How Car-Lite Planning Changes New HDB Estates | Less Parking, Better Connections and More Ground for People

Car-lite planning does not mean a town with no cars.

It means cars stop being the default organiser of every square metre.

When parking provision is reduced, roads are pushed to the perimeter, walking and cycling routes are strengthened and public transport is made easier to reach, land can be reassigned to other uses.

More greenery.

More community space.

Safer pedestrian routes.

Less traffic cutting through the middle of residential precincts.

HDB has applied this approach in selected public-housing areas, including precincts in Ulu Pandan, Tengah and other gazetted car-lite areas.

Ulu Pandan Shows the Perimeter-Road Idea

For selected Ulu Pandan housing precincts, HDB described a car-lite design in which vehicular roads are located at the perimeter and separated from the main pedestrian walkway.

The precinct also uses a comprehensive walking and cycling network connecting residents to the neighbourhood centre, key amenities and the Park Connector Network.

This changes the ground-level hierarchy.

Instead of pedestrians crossing a car-dominated centre, vehicles are pushed outward and the internal public realm becomes more human-scaled.

Tengah Pushes the Idea Further

HDB describes Tengah Town Centre as car-free at ground level, with roads running underneath and the surface fully pedestrianised.

The centre is also planned with access to the Jurong Region Line and is intended to support walking, cycling and riding in a space separated from surface road traffic.

This is not simply a parking policy.

It is a different three-dimensional town design.

Parking Provision Can Be Lower in Car-Lite Precincts

HDB’s sales material for designated car-lite precincts explains that parking provision can be reduced to free up land for public facilities and greenery.

In such precincts, parking-demand management measures may also prioritise residents.

For example, HDB car-lite project material has stated that season parking within the precinct is restricted to residents, with a resident’s first car given priority over subsequent cars, subject to availability and the applicable project conditions.

The principle is clear:

LIMITED PARKING → PRIORITISE ESSENTIAL RESIDENT DEMAND → DISCOURAGE THE PRECINCT FROM BECOMING A GENERAL PARKING RESERVOIR.
