Civilisation OS | Visionary Function by Phase (Word-Lock)

When the system is collapsing (Phase 0), the Visionary must preserve a minimum viable “why” and hold the civilisation together long enough for reality and repair to work.

When the system is stabilising (Phase 1), the Visionary must choose the recovery doctrine: what the society will prioritise, what it will stop doing, and what legitimacy bargain makes repair possible.

When the system is growing (Phase 2), the Visionary must choose direction without letting growth eat the civilisation: prevent expansion from destroying alignment, legitimacy, and buffers.

When the system reaches drift-control (Phase 3), the Visionary must institutionalise the maintenance culture: protect drift-control from boredom, complacency, and slow value-rot—so Phase 3 stays Phase 3.

If civilisation is a flight system, Visionaries are the route and destination setters.

They do not “measure reality” (Oracle).
They do not “steer and execute” (Operator).

They define the mission, pick the route, set the tradeoffs, and generate alignment—so Operators can fly and Oracles can instrument. The Phase label tells you what kind of Visionary work is survival-critical right now.

Visionary Phase 0 Definition (Collapse / Coordination Failure)

In Phase 0, the Visionary’s job is cohesion under panic.
