A phase in civilisation is not a historical era, a cultural mood, or a repeating cycle of rise and fall. In Civilisation OS, Phase refers to a civilisation’s real-time operating state under load—how well it can coordinate, repair, grow, and maintain itself while facing real-world constraints.
This definition is fundamentally different from traditional models that describe civilisation in terms of ages, empires, or long historical arcs. Phase is functional, not chronological. It describes what a system can do right now, not what century it belongs to.

Phase Is an Operating State
In engineering terms, Phase is equivalent to the operating condition of a complex system:
- Is it failing?
- Is it being repaired?
- Is it growing safely?
- Is it being maintained to prevent future failure?
Civilisations, like machines or organisms, operate under stress: population pressure, energy limits, coordination demands, and external shocks. Phase describes how the civilisation behaves under those stresses.
Two societies can exist in the same year, with similar technology and wealth, yet operate in completely different Phases.
The Four Phases in Civilisation OS
Civilisation OS defines four core operating states:
- Phase 0 — Failure
Coordination has broken down. Systems no longer reliably function. Trust collapses, rules stop being enforced, and survival replaces long-term planning. - Phase 1 — Diagnosis and Repair
The civilisation recognises failure and focuses on stabilisation. Damage is assessed, core functions are restored, and discipline replaces denial. - Phase 2 — Recovery and Growth
With basic stability restored, the system expands. Growth accelerates, institutions strengthen, and confidence returns. - Phase 3 — Maintenance and Drift Control
The civilisation prioritises long-term stability. Drift is detected early, systems are maintained, and collapse is actively prevented.
These Phases are not moral judgments. They are observable system states.
Phase ≠ Stages ≠ Cycles ≠ Energy Types
Phase must be clearly distinguished from other commonly used concepts:
- Not historical stages
(e.g. Ancient, Medieval, Modern) - Not cyclical theories
(e.g. rise → peak → decline → collapse) - Not planetary or energy classifications
(e.g. Kardashev Type I, II, III)
Those models describe time periods, patterns, or capabilities.
Phase describes system behaviour under load.
A technologically advanced society can still be in Phase 0 if coordination fails. A poorer society can be in Phase 3 if it maintains stability and control.

- wealth distribution

A society’s success or failure is not determined by what it believes, but by how well it operates. Phase explains why:
