One Side Has Submitted the HDB Resale Application | How to Track the Seven-Day Window

HDB flats and road in Punggol

If either the buyer or the seller has submitted their part of an HDB resale application, confirm the date immediately and coordinate the second submission. HDB requires both portions and the necessary documents to be submitted within seven calendar days of each other. One receipt shows that one portion was received. It does not establish that the full application has been accepted.

Check the Option to Purchase (OTP) for the separate deadline the parties agreed for submitting the application. Keep that deadline, the first submission and the second submission on one calendar. If the application has lapsed or the parties disagree about a deadline, contact HDB with the actual records.

  • Save the first submission date and reference.
  • Compare the separate OTP submission deadline.
  • Check that both sides are using the same transaction details.
  • Confirm that HDB has received both portions.
  • Wait for HDB’s acceptance and instructions before relying on a completion timetable.

Put the dates in one shared note

Read HDB’s buyer submission FAQ and the seller submission FAQ. Both explain the two-party process. Use calendar days for the seven-day rule. Ask each side when it actually submitted, and keep the official confirmations rather than relying on a planned date in a message.

ItemWhat to recordWhy it matters
OTP submission deadlineDate or period agreed in the exercised OTPA separate contractual checkpoint
First submissionActual date and referenceEstablishes when the other portion must follow
Second submissionActual date and referenceHelps confirm whether both sides submitted on time
HDB statusComplete, accepted or any further instruction shownDistinguishes receipt from the later decision
Matching detailsFlat address, price and OTP detailsHelps both portions match the same transaction

Before the second party submits, compare the common details against the exercised OTP. HDB says its system matches items including the flat address, resale price, fees, relevant dates and OTP serial number. Use the exact documents rather than retyping from memory. If an approved process such as the Enhanced Contra Facility or a requested Temporary Extension of Stay applies, follow the specific instructions for declaring it.

Check what happens if the second portion is late

HDB’s FAQ says an incomplete application will lapse if the required portions are not submitted within seven calendar days of each other. HDB also says the administrative fee already paid is not refunded and both parties must restart the application process. If this has happened, check the status in the portal and ask HDB how to proceed for the actual transaction. Review the OTP deadline and validity of any required documents before attempting another submission.

Distinguish a lapsed record from a record awaiting a response or correction. When you contact HDB, provide the date of each submission, what each party can see and the common reference details. If one side has not yet submitted, say so. A precise description helps HDB identify what has happened.

Worked example when the parties submitted on different days

The seller submits early in the week and sends the buyer the receipt. The buyer has one supporting document to check. The parties record the first submission and verify the remaining time against HDB’s rule and the OTP. The buyer confirms the flat and price details against the exercised OTP before sending the second portion.

The family then records both acknowledgements and watches for HDB’s next update. It keeps a mover booking provisional until the official timetable is available. If one confirmation is missing, the parties use their submission records to ask HDB what it has received.

Frequently asked questions

Are weekends excluded?

HDB describes the window as seven calendar days. Use the official submission record and ask HDB if the dates in your case are unclear.

Can either side submit first?

Check the HDB instructions and coordinate the two portions. What matters for this check is that both parties submit their portions and required documents within the applicable window and follow the OTP terms.

Does the second submission fix the completion date?

HDB still needs to assess the application and issue its instructions. Keep the completion and moving dates provisional until confirmed.
