If you buy an HDB resale flat partway through the year, check the property tax on the completion statement before paying any amount that appears to cover the same period. If the seller already paid the year’s tax, the buyer may have to reimburse an agreed portion through the transaction. If there is outstanding tax, ask your HDB officer or solicitor how it will be settled.
The buyer–seller adjustment and the IRAS account are two different records. IRAS says the HDB officer or lawyer assists with apportionment between the parties. IRAS updates the ownership record after HDB notifies it of the transfer, and does not apportion the tax between the parties.
- Confirm the resale completion date and current-year tax status.
- Ask whether the seller paid in full or whether there are arrears.
- Identify the tax adjustment on the completion statement.
- Check the IRAS account and tax-rate category after the transfer.
- Confirm your own payment method for later bills.

Read the completion statement first
Use the IRAS guide for HDB buyers. IRAS says current owners can be liable for outstanding property tax relating to the property, including arrears from before transfer. That makes the pre-completion check important. Ask the HDB officer or acting solicitor to check the account and explain how any outstanding amount is handled before you treat the matter as settled.
| Question | Record to open | Who can explain it |
|---|---|---|
| What tax has been paid? | Current property tax status and available records | HDB officer or solicitor handling completion |
| Has an adjustment been included? | Completion statement or payment breakdown | The person preparing the transaction statement |
| Is the ownership record updated? | IRAS property-tax account or notice | IRAS after HDB notifies the transfer |
| Which rate is shown? | Property tax notice and your actual occupancy dates | IRAS’s relevant owner-occupier route |
| How will I pay later bills? | Your own payment or GIRO confirmation | IRAS payment guidance |
The annual bill and the completion adjustment can both mention tax for the same property. Write down what each amount represents. An adjustment may reimburse the seller for a period already paid. A notice can concern a remaining charge, a new assessment or another period. If the documents seem to overlap, ask for a reconciliation and continue to follow the applicable due dates.

Check the account after the transfer
IRAS says HDB informs it of the transfer for an HDB flat. After the ownership update, check the property, owner correspondence details, amount due and rate category. If you live in the property and the notice shows an unexpected rate, check the relevant IRAS route. See eduKateSG’s guide to property tax when occupancy changes for that separate question.
If you want to pay by GIRO, confirm your own arrangement and the first scheduled payment. A payment arrangement linked to another property or another owner does not tell you how this bill will be paid. Keep the first notice and any payment acknowledgement alongside the completion statement.

Worked example when the seller has already paid for the year
A family buys a flat in May. The seller has paid the annual tax. The buyer asks the solicitor to show the reimbursement amount and period in the completion breakdown. The family saves that statement with the completion date. When it later sees its own IRAS notice, it checks the period and rate shown before comparing amounts.
If the family’s owner-occupier treatment changes the amount attributable to its period, it checks the updated notice and any IRAS instructions. The family keeps a separate line for money paid to the seller through completion and money payable to IRAS.

Frequently asked questions
Does IRAS split the yearly bill between the buyer and seller?
IRAS says the officer or lawyer assists with apportionment between the parties. IRAS does not perform that transaction adjustment.
What if there are arrears?
Raise the issue before completion. IRAS says the current owner can be liable for outstanding tax, and the officer or lawyer can assist with settlement between the parties.
