Understanding the Education System of Somalia

AI-generated illustration of an imagined learning room with books, geometric models and science materials; not an actual Somali school.

Somalia’s education routes need to be read through the school, curriculum and examining authority actually responsible for the learner. This guide explains school stages, compulsory-learning provisions, languages, certificates, technical training, university admission and degree completion. It separates the published federal framework, Somaliland’s provisions and named institutions’ requirements.

Reviewed: 18 October 2026. Current examination notices are distinguished from older award regulations, proposed assessment reforms and dated access reports. A legal entitlement or advertised programme does not establish that every learner can access it locally. Where the public evidence leaves a rule or credit figure unresolved, the guide says so.

1. Start with the school and its examining authority

The federal Ministry of Education, Culture and Higher Education describes a 4+4+4 school structure: lower primary in Grades 1–4, upper primary or intermediate schooling in Grades 5–8, and four secondary years, Forms 1–4, corresponding to Grades 9–12. Its 2022–26 sector plan groups Qur’anic and kindergarten provision before primary, with general and technical secondary routes followed by tertiary education. This is the ministry’s structural map, rather than evidence that every locality offers every stage. Ministry sector plan 2022–26.

The published 2026 federal Constitution assigns the federal government responsibility for a unified national curriculum, with implementation by government institutions at different levels. 2026 federal Constitution.

The Presidency records parliamentary adoption on 4 March and presidential signature on 8 March 2026. Presidency: constitutional adoption.

Examination administration still needs a location-specific check. Puntland maintains its own Ministry of Education and Higher Education examination-and-certification office and a 2026 reporting portal. A family should establish which authority registers the learner and issues the certificate before using another region’s dates or result instructions. Puntland examination office.

For practical decisions, write down five identifiers: school name, town or district, curriculum, examining authority and intended certificate. “Grade 8” alone does not answer all five. A transfer between Mogadishu, Garowe and Hargeisa needs a record of completed subjects and the receiving school’s decision, rather than an assumption that identical grade numbers establish automatic placement. This guide labels federal, Somaliland and named-provider evidence separately.

Back to reading routes · Next: Compulsory education, ordinary entry and the free-education right

2. Compulsory education, ordinary entry and the free-education right

Article 29 of the 2026 federal Constitution gives citizens a right to free education through secondary school. It separately makes basic Qur’anic education and primary/intermediate schooling compulsory. The free-secondary entitlement should not be read as a statement that all secondary education is compulsory; the clause also does not supply a single birthday at which every learner’s duty ends. These are the published federal provisions, not a claim of uniform administration or universal free provision. 2026 federal Constitution.

The ministry’s 2022 sector analysis places ordinary lower-primary entry at six, upper-primary entry at ten and secondary entry at fourteen in its theoretical programme table. These ages describe an uninterrupted progression; they are not a reason to assume that an older child has no educational route. The same table includes alternative and adult pathways. Ministry sector analysis 2022.

Somaliland’s separate Education Law 77/2018 describes eight years of basic schooling. Article 16 gives an ordinary registration range from six to fourteen, protects access beyond the expected age where reasonable grounds exist, and also directs learners over fourteen towards non-formal provision. The relevant local authority must determine the route in an individual case. Somaliland Law 77/2018.

Before enrolment, distinguish tuition from the whole cost of attendance. Ask about books, uniform, transport, examination charges and any assistance in writing. A constitutional entitlement and an institution’s actual fee arrangement answer different questions. For a child returning after displacement, bring whatever school evidence survives and ask how missing records can be assessed, rather than assuming that no documents means no learning has taken place.

Back to reading routes · Previous chapter · Next: Qur’anic learning, kindergarten and readiness for primary

3. Qur’anic learning, kindergarten and readiness for primary

The federal sector plan distinguishes traditional Qur’anic schools from integrated Qur’anic schools with a broader curriculum and connections to primary learning. Its account of provision is dated: statements about the absence of public kindergartens refer to 2021, not a verified count in 2026. Religious learning, an integrated early-years programme and completion of a formal school grade should therefore be identified separately. Ministry sector plan 2022–26.

The 2022 ministry programme table describes kindergarten and integrated Qur’anic entry from around three, with theoretical three-year provision. It is a planning description, not evidence of a universally available three-year place or a single admission cutoff used by every centre. Ministry sector analysis 2022.

A useful visit looks beyond the centre’s name. Ask how children practise speaking, listening, counting, play and early reading alongside religious learning; which language is used; and how the centre communicates with the primary school. Ask whether the child will enter Grade 1 afterwards or whether the programme claims to teach formal primary grades. The answer should be supported by the centre’s approved programme, not simply by years attended.

Readiness need not mean drilling an older child’s examination syllabus. A family can compare whether the child follows a short instruction, tells a simple story, counts familiar objects and asks for help. These are practical observations to discuss with the teacher, not an unofficial entrance test or a substitute for the school’s placement process.

4. Languages: federal policy, regional rules and classroom practice

The federal National Education Policy specifies Somali as the medium for Grades 1–8, followed by English or Arabic, while retaining Somali as a subject. Federal language policy.

The 2026 Constitution identifies Somali, including Maay and Maxaatiri, as the official language and Arabic as the second language. Constitutional status does not by itself identify every lesson’s teaching language. 2026 federal Constitution.

Somaliland’s original law is more specific than some short international summaries: Article 18 provides for Somali in lower primary and English in middle school, subject to ministry exemptions. Article 25 provides for English or Arabic in secondary, with other languages requiring permission; Somali continues as a subject. Somaliland Law 77/2018.

School practice should also be checked directly. Ablaal Primary and Secondary School in Mogadishu currently describes English-medium instruction alongside Somali and Arabic programmes. This is one provider’s published offer, not a replacement for the relevant authority’s curriculum or language requirements. Ablaal school learning.

For a returning learner, request an actual mathematics page, science explanation and recent language assignment from the intended grade. Being conversationally fluent in Somali does not automatically mean being ready to write an English science answer; equally, strong English does not establish Somali literacy. Agree which gap the school will support and how progress will be reviewed. Record both the language of teaching and the language expected in examination answers.

5. What primary pupils learn and how progress is assessed

The ministry’s curriculum introduction, reported by the United Nations in July 2018, identified mathematics, science, social studies, Islamic studies, Arabic, English and Somali as core subjects, with information and communication technology added in upper primary. This explains the curriculum’s development; the current examining authority’s subject instructions remain the immediate guide for a particular class. UN: curriculum introduction.

The published federal assessment framework of 2021 calls for assessment at least twice during the academic year, keeping results and informing learners and parents. It also links examination language to the prescribed syllabus. Classroom reports and leaving-examination results therefore serve related but different purposes. Federal assessment framework 2021.

The ministry’s more recently published assessment-development framework proposes stronger classroom assessment and a Grade 3/6 Somali-literacy and mathematics monitoring programme, with piloting before wider implementation. Those planning priorities are not evidence that every pupil already sits a new national diagnostic test. Published assessment-development framework.

A useful primary report explains the learning behind the mark. For example, “can divide a two-digit number but cannot interpret the word problem” identifies a teachable gap; a class rank does not. Ask for a marked task and the teacher’s explanation of the next step. When a child changes schools, preserve subject reports and examples of independent work as well as the promotion record. None of those classroom documents should be confused with the final certificate issued by an examination authority.

6. Grade 8: a certificate examination with regional administration

The Banadir Education Directorate’s original 2025–26 timetable, published by the Somali National News Agency (SONNA), scheduled Grade 8 examinations for 15–18 June 2026. It paired Arabic with social studies, mathematics with technology, English with science, and Islamic education with Somali. The original table is useful because it shows that the examination covered several languages and both scientific and social learning. It is a Banadir timetable for that completed sitting, not a nationwide future calendar. Banadir 2026 Grade 8 timetable.

Preparing for this transition involves more than completing revision books. Confirm the candidate’s registered name, school, subject entries, examination centre and the process for correcting a registration error. Keep a copy of the official result and ask which certificate the receiving secondary school requires. A school’s promise of a place, registration for an examination and an awarded certificate are three separate milestones.

If a family moves after Grade 8, the useful question is: “Will you accept this named authority’s certificate for this programme and intake?” Follow it with the subject and language requirements. The receiving institution may need the complete record, not only an aggregate or a photograph of a result screen. Where a result is disputed, use the examination office’s current review procedure and deadline rather than relying on another region’s process.

Back to reading routes · Previous chapter · Next: Secondary completion and the limits of a single pass percentage

7. Secondary completion and the limits of a single pass percentage

The federal ministry announced the 2025–26 Grade 12 secondary-certificate results on 15 August 2026. This confirms that the leaving examination remained an actual feature of the current school cycle. The government’s certificate-service description connects the award with completing high school and passing the graduation examination. Neither source establishes a universal university-admission score. SONNA: 2026 secondary results, Government certificate description.

An older rule illustrates why the full award conditions matter: the published 2021 federal examination regulations require at least seven subjects and identify Somali, mathematics, English and Islamic education as compulsory passes; their table gives C− from 40%. This guide could not verify that numerical rule as the controlling 2026 formula. Obtain the current authority’s written award and aggregation rules before calculating eligibility from a percentage. Federal examination regulations 2021.

Do not substitute a university’s entry minimum for the school certificate’s pass rule. A faculty asking for a particular secondary average is making an admission decision; it is not defining how the examining authority awards every secondary certificate. Similarly, a high overall average may not answer a programme’s mathematics, science or language prerequisites.

For a repeat or review application, establish whether the authority permits individual-subject resits, requires a whole sitting, or applies different registration conditions. The current evidence does not justify one resit rule across federal, Puntland and Somaliland examinations. Keep the original result record and ask the responsible office which later result supersedes it, especially before submitting documents abroad.

8. Technical and vocational routes: compare the actual award

Technical and vocational education and training, or TVET, is an area of continuing system development. The Labour Ministry describes responsibilities for coordination, provider registration, licensing and quality. The German development agency GIZ’s March 2025 account of its 2024–27 TVET project describes work on standards, assessment, certification and qualifications frameworks. These mandates and reform activities do not establish a single fully operational award ladder everywhere. Labour ministry: TVET mandate, GIZ TVET II, March 2025.

Zamzam University of Science and Technology lists professional diplomas in agriculture and poultry production. Its shared diploma/professional-certificate page specifies secondary-certificate entry, physical attendance and eight months. Agriculture covers such areas as crops, soils, irrigation and livestock; poultry study includes feeding, housing and production management. Confirm the exact intake and its final practical assessment, since the page does not publish a complete award rubric. Zamzam professional diplomas.

City University of Mogadishu lists twelve-month certificates and twenty-four-month diplomas in fisheries technologies, agribusiness and information technology. These are provider-specific advertised routes. Their existence does not establish automatic credit transfer from a shorter certificate into a diploma or bachelor’s degree. City University programme routes.

Compare a course by its entry level, supervised practice, equipment, assessment, awarding institution and intended progression. An eight-month professional diploma and a two-year diploma can serve different purposes even when both use the word “diploma.” Ask whether completion requires attendance alone, demonstrated occupational competence, written tests, a placement or a project. Obtain the actual assessment plan and recognition decision before committing.

For fisheries training, for example, distinguish learning a practical handling or production skill from qualifying for a regulated maritime occupation. A course brochure’s employment language is not a professional licence. If further study is the goal, ask the receiving college to assess the proposed award before assuming that its title will secure advanced entry.

Back to reading routes · Previous chapter · Next: University admission: secondary awards, subject fit and preparation

9. University admission: secondary awards, subject fit and preparation

Somali National University (SNU) publishes a general undergraduate requirement for a recognized Somali secondary-school certificate or an accepted equivalent. Its postgraduate route requires a recognized bachelor’s degree, with faculty-specific academic and documentary conditions. This establishes a prior-award requirement; it does not give every applicant a place in every programme. SNU admission requirements.

For SNU’s Bachelor of Science (BSc) in Business Management, the faculty page specifies completed secondary education with an overall average of at least 50%, the certificate and a successful admission interview and/or test. Treat that as the named faculty’s published requirement and confirm the current intake rather than extending it to medicine, engineering or another university. SNU Business Management BSc.

City University’s undergraduate page separately requires successful secondary completion and its entrance examination. Admitted students take an English placement assessment linked to foundation learning, which also includes mathematics and information technology. These are distinct steps: a school-leaving result, university selection and placement into preparatory study. City University programme routes.

Compare offers using the exact award and total study path. Ask whether a foundation year is included in the advertised duration, whether it carries degree credit, and what must be passed before progression. Applicants with an overseas certificate should obtain the university’s written equivalence decision and document requirements. An entrance-test invitation alone is not confirmation that the prior qualification has been accepted.

Back to reading routes · Previous chapter · Next: Bachelor’s study: duration, credits and actual completion

10. Bachelor’s study: duration, credits and actual completion

SNU’s Business Management BSc is described as four years, with an eight-semester curriculum covering accounting, economics, management, quantitative work and a final thesis project. The published table leaves the thesis credit blank, so it does not support a reliable complete credit total. Use the approved cohort curriculum rather than adding an incomplete web table. SNU Business Management BSc.

A different example is Somali International University (SIU), whose Bachelor of Business Administration (BBA) page specifies five years and 204 credits, including a 44-credit foundation year. Entry requires a recognized secondary award with 60% and English/mathematics placement tests. Completion includes all courses, satisfactory practical work, defended graduation projects and an exit examination. Its stated course assessment is 40% coursework, 20% midterm and 40% final; each course requires at least D/50%. The page gives a cumulative grade point average (CGPA) minimum of 2.00 but conflicts between four-point and five-point scale labels. Confirm that scale and the approved study plan. SIU Business Administration BBA.

These examples show why counting calendar years is insufficient. Ask whether the final project is a research paper, a practical product or a defended investigation; whether a placement must be assessed; and whether failed courses can be repeated without delaying prerequisites. A credit total also needs its institutional definition. Do not convert Somali credit hours into another country’s credit system merely because the numbers look familiar.

Before transferring, request a module-by-module decision covering learning outcomes, workload, grades and remaining requirements. An exemption from a first-year class may still leave a later prerequisite, placement or capstone to complete. Keep the university’s written decision with the transcript; a verbal promise of “joining year three” is too imprecise for an award plan.

Back to reading routes · Previous chapter · Next: Master’s and doctoral routes: prior awards and research requirements

11. Master’s and doctoral routes: prior awards and research requirements

SNU’s Master of Science (MSc) in Information Technology Management has 42 credits across four semesters. Entry requires a bachelor’s in one of its specified computing or related fields and a grade point average (GPA) of at least 3.0/4.0 or 4.0/5.0. The curriculum includes research methods and two dissertation components. The published credits should not be silently relabelled as European credits. SNU IT Management MSc.

SNU’s Master of Laws (LLM) description provides a different completion example: twenty-four months, with three taught semesters followed by a thesis semester and viva, an oral examination. Applicants should confirm the major and its current admission conditions because the page discusses both public- and private-law routes. SNU law master’s route.

SIMAD University’s Doctor of Philosophy (PhD) in Information Technology is advertised as three years. Ordinary entry requires a relevant recognized master’s degree, GPA 3.0/4.0 or equivalent and a research concept note; exceptional applicants may also be considered. Completion requires at least 29 coursework credit units, CGPA 3.0/4.0, a comprehensive examination, doctoral activities, original research and public defence. Its requirements also include English proficiency, two articles in specified indexed-journal categories, a conference presentation, ethical compliance and university approval. The 29 units describe coursework, not an asserted total PhD workload. SIMAD Information Technology PhD.

For postgraduate study, subject fit and supervision can matter as much as the award title. Ask who can supervise the proposed question, what data or laboratory access is realistic, how progress is reviewed and what happens if research takes longer than the advertised duration. A master’s dissertation can demonstrate research preparation, but it does not automatically satisfy another institution’s doctoral-entry standard. These examples are institutional requirements, not national rules for every master’s or doctorate.

Back to reading routes · Previous chapter · Next: Recognition, accreditation and using a qualification elsewhere

12. Recognition, accreditation and using a qualification elsewhere

The federal National Commission for Higher Education (NCHE) identifies its legal establishment under the Higher Education Law signed into effect on 4 December 2024. Its stated remit covers public and private higher-education institutions. That is the federal regulatory framework; practical verification still needs the institution, programme, campus and relevant period. NCHE legal establishment.

NCHE describes both university and academic-programme accreditation, alongside standards and quality-assurance audits. A provider’s own webpage establishes what it advertises, not by itself the regulator’s approval of that particular award. Check the relevant decision and any conditions or validity dates directly. NCHE accreditation functions.

For recognition abroad, identify the purpose first: admission, transfer credit, professional registration or employment. The receiving university or regulator decides what evidence it needs. Supply the award certificate, complete transcript, grading explanation, programme duration and, where requested, course descriptions or research details. Authentication establishes that a document is genuine; it does not automatically establish academic equivalence or a licence to practise.

When documents name different institutions, clarify who taught the programme and who awarded the qualification. This matters for partnerships, distance learning and branch campuses. Keep the actual awarding body’s confirmation, not only an agent’s letter. If an institution claims international acceptance, ask for a specific receiving authority and decision relevant to your purpose rather than relying on a general promotional statement.

Back to reading routes · Previous chapter · Next: Interrupted schooling, accelerated learning and access in practice

13. Interrupted schooling, accelerated learning and access in practice

The Accelerated Basic Education (ABE) policy approved in April 2021 aligns four programme levels with the competencies of Grades 1–8. It provides for formative and summative assessment, progression between levels and recognized Grade 8 certification supporting return to formal learning. ABE is therefore more than a short literacy course, but a local place and a documented transition still need confirmation. Accelerated Basic Education policy.

UNICEF’s October 2025 case study describes a 2024 Teaching at the Right Level pilot: pupils were grouped by actual reading and mathematics attainment and received an additional daily hour. In central and southern Somalia, the account covers four months in accelerated-learning spaces for displaced children; in Somaliland it describes eight months in formal schools. It reports learning gains within those pilots, not universal access to the approach. UNICEF learning case study, October 2025.

UNICEF’s 2026 appeal, published in December 2025, describes conflict, climate shocks and funding constraints affecting services, and plans safe, inclusive learning spaces. More recently, its 30 September 2026 statement on Baidoa warned about children’s safety and access after clashes and called for protection of schools. These dated accounts require locally current planning rather than a claim that the same conditions apply to every school. UNICEF 2026 education-emergency context, UNICEF: Baidoa, September 2026.

For a learner returning after a long interruption, separate age placement, foundational learning and certificate progression. Ask whether the programme assesses reading and numeracy first, whether its curriculum leads to a recognized examination, and who will arrange the next school placement. For disability support, ask about an accessible classroom and toilet, learning materials, communication support and examination arrangements. A general promise of inclusion is less useful than a named person and an agreed plan.

Keep continuity practical: copies of records in more than one safe place, the teacher’s contact, the next reporting date and a small set of learning materials the child can use offline. Families should follow locally verified safety advice and the school’s current operating arrangements. A national examination announcement does not establish that transport, accommodation or teaching is accessible to every candidate.

Back to reading routes · Previous chapter · Next: Four practical route comparisons

14. Four practical route comparisons

A family comparing two primary offers. One school advertises English-medium teaching while another follows Somali-medium primary instruction. Ask each for the curriculum, examination affiliation and a sample task. The decision is not simply which language sounds more prestigious: compare the child’s current reading, the language support actually available and the route to the intended certificate. Record the answers before paying registration charges.

A learner moving after Grade 8. Keep the issuing authority’s certificate and subject results together. Ask the receiving school to confirm the intended secondary year, any language assessment and missing subject work. Do not turn a timetable from Banadir into a registration rule for Puntland or Somaliland. A written placement decision protects against discovering late that the learner has prepared for the wrong examination route.

A school-leaver comparing agricultural training and a business degree. Start with the work the learner wants to do. A practical farm-training course may offer relevant skills sooner; a business degree has a different entry and completion structure. Compare the assessed practical work, total time, costs and recognition. If later university study matters, obtain the university’s credit-transfer decision rather than assuming that every diploma shortens a degree.

A computing graduate considering research. Compare the intended master’s or doctoral programme with previous subject knowledge and research experience. Prepare a focused question, a realistic source of data and an explanation of the research method. Ask about dissertation supervision and publication requirements early. Budget for the research period as well as taught courses, and confirm whether an employer or overseas university accepts the exact award. These examples are decision exercises, not promises of admission or funding.

Back to reading routes · Previous chapter · Next: A document and decision checklist

15. A document and decision checklist

For school entry or transfer, prepare the learner’s available identity and age evidence, previous reports, completed-grade record, examination results and any support information the family chooses to provide. Ask the receiving school which originals, certified copies or translations it actually requires. Do not assume that every office accepts the same replacement evidence when records have been lost.

For college or university, retain the full certificate and transcript, the grading scale, the programme’s current entry notice and the final written offer. Check whether admission is conditional on an examination result, foundation study, language placement or document verification. Confirm the awarding institution and course recognition separately from the payment instructions.

For completion, obtain the approved curriculum for the entry cohort and identify every remaining course, placement, project, defence or exit examination. Keep a dated record of exemptions and repeated subjects. Where a website contains contradictory totals or grade scales, ask the registrar for the controlling regulation before making a financial or study commitment.

Finally, distinguish a future plan from a current service. A qualifications-framework project, a proposed assessment programme or a university webpage does not establish that a particular intake is open. Verify dates and delivery locally, and save the notice on which the decision was based.

16. Frequently asked questions

Is secondary education compulsory because the Constitution says it is free? Those are separate provisions. The current federal text distinguishes the free-education entitlement from the compulsory basic-learning duty. Read the precise scope in chapter 2 and check the applicable local administration.

Is a learner automatically too old for primary school? Ordinary entry ages are not a complete placement decision. Interrupted schooling, assessment and alternative routes matter. Ask the authority responsible for the intended school rather than inferring rejection from the theoretical age table.

Does every school teach through the same language? No single classroom assumption is safe. Federal policy, Somaliland’s separate provisions and named schools’ published practice differ in their detail. Confirm the language of instruction and assessment for each subject.

Is Grade 8 the end of the whole school system? It is an important primary/intermediate certificate transition. The intended secondary route has its own admission and later completion requirements. Keep the certificate and subject record, not only the overall result.

What percentage guarantees the Grade 12 certificate or a university place? This guide has not established a single current percentage covering every examining authority. Use the authority’s current award rules and then the chosen university’s separate admission requirements. The older regulation discussed in chapter 7 should not be treated as a current guarantee.

Are all diplomas equivalent? No. The named examples differ in duration, entry and purpose. Ask what was assessed, who awards the qualification and whether the intended employer or receiving institution accepts it. A course title alone does not determine its level.

Are all bachelor’s degrees four years? The named programmes demonstrate different advertised study paths, including foundation study. Compare the complete approved curriculum and completion requirements rather than a generic national duration.

Does accreditation guarantee admission overseas? It is an important quality and recognition question, but the receiving institution still decides admission, credit transfer and subject prerequisites. A professional regulator may make an additional decision for licensed work.

Can an accelerated programme restore a school route? A properly recognized programme can provide a route towards further schooling. Confirm its assessment, certification and receiving-school arrangement; an informal short course should not be assumed to provide the same progression.
