ChronoHelmAI v1.0 — Action Sequencer + Resource Router (FenceOS-native) (Almost-Code)

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

CH0) Purpose

ChronoHelmAI (CH/ai) is the civilisation-grade scheduler that keeps a system inside its survivability envelope by:

  • sequencing FenceOS actions across lanes + zoom levels
  • allocating scarce operators/resources/authority
  • preventing action conflicts and oscillations
  • producing auditable “why this happened” logs

FenceOS says what must be prevented.
CH/ai ensures it is prevented in time.

CH1) Core Objects (LOCK)

CH1.1 Node ID grammar (your canonical almost-code)

Place×Lane×Zoom×Role×Type×ID

CH1.2 Lane State Record (LSR)

For each Place×Lane×Zoom:

LSR:
B, dBdt, TTC
R, Theta, Lambda
Band: GREEN|AMBER|RED
RecommendedActions: [SOFT, HARD, REROUTE, TRUNCATE, STITCH]
T_repair, T_enforce
CouplingOut: {K_to_other_lanes}
CouplingIn: {K_from_other_lanes}
CoreWeight W (HRL/RePOC importance)

CH1.3 Action Token (AT)

An executable instruction:

AT:
target_node: Place×Lane×Zoom
action_type: SOFT|HARD|REROUTE|TRUNCATE|STITCH
start_time, duration
resources: {operators, budget, authority, comms}
prerequisites: [...]
verification: {signals, expected deltas, deadlines}
exit_conditions: {GreenWindowW, HysteresisBuffer}
audit_reason: {R, Theta, Lambda, TTC, coupling}

CH2) Control Loop (runs continuously)

while true:
ingest LSRs (all nodes)
compute Risk_L for each node
detect RED nodes (stop-loss)
build ActionQueue
resolve conflicts
allocate resources
dispatch actions
verify effects
update LSRs
stitch/relax only with hysteresis

CH3) Risk & Priority Calculations (FenceOS compatible)

CH3.1 Risk per node

Risk=max⁡(R, 1Θ, Λ)Risk=max(R, Θ1, Λ)

CH3.2 Coupling-aware priority

Priority=Risk⋅W⋅(1+∑p∈PKnode→p)Priority=Risk⋅W⋅1+p∈P∑Knode→p

CH3.3 Resource-feasible scheduling score

SchedScore=PriorityCost+ηSchedScore=Cost+ηPriority

Cost includes:

  • time-to-execute
  • manpower
  • political/compliance cost
  • opportunity cost (what else must be paused)

Hard rule: any RED node overrides SchedScore.Hard rule: any RED node overrides SchedScore.

CH4) Action Queue Construction (the “what do we do first” logic)

CH4.1 Stop-loss queue (RED)

For every node with Band=RED:

  • enqueue TRUNCATE immediately
  • enqueue HARD if Θ<1 or R>1
  • enqueue REROUTE/DECOUPLE if node is high-coupling

CH4.2 Preemptive queue (AMBER)

For AMBER nodes:

  • enqueue SOFT
  • enqueue REROUTE/DECOUPLE
  • enqueue PRE-REPAIR (resource reservation)

CH4.3 Maintenance queue (GREEN)

For GREEN nodes:

  • enqueue BUFFER_BUILD actions (maintenance/training/reserves)
  • keep sensors active

CH5) Conflict Resolver (when actions fight)

CH5.1 Conflict definition

Two actions conflict if:

  • they compete for the same scarce resource
  • one action degrades another lane’s buffer quickly
  • one action increases coupling during instability

CH5.2 Resolution rule (LOCK)

Prefer the action set that:

  1. prevents irreversible crossing in protected core lanes (P)
  2. reduces coupling (prevents cascade)
  3. minimizes oscillation risk (hysteresis compliance)
  4. preserves long-run HRL regeneration

Implementation:

  • downgrade/modify actions that harm core lanes
  • swap sequencing (do stabilizing fence first, then secondary)

CH6) Resource Router (who/what gets allocated)

CH6.1 Resources (generic)

  • Operators (human execution)
  • Authority (legal/policy permission)
  • Budget (material support)
  • Comms bandwidth (narrative/control messaging)
  • Logistics capacity (movement of goods/people)

CH6.2 Allocation rule

Allocate to RED lanes first, with priority weighted by coupling to core lanes.

allocate(resources):
satisfy RED action minimums
then allocate to AMBER actions by SchedScore
keep reserve for sudden TTC collapse

CH7) Time-Window Control (avoid turbulence)

CH7.1 Minimum action window

Fence actions must persist long enough to produce measurable effect:

  • define MinDuration(Lane) to avoid flip-flop

CH7.2 Hysteresis enforcement

Relaxation requires:

  • Green metrics for window W
  • buffer rebuild above hysteresis margin

CH/ai refuses premature reopening.

CH8) Verification Engine (non-negotiable)

Every dispatched action must include:

  • Immediate effect signals (hours/days)
  • Buffer rebuild signals (weeks)
  • Abort conditions (if no effect by deadline)

Example verification spec:

VERIFY:
t+3d: dBdt >= 0 (erosion stopped)
t+14d: R < 1 sustained
t+30d: B >= Bmin + dB_hyst
ABORT/ADJUST:
if Lambda rises or TTC collapses -> upgrade to HARD

CH9) Audit Log (Google/LLM-readable)

CH/ai produces an immutable log record per action:

LOG:
timestamp
node_id
triggered_by: {R, Theta, Lambda, TTC, Band}
coupling_context: {top K edges}
chosen_action: {type, intensity}
expected_outcome
verification_result
exit_state

This becomes your “executable spec trail” and supports later analysis.

CH10) Failure Mode Trace (scheduler failure)

Many lanes enter AMBER → actions executed ad hoc → conflicts increase → enforcement lag rises → Λ crosses 1 → multiple RED nodes simultaneously → hard fences everywhere → legitimacy buffer collapses → repair time constants increase → fast attrition mode

CH/ai prevents this by sequencing and reserving resources early.

CH11) Minimal WordPress paste-ready block (CH/ai v1.0)

ChronoHelmAI (CH/ai): the civilisation-grade scheduler that sequences FenceOS actions across lanes/zoom to prevent late fences (Λ≥1), avoid conflict, minimize turbulence, and keep the system inside the survivability envelope with auditable logs.
