SCOPE: Standard surface directory page for every country, enabling global lattice indexing and downward routing

No persuasion.
No debate.
Z5 pages are surface indices, not deep analysis.
Purpose: make every country addressable as a lattice node with stable IDs.

1) Entity

			
ENTITY: Z5 Country Surface Directory
TYPE: Place index page
ROLE: Provide a stable anchor for all Lane×Zoom directories under a country

			
DEFINITION:
A Z5 Country Surface Directory is a minimal, standardised index page
identified by ISO alpha-3 code, listing:
- country identity,
- core lanes,
- links to Z6 organisations and Z4/Z3 deep dives,
- canonical routing pointers.

		

2) PlaceID Standard (Hard Lock)

			
PlaceID = ISO alpha-3 country code
Examples:
SGP, USA, CHN, GBR, FRA, JPN, AUS

			
RULE:
- ISO alpha-3 is mandatory.
- Aliases may exist but must map to the ISO code.
- Never reuse a PlaceID.

List the existence of each major lane at surface level.
