How Singapore Education Works | International Baccalaureate® (IB) After SEC 2027: Year 5 Admissions and IP Routes

Exterior of Anglo-Chinese School (Independent) at Dover Road in Singapore.

Quick answer: A student completing the Singapore-Cambridge SEC in 2027 may be able to pursue an IB Diploma from Year 5 in 2028, but only through an eligible school and the appropriate admissions route. MOE’s new Post-Secondary Admissions Exercise (PSE) begins in January 2028. ACS (Independent) separately asks candidates interested in its 2028 Year 5 IBDP DSA-JC intake to check the school’s website in early May 2027. Neither a former O-Level cut-off nor a G1/G2/G3 grade is an automatic IB admission offer.

For families comparing IP, Full SBB, SEC, DSA and IB, the important distinction is which pathway actually controls admission and which qualification the student will take after entering the school.

Find the answer you need

Can a student enter IB after Singapore secondary school?

Potentially, yes, but the admission route depends on the school, the applicant’s prior curriculum, their actual results and the cohort’s applicable rules. An authorised IB Diploma school may have an entry route into its senior programme. For example, ACS (Independent) and St. Joseph’s Institution provide local IB Diploma pathways; other international schools have separate assessment and admission processes.

The IB Diploma usually takes two years for students in the approximate 16–19 age range. It is not an examination automatically taken after every Singapore Secondary 4 course. Entering Year 5 of a six-year school is a school-admissions event, not an automatic conversion of SEC grades into IB Higher Level and Standard Level subjects.

The first decision is therefore to identify an actual school with an actual place and an entry route appropriate to the student’s qualification. Do not compare only the final diploma scores or published school results.

What changes with SEC in 2027 and PSE in 2028?

Full Subject-Based Banding was fully implemented for the 2024 Secondary 1 cohort. From 2027, graduating students in the relevant mainstream secondary cohorts will take the Singapore-Cambridge Secondary Education Certificate (SEC) at their G1, G2 or G3 subject levels. This replaces the former N- and O-Level examination arrangements for those cohorts.

In March 2026 MOE announced that a new Post-Secondary Admissions Exercise (PSE) will begin in January 2028. It consolidates separate admissions exercises for junior colleges, Millennia Institute, polytechnics and ITE. Students will use the 2027 SEC results to apply across eligible routes. MOE also announced that ranked choice order becomes a posting tie-breaker after citizenship.

Parents must not use a 2026 JAE score calculator or the last published O-Level cut-off as a guaranteed 2028 IB entry score. The PSE framework, the JC L1R4 revision and actual school places need to be checked for the intended year. A school may have additional programme-specific prerequisites. MOE’s 2026 announcements and PSE guidance are the right starting points.

Does PSE mean every IB school is available for posting?

No. The PSE is an admissions framework for specified post-secondary routes. It does not mean every institution worldwide that teaches an IB programme participates, nor does it replace the admissions procedure of an unrelated foreign-system school.

Local IB Diploma schools may offer routes through the applicable post-secondary admissions exercise and school-specific procedures. Confirm which schools and course codes are available when the 2028 information is released. Do not assume that a school’s previous JAE participation answers every question under the new PSE system.

International schools authorised for the DP commonly have their own admissions terms, fees, assessments and entry eligibility. Singapore Citizens may face rules on foreign-system schooling, while foreign students may need immigration approval. That needs separate checking through the school and relevant authorities.

ACS (Independent) Year 5 admissions: what is currently known?

ACS (Independent) has an IB Diploma Programme in its Years 5 and 6, together with defined admissions procedures. Its official school website says that the 2026 DSA-JC application exercise has closed. It tells interested applicants to visit the school website in early May 2027 for the 2027 DSA-JC exercise leading to Year 5 enrolment in academic year 2028. This is a useful date to monitor, not an application promise.

The 2026 school materials describe selection in recognised talent domains and require supporting academic and achievement evidence. They also distinguish DSA-JC from admissions through the general post-secondary posting process. Do not assume that last year’s exact talent domains, paperwork, dates or vacancies will be identical in 2027. Check the new school notice once it is issued.

ACS(I) has also had JAE admissions into its IBDP; its 2026 JAE page refers to the old exercise. For the 2028 intake, check the updated MOE PSE guidance and ACS(I)’s specific admissions notice rather than copying a former L1R5 cut-off or appeal procedure. See ACS(I) Year 5 DSA-JC and ACS(I) Admissions.

St. Joseph’s Institution: Year 1 versus Year 5

St. Joseph’s Institution (SJI) provides a recognised IBDP route in its senior years. It has a Year 1 secondary intake context and a separate pre-university admissions context. The question “Can my child enter SJI?” is incomplete until the family’s target year and prior schooling are stated.

SJI’s published FAQ discusses its Year 5 IBDP in relation to earlier GCE O-Level and IP pathways and directs readers to the school’s admissions pages for current details. These FAQ descriptions are evidence of past and current route structure, not a substitute for 2028 PSE eligibility rules. The student should check whether an application must use the revised post-secondary exercise, DSA or a school-specific process.

SJI also notes that some students in its earlier secondary pathways do not receive an automatic advantage for later IBDP entry. The broader lesson is that school familiarity and academic readiness do not replace formal entry requirements. Consult SJI’s official FAQ and its latest admissions information.

What if the student is already in an Integrated Programme?

An IP student may already be on a school pathway leading to A-Levels or the IB Diploma. IP usually provides a six-year route without taking a mainstream Secondary 4 national examination, so the student may not have SEC results available for a standard SEC-based application. Do not treat the absence of SEC as evidence that the student is academically weaker.

An IP student’s progression normally follows school rules and promotion requirements. Moving from one IP school to another or trying to use DSA-JC may involve restrictions, existing DSA commitments, permissions and genuinely exceptional circumstances. A family should speak first with the current school and receiving school instead of assuming it can apply just as an SEC candidate would.

The correct educational map shows the destination qualification. “IP” is the pathway; “IB Diploma” or “A-Levels” is the qualification it may eventually award. See IP Year 4 to Year 5 subject choices and IP to university routes.

What G1, G2 and G3 results mean for an IB ambition

G1, G2 and G3 are national subject levels under Singapore Full SBB. They are not IB grades and do not map directly to IB SL and HL. A student may offer different subjects at different national levels. Whether their results support an application to a particular senior school depends on the published eligibility requirements and accepted subject combination.

Parents sometimes focus on a single grade when a university route depends on several linked foundations. For an intended IB HL science, ask what mathematics and science topics need to be secure before DP1. For IB language learning, check the language proficiency route and whether the school offers a suitable class. For English and humanities, check the student’s ability to read, write and substantiate extended answers.

The most useful questions are: What course can the student enter, what subject prerequisites are satisfied, and what bridging work is realistic? A generic sentence saying “G2 can become HL” is not an official conversion and should be avoided.

A practical timeline for 2027 SEC students

Late 2026 to early 2027: identify candidate schools and likely routes. Compare required learning outcomes and the child’s existing subjects. Do not assume that a 2026 cut-off will remain unchanged.

Early May 2027: check the ACS(I) website for its announced 2027 DSA-JC details for 2028 Year 5 entry, if that school is on the shortlist. Check SJI and other schools’ independently published notices and the eligibility of the applicant. Keep the relevant documents ready.

During 2027: maintain satisfactory learning progress and monitor official MOE/PSE and school pages. Relevant school-based early admission routes may occur before SEC results. Accepting a confirmed early offer may have consequences for later choices, so read the actual offer terms before accepting.

January 2028: the first SEC cohort receives results and may use the PSE for eligible routes. Verify the published opening window, course options, tie-breakers and application conditions; do not rely on historical JAE procedures.

After posting: check reporting dates, school subject-choice processes and financial assistance. An offer of a school place does not guarantee every preferred IB HL subject combination.

What a parent should prepare now

A family can prepare usefully without predicting future cut-offs. Build one folder of the student’s latest actual results, subject level information, work samples, relevant achievements and basic identity or citizenship documents. Keep a separate list of official school links and the last date each was checked.

Students considering the IB should understand why the two-year DP asks for sustained subject knowledge, research, long-form writing and multiple deadlines. They should also consider sleep, family time and reasonable transport demands. An ambitious school choice is only productive if the student can actually learn and live there.

If a subject is weak, begin with a diagnostic of actual mistakes instead of adding indiscriminate exam practice. Improving one foundational mathematical concept or one recurring reading error may preserve more options than spending months chasing an outdated cut-off.

Checklist before applying for IB Year 5

  • Record the intended entry year and the student’s exact schooling route.
  • Confirm that the chosen school actually offers the IB Diploma in Year 5.
  • Read MOE’s PSE eligibility guidance for the SEC cohort or the relevant school’s DSA-JC terms.
  • Check the official 2027 application dates as they are released, rather than assuming 2026 dates repeat.
  • Collect the required academic results, supporting achievements and identity documents.
  • Check which six IB subjects and HL/SL levels are offered and which have prerequisites.
  • Understand the consequences of accepting an early or direct admission offer.
  • Calculate fees, transport and bursary eligibility using official school schedules.
  • Discuss any learning gaps or wellbeing concerns with the student and teachers.
  • Keep backup post-secondary options open until admissions are confirmed.

Frequently asked questions

Will O-Levels still exist for the 2027 Full SBB cohort?

The SEC replaces N- and O-Level examinations for the relevant graduating students from 2027. Always check the exact student’s cohort and qualification.

Does the 2028 PSE include every IB school?

No. It applies to defined post-secondary pathways. Confirm the current participating institutions and individual school’s admission method.

When does ACS(I) open 2028 Year 5 DSA-JC applications?

ACS(I) states that interested applicants should check its website in early May 2027 for the 2027 exercise serving the 2028 Year 5 intake.

Can an IP student use SEC grades to change schools?

IP students generally follow their own pathway, and may not sit SEC. Any inter-school transfer must be checked with the current and receiving schools.

Do G3 results guarantee IB HL subject places?

No. IB subject choices depend on the school and subject prerequisites; the grade systems are not directly interchangeable.

Should parents use a previous JAE L1R5 cut-off for 2028?

No. The 2028 admissions arrangements introduce PSE and revised scoring rules. Use current official guidance.
