The Primary School Leaving Examination, or PSLE, remains an important transition point in Singapore’s education system, but the system surrounding it has changed considerably.
The biggest shifts are not simply about making the examination easier or harder. They reflect a broader change in how Singapore thinks about assessment, secondary-school placement and students with different academic strengths.
The most important changes to understand
- 2021: The old T-score system was replaced by the Achievement Level, or AL, scoring system.
- 2024: Full Subject-Based Banding was fully implemented in secondary schools, replacing the old Express, Normal (Academic) and Normal (Technical) streaming structure.
- 2025: Mid-year examinations had been removed across all primary and secondary levels, changing how schools pace assessment and preparation.
- 2026: PSLE Mathematics and PSLE Science are listed by SEAB as revised examination formats.
- From Secondary 1 in 2026: Students who achieve AL1 or AL2 in Mother Tongue, or Merit/Distinction in Higher Mother Tongue at PSLE, may offer Higher Mother Tongue in secondary school regardless of their overall PSLE score.
- 2027: Students progressing through the Full Subject-Based Banding system will move towards the Singapore-Cambridge Secondary Education Certificate, or SEC, rather than the former separate N- and O-Level certificates.
The central idea for parents is therefore:
PSLE still matters, but it should increasingly be understood as a placement and transition examination rather than a final judgement on a child’s academic ability.
SEAB describes the PSLE as a placement examination. Its current scoring system runs from a total PSLE Score of 4 to 32, derived from the student’s four subject scores.
Understanding the Changing PSLE Landscape
For generations of Singapore parents, the PSLE has been one of the most recognisable milestones in a child’s education.
It comes at the end of six years of primary education and influences the student’s transition into secondary school.
What has changed is the system around that examination.
A parent who went through PSLE decades ago may remember:
- T-scores;
- very fine distinctions between students;
- Express, Normal (Academic) and Normal (Technical) streams;
- school cut-off points being interpreted almost like permanent labels;
- frequent school examinations;
- and a relatively fixed secondary-school pathway.
That is no longer an accurate picture of the system a Primary 6 student enters today.
Singapore’s education system has been moving progressively towards:
broader achievement bands
- less fine differentiation
- greater subject flexibility
- more recognition of individual strengths
- multiple pathways through secondary education.
MOE describes the replacement of the T-score with Achievement Levels as part of an effort to reduce excessive competition and the overly fine differentiation of children at a young age.
That does not mean PSLE results no longer matter.
They do.
But what those results mean has changed.
1. From T-Scores to Achievement Levels
One of the most significant changes occurred in 2021.
Before 2021, a student’s PSLE performance was represented using the T-score system.
That system compared a student’s performance with that of other students in the cohort. Because scores could be finely differentiated, very small differences in performance could produce different aggregate scores.
The present system instead uses Achievement Levels.
Each Standard-level PSLE subject is assigned an Achievement Level from:
AL1 to AL8
with AL1 representing the highest level of achievement.
The student’s PSLE Score is then calculated from the four subject scores.
The best possible total is:
PSLE Score 4
while the overall scale runs to:
PSLE Score 32.
This produces a very different way of thinking about results.
Under the older model, a parent might ask:
“How did my child perform compared with everyone else?”
The newer system encourages a slightly different question:
“What level of achievement has my child demonstrated?”
That distinction is important.
2. PSLE Is a Placement Examination — Not Simply a Pass-or-Fail Examination
Parents sometimes ask:
“What is the passing mark for PSLE?”
This question does not quite fit the way PSLE is designed.
SEAB clarified in May 2026 that PSLE does not use a pass-fail nomenclature for individual subjects in the same manner as later national examinations.
The reason is that PSLE is principally a placement examination.
Its results help indicate the educational programme and starting levels that may be appropriate for a child as they move into secondary education.
This is an important conceptual shift.
A lower PSLE result does not mean:
“Education has ended.”
It means:
“We need to identify the appropriate next learning pathway.”
That is much closer to how parents should interpret modern PSLE results.
3. The End of the Old Express, Normal Academic and Normal Technical Structure
For many parents, this may be the biggest practical difference between their own schooling experience and their child’s.
The former secondary-school structure divided students broadly into:
- Express;
- Normal (Academic);
- Normal (Technical).
Under Full Subject-Based Banding, these stream labels have been phased out.
Full Subject-Based Banding has been fully implemented in secondary schools since 2024.
Students now enter secondary school through Posting Groups and can take subjects at different levels according to their strengths, progress and learning needs.
The three subject levels are:
G1
G2
G3
where “G” stands for General.
This means the secondary-school system is increasingly trying to avoid a situation where one overall PSLE result permanently determines the level of every subject a student studies.
4. Posting Group Is Not the Same Thing as the Old Stream Label
This distinction is extremely important.
Parents may be tempted to translate:
Posting Group 3 = Express
Posting Group 2 = Normal Academic
Posting Group 1 = Normal Technical
and then continue thinking exactly as before.
That misses the purpose of Full Subject-Based Banding.
Posting Groups primarily help facilitate a student’s initial entry into secondary school.
Once inside secondary school, students can have greater flexibility to study different subjects at different levels.
For example, a student who enters through a particular Posting Group may show considerably greater strength in Mathematics than in another subject.
The system can accommodate that difference more readily.
Students eligible for Posting Groups 1 or 2 may, based on their individual PSLE Achievement Levels, be able to take English Language, Mother Tongue Language, Mathematics or Science at a more demanding level from Secondary 1.
This creates a useful principle for parents:
Do not confuse the child’s overall entry point with the child’s eventual ceiling.
The two are not necessarily the same.
5. Individual Subject Strengths Matter More
This is one of the most meaningful changes in the modern system.
Imagine a child who is:
- very strong in Mathematics;
- reasonably strong in Science;
- developing in English;
- and weaker in another subject.
An aggregate number cannot fully describe that student.
Full Subject-Based Banding allows the secondary-school system to respond more closely to those individual strengths.
That creates a better question for parents after PSLE:
Instead of asking only:
“What was the total score?”
also ask:
“Where are my child’s strongest subjects?”
and:
“Which subjects need more support?”
This is much closer to the way future subject choices and learning pathways may develop.
6. A New Higher Mother Tongue Opportunity from 2026
There is another significant change affecting students entering Secondary 1 from 2026.
Previously, eligibility to take Higher Mother Tongue Language in secondary school was linked partly to the student’s overall PSLE performance.
From 2026, students who demonstrate strong performance specifically in Mother Tongue have greater opportunity to continue at Higher Mother Tongue level.
MOE announced that Secondary 1 students who obtain:
AL1 or AL2 in Mother Tongue Language
or:
Distinction or Merit in Higher Mother Tongue Language at PSLE
can offer Higher Mother Tongue Language in secondary school regardless of their overall PSLE score.
This reflects the same broader philosophy:
recognise subject-specific strength rather than allowing one aggregate result to dominate every decision.
7. PSLE Mathematics Changes in 2026
Parents preparing a child for PSLE should also be careful about using outdated examination information.
SEAB’s official 2026 PSLE examination listing identifies Mathematics as revised for 2026.
This coincides with the 2021 Primary Mathematics syllabus reaching Primary 6.
MOE’s syllabus documentation states that Primary 6 students continued with the earlier syllabus in 2025, while the 2021 Primary Mathematics syllabus becomes applicable to Primary 6 from 2026.
The broader emphasis of the Mathematics assessment includes:
- mathematical facts and concepts;
- computation;
- interpretation of information;
- application in different contexts;
- mathematical reasoning;
- analysis;
- inference;
- and selecting appropriate problem-solving strategies.
For students, this reinforces an important lesson:
PSLE Mathematics preparation should not become nothing more than memorising procedures.
A child needs both:
accuracy
and:
transfer.
They must know what to do when the problem looks familiar and also know how to reason when it does not.
8. PSLE Science Changes in 2026
Science is also marked by SEAB as a revised PSLE examination from 2026.
The revised examination aligns with the newer Primary Science syllabus.
The assessment continues to require both knowledge and the ability to use scientific knowledge.
Students are expected not merely to remember facts but to:
- interpret information;
- analyse evidence;
- make predictions;
- reason scientifically;
- evaluate observations or methods;
- apply concepts to unfamiliar situations;
- and communicate explanations clearly.
For many pupils, this explains a familiar situation:
“I know the Science topic, but I still lose marks.”
Knowing the concept is only one layer.
The student must also recognise:
what the question is testing
- which evidence matters
- which scientific relationship applies
- how to express that relationship precisely.
That is why endless memorisation alone may eventually stop producing improvement.
9. The Assessment Environment Has Changed Too
The changes surrounding PSLE are not limited to PSLE itself.
MOE has progressively reduced the number of formal school examinations.
Weighted assessments and examinations were removed for Primary 1 and Primary 2 from 2019.
Mid-year examinations were progressively removed, and MOE states that they had been removed across primary, secondary and junior college levels by 2025.
The objective is to create more room for learning rather than organising the entire school year around repeated major examinations.
However, this creates an important practical consequence.
A Primary 6 child may have fewer large formal examination checkpoints than children from previous generations.
Parents therefore need another way of checking whether learning is actually secure.
10. Fewer Exams Does Not Mean Less Need for Feedback
This is where parents can easily misunderstand the change.
If schools reduce formal examinations, the answer should not be:
“Then we do not need to check the child’s progress.”
Nor should the answer necessarily be:
“Replace every removed school examination with another tuition examination.”
The useful middle ground is diagnostic feedback.
For example:
Mathematics
Can the child:
- calculate accurately?
- interpret a problem?
- decide which method to use?
- solve a multi-step problem independently?
- detect an unreasonable answer?
English
Can the child:
- understand increasingly complex passages?
- infer meaning?
- use vocabulary accurately?
- construct grammatically controlled sentences?
- organise ideas coherently?
- edit their own writing?
Science
Can the child:
- recall the concept?
- identify the relevant variable?
- interpret diagrams, tables and graphs?
- explain cause and effect?
- use scientific language accurately?
The objective is not constant testing.
It is:
constant information about learning.
11. School Choice Still Matters
The changes do not mean that secondary-school choice has become irrelevant.
Families still need to make thoughtful choices after receiving PSLE results.
But choosing a school should not be reduced to one question:
“Which is the highest-ranked school my child can enter?”
A better decision may consider:
- suitable academic environment;
- subject offerings;
- programmes;
- Co-Curricular Activities;
- school culture;
- travelling time;
- specialised strengths;
- learning support;
- Higher Mother Tongue availability;
- Applied Learning Programmes;
- and whether the child is likely to thrive there.
A school that is theoretically “better” on one ranking dimension may not necessarily be the better environment for a particular child.
12. Choice Order Should Be Thought Through Carefully
Under the AL-based posting system, wider scoring bands mean that more students can have identical PSLE scores than under the old finely differentiated T-score system.
School choices should therefore be made deliberately.
Parents should consider building a list that contains:
ambitious possibilities
- realistic possibilities
- secure possibilities
rather than choosing six schools with nearly identical historical entry profiles.
Historical cut-off points are useful references.
They are not guarantees.
A school’s eventual cut-off point is only known after that year’s Secondary 1 posting exercise has been completed.
13. PSLE Preparation Should Begin with the Earliest Weak Link
One of the most useful ways to prepare for PSLE is not to ask:
“How many more papers should my child complete?”
Ask instead:
“What is causing the lost marks?”
The visible mistake may not be the original problem.
For example:
English
Weak comprehension may actually begin with:
limited vocabulary
→ inaccurate sentence interpretation
→ weak inference
→ incomplete comprehension answer.
Mathematics
A difficult word problem may actually expose:
weak fraction concept
→ incorrect representation
→ wrong equation
→ incorrect answer.
Science
A weak open-ended answer may begin with:
incomplete concept
→ inability to identify the tested relationship
→ vague explanation
→ lost marks.
Fixing only the final error can lead to repeated frustration.
Finding the earliest weak link usually produces a stronger repair.
14. Helpful Tip: Separate Knowledge Problems from Performance Problems
Not every low score has the same cause.
A useful diagnosis separates at least four possibilities.
A. The child does not know
This is a knowledge gap.
Teach or relearn the concept.
B. The child knows but cannot apply
This is a transfer problem.
Use varied questions and unfamiliar contexts.
C. The child knows and can apply but makes careless mistakes
This is a performance-control problem.
Work on checking routines, pacing, attention and error detection.
D. The child performs well during practice but poorly under examination conditions
This may be an execution problem.
Practise:
- timing;
- question selection;
- recovery after difficult questions;
- examination pacing;
- and emotional regulation.
Giving all four children another stack of identical worksheets would not solve the same problem.
15. Helpful Tip: Do Not Chase AL Boundaries Blindly
Achievement Level boundaries naturally attract attention.
A student close to the next Achievement Level may indeed benefit from correcting a few recurring errors.
But parents should be careful not to turn every mark into a crisis.
The larger objective should remain:
increase the child’s underlying capability.
If capability improves, marks usually have a stronger foundation from which to improve.
If only examination tricks improve, results may become fragile.
This matters especially when the child reaches secondary school, where content becomes deeper and increasingly interconnected.
16. Helpful Tip: Build Error Intelligence
A completed practice paper is not particularly valuable if the child simply checks the score and puts it away.
After completing work, classify mistakes.
For example:

17. Helpful Tip: Practise Retrieval, Not Just Recognition
Reading notes can create an illusion of familiarity.
A child looks at a page and thinks:
“Yes, I know this.”
But examination conditions require something different.
The child must retrieve the information without seeing the answer first.
Useful methods include:
- closed-book recall;
- short quizzes;
- explaining a concept aloud;
- recreating diagrams;
- solving questions without worked examples beside them;
- teaching the idea to someone else;
- and returning to the topic several days later.
Learning that can only be recognised is weaker than learning that can be independently retrieved.
18. Helpful Tip: Use Practice Papers at the Correct Stage
Practice papers are useful.
But timing matters.
A child with large conceptual gaps may gain little from repeatedly attempting full examination papers.
A better sequence can be:
Learn → practise skill → mix skills → practise sections → practise full papers → analyse errors → repair → retest
Full papers are particularly useful when the student needs to develop:
- stamina;
- pacing;
- switching between question types;
- examination strategy;
- and final-stage accuracy.
They should not replace actual learning.
19. Helpful Tip: Protect Sleep and Cognitive Performance
In the final months before PSLE, some students respond to anxiety by studying progressively later into the night.
That can become counterproductive.
PSLE requires:
- attention;
- working memory;
- comprehension;
- calculation;
- reasoning;
- recall;
- and self-control.
These are cognitive functions.
Preparation should therefore aim to produce a child who arrives at the examination:
knowledgeable
- practised
- alert
- psychologically stable.
Exhaustion is not evidence of preparation.
20. Helpful Tip for Parents: Separate the Child from the Score
A PSLE score contains useful educational information.
It does not contain all the information about a child.
It cannot fully measure:
- curiosity;
- kindness;
- creativity;
- resilience;
- leadership;
- humour;
- persistence;
- social intelligence;
- practical intelligence;
- artistic talent;
- sporting ability;
- or the person the child may become.
Singapore’s wider education reforms increasingly recognise that students possess different strengths and that educational pathways need greater flexibility.
Parents can reinforce this distinction.
Instead of:
“You are an AL5 student.”
prefer:
“You obtained AL5 for this subject at this examination. Let us understand what you know now and what you can learn next.”
One statement creates an identity.
The other describes a current learning position.
That difference matters.
21. What Happens After PSLE Is Also Changing
The modern PSLE cannot be understood properly without looking ahead into secondary education.
From the 2024 Secondary 1 cohort onwards, Full Subject-Based Banding has changed how students experience secondary school.
Students may study different subjects at different G1, G2 or G3 levels according to their strengths and progress.
Then, from 2027, the Singapore-Cambridge Secondary Education Certificate — the SEC — begins replacing the separate N- and O-Level examination certificates.
Students will sit subjects at the levels they study rather than being defined principally by one stream label.
The pathway therefore increasingly looks like this:
Primary School
↓
PSLE
↓
Secondary-school placement
↓
Posting Group as an initial entry point
↓
Subjects at appropriate G1/G2/G3 levels
↓
Opportunity for adjustment as the student develops
↓
Singapore-Cambridge SEC
This is a more flexible architecture than the one many parents remember.
22. What Has Not Changed?
Amid all these reforms, some fundamentals remain.
Students still benefit enormously from:
- strong reading habits;
- fluent foundational Mathematics;
- scientific curiosity;
- good vocabulary;
- accurate language;
- consistent revision;
- clear thinking;
- disciplined practice;
- and the ability to learn independently.
The examination system may evolve.
The value of genuine learning does not.
23. The Best PSLE Strategy Is Not Merely “Study Harder”
A modern PSLE strategy should be more precise.
Instead of:
more tuition
- more worksheets
- more practice papers
- more hours
consider:
diagnose → repair → practise → retrieve → apply → check → adapt
The child should increasingly know:
- what they are learning;
- why they got something wrong;
- how to correct it;
- whether the correction lasts;
- and whether they can use the knowledge in a new situation.
That is preparation not only for PSLE.
It is preparation for secondary school.

PSLE
→ current achievement profile
→ initial secondary-school placement
→ subject-level choices
→ further learning
→ adjustment as strengths develop
→ multiple future pathways.
That does not remove competition.
It does not make every educational decision easy.
And it certainly does not mean that Primary 6 students should stop preparing carefully.
What it does mean is that the PSLE should increasingly be seen for what it is:
an important checkpoint in a much longer learning journey.
A child should prepare seriously for it.
Parents should understand the system carefully.
Teachers should diagnose learning accurately.
But nobody needs to mistake one examination taken at approximately twelve years old for the final definition of what that child can become.
The landscape of PSLE is changing.
The most useful response is therefore not panic.
It is better information, better preparation, better diagnosis and a clearer understanding of what comes next.
