An international student’s Joint Admissions Exercise (JAE) eligibility depends on the rules for the intake, including where and how they sat the qualifying examination. For the exercise using 2025 O-Level results, Catholic Junior College’s public FAQ, citing MOE guidance, said international students were eligible only if they took the examination as students in a Singapore government, government-aided or independent secondary school. International private candidates and international students from other school types were outside that rule.
Start with your exam year, exact qualification, candidate status and school type. Then check MOE’s eligibility instructions for your own intake. A student can hold the same named qualification as a classmate and have a different application route. Once you know which exercise applies, check the courses and deadlines separately.
- Confirm your qualification, examination year and candidate status.
- Ask the school to confirm its classification if you are unsure.
- Check the eligibility rules for the intake you are applying to.
- Compare course requirements using the current official course information.
- Check institution-specific routes early if your qualification is outside JAE.
Check your candidate status before building a choice list
Take out the exam registration or results information and copy the exact examination name and year. Record whether you sat as a school candidate or private candidate. An O-Level certificate, an International General Certificate of Secondary Education (IGCSE) result and an overseas school transcript may support different application routes.
If you are uncertain about school classification, ask the school or admissions authority. A school may be located in Singapore without belonging to the school categories named in a particular JAE rule. Give the actual school name and candidate status so the reply addresses the correct scenario.

Separate eligibility for the exercise from eligibility for a course
Once you confirm the route, use the current course information to check minimum entry requirements and other conditions. Start with the subjects and grades the course requires. Then compare how the courses are taught, the work they involve and whether they support the student’s next step. Keep an actual list of courses the student could accept.
An older score range can help you understand what happened in an earlier intake. The official requirements for the current exercise still govern whether you can apply. Save the information for the right intake and check for updates before submission.

If JAE is outside your route
Approach the institutions you are considering and give them the exact qualification, results status and intended intake. A polytechnic may list a Direct Admissions Exercise category for your qualification. Each institution can publish its own categories, deadlines and requirements. Check them early, since an application window may open at a different time from JAE.
A concise enquiry might say, “I am an international student, sat [qualification] as a [school/private] candidate in [year], and intend to apply for [course and intake]. Which application exercise should I use?” If the final certificate is pending, state the date you expect it and ask which evidence the institution accepts during its application window.

Worked example
Two international students want the same polytechnic course. One took the qualifying O-Level examination while enrolled in a Singapore government-aided secondary school. The other sat as a private candidate. Both check the current JAE rules with their exact records. The first prepares the course choices available through the applicable exercise, while the second contacts the institution about the route it lists for the student’s circumstances.
Each student keeps a separate calendar. They compare course requirements and the dates for applications, results and acceptance. This lets each family act on the route the institution actually confirms.

What if I took IGCSE in Singapore?
Use the institution’s guidance for the exact qualification. Some polytechnics list a specific DAE category for IGCSE. Check its course and intake rules.
Do these O-Level examples apply to SEC?
Check the official post-secondary exercise for your cohort. The examples here explain an O-Level rule for a named exercise, so use the applicable guidance if you are sitting the Secondary Education Certificate.
