Lane: GOV (governance / coordination / enforcement)
Goal: prevent irreversible governance collapse (coordination failure, legitimacy fracture, violence escalation, institutional hollowing) by activating fences before TTC compresses past repair capability.
FenceOS here is mostly about lag control: governance collapses when enforcement and coordination lag exceed the time-to-fence.

B8) Integration Hooks (your existing locks)
- Over-concentration brittleness: when governance capability is packed into too few lanes/people, Bgov is thin → TTC short → FenceOS must act earlier.
- Overt–shadow alignment: mismatch increases D˙gov and Tenforce simultaneously (worst case).
- APRC: governance truncation is “freeze complexity + stabilize rules” before re-opening.
- CivOS rate-dominance: same inequality, applied to legitimacy/capacity rather than “money/infra.”
