A Parent Is Moving Into Your HDB Flat | When to Check Authorised Occupier Records

HDB flats and road in Punggol

If a parent is moving into the HDB flat you own, check whether you need to add them as an authorised occupier. HDB provides a Change of Flat Occupiers application for adding or removing family members. That process concerns who is registered to live in the flat. Adding someone to the ownership of the flat is a separate process.

Start with the reason and timing for the move. Ask what happens to the parent’s current housing arrangement and whether a grant, an occupation condition or another HDB flat is involved. Give HDB the actual facts so it can identify the correct route.

  • Identify whether the parent will live in your flat and when.
  • Confirm your existing household records.
  • Check any grant or existing flat connection that could matter.
  • Use the appropriate HDB application for your flat type.
  • Keep care arrangements and the application timeline on separate lines.

Identify the record you are trying to change

Open HDB’s Change of Flat Occupiers overview and its application guidance. Check which information and documents HDB requests and who needs to participate. Use the current instructions for the type of flat you own.

Explain existing housing and grant commitments

Tell HDB if your parent still owns, rents or is listed in another flat, and explain what is planned for that address. If your purchase used a grant linked to where a parent lives, check the applicable conditions. The eduKateSG guide to changes after receiving the Proximity Housing Grant explains what to record for that separate question.

If a move is temporary or the dates are changing, describe the actual arrangement. Ask what HDB requires in your circumstances and which supporting information is needed. Keep sensitive documents in the relevant official channel.

Worked example when care needs change

A parent plans to move in with an adult child who owns an HDB flat. The household first identifies that it wants to update the residence record while keeping the ownership as it is. It checks the occupier application, tells HDB about the parent’s existing address and asks whether any other housing condition applies.

The family also plans the first week. One adult checks access and care arrangements while another follows up on the HDB process. They save the submission reference and update their shared timeline when they receive instructions. The plan lists which decisions have been confirmed and what still needs an answer.

Frequently asked questions

Does registering an occupier transfer an ownership share?

HDB has a separate ownership-change process. Use the route that corresponds to the change you intend.

Can we treat a short stay as the same as a permanent move?

Give HDB the actual expected dates and living arrangement if the status is unclear. Ask which process applies.

What if our parent has a flat elsewhere?

Provide the existing housing details to HDB and ask how they affect the proposed change. Check any grant or occupation conditions separately.
