Hougang HDB Home Protection Scheme 2026 | CPF HPS, Fire Insurance and Mortgage Cover

Buying a Hougang HDB resale flat or moving into a new flat in 2026? You may need two different protections: CPF’s Home Protection Scheme (HPS) for your outstanding mortgage, and HDB Fire Insurance for certain damage to structures and fixtures originally provided by HDB. HPS covers eligible CPF members against death, terminal illness or total permanent disability, and normally runs until age 65 or the housing loan is fully repaid, whichever comes first. If you use CPF savings to service an HDB housing loan, you must apply for HPS unless appropriately exempted. HDB Fire Insurance is mandatory for flat owners with HDB housing loans commencing on or after 1 September 1994 while an outstanding HDB loan remains. These policies protect different risks; neither automatically insures your sofa, private renovation or laptop.

How much is HDB Fire Insurance in Hougang in 2026? For the current 16 August 2024–15 August 2029 insurance period, the government-appointed provider is Etiqa Insurance. HDB’s published five-year GST-inclusive premiums are S$3.27 for a 3-room flat, S$4.59 for a 4-room flat, S$5.43 for a 5-room flat and S$6.68 for an executive flat. For those respective flat types, the specified HDB reinstatement sums insured are S$83,300, S$117,000, S$144,800 and S$176,700. HPS premiums are not fixed by flat type; CPF calculates them using the outstanding loan, tenure, age, sex, loan type and share of cover. For personalised HPS cover and premiums, use the CPF Home Protection Scheme and its calculator. This guide helps Hougang buyers distinguish the three insurance layers, check validity, understand co-owner cover and avoid assuming that paying a small fire-insurance premium protects every household possession.

Hougang HDB insurance: three types, three separate jobs

TypeWhat it is designed to coverMain limitation
CPF Home Protection SchemeEligible outstanding HDB mortgage if the insured owner dies, has terminal illness or total permanent disabilityNot property damage or household contents
HDB Fire InsuranceReinstatement of eligible structures and fixtures built/provided by HDB after a fireNot personal renovation, furnishings or belongings
Optional home-contents insuranceSelected contents, renovation, temporary accommodation or liabilities, according to insurer’s policyCoverage, exclusions, deductibles and sums differ

An owner should examine all three questions even when only two schemes are mandatory under the applicable conditions. Insurance categories are not interchangeable, and a larger sum insured on one policy cannot simply be redirected to a risk it does not cover.

Who must apply for CPF Home Protection Scheme?

CPF explains that HPS applies to qualifying HDB owners with an outstanding housing loan, whether the loan comes from HDB or a bank. If you use CPF Ordinary Account savings for monthly housing instalments, you must apply for HPS cover unless CPF grants an exemption on the basis of adequate qualifying private insurance.

For homeowners paying entirely in cash, HPS is not mandatory on the same basis, but CPF strongly encourages considering the protection. A buyer of a condominium or a private property is not eligible for the ordinary HPS arrangement.

Eligibility and approval are subject to health declaration and applicable terms. An applicant who is not accepted for HPS may still be able to use CPF to service the loan under CPF’s specified arrangements, so seek the correct individual guidance instead of assuming every declined application means the mortgage becomes invalid.

Use CPF’s official HPS eligibility and management guide.

What does Home Protection Scheme actually pay?

HPS is mortgage-reducing insurance. In an accepted claim involving the covered events, CPF settles the insured share of the outstanding housing loan directly with HDB or the approved mortgagee, up to the applicable insured sum and policy terms.

This does not mean that a deceased owner’s family receives a lump-sum life-insurance cheque equal to the original purchase price. It also does not mean hospitalisation expenses or non-covered illnesses automatically trigger HPS.

A family’s potential benefit depends on the outstanding loan and actual cover in force when a qualifying claim occurs. The official CPF HPS definition describes the specified claim events.

HPS share of cover for two Hougang co-owners

The total HPS share for a financed HDB flat should be at least 100% across the relevant owners. Each insured owner’s share should generally match at least the proportion of the monthly housing instalment that person pays using CPF savings and/or cash.

For instance, if two owners jointly pay S$1,500 monthly, with one responsible for S$1,200 and the other for S$300, their minimum illustrative shares are 80% and 20%. Each owner can elect additional share up to 100% individually where eligible, but a higher share can mean a higher annual premium.

The total share rule is not a simple instruction that every married couple must choose 50–50. The correct arrangement depends on financial responsibility and the policy. See CPF Share of HPS Cover.

How is the HPS premium calculated?

CPF’s premium calculation considers outstanding housing debt, loan period, market or HDB concessionary loan rate, insured owner’s age and sex, and percentage of mortgage coverage. The annual premium is generally deducted from the member’s CPF Ordinary Account.

There is therefore no valid flat-rate answer to “What is the CPF HPS premium for a Hougang 4-room flat?” One owner may carry a different loan and age profile from another owner in a physically similar flat.

Use the CPF HPS Premium Calculator and read the actual policy certificate. A hypothetical calculator output or another person’s premium is not a guaranteed personalised quotation.

When does HPS cover start?

CPF lists four conditions: legal ownership of the flat, a legally effective housing loan, health declaration and approval for HPS, and successful payment of the required premium.

For a new owner, submitting the application is therefore not necessarily the same as having active protection from that instant. Check the actual certificate and start date, particularly during a resale completion or a change from one mortgage to another.

CPF says an HPS premium deduction generally occurs within two weeks of the legal ownership date for the relevant process. Confirm what happened in your own CPF account.

How to apply for HPS with an HDB loan or bank loan

With an HDB loan, the relevant HPS prompts may appear through the HDB and CPF housing-use process. With an eligible bank-financed HDB purchase, a homeowner can apply for HPS using CPF’s online application route before using CPF savings for monthly instalments.

Both require an accurate health declaration and may need further assessment. The owner should not omit or alter medical information simply to obtain a cheaper premium. CPF says misleading declarations can void cover and lead to claim rejection.

Keep the final cover certificate and share of cover in a secure household record. For the exact process use CPF HPS Application.

Can a private life-insurance policy replace HPS?

Possibly, when CPF approves an exemption. A qualifying private policy must provide sufficient cover for the outstanding housing loan against the required death, terminal-illness and total-permanent-disability risks until the end of the loan period or age 65, whichever is earlier.

CPF lists eligible policy structures such as whole life, term life and certain mortgage-reducing assurance policies under specified conditions. Fire insurance and home-contents insurance are not acceptable substitutes for HPS. Your insurance company must submit the exemption application to CPF under the prescribed process.

A homeowner should apply for HPS first where required, then seek the exemption as directed to avoid disrupting CPF housing instalments. The CPF Exemption Process explains the actual route.

HPS ends at 65 even if the housing loan continues longer

CPF’s normal HPS coverage ends when the owner reaches 65 or the loan is repaid, whichever occurs earlier. If the flat owner expects mortgage payments beyond 65, assess whether other appropriately structured insurance is needed.

This is a long-term mortgage-planning question. Do not assume that because a policy is active at age 55 it necessarily continues to age 75.

For an existing older single-premium policy, CPF has specific transition rules, so identify the actual policy type before interpreting the end date. Use CPF HPS Management.

HDB Fire Insurance: the 2026 premiums by flat type

The government-appointed insurer for policies beginning within 16 August 2024–15 August 2029 is Etiqa. HDB lists the following five-year GST-inclusive premiums and reinstatement sums:

HDB flat categoryFive-year premiumSum insured
1-room / Community Care ApartmentS$1.11S$37,900
2-room / 2-room Flexi / StudioS$1.99S$57,000
3-roomS$3.27S$83,300
4-room / S1S$4.59S$117,000
5-room / S2 / 3GenS$5.43S$144,800
Executive / Multi-GenerationS$6.68S$176,700

The sums apply to specified structural reinstatement covered under the scheme, not the market valuation of the Hougang flat or the replacement cost of all its furnishings. For current terms and renewal, consult HDB Fire Insurance.

Does HDB Fire Insurance cover renovation and furniture?

No. HDB’s standard fire policy covers reinstating eligible internal structures, fixtures and areas originally built or provided by HDB. It excludes private home contents including renovation, furniture and personal belongings.

For example, a kitchen renovation with custom cabinetry or a household’s personal computers may represent meaningful financial exposure not covered by the standard scheme. The appropriate next step is to consider separate home insurance from a licensed general insurer, examining its covered perils, sublimits, deductibles and exclusions.

A renovation receipt does not expand HDB’s standard policy. The HDB comparison of fire and home insurance makes this distinction explicitly.

Is the fire policy required for owners with bank loans?

HDB’s mandatory fire insurance condition is stated for homeowners whose HDB housing loan began on or after 1 September 1994 and remains outstanding. The requirements for bank-financed homeowners and the bank’s own property-security conditions must be checked separately.

Do not claim that every owner of every HDB flat is automatically covered by the HDB-appointed insurer. Homeowners without the specified HDB loan should check their actual fire or home-insurance arrangement and lender obligations rather than rely on an assumption.

The correct coverage decision should reflect the real property, financing and risk.

How to buy or renew the HDB fire policy

HDB names Etiqa Insurance as its appointed insurer for the current five-year period. Owners can purchase or renew through Etiqa’s website, AXS services or the insurer’s published appointment-only counter.

HDB also provides a Check Flat Details e-Service to verify the recorded validity of the flat’s policy, noting that updates after purchase or renewal may take up to a week.

A policy may need renewal every five years for the duration the condition applies. Keep track of the actual expiry, not just the original purchase date of the flat.

For customer enquiries HDB lists Etiqa on 6887 8777 and customer.service@etiqa.com.sg. Official HDB Fire Insurance and Renewal Instructions.

What happens if the household refinances?

Refinancing changes the mortgage arrangements and may affect insurance requirements. CPF says some HPS covers can be automatically adjusted to eligible changed loan amounts or periods, while other circumstances—especially bank-loan repayments using cash—may require an explicit application to adjust.

Review the actual CPF policy certificate after refinancing and follow up if the share, term or loan balance differs. A bank’s private mortgage insurance may also have conditions independent of CPF’s arrangements.

The principle is to review coverage and loan together. A mortgage switch does not automatically renew every separate household policy.

Do both buyers need to insure 100% each?

Not necessarily. CPF requires an appropriate aggregate HPS share of at least 100% across relevant insured owners. Co-owners’ individual shares generally should reflect their repayment responsibility, though they can choose higher coverage up to 100% each where eligible.

A couple paying equally might start by considering 50–50. Another couple with different contribution responsibilities could have an 80–20 distribution. The actual eligible premium and risk preferences may affect the decision.

Avoid offering one generic allocation as personalised financial advice. For the calculation use CPF’s official share guidance.

Why higher HPS coverage is not free

A higher insured share typically increases the relevant annual premium. Because premiums may be paid from CPF Ordinary Account savings, homeowners should consider both current mortgage protection and the longer-term use of CPF for retirement.

That does not mean a household should underinsure to save a small annual sum. It means the decision is a deliberate trade-off, ideally informed by the loan and cover calculator.

A comparison should use the actual CPF quote rather than unsupported claims that 100% cover always costs a particular amount.

Moving into a Hougang resale flat: an insurance checklist

  1. Obtain the HDB Flat Eligibility letter, mortgage terms and expected ownership date.
  2. Determine whether CPF HPS is required for the loan-payment arrangement.
  3. Apply for and confirm an accepted HPS policy, including each relevant owner’s share.
  4. Check the HDB Fire Insurance requirement for the actual HDB loan and flat.
  5. Verify the five-year policy and current insurer details.
  6. List high-value renovation and personal contents that may need separate home insurance.
  7. Review relevant private insurance or HPS exemption arrangements with the proper provider.
  8. Keep policy certificates, payment references and emergency contacts in a secure record.
  9. Check coverage again after refinancing, selling or repaying the mortgage.

These are administrative tasks distinct from arranging SP utilities or an HDB season parking permit. For broader home handover use Moving to Hougang 2026.

Fire, water damage and ceiling leaks are not identical insurance events

HDB’s basic fire scheme is designed around eligible fire-related damage to HDB-built structures. An inter-floor ceiling leak, condensation damage, burst water pipe or stormwater problem should not automatically be treated as a claim under that same fire policy.

Some optional home-insurance contracts may cover certain specified water damage or liability exposures, while others exclude them. The actual wording and cause matter. Use the applicable insurer’s policy and formal claim assessment.

The separate Hougang HDB Ceiling Leak Guide addresses owner and Town Council repair responsibility, which is different from insurance claim approval.

A simple family budget example

Suppose a fictional owner pays an annual HPS premium of S$210 under a personalised CPF policy, plus the published S$4.59 five-year HDB fire premium for a four-room flat. The amounts use different time units. Treating S$4.59 as a monthly fire premium would be a basic mathematical error.

That S$210 is invented as an illustration; it is not a valid HPS quote. The appropriate cost for a real owner comes from CPF’s premium calculator and certificate.

Further optional home insurance may carry an annual premium, deductible and claim limit. Compare the risks covered and the period, not just the smallest number.

Frequently asked questions about Hougang HDB insurance

Is HPS the same as HDB Fire Insurance?

No. HPS addresses an eligible outstanding mortgage following specified insured events; fire insurance covers defined HDB-original structures and fixtures after fire.

What is the four-room HDB fire premium in 2026?

S$4.59, inclusive of GST, for a five-year policy in the current insurer period.

Who provides the HDB fire policy in 2026?

Etiqa Insurance is the appointed insurer for 16 August 2024–15 August 2029.

Does the fire policy cover my renovated kitchen?

The HDB basic policy excludes private renovations and personal belongings. Optional home insurance may provide appropriate separate cover depending on terms.

Is HPS mandatory when using CPF for HDB loan payments?

You generally must apply unless an appropriate exemption is approved under CPF’s rules.

Can a homeowner with a bank HDB loan apply for HPS?

Yes, HPS covers eligible HDB loans from banks as well as HDB, subject to CPF requirements.

Does HPS last until the owner is 70?

Normally it ends at age 65 or mortgage repayment, whichever comes first.

Can term life insurance replace HPS?

Possibly, where the private policy meets CPF’s exemption requirements and CPF approves the application submitted by the insurer.

Are HPS annual premiums the same for every four-room flat?

No. Premiums depend on the borrower and mortgage characteristics, not simply the flat size.

How do I check if HDB Fire Insurance is valid?

Use HDB’s Check Flat Details e-Service, allowing for the published update delay after buying or renewing.

Secure the mortgage, insure the building, then consider the contents

The useful question is not “Do I have insurance?” but which event would each policy cover, how much would it pay and to whom? Keeping HPS, HDB Fire Insurance and optional home-contents protection separate avoids unpleasant surprises.

Use CPF Home Protection Scheme, HDB Fire Insurance and premium table and CPF exemption rules. For Hougang’s connected decisions see Hougang HDB Resale Grants, Hougang HDB Resale Prices and Hougang Fire Safety. Good protection starts with knowing what you have rather than guessing from the name of a policy.
