HDB and the Housing Emergency | Turning Shelter into State Capacity
Quick answer: Singapore created the Housing & Development Board in 1960 to tackle a severe postwar housing shortage marked by overcrowding, squatter settlements and poor sanitation. HDB then built public housing at national scale, while land assembly, utilities, transport and later CPF-backed home ownership turned flats into a long-term housing system rather than a one-time construction programme.

Singapore’s public-housing transformation is often summarised through a headline statistic: HDB built flats quickly. That is true but incomplete. The deeper story is that housing was turned into a multi-system capability linking land, construction, sanitation, utilities, transport, schools, shops, public health, finance, neighbourhood design and state legitimacy. The flat was the visible object; the operating system sat around it.
State A: postwar population growth outran housing supply
Singapore’s postwar population grew rapidly while the supply of permanent housing lagged. HDB historical material records a population increase from 938,144 in 1947 to 1,445,926 in 1957—a rise of roughly 50% in a decade. The Singapore Improvement Trust had built housing before HDB, but its output was far below the scale required. Squatter settlements and overcrowded urban housing expanded because households had to live somewhere even when formal supply could not keep pace.
The problem was therefore not simply “too few flats.” It was a mismatch between population, land use, sanitary conditions, infrastructure and construction capacity.
1960: a new institution is given a narrow, urgent mission
HDB was established in 1960 with an urgent task: build enough housing to relieve the acute shortage and move households from unsafe, overcrowded and unhygienic conditions into basic serviced homes. Its early flats were deliberately simple. Speed, standardisation and function mattered more than architectural variety.
By 1965, HDB had completed 54,430 units under its first five-year building programme. That number matters because it shows scale, but the Atlas asks a further question: what had to be true for those units to become usable homes?

Construction was only the first conversion
A block of flats without water, sanitation, electricity, roads or nearby services would solve only part of the original problem. HDB new towns therefore became planned environments rather than isolated housing towers. Schools, markets, playgrounds, clinics and transport links were progressively integrated so that households could move daily life—not just sleep—from older settlements into new estates.
Relocation physically changed the city
Public housing redistributed population across Singapore. Families moved from central-city slums, kampongs and squatter settlements into planned estates such as Queenstown, Toa Payoh and later many others. That movement reduced some sanitation and fire risks while changing commuting patterns, neighbourhood ties, informal economies and access to work.
This is why “rehousing” should not be treated as a neutral administrative transfer. It changed the geography of family life. For some residents, piped water, electricity and a secure flat were dramatic improvements. Others lost familiar social networks, gardens, informal business spaces or proximity to particular livelihoods.
Human receipt: real benefit and real disruption coexist
Housing is unusually close to the receiver because it reorganises everyday life. The benefit ledger includes safer shelter, modern sanitation, reduced overcrowding, security of tenure and access to planned services. The disruption ledger includes relocation stress, new household costs, changed social networks and the loss of familiar settlement forms.
The Atlas does not require one ledger to cancel the other. Large public systems often create broad gains while distributing transition costs unevenly.
Home ownership changes the financial architecture
HDB’s Home Ownership for the People Scheme began in 1964, and from 1968 CPF savings could be used for HDB purchases. This linked public housing to compulsory savings and household asset formation. The system therefore changed from a pure shelter programme into a housing-finance model with long-term implications for retirement, wealth, mortgages and intergenerational expectations.

Housing becomes a public-health system
Moving households into serviced flats also changed exposure to sewage, standing water, fire and overcrowding. Public housing therefore worked with sewerage, clean water, waste management and health systems. The health gain was partly upstream: fewer people needed treatment because environmental conditions improved.
Housing becomes a labour and transport system
New towns could not be planned independently of workplaces and transport. As industry decentralised and the city expanded, transport connections became essential to making housing economically viable. A cheap flat far from work can transfer housing affordability into commuting cost. HDB capability therefore depends on the transport system around it.
Success creates a maintenance and affordability obligation
Once a large public-housing stock exists, the state inherits a long-lived renewal problem. Lifts, facades, pipes, electrical systems, neighbourhood amenities and accessibility standards age. Housing prices and asset values become politically and financially important. Older residents may need different layouts and services. Younger households may face entry-cost pressure.
This produces a second-order rule:

Surface state vs substrate state
A high home-ownership rate does not by itself prove housing health. Nor does a large supply pipeline. The underlying receiver state includes affordability, waiting time, mortgage burden, location, accessibility, estate condition and whether housing supports rather than constrains work, care and retirement.
State B: housing becomes a national buffer
By the end of the 1960s, the acute housing shortage had been dramatically reduced. More importantly, Singapore had installed a state capability able to acquire land, plan towns, build at scale, allocate homes, finance ownership and maintain estates. Housing became part of the infrastructure through which the state delivered public health, social stability and urban order.
What survives today?
The load-bearing inheritance is not the exact 1960s block design. It is the integrated function: provide safe, serviced, maintainable and financially sustainable shelter at national scale. The vessel has to keep changing as household size, ageing, land constraints, climate, transport and affordability change.
