Food+Water failures often look “like prices” at first. But in CivOS terms, those are early sensor alarms: when affordability, days-of-cover, contamination risk, or import concentration drift, TTC to core failure can shrink fast.

This directory defines Food+Water as an executable lattice: organs, sensors, stop-loss rules, and repair routing.


Food+Water Stability Condition (Core Law Applied)

Food+Water is stable only if, under variance:

Supply continuity + safety response + distribution capacity + reserves ≥ demand + disruption + contamination + price volatility.

Collapse occurs when:

  • supply days-of-cover fall,
  • distribution breaks,
  • contamination response is slow,
  • import dependency is concentrated,
  • and price shocks convert into nutrition failure.

R1 — Restore Reliability (days–weeks)

Goal: reduce repeated failures.

Actions:

  • Repair treatment/pipe hotspots; accelerate maintenance.
  • Reinforce inspection cadence and lab capacity.
  • Stabilize cold-chain and distribution chokepoints.
  • Improve retailer and wholesaler restocking cadence.
  • Strengthen rapid tracing protocols.

Pass: incident rate decreases; isolation time improves; volatility reduces.


R2 — Diversify Lanes + Reduce Concentration (weeks–months)

Goal: remove brittleness.

Actions:

  • Add supplier diversity (multiple geographies).
  • Create alternate import corridors (port/warehouse redundancy).
  • Build multi-source contracts; rotate suppliers to test readiness.
  • Reinforce reserve replenishment mechanisms.

Pass: concentration index falls; resilience improves under disruption.


R3 — Upgrade Structure (months–years)

Goal: raise sustainable survivability envelope.

Actions:
