If your international student has already enrolled in a Singapore school through AEIS and your family is moving, start with the current school. Give the new address and move date, explain the practical difficulty and ask which school-transfer or support options apply. Plan continued attendance at the current school while any request is being considered, unless you receive other official instructions.
Keep any Student’s Pass question separate from the request to change schools. The Immigration & Checkpoints Authority (ICA) says a student transferring schools must apply for a Student’s Pass under the new school following successful admission, where the student needs that pass. Confirm your child’s own arrangements with the schools and ICA. Work from a confirmed school place and start date when planning a change.
- Tell the current school what changed and when.
- Compare the real journey from the new address, both ways.
- Ask which options are available for your child and what evidence is needed.
- Keep attendance and pickup arrangements in place while you wait.
- If a new place is confirmed, check the handover and applicable pass formalities.
Start with the fact that your child is already enrolled
An international student who has received an offer and is still within the reporting period has a different immediate task from a student who already attends the school. This guide is for the second situation. If your child has yet to complete reporting, follow the offer’s own dates and contact the offered school about any move or travel conflict.
For an enrolled student, give the current school your moving date and contact details. Ask how to update the address in school records. If you need help with the commute, ask which staff member can discuss the practical problem. If you want to request a school transfer, ask which route applies to an international student in your circumstances. Keep a note of any next step the school confirms.

Test the new journey before deciding what to ask for
Walk or take public transport from the new home at the time your child will leave. Include the lift, walking time, crossings, transfers and the journey from the last stop to the school gate. Then try the return trip at dismissal time. A route that works for morning arrival can be difficult when a parent finishes work late or the student stays for an activity.
Write down a typical day and a difficult day. What happens if it rains, a bus is missed or the caregiver is unavailable? A young child may need a trusted adult for one segment of the route. An older student may be ready to travel independently after rehearsing a simple route and learning where to get help. These observations help the school understand whether the barrier is time, access, supervision or something else.

Ask about a transfer and an interim plan separately
Explain the actual impact of the move. “The student needs two buses and cannot get home before the agreed pickup ends on Tuesdays” gives the school something to discuss. Ask what it can clarify about school arrangements and whether a request for another placement can be considered. A new address is information for the school to consider under the applicable process. Confirm availability and approval through that process.
Meanwhile, keep a practical interim plan. Update emergency contacts or authorised pickup details if the move changes them. Work out which adult can cover the first week and what the student should do if the route is interrupted. A consistent routine matters especially when the family is also unpacking, changing care arrangements and adjusting work schedules.

If admission at another school is confirmed
Ask the current and receiving schools for the effective dates, including the last day at the current school and the first reporting date at the new one. Confirm how records, subject arrangements and any learning support will be handed over. Ask what supplies are needed immediately and what can be bought after the child starts.
If your child needs a Student’s Pass, check ICA’s current instructions and ask the schools which steps each one handles. ICA’s school-transfer FAQ links the new pass application to successful admission to the new school. Ask about timing for your child’s case before making assumptions about what the existing pass covers. Send documents only through the required channels.

Worked example
A family moves after their child has been attending secondary school for a term. They initially see a shorter route on a map to another campus. They test their current journey at school times and find that mornings are manageable, while two late afternoons create a genuine care gap. They ask the current school how to raise a transfer enquiry and make a short-term pickup plan for those two afternoons.
If they receive confirmation of a new place, they will record the school start and Student’s Pass steps separately. Until there is a confirmed change, their child knows which school to attend and who will meet them. The family can make an informed decision without tying the next school day to an unanswered request.

Frequently asked questions
Can I use the same process as a Singapore Citizen or Permanent Resident pupil?
Ask your current school what route applies to your child. The published MOE relocation transfer service for Primary 1 to Primary 5 lists citizenship or permanent residence among its criteria. A family with a different status should confirm the applicable process with the school.
Should I stop attendance while waiting for a transfer?
Keep attendance and travel arrangements going while the request is being considered, unless the school provides different instructions. Ask for effective dates if the transfer is approved.
When should I ask about the Student’s Pass?
Ask about the steps early if your child needs a pass, then follow the official timing tied to successful admission. The school transfer and the pass application have separate instructions.
