A civilisation becomes more resilient when people can preserve, restore and pass on the abilities on which everyday life depends. Competence makes that possible. It turns an instruction into work that meets a standard, an unfamiliar problem into a reasoned response, and experience into something another person can learn.
But competence must exist where it is needed. A qualification in a drawer, an expert who cannot be reached, or a procedure that nobody has practised offers a different kind of assurance from a team that can actually keep an essential service working. The difference becomes visible when ordinary support disappears.

Coherence connects contributions. Competence gives those contributions substance. Resilience depends partly on how that substance is maintained, distributed and renewed.
Part of: What Is Civilisation? The title identifies a central contributor to resilience. It does not imply that skill alone can overcome every shortage, injustice or physical limit.
The empty chair test
Imagine a community learning centre preparing for the retirement of its most experienced coordinator. The centre has teaching materials, rooms, a timetable and a shared folder full of procedures. Its monthly report shows that classes are running. From a distance, continuity looks secure.
During a planned handover, the coordinator takes no part in a rehearsal. A room booking conflicts with another activity. Several new learners need to be placed in suitable groups. A substitute tutor needs the latest lesson notes. None of these is an extraordinary event. Together, they reveal how much the coordinator used to resolve without anybody noticing.
One colleague knows where the files are but cannot identify the current version. Another can arrange rooms but does not know which teaching activities can move. A third understands the learners but is already teaching and cannot handle the front desk simultaneously. The centre has retained its visible resources. It has not yet transferred the working judgement that made those resources usable.
The rehearsal has produced useful information. The problem is now specific enough to repair: document the decisions behind group placement, practise the room substitution process, and arrange real coverage for the front desk. “We need better staff” would have been a much less accurate conclusion.
This is the empty chair test: when a familiar person steps away, which abilities remain available to the organisation? It can be carried out through a safe, announced exercise. Its purpose is to reveal dependencies while there is still time to teach, change arrangements and check the result.
What competence means in this article
Here, competence means demonstrable ability to perform a defined task to an acceptable standard under stated conditions. This is a working definition for the argument, rather than a claim that every profession uses the same assessment framework.
Every part matters. A task gives the claim a boundary. A standard tells us what counts as satisfactory work. Conditions identify the tools, time, assistance and circumstances under which the ability has been demonstrated. Evidence allows someone else to judge the claim.
“She is competent” is incomplete. “She can prepare the next week’s room allocation, identify clashes and produce a usable revised schedule with the normal booking records” is much more informative. We can then ask whether she can do it with incomplete records, whether she needs supervision, and when the ability was last checked.
Competence includes recognising the edge of one’s ability. A person who identifies a problem and obtains appropriate specialist help may exercise better judgement than someone who confidently attempts work beyond their training. Knowing when to stop, ask or escalate is part of doing a task responsibly.
It is also specific to a domain. A capable teacher is not automatically a capable electrician. A brilliant researcher may need instruction in managing a public service. The claim belongs to the task and its evidence; it should not spread across a person’s entire identity. Assessing competence should help people receive suitable responsibility and support, without turning performance into a verdict on their worth.
Resilience means keeping a useful future open
The United Nations Office for Disaster Risk Reduction defines resilience around a system’s ability to handle hazards through resistance, absorption, adjustment, transformation and recovery, including preservation and restoration of essential functions. This is broader than simply returning to the previous arrangement. Read UNDRR’s resilience definition.
For this article, the practical question is whether people can sustain or regain essential functions within the disturbances being considered, while retaining the ability to continue afterwards. We should name the function and the disturbance. A centre might cope well with one tutor’s absence but struggle with the loss of its building. Evidence for the first tells us little about the second.
The recovery goal may also change. If an old arrangement depended on one person doing two jobs indefinitely, restoring that arrangement recreates the same exposure. A better recovery could preserve the service through a different timetable, a smaller programme or a more teachable division of work.
This gives competence a precise role. People need enough understanding to identify what matters, enough skill to act, and enough judgement to check whether their response is working. They also need the resources and permission to use those abilities. Resilience emerges from that wider arrangement; it cannot be read directly from a count of trained people.
Coherence and competence answer different questions
Coherence asks whether contributions fit together. Competence asks whether those contributions can meet the demands placed on them. Either can be present without enough of the other.
Consider a group that shares information promptly, agrees on priorities and understands its roles, but lacks the skill to assess an unfamiliar learning difficulty. Its coordination is useful. It still needs appropriate expertise. Now consider experienced tutors who each understand the learners but use conflicting records and cannot agree who will arrange support. Their individual ability has not become an effective shared response.

The repair depends on the diagnosis. Another coordination meeting cannot substitute for the missing expertise. Another individual training course cannot by itself settle conflicting authority. In the first case, introduce or develop the relevant ability. In the second, change how information and responsibility move.

How competence connects to EnDist
In eduKate’s EnDist vocabulary, the concern is useful forward movement that remains after friction, error, rework and other losses. EnDist is an eduKate analytical concept, rather than a physical unit or an independently established universal law. The coherence companion develops that relationship.
Competence matters at the point where coordinated intention must become a result. A team may agree that learners should receive timely feedback. Someone still needs to read the work accurately, identify a useful next step, explain it clearly and check whether the learner can use it. Agreement supplies direction. Competence supplies the ability to deliver.
Errors can consume the benefit of coordination. A beautifully scheduled series of lessons may leave a misconception untouched. Promptly circulated instructions may send everyone towards the wrong procedure. More activity does not settle whether something useful has been achieved.
The relationship also works across time. When another person learns to perform the task, the original effort can support future work beyond its first occasion. When the ability remains trapped in one individual, useful progress becomes harder to sustain after that person’s departure.
The proposition is therefore conditional: competence helps coherent effort become useful results, and transferable competence helps those results remain possible through disruption and succession. The result still needs to reach people, serve a worthwhile purpose and avoid imposing hidden costs elsewhere. We cannot infer all of that from technical success alone.
Make the competence claim small enough to check
A useful competence record should tell a future colleague what someone can actually do. Long lists of broad labels often leave that colleague guessing. “Administration,” “leadership” and “problem solving” may describe an area of work without identifying a usable ability.
Return to the learning centre. A more useful record might state: “Prepared a revised room schedule for three classes after one room became unavailable; preserved the stated accessibility requirements; notified the affected tutors; checked that each tutor received the correct version.” The claim names a task, a constraint, an action and evidence of completion.
A second line should record the conditions. Was this a rehearsal or real work? Did the person use an existing template? Was a supervisor giving prompts? Were all booking records available? Assistance is not a defect, but it changes what the demonstration establishes. An accurate record can recognise supported performance without presenting it as independent performance.
A third line should identify the remaining limit and next check. Perhaps the person has not handled two simultaneous room losses. Perhaps the procedure has changed since the demonstration. These details make the record useful for assigning responsibility and planning instruction.
Qualification, attendance, experience and observed performance can each contribute evidence. Their relevance depends on the claim. Attendance establishes participation in training. A qualification establishes whatever its assessment actually covered. Neither should silently become proof of every task an employer later attaches to the role.
The aim is proportionate assurance. A low consequence office task may need a brief demonstration and review of the result. Work with serious consequences requires the relevant professional standards, supervision and assessment. A generic article cannot replace those arrangements, but it can make the underlying question clearer: what evidence justifies this particular responsibility?
Competence begins with an accurate account of the problem
When work goes wrong, a fast explanation can be less useful than a careful observation. “The substitute cannot manage the class” is an interpretation. “The substitute received last week’s lesson plan, the room changed without notice, and two learners were placed in the wrong group” gives us something to investigate.
Those facts suggest several possibilities. The substitute may lack relevant teaching experience. The handover may be incomplete. The schedule may demand more than one person can do. Different explanations require different repairs, and more than one may be true.
A useful next step distinguishes between them. Give the substitute the correct materials and an accurate group list, then observe the same bounded teaching task with suitable support. If the difficulty remains, examine the teaching skill. If it largely disappears, the handover deserves attention. A single observation will rarely settle everything, but it can prevent an unsupported judgement from becoming policy.
This is part of competence itself: selecting a check that can change one’s mind. Repeating the original assumption more confidently does not produce additional evidence. Nor does one successful day prove that the problem is permanently resolved.
The same discipline should apply when things go well. Did the process work because it was reliable, or because an experienced colleague quietly corrected it? Did a learner demonstrate understanding, or recognise a question already rehearsed? Did a service recover through a usable plan, or through unusual help that will not be available next time?
Competent judgement becomes more credible when it can describe those alternative explanations and identify the evidence that separates them.
Practise the task with a relevant change
Routine performance is valuable. A person who reliably carries out familiar work is contributing something real. The question is how far that evidence extends when conditions change.
For the centre’s scheduling task, a relevant variation could be one unavailable room or a tutor arriving later than planned. It should preserve the real purpose of the work while changing an assumption that matters. The learner must identify the effect, choose an acceptable response and explain what they checked.
The exercise should be announced, proportionate and conducted where errors can be corrected without harming people. Removing several supports at once may create confusion without revealing which ability needs development. A better early exercise changes one important condition and keeps enough support for useful feedback.
Afterwards, ask what transferred. Could the person recognise the problem without being told its name? Could they choose among alternatives? Did they know which constraint could be relaxed and which had to remain? Could another colleague use the resulting schedule?
Then teach the missing part and repeat with a different example. Repeating the exact exercise may test memory of the exercise. A second, relevant variation gives a better view of whether the underlying judgement is developing.
No finite set of rehearsals proves readiness for every possible event. It can establish a more modest and useful claim: this team has handled these demands under these conditions, knows some of its remaining limits, and has a route for obtaining help when those limits are reached.
A worked example: three backup lists can still hide one bottleneck
Suppose the learning centre needs three roles staffed at the same time during an agreed service period: learner intake, room scheduling and materials preparation. In this illustrative exercise, each person can fill only one role at a time. “Yes” means the person has demonstrated the specified role to the required standard. It does not mean unlimited expertise.

On an ordinary day, Asha can handle intake, Ben can handle scheduling, and Chen can prepare materials. Devi is available to cover materials. Counting each column gives two people for every role. A report that stops at that count might describe the arrangement as fully backed up.
Now remove Asha from the available roster. Ben is the only remaining person who can handle intake and the only remaining person who can handle scheduling. Every column still contains at least one “Yes,” but there is no valid assignment of three different people to the three simultaneous roles. Ben cannot occupy both positions at once.
The gap is not another materials preparer. It is the absence of an additional usable path through intake or scheduling. Suppose Chen receives appropriate training and then demonstrates room scheduling. The revised arrangement can cover the absence of any one person under this example’s assumptions.
If Asha is absent, assign Ben to intake, Chen to scheduling and Devi to materials. If Ben is absent, assign Asha to intake, Chen to scheduling and Devi to materials. If Chen is absent, Asha and Ben cover intake and scheduling while Devi prepares materials. If Devi is absent, the original Asha–Ben–Chen assignment works.
This is a narrow result. It assumes the remaining people are present for the whole period, have the necessary access, and can meet the workload. It does not establish coverage for two absences, breaks, a demand surge or the loss of a room. Those conditions require separate arrangements.
The lesson is practical: count feasible assignments, not just names in separate backup lists. A competence map becomes a resilience tool when it is checked against time, simultaneous demand and actual availability.
A handover is complete when the receiver can use it
Sending a document is an action by the sender. A successful handover is a change in what the receiver can now do. Treating the two as equivalent can make a transfer appear complete before the working ability has moved.
In the centre, the retiring coordinator might provide the room scheduling procedure. The receiver then carries out a rehearsal, explains a choice and identifies a case the document does not cover. Together, they improve the procedure. A later attempt with less assistance shows what has transferred.
Some knowledge belongs in explicit instructions: where the current records are kept, which fields must be completed and who receives the revised schedule. Other knowledge emerges through explanation and practice: why a seemingly convenient room is unsuitable for a particular activity, or which unresolved detail should stop a booking from being confirmed.
The documentation should preserve both the steps and the reasons that guide exceptions. That does not require recording every conversation. A few well chosen examples can make the decision boundary clearer than a long account of routine cases.
The sender also needs permission to discover that the first explanation was insufficient. A failed rehearsal can be evidence about the handover design, not simply about the learner. Revising the explanation and trying again is part of transferring competence.
The useful completion question is therefore concrete: can the receiver carry out the agreed task, recognise its limits and obtain the right help, with the support the role will actually provide?
Ability needs access, time and authority
A person may know exactly how to solve a scheduling conflict but lack permission to amend the booking. Another may be authorised but unable to reach the current records. A third may have both access and authority while already responsible for a class that cannot be left unattended.
These are different constraints. They should appear alongside the competence claim rather than being absorbed into a vague judgement that the team is unprepared. Training addresses a missing ability. Access arrangements address unavailable information or tools. Delegated authority addresses a decision that otherwise waits for an absent approver. Staffing addresses competing demands on the same person’s time.
When rehearsing a handover, include the actual route from noticing a problem to making an allowed change. Who can decide? What information do they need? What can proceed while a decision is pending? Who confirms that the change reached the affected people?
The same distinction applies to outside help. A centre may reasonably rely on a specialist for work it should not attempt itself. That reliance becomes more useful when there is an agreed contact route, an understood scope and a realistic expectation of response time. Merely knowing that specialists exist does not establish that one will be available when needed.
Competence becomes deployable when the organisation can place the right ability into the required role within the relevant time. That is a stronger claim than having the ability somewhere on a staff list.
Skill cannot supply every missing condition
There are situations in which capable people cannot achieve the desired result because an essential condition is absent. A tutor cannot provide a suitable learning space simply by becoming more resourceful if no accessible room is available. An excellent plan cannot create more staffed hours than the roster contains.
Recognising such a limit is useful judgement. It allows the organisation to change the scope, obtain resources or suspend work that cannot be delivered acceptably. Calling every unmet demand a competence problem can hide a resource decision that somebody else needs to make.
Training itself consumes time and attention. In the coverage example, Chen needs an opportunity to learn scheduling while someone else protects the materials role. If the centre fills every available hour with current delivery, its stated commitment to succession has no practical place to occur.

The decision should follow the consequence of the gap. A minor task that can wait may need a simple note. A function whose interruption prevents essential service deserves a more dependable transfer. Equal training effort across every activity would ignore the differences that make resilience planning worthwhile.
Judge recovery by the function people receive
“The system is back” can describe several different events. A booking application may be available again while nobody has reconciled the temporary paper records. A room may reopen while the learners assigned to it still have the wrong timetable. Technical restoration is one step towards restored service.
A useful recovery check follows the work to its receiver. Can learners find the correct class? Can tutors use the materials they need? Have changes made during the interruption been carried into the current records? Can the next shift understand what remains unresolved?

Its planning materials address dependencies, cascading consequences, priorities and performance goals. At the centre’s smaller scale, this suggests a practical distinction between reopening and completing recovery. The centre might reopen selected classes first, state which services remain unavailable, and assign responsibility for reconciling outstanding records. The temporary arrangement should have a review point and a clear account of who is still waiting.
It should also account for the people who carried the recovery. If the revised service depends on the same small group extending their hours repeatedly, the next week’s coverage needs attention. A result that uses up the ability to deliver tomorrow has a different durability from one achieved within a sustainable arrangement.
The relevant competence includes recognising those unfinished parts. Recovery is a piece of work with a receiver, a standard and conditions, just like the tasks that preceded the disruption.
Apollo 13: preparation helped with an unrehearsed problem
NASA’s 2020 interview with Apollo 13 astronauts Jim Lovell and Fred Haise offers a bounded example. Recalling the oxygen tank emergency, Lovell described a situation that was new to the crew and Mission Control. Haise explained that their extensive simulation training had connected the crew with ground controllers, while the actual emergency lacked a ready-made response matching what happened. Their account describes working together to understand the damage and use the resources still available. Lovell also emphasised that the timing of the explosion affected their prospects. The inference for this article is limited but useful: preparation can develop the ability to investigate and cooperate when the exact event has not been rehearsed. It does not make material conditions irrelevant. A successful mission response cannot prove a universal rule for societies, but this account makes the relationship between practised ability, shared work and circumstance concrete.
Education gives competence somewhere to grow
The connection to education begins with a simple distinction: producing an answer and possessing the ability behind that answer are different claims. A student may complete familiar work with prompts while still needing help to choose a method independently. That is a useful stage of learning, provided we can see it accurately.
Consider an illustrative mathematics lesson about fractions. A learner correctly completes a subtraction after the teacher demonstrates a common denominator. To understand what the learner can now do, the teacher changes the numbers and asks the learner to explain the choice of denominator. The teacher then presents an incorrect worked solution and asks where its reasoning changes the value of the fractions.
These tasks ask different things. The first may show successful use of a demonstrated method. The second gives evidence about selecting and explaining that method. The third asks the learner to inspect reasoning rather than merely produce another answer. None needs to become a dramatic test of character.
If the learner cannot explain the denominator, the next teaching step becomes clearer. Repeating many nearly identical questions may improve fluency, but the teacher should also revisit the meaning of equivalent fractions. A later example can check whether that explanation helped.
The same approach works in writing. A student can improve a paragraph after a teacher identifies every weak sentence. A different competence appears when the student can identify an unsupported claim, choose relevant evidence and explain why a revision makes the paragraph clearer. Support can be reduced gradually as the student gains the relevant ability.
For parents, the useful question is often “What can my child now do, and where is help still needed?” That question invites a specific answer from the child, teacher or tutor. It is more informative than treating every score as a complete measure of readiness for the next task.

A civilisation must replace the people who know how
Every working arrangement faces succession. People retire, move, change roles and become unavailable. An organisation can preserve its name and records while losing an ability that once made its service dependable.
The time horizon changes the meaning of competence. Today’s question is whether someone can perform the task. The succession question is whether somebody else can learn it before the first person leaves, and whether the organisation can recognise when that transfer is sufficient.
The centre’s coordinator therefore has two pieces of work during the handover period. One is to continue delivering the current service. The other is to help the next person develop the judgement that delivery requires. If only the first appears in the workload plan, the second becomes an unpaid hope.
Teaching ability deserves attention of its own. An expert may perform a task almost automatically and struggle to describe the cues they use. Watching a learner attempt the task can reveal those hidden decisions. The explanation improves when the expert identifies what they noticed, why it mattered and what would have led them to choose differently.
The next person may also improve the process. A confusing file structure that the expert navigates from memory may become obvious to a newcomer. Succession can preserve important judgement while removing an unnecessary obstacle.

Tools change the competence we need to retain
A tool can make a difficult task easier and expand what people can deliver. The competence question changes with the tool: what must the user understand to choose an appropriate task, inspect the result and respond when the tool is unavailable or unsuitable?
Suppose the centre uses an automated scheduler. The software proposes a room allocation, but someone must still know whether the recorded constraints reflect the actual classes. An allocation can satisfy the entered data while failing a need that was never entered. The person checking the result needs enough understanding of the service to notice the omission.
If the tool is unavailable, the centre need not reproduce every automated feature manually. It can define a smaller temporary service and practise the minimum scheduling work needed to support it. That is a deliberate choice about essential function, acceptable delay and the abilities worth maintaining.
A generated explanation presents a similar issue in learning. An AI system can produce fluent reasoning. To use that reasoning responsibly, the learner or educator needs a way to check the steps, assumptions and fit with the question. A polished answer alone does not establish that the student could recognise an error or explain the method.
These are design considerations rather than a claim that every use of automation weakens skill. A tool may support practice and feedback, or it may remove the occasion to practise. The arrangement should make that choice visible. Keep the human understanding required to direct, verify and recover the work, and review that requirement when the tool or task changes.
What an organisation rewards becomes part of the problem
Imagine two coordinators. One resolves every exception personally and receives praise for keeping the centre running. The other spends time making exceptions teachable, which temporarily reduces the number of tasks they complete themselves. If performance is measured only through immediate individual output, the first arrangement may look better even while the second builds more usable coverage.
A review can make both contributions visible. What work did the person complete? What ability did they help another person develop? Which recurring difficulty did they remove? What evidence shows that the new arrangement can function without their constant intervention?
This does not require treating every colleague as a future replacement or turning every interaction into an assessment. It means recognising instruction, documentation and checked handovers as real work when continuity depends on them.
It also changes how leaders should receive a report of uncertainty. If admitting a limit leads immediately to humiliation, a staff member has a reason to keep the limit hidden. If the organisation responds with a specific check, appropriate support and clear responsibility, the information can guide a repair. Accountability remains: the task still needs to meet its standard, and repeated gaps still require action.

A practical competence review for one essential function
Begin with one function whose interruption would matter to the people you serve. A focused review is easier to act on than a large inventory of every skill in the organisation. The following is a planning aid, not a certification standard or a universal resilience score.
- Name the service and its minimum acceptable result. For the centre, this might be allocating learners to suitable classes and ensuring they receive the correct location and time. State any requirements that must remain intact.
- Identify the tasks that produce that result. Include the decisions, checks and handovers. Avoid grouping several simultaneous responsibilities under one reassuring role title.
- Record the evidence of ability. Note what each person has demonstrated, under which conditions, with what assistance and when. Distinguish a planned training course from an ability already demonstrated.
- Check a feasible roster. Assign actual people to the tasks over the relevant period. Account for simultaneous work, other commitments, access and authority. Try the absence that matters most to the current plan.
- Rehearse a bounded variation. Choose a safe exercise that can reveal a real gap. Preserve appropriate supervision and essential service. Record what happened before deciding why it happened.
- Repair the constraint you found. Teach a missing judgement, improve a handover, change an access arrangement, revise the workload or obtain an unavailable resource. Name an owner and a review date.
- Check the repaired task again. Confirm that the receiver can use the result and that the improvement survives the relevant change. Keep any remaining limit visible.
A short record can be enough: function, standard, demonstrated ability, available cover, observed gap, agreed repair and next check. Its value comes from the quality of the evidence and the follow-through. A large spreadsheet that nobody updates can become another reassuring object detached from the work.
The review should also say what was outside its scope. Checking one absence does not establish readiness for several simultaneous disruptions. Demonstrating a task once does not settle how often it needs refreshing. The relevant frequency depends on how rarely the ability is used, how much the process changes and what a failure would mean.
Return to the learning centre
At the next handover rehearsal, the coordinator again steps away. This time, the current room records have an identifiable owner. Chen has demonstrated scheduling and is available for that role. Another colleague maintains materials preparation. The revised timetable reaches the tutors, and a check confirms that learners receive the correct room information.
The useful change is specific. The centre has evidence of an additional working assignment. It has transferred part of the coordinator’s judgement and corrected the information route needed to use it. It can explain which absence the arrangement covers and which situations still need further planning.
