Reversals are rare and evidence-based
Speed increases when urgency is real

Danger signal

Problems are ignored until crisis
Decisions stall in committees
No one owns the decision
The system waits for perfect certainty
Reversals happen from politics, not evidence

Thresholds

Level 1: Predictable fast cycles

Early recognition, clear ownership, stable decisions

Level 2: Mild drag

Some delay, still functional

Level 3: Slow cycles

Delays become normal, opportunities and fixes slip
