A student looks at ten topics and knows exactly which ones feel weak.
Then the student opens the revision session and spends forty minutes on the topic that feels easiest.
This is not necessarily hypocrisy or laziness.
There is a real gap between monitoring learning and controlling learning.
Monitoring asks: How well do I think I know this?
Control asks: What will I actually do next?
Study advice often assumes the second decision follows directly from the first. If learners can accurately judge their knowledge, surely they will allocate study accordingly.
Recent evidence suggests the translation is less clean. Learners can use several cues to form judgments of learning, yet integrate those cues more weakly and more idiosyncratically when making restudy choices.
This article owns that narrow problem: how cues change as they move from metacognitive monitoring into metacognitive control. Cue Utilization retains the general owner for how learners form judgments of learning from cues. Study-Time Allocation retains the broader owner for deciding where scarce study time goes. Here the focus is the translation between the two.
Quick Answer
Judging learning and choosing study are related but not identical decisions.
In two 2026 experiments, Luisa Schulz and colleagues varied two cues at a time while participants studied words. Judgments of learning integrated multiple cues relatively strongly. Restudy choices were also influenced by multiple cues, but the effects were weaker and varied more across individuals. Some learners selected cue values associated with lower judgments for restudy, while others selected values associated with higher judgments. See Schulz and colleagues, 2026.
The implication is important:
Knowing that something feels weak does not determine what you will choose to study, because choice also contains goals, effort costs, importance, incentives and beliefs about whether more study will help.
1. Monitoring Produces a Judgment; Control Commits Resources
A judgment can be cheap.
You can rate five topics as difficult in seconds.
A control decision is costly.
Choosing one topic for forty minutes means not choosing another. It commits time, effort and opportunity.
That difference creates room for other variables to enter between judgment and action.
2. What Counts as a Cue?
When learners judge future memory, they rarely inspect memory strength directly. They infer it from cues.
- Does the material feel familiar?
- Was it easy to process?
- Is the word concrete?
- Have I seen it many times?
- Did I answer quickly?
- Is the page visually clear?
- Do I know related material?
Some cues correlate with later performance. Others can mislead. Large font, perceptual clarity or recent exposure can raise confidence without adding durable knowledge.
3. Learners Can Combine Several Cues at Once
Earlier metacognition research shows that judgments of learning often integrate multiple cues additively.
A concrete, familiar, repeated word may receive a higher judgment than an abstract, unfamiliar, once-seen word because several signals point in the same direction.
This is useful because real study material rarely varies along one dimension only.
But the 2026 study asks the more difficult question: do those same cues retain the same influence when the learner must decide what to restudy?
4. What the 2026 Experiments Found
Across two experiments, participants studied sixty words that varied along two cues. The first experiment manipulated concreteness and emotionality. The second manipulated font format and word frequency.
Participants either made judgments of learning or selected items for restudy, depending on the experiment and condition.
At group level, more than one cue could influence restudy choices. But cue effects on restudy were smaller than cue effects on judgments of learning. Individual analyses also revealed striking variation: people did not always use a cue in the same direction when making control decisions.
The authors conclude that multiple cues can guide control, but alignment between monitoring and control is reduced by other factors that enter the choice process.
5. Why a Low Judgment Does Not Guarantee Restudy
Suppose a learner rates a topic 2/10.
That low judgment can produce several different actions:
- Restudy it: because the gap is large.
- Avoid it: because it feels too difficult.
- Delay it: because another deadline is nearer.
- Abandon it: because marks are unlikely to justify the time.
- Seek help: because individual restudy seems inefficient.
- Do nothing: because the learner doubts another study pass will help.
The monitoring signal is the same. The control policy differs.
6. Effort Cost Enters at the Control Stage
A learner may correctly identify a weak topic and still prefer an easier one because the hard topic predicts more effort.
This creates an important distinction:
- epistemic judgment: how well do I know this?
- resource decision: is this the best place to spend my next unit of effort?
A good study system needs both.
7. The Hardest Item Is Not Always the Best Item
This connects directly to Study-Time Allocation.
If one topic is nearly impossible and another is just beyond current competence, the second may offer more learning gain per minute.
Metacognitive control therefore needs more than a ranking from weakest to strongest. It needs a model of expected return.
8. Importance Can Override Difficulty
Imagine two topics:
- Topic A: very weak, worth 2% of the assessment.
- Topic B: moderately weak, foundational to 25% of later work.
A pure monitoring rule says Topic A feels weaker.
A control rule may correctly choose Topic B.
This is not metacognitive failure. It is multi-objective decision-making.
9. Deadlines Can Override Both
A student may know that algebra is the deeper weakness but choose tomorrow’s chemistry quiz because the deadline is immediate.
Again, the monitoring system and control system are solving different problems.
The danger appears when the learner repeatedly allows urgency to suppress important long-horizon repair until the deep weakness becomes permanent debt.
10. Mathematics: Confidence Is Not the Same as Method Priority
A learner may judge differentiation as weak and simultaneous equations as strong.
But a marked paper may show that differentiation errors are mostly minor algebra slips while simultaneous-equation errors reveal repeated method-selection failures.
The learner’s subjective monitoring should not be discarded. It should be combined with performance evidence.
Control improves when multiple evidence classes are visible.
11. English: “I’m Bad at Essays” Is Too Coarse for Control
A learner may assign a low global judgment to essay writing.
That judgment cannot tell the study system what to do.
Control needs a finer decomposition:
- question interpretation;
- thesis formation;
- evidence selection;
- paragraph logic;
- sentence control;
- time allocation.
The monitoring judgment identifies distress. Diagnostic evidence selects the repair.
12. Science: Familiarity Can Distort Topic Priority
Students often feel more confident in topics with familiar vocabulary.
“Cells” may feel well known because the terms have appeared for years. A less familiar electricity topic may feel weaker.
But a fresh explanation test can reveal that the student can solve electricity questions while giving shallow biological mechanisms.
Control should respond to evidence, not familiarity alone.

The Intention–Behavior Gap owns the broader problem where a sincere plan fails to become action.
The Monitoring–Control Cue Gap is earlier and narrower. It asks how information used to judge learning is transformed when the learner decides what the plan should be in the first place.

15. Build a Two-Layer Study Decision
Separate monitoring from control explicitly.

This prevents one subjective rating from pretending to be a complete study policy.
16. The Cue-to-Action Audit
- Rate current knowledge before opening notes.
- Retrieve or solve something fresh.
- Compare confidence with performance.
- Mark the evidence type: missing knowledge, weak retrieval, wrong method, slow execution or transfer failure.
- Estimate whether another unit of study can realistically improve it.
- Add importance and deadline.
- Choose the next action.
- Record why that action won.
The final step makes hidden control rules visible. A learner may discover that they repeatedly choose short, easy wins even when monitoring correctly identifies deeper weaknesses.
17. Do Not Demand Perfect Alignment
It would be a mistake to demand that every low judgment produce restudy.
Sometimes the correct control decision is to stop:
- the item has low value;
- the deadline has passed;
- the prerequisite is elsewhere;
- the problem needs expert help rather than another solo attempt;
- the expected gain is too low for the time available.
Good control is not obedience to confidence ratings. It is justified allocation.
18. Parent and Tutor Guide
When a child says, “I know I’m weak at this,” do not assume the next step is obvious.
Ask:
- What makes you think it is weak?
- What happens when you try a fresh question?
- Is the weakness important enough to prioritise now?
- Can you improve it independently, or do you need explanation or feedback first?
- What would count as evidence that the repair worked?
This keeps responsibility with the learner while adding structure to the control decision.
19. Delayed Independence Check
After a week of self-directed study, inspect not just performance but selection quality.
- Which topics did the learner correctly identify as weak?
- Which were actually selected for study?
- Which selected topics improved?
- Which high-value weaknesses were repeatedly avoided?
- Can the learner explain the rule used to choose the next task?
A learner becomes more self-regulated when monitoring begins to produce increasingly justified control—not when every decision becomes perfectly consistent.
20. Evidence Boundary
The 2026 experiments used word-learning tasks and manipulated specific cues. They show that cue integration in judgments and restudy choices can differ, but they do not establish how every school learner allocates revision across subjects.
The educational application is therefore conceptual and diagnostic: treat monitoring and control as separate processes, then measure both rather than assuming one automatically determines the other.
21. Return: A Good Judgment Still Needs a Good Decision Rule
Metacognition is not finished when a learner can say, “I know this” or “I do not know this.”
The next challenge is allocation.
Judge the state. Test the judgment. Add value, urgency and expected gain. Choose deliberately. Then inspect whether the choice improved later performance.
