Hougang HDB Resale Grants 2026 | EHG, CPF Family Grant, PHG and HFE

Three students study around open books and worksheets in a shared classroom.

What HDB grants can a first-time family use to buy a resale flat in Hougang in 2026? There are three main grants to examine, with different eligibility rules: Enhanced CPF Housing Grant (EHG) of up to S$120,000 for qualifying first-timer families, CPF Housing Grant for Resale Flats (Families) of up to S$80,000, and Proximity Housing Grant (PHG) of up to S$30,000 when eligible buyers live with their parents or children. The theoretical combined maximum can reach S$230,000 for an appropriately qualifying purchase, but it is not a universal S$230,000 entitlement. The grants depend on citizenship, first-timer status, flat size, income and work history, household relationships, remaining lease and distance requirements. A family buying a five-room resale flat or a household with one Singapore Permanent Resident spouse can have different grant amounts. Apply for an HDB Flat Eligibility (HFE) letter before obtaining an Option to Purchase (OTP).

Can Hougang families receive S$30,000 for buying within 4km of their parents? No, the S$30,000 Family PHG amount is for eligible buyers who live with their parents or child; the published grant for living near them, meaning within 4km, is S$20,000. For qualifying singles, the corresponding PHG figures are S$15,000 for living together and S$10,000 for living nearby, subject to a separate rule set. The HFE letter is generally valid for nine months and HDB says an application can take up to one month after all required information is received, longer around busy sales exercises. Grants are ordinarily credited to CPF Ordinary Accounts and used for the flat purchase, not handed out as unrestricted cash. Resale buyers must also budget for the price above HDB’s valuation, when any, because that cash-over-valuation component cannot simply be funded by a grant. This guide explains grants clearly, alongside Hougang prices, parent proximity, lease remaining, resale-versus-BTO choices and the questions every buyer should answer before committing.

First step: get the HFE letter before viewing becomes an obligation

A family may spend weeks browsing listings near Hougang Central, Kovan or Hougang Avenue 8. But the essential financial document is the HFE letter, which establishes eligibility for buying, relevant CPF grants and an HDB housing loan based on official records and application details.

HDB states that a resale buyer needs a valid HFE before receiving an OTP from the seller, as well as meeting the relevant conditions when submitting the resale application. It does not cost money to apply for the HFE letter through the HDB Flat Portal.

The published processing period is up to a month after HDB receives the required information, and it can take longer around new flat sales launches. Therefore, do not promise an agent or owner that you can exercise a resale deal based on an HFE application still awaiting an outcome.

EHG: why maximum income does not mean maximum grant

EHG supports eligible first-timer households according to qualifying income and other conditions. The maximum family EHG is S$120,000 from August 2024 onward, but the actual amount decreases across the published household income bands.

For a first-timer family, HDB’s eligibility table gives an average monthly household income ceiling of S$9,000 for EHG. Its work test includes the required employment history during the relevant period before the HFE application and employment status at application. A household should read HDB’s exact definition of average income, including applicants and relevant occupiers, rather than simply divide one recent payslip.

An applicant earning less than the income ceiling may still be ineligible because employment, ownership, citizenship or another criterion is not met. Conversely, a qualifying household’s actual grant depends on the correct income band, not on the maximum advertised on a property listing.

Why the remaining lease can reduce EHG

HDB’s EHG rules require a suitable remaining lease. To qualify for the full EHG, the flat must have sufficient remaining lease to cover the youngest core family member to age 95. Otherwise, the grant may be pro-rated, subject to the minimum remaining lease and other rules.

This matters in older parts of Hougang. Two four-room flats may have similar asking prices but different remaining leases. The household may therefore receive a different EHG outcome and face different CPF-usage or loan restrictions.

The right next step is to check the specific flat’s lease information through HDB’s official property services and read the HFE financial plan. A block’s age alone does not determine an individual’s grant without applying the formal rules.

CPF Housing Grant (Families): S$80,000 versus S$50,000

For a qualifying first-timer family where the relevant core applicants are Singapore Citizens, HDB’s current resale CPF Housing Grant is:

  • Two-, three- or four-room resale flat: up to S$80,000 for the qualifying SC/SC family category.
  • Five-room or larger resale flat: up to S$50,000 for the qualifying SC/SC family category.
  • SC/SPR couples: HDB’s category may be S$70,000 for two-to-four-room and S$40,000 for five-room or bigger, where the remaining requirements are satisfied.
  • First-timer and second-timer households: different half-housing and other applicable grant conditions can apply.

The figures are not based solely on whether a flat is in Kovan or Hougang Central; they depend on the actual eligible household and flat type. A buyer should not assume a large flat attracts the largest grant merely because it has a higher purchase price.

PHG: living WITH parents versus NEAR parents

For eligible family buyers of HDB resale flats, the 2026 published amounts distinguish:

ArrangementFamily PHGSingles PHG
Living with eligible parents or childS$30,000S$15,000
Living near eligible parents or child within 4kmS$20,000S$10,000

The parent–child arrangement, residential eligibility and the actual property distance must be verified according to HDB’s rules. A household cannot select the S$30,000 living-together category merely because its parent’s flat is a ten-minute walk away.

The relevant persons may need to maintain the qualifying arrangement during the applicable minimum occupation period. HDB checks official addresses and other facts, so a convenient correspondence address is not a substitute for genuine residence.

See PHG Families and PHG Singles.

Does “within 4km” mean driving distance or walking time?

Don’t rely on a navigation app’s car-route time or a casual estimate from the nearest MRT exit. HDB applies the proximity requirements through its own official flat-location and assessment processes.

A family buying near Hougang Central to be close to parents in Kovan, or near Buangkok to be close to parents at Hougang Avenue 8, should verify the exact addresses early. An address just beyond a qualifying distance can affect the grant even when the school or bus route looks convenient.

The family’s lived reasons for being nearby can include caregiving, meals, childcare and social connections, but the PHG monetary eligibility is determined by the formal distance and relationship rules.

Can the three grants be combined?

They can sometimes be combined in a resale purchase where the same household meets every relevant grant’s conditions. EHG, CPF Housing Grant and PHG have distinct tests, and the overall amount will be based on their combined eligibility.

The headline S$230,000 is an illustrative maximum for a qualifying first-timer family receiving the largest EHG, the largest CPF resale family grant and S$30,000 living-together PHG. It is not a typical grant or an automatic entitlement.

A family eligible for less EHG or buying a five-room flat has a different total. Other combinations involving first-timer and second-timer members can have still different outcomes. Read the HFE assessment instead of adding unrelated maximums from three promotional banners.

A worked example for a fictional four-room Hougang resale purchase

Imagine a qualifying family offered a four-room flat at a fictional S$650,000 resale price. Suppose its formal HFE outcome grants S$60,000 EHG, S$80,000 CPF Resale Family Grant and S$20,000 PHG for living near parents. The hypothetical grant total is S$160,000.

That arithmetic does not mean the home is automatically affordable for S$490,000 in cash. The property purchase still involves CPF accounts, loan eligibility, valuation, downpayment or initial payment, stamp duties and possible cash-over-valuation.

The numbers are illustrative, not an October 2026 market price for a particular block. HDB will determine the real grants and financing conditions from the actual household and flat.

For market comparisons and locations see Hougang HDB Resale Prices 2026.

Housing grants are not unrestricted cash

CPF housing grants are typically credited into the relevant buyers’ CPF Ordinary Accounts and applied to an eligible flat purchase. They can reduce the amount that must be funded by a housing loan or the buyer’s own approved savings.

That does not create a separate bank deposit of S$80,000 available for furniture, holidays or paying a child’s tuition fees. The usage conditions matter, including CPF and HDB restrictions for a particular category.

A first-time buyer should track grants, the buyer’s own CPF savings and cash as separate funding sources. Their roles at each transaction stage are not identical.

What is Cash Over Valuation (COV)?

A resale seller and buyer agree a price. The actual HDB flat value used for CPF and loan purposes can be lower than the agreed price. The difference is commonly called Cash Over Valuation.

For example, an invented purchase price of S$650,000 against a value of S$630,000 creates S$20,000 COV. HDB’s financing instructions explain that the difference between resale price and value generally requires cash, apart from the separate deposit and other financial obligations.

A housing grant cannot simply be used to ignore a COV cash requirement. This is a critical part of comparing two resale flats with the same asking price but different valuations.

See HDB Budget for a Flat.

What cash do I need before resale completion?

HDB’s current resale financing guide describes cash payments for the OTP deposit, certain administrative or valuation fees and, depending on the financing method, part of the initial payment and any price above valuation.

HDB says the OTP deposit totals S$2 to S$5,000 under the resale process, consisting of the option and exercise fees. Loan terms and CPF balances affect further payment requirements.

A family should also plan for buyer’s stamp duty, applicable legal fees, home insurance, renovation, furnishings and moving costs. A low advertised grant-adjusted price is not the whole moving budget.

Use HDB Mode of Financing and Option to Purchase.

HDB loan versus bank loan: cash requirements differ

An HDB housing loan and a loan from a financial institution can have different cash downpayment and CPF usage terms. HDB’s current standard financing illustrations show an HDB loan limit of up to 75% under applicable conditions, while bank loan arrangements can require a minimum cash payment.

No family should select a loan merely by assuming a flat price minus the maximum grant is the only amount to finance. The HFE will set the relevant HDB loan eligibility, and banks have their own offer and approval criteria.

The actual financial plan should account for the loan interest, duration, payment timing, CPF usage rules and household capacity to manage payments after other living costs.

What is the HFE validity period?

HDB currently lists the HFE letter as valid for nine months from issue, and processing can take up to one month after all required documents are submitted, longer during busy periods.

If a letter expires before being used, the household may need to reapply based on its current circumstances and prevailing policies. Do not submit an application using outdated salary information or a household relationship that has changed.

For a family planning an October 2026 BTO application and a possible resale alternative, compare the correct eligibility and timing for both routes. HFE is a planning and assessment document, not a reservation for a specific flat.

See HDB HFE Letter Guide.

What if I am buying a BTO rather than a resale flat?

EHG may support eligible first-timer buyers of new or resale HDB flats, but the ordinary CPF Resale Family Grant and Proximity Housing Grant described here are specifically associated with qualifying resale purchases.

Do not add resale-only grants to a BTO sales-launch price. A new HDB flat already follows a separate subsidy and pricing framework, and Standard/Plus/Prime classifications have their own purchase, occupancy and resale conditions.

The separate Hougang BTO October 2026 Guide addresses sales exercises, HFE and Sale of Balance Flats without duplicating this grant calculator guide.

First-time singles have separate categories

An eligible first-timer single purchasing under the relevant route can receive a Singles EHG of up to S$60,000 individually, plus an applicable CPF Resale Singles Grant and PHG if all conditions are met.

Two eligible singles buying together can have different combined calculations from a single buyer; the specific household and grant share matter. Age criteria, citizenship, occupation, ownership history and other conditions should be reviewed directly.

A single person should not apply the family S$80,000 CPF resale grant as though it were automatically the same amount for a solo purchase.

CPF grant refund when you sell later

CPF Board says CPF savings withdrawn for housing, including applicable CPF housing grants, generally have to be returned to CPF accounts with accrued interest when the property is sold, within the prevailing rules.

That means the housing grant is not a no-strings cash gift that is kept outside the retirement savings system. It helps finance the home and later interacts with CPF refund requirements when the owner sells.

A family thinking about upgrading from an older Hougang flat should consider the expected loan redemption, CPF principal and accrued interest, and likely sale proceeds, rather than assuming every dollar of the resale price becomes bank cash.

Existing Hougang flat, future sale and buying another home

A household moving from one HDB flat to another may face resale levy, ownership or minimum occupation period conditions depending on its past housing subsidy and the new flat category.

The family’s eligibility for a first-time grant is not restored just because the previous flat was sold. Ownership and previously received grants are part of the HFE assessment.

A seller should also establish whether any CPF refund, outstanding loan or required second HDB housing loan cash proceeds affect the new purchase. These are separate from the location of the new home.

For the transition and administrative tasks read Moving to Hougang | SP, ICA and HDB Checklist.

What if parents live in Kovan and the buyer wants Hougang Central?

The intention of PHG is to encourage eligible family proximity, but the formal rule is tied to the exact properties and household arrangement. An approximate train or driving time is not a reliable substitute for HDB’s qualifying within-4km assessment.

Check both addresses and the parent–child eligibility before agreeing to a resale price on the assumption that PHG will definitely be awarded. The parent or child’s registered address and continued residence can be relevant during the required occupation period.

For daily transport see Kovan MRT Guide and Hougang MRT Guide.

Schools near home do not create a housing grant

A family may prefer a flat near Xinmin Primary or Hougang Primary because the child’s commute would be easier. That is a valid lifestyle consideration, but it is distinct from eligibility for EHG, Family Grant or PHG.

Primary 1 registration distance rules and resale PHG distance rules answer different questions. Being within 1km of a school does not automatically produce the S$20,000 PHG, and receiving a PHG does not guarantee admission to a nearby school.

For school choice see Primary Schools in Hougang | P1 and 1km.

A worked affordability comparison: grants versus loan commitment

Imagine an eligible fictional family comparing a smaller resale flat at S$600,000 and a larger one at S$750,000. The smaller flat may qualify for a larger CPF Resale Family Grant because it is within the relevant two-to-four-room category.

But a larger grant on the smaller property is only one part of affordability. The family must consider the actual valuation, loan, CPF usage limits, expected renovation expenses and monthly mortgage obligations in both scenarios.

The best purchase is not necessarily the property carrying the biggest absolute grant or the lowest monthly instalment estimated at an unusually long loan tenure. It should fit the family’s housing needs and a sustainable budget.

The prices are fictional and are not live property listings.

Financial literacy: maximum entitlement versus assessed entitlement

A headline “up to S$230,000” is a maximum scenario. An HFE letter contains an actual household’s assessed eligibility. Confusing those is similar to a Maths problem where an inequality’s upper bound is treated as the value every case must take.

If one fictional family receives S$50,000 EHG, S$80,000 CPF Resale Family Grant and S$20,000 PHG, the combined total is S$150,000. The arithmetic is simple; the hard part is correctly identifying eligibility and the three funding categories.

A learner should understand that eligibility conditions act like logical constraints. The number alone does not carry all the conditions that make it true.

A first-time Hougang resale buyer’s checklist

  1. Decide the intended family nucleus, citizenship and ownership route.
  2. Apply for HFE through HDB and wait for the formal outcome.
  3. Review each eligible grant separately—EHG, CPF resale grant and PHG.
  4. Check the exact remaining lease and its impact on EHG, CPF and loan use.
  5. Verify whether the intended parent–child arrangement genuinely meets PHG conditions.
  6. Estimate affordability with current CPF, cash, loan and household expenses.
  7. Look for flats within that approved financial range.
  8. Account for the potential difference between resale price and HDB value.
  9. Follow the actual OTP and HDB resale process.
  10. Plan the moving, school and family transition only after the purchase arrangements are confirmed.

The checklist is not a guarantee of approval. It is a way to prevent the family’s enthusiasm for a particular street from outrunning its actual financing.

Frequently asked questions

Can a Hougang resale buyer get up to S$230,000 in grants?

Some eligible first-timer families may reach that theoretical combination, but actual EHG, CPF resale grant and PHG eligibility and amounts are individually assessed.

Is the CPF Resale Family Grant S$80,000 for a five-room flat?

Not for the highest SC/SC category described. HDB publishes up to S$80,000 for two-to-four-room resale flats, and up to S$50,000 for five-room or larger flats.

Is PHG S$30,000 when parents live within 4km?

No. The eligible family PHG is S$20,000 for living near within 4km and S$30,000 for living together.

What is the maximum EHG for first-timer families?

S$120,000, subject to the actual income and other conditions.

Does EHG cover any old resale flat?

No. Flat lease requirements, including coverage to age 95 for full EHG, can reduce or prevent eligibility.

Do I need the HFE before an OTP?

Yes. HDB requires a valid HFE before receiving the resale OTP.

Are HDB grants paid directly as spendable cash?

Generally no. They are credited to qualifying buyers’ CPF accounts and used for the approved home purchase.

Can grants cover cash over valuation?

Do not assume so. HDB’s financing guidance treats price above valuation as a cash funding requirement.

Does a BTO buyer receive the resale Family Grant and PHG?

Those resale grant categories apply to eligible resale purchases, not automatically to BTO; check EHG and the new-flat framework separately.

Do CPF housing grants have to be refunded to CPF at sale?

CPF Board says applicable grant principal and accrued interest are part of the CPF housing refund under the prevailing rules.

Make the Hougang purchase decision from HFE, not a banner maximum

The decisive document is the family’s valid HFE letter, interpreted alongside the actual flat price, valuation, remaining lease and financing plan. A home near parents or schools may be a good long-term choice, but the financial eligibility must be established before the deal is binding.
