Polytechnic Tuition Grant for International Students: Compare Fees and the Work Obligation

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

If you are an international student offered a full-time polytechnic diploma in Singapore, check your eligibility for the Ministry of Education (MOE) Tuition Grant, the fee with and without it, and the agreement you would sign. Singapore Polytechnic’s international-student guidance says international students who take up the grant must apply online, sign an agreement with two sureties and fulfil a three-year work obligation with a Singapore entity upon graduation. Read the current agreement for the terms that apply to you.

Make this decision while you still have time to read the paperwork with your family and potential sureties. Accepting a course offer, indicating an interest in the grant and completing the grant agreement can be separate tasks. Record the deadlines and ask your polytechnic which steps it requires for your intake.

  • Check eligibility and obtain the current fee figures for your course.
  • Compare the total study budget with and without the grant.
  • Read the work obligation and what signing means for the sureties.
  • Record the application, signing and fee-payment deadlines separately.
  • Ask the polytechnic what happens if a step cannot be completed on time.

Compare two complete budgets

Request or open the fee schedule for your course, citizenship category and intake. Record the subsidised and unsubsidised figures separately. Check what each figure covers and what else the family will need to budget for, such as transport, housing, equipment and any charges stated by the institution. Keep the time period beside each figure so you are comparing like with like.

Then ask when the first payment falls due and how the institution handles a grant that is still being processed. The grant can affect the tuition amount, while other enrolment expenses may still be due. A short cash-flow calendar is useful if funding comes from more than one person or country. Ask the finance office to clarify any item you cannot match to the published schedule.

Read what the agreement requires

Read the current agreement, including when the work obligation starts and how it is defined. If you intend to pursue further studies, change programme or leave Singapore after graduation, ask the grant administrator how the relevant terms would apply. The institution’s summary helps explain the scheme, while the agreement and current official instructions govern the commitment.

Give the sureties time to read their responsibilities and confirm whether they meet the current requirements. Ask which identification, signing arrangements and dates apply to each person. If one surety will be overseas, check what signing method is accepted before booking travel or arranging an appointment.

Keep enrolment, grant application and signing on separate lines

Ngee Ann Polytechnic’s 2026 guidebook describes separate stages for expressing interest during enrolment, applying through the MOE Tuition Grant portal and completing the agreement. Use your own polytechnic’s instructions and dates. Ask how you can confirm that the institution has received each step and when it will show the updated fee category.

If a document or signature is delayed, contact the office before the published deadline. Explain which step you have completed, what is outstanding and the earliest date you expect to resolve it. Ask what the school requires for any current bill while the application is unresolved.

Worked example

A student receives a diploma offer and sees two tuition amounts on the fee schedule. The family writes down the annual or semester amounts as published, adds living and transport costs, and asks the polytechnic when grant-related billing will be reflected. The student discusses the work obligation with the family and shares the current agreement with two potential sureties.

They check the signing instructions before one surety travels and put the grant deadlines beside the course acceptance date. When the first bill arrives, they follow the institution’s payment instructions and keep the enrolment and grant confirmations in separate folders.

Frequently asked questions

Is the Tuition Grant automatic for international students?

Check your polytechnic’s instructions. Singapore Polytechnic’s international-student guidance describes an application and a signed agreement for international students who choose to take it up.

Can my parent sign without reviewing the agreement?

Every proposed surety should read the current responsibilities and check eligibility before signing. Ask the polytechnic or grant administrator about any term you cannot interpret.

Should I assume the lower fee while my agreement is pending?

Ask the polytechnic which amount is due and which payment instructions apply to the bill you actually received.
