How Archives Work | From Records and Provenance to Appraisal, Custody, Preservation and Evidentiary Continuity

An archive works when records created through real human and institutional activity can survive the end of their immediate business use without losing the provenance, relationships, custody, integrity and access conditions that make them intelligible as evidence.

An archive is therefore not simply a room full of old documents. It is an evidentiary continuity system. It carries records from the activity that produced them into future research, accountability and memory while preserving enough context to answer questions such as: Who created this? In what function? In which file or workflow? Before and after which other records? Under whose authority? Has it changed? Why was it retained? Who may see it?

The National Archives of the United States defines provenance as keeping records from one creating unit distinct from those of another and original order as maintaining the order in which the creator placed the records. These principles protect relationships that can disappear when individual documents are detached from the systems that produced them.

An archival record gains evidentiary power not only from what it says, but from where it came from, how it relates to other records and whether that chain remains inspectable.

Can records created through human and institutional activity be selected, transferred and preserved with enough provenance, context, custody and integrity that future users can discover them, understand what produced them, access them under legitimate restrictions and use them as evidence without severing the record from the system that gave it meaning?

1. Records Begin as By-Products of Activity

Records are created because people and institutions do things: approve budgets, issue licences, send instructions, negotiate agreements, conduct meetings, investigate incidents, enrol students, collect taxes, design buildings or communicate decisions.

The record may later become historically important, but its first job is usually operational, legal, evidentiary or administrative.

2. Document and Record Are Related but Not Identical

A document is recorded information. It becomes a record in a records-management sense when it is created, received or maintained as evidence of activity, obligation or decision.

A blank form is a document. A completed and authorised form inside a business process can become a record of what happened.

3. Records Management Happens Before the Archive

Good archives depend on good recordkeeping upstream. If files were never captured, dates are missing, folders were arbitrarily mixed or decisions occurred only through disappearing messages, the archive cannot reconstruct context after the fact.

Records management therefore establishes rules for creation, naming, filing, retention, protection and disposition while records are still actively used.

4. Retention Schedules Decide How Long Records Must Be Kept

Not every record should be kept forever. Retention schedules define how long categories of records remain active, when they can be destroyed and which records must be transferred for permanent preservation.

NARA describes a records schedule as the legal authority that identifies whether records are temporary or permanent and when destruction or transfer may occur.

5. Appraisal Decides What Has Enduring Archival Value

Archives cannot preserve every record generated by a modern government, company, university or individual. Appraisal evaluates which records warrant long-term preservation.

NARA’s current appraisal process explicitly considers the function of the creating agency, its practices and policies, the importance of records as evidence of government actions and their value for historical memory and society.

Appraisal is therefore not a claim that discarded records were meaningless. It is a governed selection decision made under finite preservation capacity and stated institutional responsibilities.

6. Transfer Moves Responsibility From Creator to Archive

Permanent records may remain with their creating institution for years before transfer. When the authorised transfer occurs, responsibility for long-term custody, preservation and access moves into the archival system according to law, policy or donor agreement.

Transfer should preserve information about what moved, from whom, under which authority, with which restrictions and in what condition.

7. Accession Turns a Transfer Into an Accountable Archival Intake

Accessioning records an archival acquisition as a controlled event. The archive identifies the transferring body or donor, dates, quantity, formats, legal terms, restrictions, condition and relationship to existing holdings.

8. Custody Tracks Who Is Responsible for the Records

Custody concerns possession and responsibility for protecting records. Legal custody, physical custody and intellectual ownership can differ.

An archive may physically preserve records created by a government department without becoming the author of those records. A donor may transfer papers while copyright remains with another rights holder.

9. Provenance Preserves the Link to the Creator

The principle of provenance keeps records of one creator or recordskeeping unit distinct from another so the source and institutional context remain visible.

A memo means something different when it is known to come from a minister’s private office, a junior administrative unit or an external contractor. Provenance carries that contextual information forward.

provenance ≠ truth; it tells us where the record came from, not whether every claim inside it is accurate.

10. Original Order Preserves Relationships Created by Work

Original order preserves, where meaningful and recoverable, the arrangement in which the creator maintained and used the records.

A sequence of drafts, approvals, comments and final decisions can reveal how an outcome emerged. Rearranging every document independently by topic can destroy those workflow relationships.

Archivists may need to reconstruct or document order when records arrive disorganised, but the aim remains to preserve or explain the relationships created by the original activity.

11. Arrangement Gives Structure Without Erasing Provenance

Archival arrangement often works hierarchically: collection or fonds → series → subseries → file → item, depending on institutional practice.

This lets archivists describe large bodies of records without pretending every piece exists independently. A single letter can be understood through the file, series and creating office around it.

12. Archival Description Explains Context as Well as Content

Archival description records creator, dates, scope, administrative or biographical history, arrangement, extent, access conditions, related materials and other information needed to interpret a body of records.

This differs from ordinary library cataloguing because the archive often describes aggregations of interrelated records rather than treating every item as a separately published work.

13. A Finding Aid Is a Route Into the Records

A finding aid describes the organisation and contents of an archival collection so researchers can identify relevant series, files or items.

It may be detailed without reproducing the records themselves. Like a library catalogue, it is a navigation layer, not the underlying evidence.

14. Identifiers Keep Records Stable Across Systems

Reference codes, accession numbers, file identifiers and digital object identifiers help distinguish records as descriptions, storage locations and software change.

A stable identifier lets a citation continue to point toward the same archival object even if the public website or search interface is rebuilt.

15. Authenticity Asks Whether the Record Is What It Claims to Be

Authentication can draw on signatures, seals, metadata, provenance, custody, file structure, format, physical characteristics and comparison with related records.

An authentic record can contain mistakes or deception. A genuine official report may still be biased or wrong.

16. Integrity Asks Whether the Record Remains Complete Enough for Its Evidentiary Job

Integrity concerns whether a record has remained sufficiently complete and unaltered, or whether changes are documented well enough for later users to understand them.

For paper this can involve missing pages, substitutions or annotations. For digital records it can involve file modification, metadata change, migration or corruption.

17. Fixity Detects Unexpected Digital Change

Digital archives can calculate checksums and compare them over time to detect whether stored bitstreams changed unexpectedly.

A checksum cannot prove that the record was truthful, properly authorised or correctly described. It protects one narrower claim: whether the monitored digital object changed since a known state.

18. Physical Preservation Controls the Environment Around Records

Paper, film, photographs, magnetic media and other materials deteriorate differently. Preservation can include stable temperature and humidity, protective enclosures, appropriate shelving, pest control, conservation treatment, disaster planning and reduced handling.

The aim is continued usability, not cosmetic perfection.

19. Digital Preservation Has to Preserve More Than Storage

A digital archive must preserve bits, metadata, provenance, file relationships, access rights and enough technical information to render or interpret the records later.

Storage media fail. File formats become obsolete. Software disappears. Links break. Digital preservation therefore requires active management rather than passive possession.

20. Migration Can Preserve Access by Changing Format

An archive may migrate a file into a newer format when old software becomes unusable. The migration itself should be documented so future users know what changed and what significant properties were intended to remain.

Preservation can therefore involve controlled transformation rather than freezing every technical representation forever.

21. Emulation Preserves the Old Environment Instead

Some digital objects depend strongly on old software or hardware behaviour. Emulation recreates enough of that environment to allow the original object to function.

Migration and emulation solve different preservation problems; neither is automatically superior for every record type.

22. Access Requires Both Discovery and Authorisation

The International Council on Archives defines archival access in terms that combine the existence of finding aids with legal authorisation to consult records.

This distinction is important. A researcher can discover that a file exists while still being unable to inspect it immediately because of privacy, security, donor, legal or preservation restrictions.

23. Restriction Is Not the Same as Destruction

Some records remain closed for a defined period because they contain personal data, security-sensitive information, legally privileged material or donor restrictions.

A strong archival system preserves the existence, custody and restriction status of the record so access can be reviewed later rather than erasing the record because it cannot yet be opened.

24. Privacy and Accountability Can Pull in Opposite Directions

Archives can contain medical information, school records, personnel files, family papers, investigations and other deeply personal material. Public accountability may favour disclosure while privacy and legal obligations favour protection.

The archival job is to preserve the record while applying lawful access controls rather than pretending the tension does not exist.

25. Search Finds Descriptions Before It Finds Evidence

Researchers commonly search descriptions, metadata and indexes first. The archival record itself may be a scanned image, physical file, audiovisual recording or born-digital object that must then be requested or opened separately.

A keyword search can therefore miss relevant records when older terminology differs from modern terminology or when description occurs only at series level.

26. Reading Rooms Protect Both Access and Preservation

Reading rooms provide supervised access to archival material under conditions designed to protect the records and help researchers use them.

The National Archives of Singapore’s Archives Reading Room provides access to records that cannot be fully viewed online, subject where necessary to prior approval from transferring agencies or donors.

27. Access Copies Reduce Risk to Originals

The National Archives of Singapore states that its Reading Room provides copies rather than retrieving original records for ordinary viewing, specifically to minimise handling and movement and support long-term preservation.

This illustrates a general preservation principle: access and preservation are not opposites when the delivery layer is designed correctly.

28. Reproduction Creates a Copy, Not a New Original

Researchers may receive scans, photographs, photocopies or digital exports of records. These improve access but do not replace the archival provenance and custody of the original record.

29. Citation Routes the Claim Back to the Archive

An archival citation normally identifies repository, collection or fonds, series, file or item and the relevant reference code as needed.

This allows another researcher to retrace the claim, inspect neighbouring records and discover whether the quoted item was interpreted fairly.

30. Archive Silence Has Multiple Possible Causes

A missing record may mean an event never occurred. It may also mean no record was created, the record was scheduled for destruction, it was lost, damaged, never transferred, misdescribed, restricted or simply has not yet been discovered.

Historians therefore treat silence carefully and ask whether the archival system should reasonably have produced and preserved the expected record.

31. Archive ≠ Library

Libraries and archives both preserve knowledge and provide access, but their organising principles differ.

Libraries commonly organise intentionally collected or published works around titles, editions, authors, subjects and reader use. Archives commonly preserve records generated by activity and therefore place special weight on creator, provenance, records relationships, original context and custody.

32. Archive ≠ Museum

Museums commonly preserve and interpret physical objects whose material form is itself central to meaning. Archives preserve records whose evidentiary relationships to creators and activities are central.

A map can appear in a library, archive or museum, but its institutional job can differ depending on whether it is treated as a published information resource, an evidentiary record of a creating body or a material heritage object.

33. Worked System 1: A Government Policy File Becomes an Archival Record

A ministry develops a new policy. Drafts circulate, legal comments arrive, senior officials approve changes and the final decision is issued.

The individual final memorandum matters, but the surrounding drafts and comments can reveal how the decision actually emerged.

34. Worked System 2: Personal Papers Depend on Relationships

An archive receives a writer’s notebooks, letters, drafts and correspondence.

If every page is stripped from its folders and rearranged only by topic, relationships among drafts, correspondents and periods may disappear.

A stronger archival route preserves the donor history, original groupings where meaningful, dates, correspondence relationships, restrictions and links among drafts and final works.

35. Worked System 3: A Born-Digital Email Collection Survives Software Change

A retiring official transfers years of email and attachments from a proprietary system.

The archive must preserve not only message text but sender, recipient, timestamps, threading, attachments and folder or account context where relevant.

The preservation route can be:

36. Worked System 4: A Sensitive Record Is Preserved but Temporarily Restricted

A file contains information whose immediate disclosure would violate a lawful privacy or security restriction.

A robust archive does not destroy the file merely because access is limited today.

The route is:

RECORD PRESERVED → RESTRICTION AUTHORITY DOCUMENTED → ACCESS STATUS DESCRIBED → REQUEST REVIEWED → RESTRICTION APPLIED → REVIEW / EXPIRY CONDITION TRACKED → FUTURE REASSESSMENT → ACCESS WHEN AUTHORISED.

37. Hostile Test: “We Have Every Document, So Rearranging Them by Topic Cannot Change the Evidence”

The claim fails because evidentiary meaning can live in relationships among records.

Before rearranging, ask:

  • Which office or person created the records?
  • What function produced them?
  • Which file structure connected drafts, approvals and responses?
  • What sequence shows the development of the decision?
  • Which documents are copies and which are authoritative versions?
  • What did the creator’s original filing system reveal?
  • Can the original relationships be reconstructed if physical order must change?
  • Will future researchers still be able to see the context after rearrangement?

Singapore: National Archives of Singapore Shows the Records-to-Access Chain

The National Archives of Singapore is an institution of the National Library Board. Its current mandate includes advising public agencies on recordkeeping, taking custody of transferred public records and acting as Official Keeper, collecting oral histories and acquiring materials of national or historical significance.

Archives Online provides discovery across government records, oral history interviews, audiovisual records, maps and building plans, Straits Settlements and other overseas/private records, photographs, posters, speeches and press releases.

For records not viewable online, researchers can request access through the Archives Reading Room. NAS states that ordinary consultation uses reference copies instead of retrieving original records, reducing handling and movement in order to support long-term preservation.

Singapore’s archive therefore demonstrates the full chain: public-agency recordkeeping → custody → preservation → description → online discovery → controlled consultation → future evidentiary use.

How to Read Any Archive

  1. Activity: What real action produced the record?
  2. Creator: Which person, family, office or institution created it?
  3. Record status: Why was it captured as evidence?
  4. Retention: How long was it required operationally?
  5. Appraisal: Why was it selected for permanent preservation?
  6. Transfer: When and under what authority did custody move?
  7. Accession: How was the intake documented?
  8. Provenance: Can the creator remain distinguished from other creators?
  9. Original order: Which relationships came from the creating workflow?
  10. Arrangement: How is the collection structured?
  11. Description: What context does the finding aid provide?
  12. Identifier: Can the record be cited persistently?
  13. Authenticity: Is it what it claims to be?
  14. Integrity: What changed, if anything?
  15. Preservation: How does the physical or digital object survive?
  16. Access: Can it be discovered and is consultation authorised?

  • What missing or newly released record could alter the conclusion drawn from this one?

An archive stops functioning as evidentiary infrastructure when records survive physically but lose their creator, sequence, custody, identifiers, integrity, restrictions or route back into the activity that produced them.

An archive is not understood when we can count its boxes or terabytes. It is understood when a record can travel from a real act into the future without losing the provenance, relationships, custody and integrity that allow another human to ask what happened—and still challenge the answer.
