore not be treated as final funding approval. Overseas scholarship service.

Build the budget around tuition, housing, transport, equipment, insurance and any preparatory stage. Record the scholarship’s renewal conditions and what happens if the programme takes longer. A fee discount and a living stipend solve different financial problems; confirm both where relevant.

Back to reading routes · Previous chapter · Next: Recognition, equivalence and accreditation

22. Recognition, equivalence and accreditation

For foreign school records, ministry equivalence guidance checks the school’s authorisation, the sequence of study, authenticated originals and translation where documents are neither Arabic nor English. A foreign secondary certificate must be acceptable for higher education in its issuing country. Regional education administrations handle the process, with secondary cases referred electronically to the ministry; lower-grade placement follows the equivalence decision. Foreign school-certificate equivalence.

Foreign postsecondary qualifications fall under the Ministry’s university-certificate equivalence process, which compares the award and its requirements with Saudi qualifications. This is a different task from checking a school transcript or obtaining a university admission offer. University qualification equivalence.

ETEC’s National Center for Academic Accreditation and Assessment publishes institutional and programme accreditation results with status and dates. Check the specific programme as well as the institution, and read conditional versus full accreditation accurately. For a regulated profession, also confirm the relevant professional registration requirements before assuming an academic award alone authorises practice. Academic accreditation register.

A family changing school systems. A pupil arrives with a foreign school transcript and strong spoken English but limited academic Arabic. Begin with formal grade equivalence and the receiving curriculum. Then compare reading, writing and mathematics samples with that school’s current expectations. The support plan should address actual gaps rather than repeating an entire year’s material by default.

A technically minded school leaver. Compare a technical-college diploma with a university computing degree using the award, credit load, workshop or project experience, cost and next-step eligibility. Ask the university separately about any future credit recognition. A related subject name is a reason to investigate transfer, not proof that transfer credit will be granted.

A prospective researcher. Compare the programme’s admission baseline with its research expectations. Identify the supervisor or research area, funding period, required coursework and defence milestones. If a master’s route permits an exceptional non-thesis option, establish whether that route supports the intended doctoral application. Obtain the answer before choosing modules or abandoning a thesis.

In each case, keep the original decision documents. A screenshot of a general information page is useful context, but a dated admission, equivalence or funding decision is the evidence that determines the individual next step.

24. Frequently asked questions

Is school graduation the same as university admission? No. The school award establishes completion; university selection considers its own conditions and competition. Check both before planning a destination.

Does a high Qudrat score guarantee a place? It does not settle eligibility, the other components of selection or the availability of places. Use the institution’s formula for the intended admission year.

Can I use any old secondary-track guide? Use it cautiously. Track descriptions can remain useful while calendar or assessment details change. Match the document’s date and purpose to the question you are asking.

Are all diplomas interchangeable? Ask for the full award title, awarding body, level and credit load. A short-course certificate, secondary vocational diploma and postsecondary college diploma can lead to different next steps.

What should I ask before paying a fee? Confirm the licensed provider, named programme, teaching language, total price, refund conditions and final award. Where progression matters, obtain the receiving institution’s answer too. These checks are especially important when an advertisement promises a shortcut to a higher qualification.
