Places do not keep the consequences of their decisions to themselves.
A factory emits smoke that drifts downwind. A new rail station raises nearby property values. A park cools surrounding streets. A highway creates access for one district and noise for another. A reservoir protects downstream users while flooding land upstream. A university generates knowledge that nearby firms can use without paying for every idea.
These are spatial externalities: costs or benefits generated in one place that spill across space onto people, firms or environments elsewhere.
An externality becomes geographical when the person making the decision and the person receiving the consequence occupy different places.

1. Externalities Cross Property Lines
Many decisions affect more than the person who made them. Noise travels. Water flows. Views can be blocked. Traffic spills into neighbouring streets. Tree shade extends beyond the parcel where the tree stands. Geography asks where those effects travel.
2. Negative Spatial Externalities
Pollution, congestion, flood risk, noise, heat and habitat fragmentation can impose costs on surrounding places. The decision-maker may receive the benefit while neighbours absorb part of the harm.
3. Positive Spatial Externalities
Parks, public transport, flood protection, heritage conservation, research institutions and attractive streets can generate benefits that extend beyond the owner or direct user.
4. Air Creates a Geography of Spillover
Air pollution does not stop at administrative borders. Wind speed, direction, atmospheric stability and topography shape who receives the externality. A map of emissions is therefore not the same as a map of exposure.
5. Water Carries Externalities Downstream
Fertiliser runoff, industrial discharge, dam construction and land clearing upstream can affect downstream water quality, sediment, fisheries and flood risk. Political boundaries may divide the river while hydrology keeps the system connected.
6. Transport Creates Benefits and Costs Together
A new road can improve access, shorten journeys and attract investment. It can also create noise, sever walking routes, increase traffic and alter local air quality. The full geographic effect depends on who is located where.
7. Land Markets Transmit Externalities
Nearby amenities and nuisances can be reflected in land and housing prices. A station, park, school or waterfront may raise demand. Noise, pollution or flood exposure may reduce it. The externality becomes capitalised into geography.
8. Knowledge Spillovers Are Spatial Too
Firms near universities or other firms can benefit from ideas, skilled workers and informal knowledge exchange without purchasing every piece of knowledge directly. This connects spatial externalities with agglomeration.
9. Ecosystem Services Spill Across Boundaries
Wetlands can reduce flood peaks downstream. Forests can influence water quality and erosion. Mangroves can reduce wave energy. Pollinators can support agriculture beyond protected habitat. Ecological benefit rarely remains neatly inside a land parcel.
10. Spatial Externalities Create Justice Questions
If one district receives jobs while another receives pollution, the distribution of benefit and harm becomes a spatial inequality issue. The question is not only how much total benefit exists, but where it lands and on whom.
11. Distance Often Weakens Spillovers
Noise fades with distance. Some property effects weaken farther from a station. Local knowledge exchange may be strongest nearby. Spatial externalities often show distance decay, although networks, wind and water can carry effects much farther.

A municipality may approve an activity whose pollution falls on residents outside its jurisdiction. This mismatch between decision boundary and effect boundary is one reason regional coordination matters.

Air pollution, river management, fisheries, greenhouse gases and migratory ecosystems can create transboundary externalities. No single jurisdiction can fully manage a process that moves beyond its territory.

Ask children what happens when one neighbour plants a large tree. Shade, leaves, birds and cooling may extend beyond the garden. One simple example introduces the idea that actions have spatial spillovers.

Students can examine a proposed road, dam or industrial project and map where benefits and harms occur. This turns evaluation into a spatial question rather than a single average cost-benefit statement.
16. Advanced Geography: Identification Is Difficult
To estimate a spatial externality, researchers must distinguish spillover from selection and common causes. Higher prices near a park may reflect the park, but parks may also be placed in already-desirable neighbourhoods. Spatial causal inference therefore requires careful comparison and timing.

A new MRT station can improve accessibility beyond its direct passengers. Nearby firms gain foot traffic, households gain travel options and land values may change. At the same time, construction and crowding can impose temporary or local costs. The effects spread unevenly around the node.

Trees and parks can provide shade, cooling, habitat, recreation and stormwater benefits to surrounding areas. The benefit is not restricted to the exact land parcel where the vegetation stands.

A detention basin can reduce downstream flood peaks. The land used for storage bears one cost while other locations receive part of the benefit. Geography makes this redistribution visible.
20. Industrial Example
An industrial facility may provide employment and tax revenue while creating noise or emissions in nearby neighbourhoods. Whether the project is desirable overall does not answer the spatial question of who receives which effects.
21. Climate Change Is a Planetary Externality
Greenhouse-gas emissions create benefits for emitters through energy use and production while climate effects are distributed globally and across future generations. It is an extreme example of geographic separation between action and consequence.
22. Policy Tries to Internalise the Spillover
Taxes, regulation, zoning, compensation, congestion pricing, environmental standards and public investment can attempt to align private decisions with wider social costs and benefits. Geography matters because the policy must match the actual spatial reach of the effect.

A positive total does not mean every location benefits. One district may gain while another loses. Spatial externality analysis asks where the gains and losses occur, how large they are and whether affected groups can respond.

- Average-benefit blindness: total benefit hides local harm.
- Boundary blindness: jurisdictional lines are assumed to contain the effect.
- Proximity-causation collapse: nearby change is assumed to be caused by the project without testing alternatives.
- One-direction thinking: only harms or only benefits are mapped.
- Static analysis: construction-phase and long-run effects are confused.
- Scale mismatch: local benefits are compared with global costs or vice versa without making scale explicit.
