Fire safety in an HDB block begins long before there is a fire.

It begins in the building plan.

Wait, What? Fire Safety Is Mostly About Time

A clear corridor buys time during evacuation.

An unobstructed riser gives firefighters faster access to water.

The system is therefore not trying to guarantee that fire never occurs.

It is trying to keep a local fire from becoming an uncontrolled building-wide event before people can respond.

Residential Units Are Designed as Fire Compartments

SCDF’s Fire Code requires residential dwelling units to be separated from adjoining units and other parts of the building by fire-resisting construction, subject to the detailed design provisions and permitted exceptions.

For typical residential compartmentation, the current Fire Code requires at least a one-hour fire resistance rating for the separating construction, with the unit exit-access door subject to its applicable fire-resistance requirement unless an exception applies.

Escape Routes Must Remain Escape Routes

SCDF’s Fire Code states that spaces designated as means of escape—such as exit staircases, fire lift lobbies, smoke-free lobbies, exit passageways and escape corridors—must not be converted to other uses.

A corridor that works beautifully as storage on an ordinary day can become a dangerous bottleneck in smoke and darkness.

The 1.2-Metre Clear Corridor Rule

SCDF’s current residential-estate fire safety guidance allows limited practical items such as shoe racks or foldable clothes racks in common corridors only where a minimum clear escape passage of 1.2 metres is maintained.

Where Town Councils allow potted plants, the same 1.2-metre unobstructed escape width must be preserved.

The rule is a width budget.

Residents may use some common-edge space only if the escape route remains large enough to perform its emergency job.

Staircases and Their Immediate Landings Are Different

SCDF’s current guidance is stricter at staircases.

No placement or storage of objects is allowed at staircases and their immediate landings.

Why?

Because the staircase is the protected vertical escape spine of the building.

It should not become a bicycle store, furniture bay or overflow cupboard.

Smoke-Free Approaches Matter

SCDF’s residential Fire Code pays close attention to how occupants reach exit staircases.

External or cross-ventilated corridors can help disperse smoke and heat before occupants enter the protected stair route.

This is why ventilation geometry, travel distance and staircase approaches are part of the fire-safety design rather than merely architectural style.

A corridor is doing more than connecting doors.

It can be part of the smoke-management and escape strategy.

Risers and Hose Reels Must Be Accessible

SCDF’s current residential-estate guidance requires fire safety and firefighting provisions to be regularly serviced and kept operationally ready.

Access must remain unobstructed.

That includes:

  • no storage inside dry or wet riser compartments;
  • no storage inside hose-reel compartments;
  • no obstruction to landing valves;
  • no obstruction to breeching inlets;
  • fire alarm systems kept switched on and operational where provided;
  • smoke or heat detectors properly maintained where provided.

The equipment is not useful merely because it exists on the building plan.

It has to remain reachable and ready.

Home Fire Alarm Devices Buy the First Minutes

SCDF defines a Home Fire Alarm Device, or HFAD, as an automatic smoke or heat detector that sounds an alarm to provide early warning of fire.

SCDF recommends smoke detection as the primary protection for homes because smoke detectors provide earlier warning than heat detection in many residential fire scenarios.

Installation is mandatory for new residential premises, and for existing residential premises carrying out qualifying fire-safety works where plans are submitted to SCDF, BCA or HDB on or after 1 June 2018.

For existing homes not carrying out such works, HFAD installation is not generally mandatory, but SCDF strongly encourages it.

A Smoke Alarm Is Only Useful if It Still Works

Detection devices are easy to forget because successful devices spend almost their entire lives being silent.

SCDF’s HFAD specifications include a test function and status indication because an alarm has to be maintainable as well as installed.

The quiet device on the ceiling is a dormant emergency system.

Its value appears only if it works on the one day it is needed.

Digital Locks Can Interact With Fire-Rated Doors

Some HDB entrance doors are fire-rated because of their location and the building’s fire-safety design.

SCDF states that from 1 March 2024, a digital lock installed on a fire door must be certified for fire resistance, either together with the fire door or as an individually certified product under the applicable framework.

This is another example of a private renovation choice interacting with a shared safety system.

The Town Council Maintains the Common Fire-Safety Environment

Town Councils manage common property in HDB estates.

That includes keeping shared access areas, common fixtures and estate systems in serviceable condition and enforcing relevant by-laws around common areas.

Residents, however, remain part of the system because they can reintroduce risk through obstruction, unsafe storage or unauthorised alteration.

Fire safety therefore cannot be outsourced completely to the estate manager.
