ARTICLE 214 — Inequality OS (Systems Framing)

Why Inequality Becomes a Stability Issue

DEFINITION LOCK
Inequality becomes a civilisation stability risk when it reduces household buffers, weakens opportunity pipelines, and erodes trust and compliance.
The core issue is not “who has more,” but whether large parts of society cannot maintain stable regeneration (housing, childcare, education, health).
Extreme inequality can increase brittleness by concentrating resources away from where pipeline formation happens.

WHAT inequality is

Uneven distribution of income, wealth, and opportunity.

WHY it matters

If many households cannot form stable families or support education, future capacity thins.

HOW it works (mechanically)

Input: wage structures, housing costs, education access, market power, policy
Output: either broad stability or widespread overload

PHASE reliability

Phase 0: social fracture; low trust; unrest risk
Phase 1: fragile stability; high resentment
Phase 2: manageable inequality with mobility pathways
Phase 3: drift-controlled fairness: broad buffers, opportunity routes, credible institutions

FAILURE physics

When too many people feel the system is rigged, compliance drops and coordination cost rises.

REGENERATION loop

Broad stability → higher trust → better policy and investment → broad stability.

Q&A
Q: Is inequality always harmful?
A: Differences are normal; harmful is when the distribution breaks regeneration capacity for many.

The Full Stack: Core Kernel + Supporting + Meta-Layers

Core Kernel (5-OS Loop + CDI)

  1. Mind OS Foundation — stabilises individual cognition (attention, judgement, regulation). Degradation cascades upward (unstable minds → poor Education → misaligned Governance).
  2. Education OS Capability engine (learn → skill → mastery).
  3. Governance OS Steering engine (rules → incentives → legitimacy).
  4. Production OS Reality engine (energy → infrastructure → execution).
  5. Constraint OS Limits (physics → ecology → resources).

Control: Telemetry & Diagnostics (CDI) Drift metrics (buffers, cascades), repair triggers (e.g., low legitimacy → Governance fix).
