This authority article belongs to How English Works V1.1. It studies public warning language. It is not a substitute for instructions from local emergency authorities.
Emergency English has almost no patience for ornamental complexity.
When people are frightened, distracted, moving, caring for others or trying to work out whether danger applies to them, a warning has to answer a short set of questions quickly:
- What is happening?
- Where?
- When?
- How serious is it?
- What should I do?
- Who is telling me this?
- Where do I get the next update?
Emergency Action Routing is the language architecture that orders hazard, location, timeframe, source, impact, uncertainty and protective action so a stressed receiver can identify whether the warning applies and what to do next.

1. FEMA defines warning success through protective action
FEMA training guidance says effective alerts and warnings are those that lead people to take recommended protective actions. Its warning-message framework includes the specific hazard, location, timeframe, warning source, magnitude, likelihood and protective behaviour.

2. The receiver first needs applicability
A warning can be accurate and still fail if people cannot tell whether it applies to them.
That is why location is not secondary metadata.
Location answers:
Am I inside the hazard corridor?
3. Place names need receiver-friendly boundaries
A local technical zone identifier may be meaningful to responders and opaque to residents.
Emergency English should use location descriptions that intended audiences can actually map to themselves, while preserving the official boundary.
4. Timeframes make action possible
“Dangerous conditions are expected” leaves the action window unclear.
“Dangerous conditions are expected between 3 p.m. and 6 p.m.” creates a usable temporal boundary if those times are supported by the official forecast.
Time is part of the instruction.
5. Temporal Anchoring is the general English owner

Emergency English turns that grammar into a behaviour window.
6. Source identity builds a return route
FEMA includes warning source as a core component because people need to know who is issuing the message.
Source identity gives the receiver somewhere to return for updates and corrections.
7. Emergency messages should separate known from unknown
CDC’s Crisis and Emergency Risk Communication guidance recommends stating what is known, what is not known and what is being done to fill the information gaps.

Unknown should not be replaced by reassurance.
8. “No evidence yet” is not “no risk”
In fast-moving events, data can be incomplete.
The message should state the current evidence boundary without asking the public to interpret absence of information as absence of danger.

10. Action should not be buried behind explanation
Weak order:
After three paragraphs of background, the message finally says to leave the area.
Better order:
protective action first or very early → essential reason → boundary → next update.
11. Stress reduces available processing capacity
CDC CERC materials recommend concise first messages because anxiety can reduce people’s ability to absorb and remember large amounts of information.

Emergency English adds a hard rule:
compress background before compressing protective action.
13. NWS impact-based warnings foreground hazard, source and impacts
The U.S. National Weather Service describes impact-based warnings as structured to make hazardous-weather information easier to identify through categories including hazard, source and impacts, with tags that help distinguish levels of seriousness.

14. Impact language answers “What will this do?”
Hazard labels alone may not help a non-expert choose an action.
Impact language translates the hazard into expected consequences:
- flooding of roads
- loss of visibility
- danger from falling debris
- possible interruption of services
Only use impacts supported by the authoritative warning.
15. Magnitude and likelihood are different dimensions
A very severe outcome may be low probability.
A moderate outcome may be highly likely.
Emergency English should not collapse severity and probability into one adjective such as serious.

Emergency messages use the same principle under time pressure.
17. Avoid false reassurance
“Everything is under control” can be emotionally attractive and informationally weak.
Better messages describe what authorities are doing and what the public should do, while leaving uncertainty visible where it remains.
18. Avoid panic language too
Emergency writing does not become more effective by adding dramatic adjectives unsupported by the alert source.
Magnitude should be communicated through authorised severity language, expected impacts and action—not theatrical amplification.
19. Protective actions should use strong verbs
- evacuate
- shelter
- move indoors
- avoid the area
- boil water
- stay tuned
The exact instruction must come from the relevant authority.
The language principle is that the action verb should be easy to find.
20. Positive action language can be easier to follow
CDC CERC materials recommend, where feasible, telling people what to do rather than relying only on negative prohibitions.
“Drink bottled water” gives a replacement behaviour; “do not drink tap water” identifies the prohibition. Sometimes both are needed.
21. Negation can be load-bearing
When the warning says do not enter, dropping the negative reverses the instruction.

22. Pronouns can be dangerous in multi-group warnings
“They should leave now” is weak when the previous paragraph mentions residents, responders and visitors.
Repeat the affected group when identity matters.
23. Referent repetition is sometimes better than elegance
Emergency writing can tolerate lexical repetition if repetition keeps the actor and action recoverable.
This is not literary prose.
24. Accessibility is part of the message
FEMA guidance recommends clear simple language, multilingual delivery where needed, compatibility with text-to-speech and multiple channels so warnings reach more recipients.

25. Channel changes language constraints
A phone alert, radio announcement, social post, siren-linked text and long-form web update have different space and attention limits.
The core state should remain consistent even when the wording changes by channel.
26. Cross-channel consistency protects trust
If one official channel says evacuate now while another says prepare to evacuate, the public receives two different action states.
Updates should identify what changed and which instruction now governs.
27. Update state should be explicit
- new warning
- update

- all clear or expiry when authorised
Readers need to know whether the new message adds information or replaces an earlier instruction.
28. Repetition is a feature, not a failure
CDC CERC recommends repeating the main message because people under stress may not retain the first exposure.
In emergency communication, controlled repetition increases recoverability.
29. The first message and later messages have different jobs
The first warning often prioritises immediate protection.
Later messages can carry more explanation, background, cause, recovery information and correction.
Do not force the first message to carry the whole report.

35. Final lock
Emergency English succeeds when people can recover the right action faster than fear, noise and ambiguity can destroy the route.
The warning is not complete because it contains facts. It is complete when the affected person can tell what is happening, whether it applies, what to do, when to do it and where the next authoritative update will come from.
