How Government Does Not Work: Narrative Capture (Story Becomes the Control System)

A government fails mechanically when narrative replaces instrumentation as the primary control mechanism.
When stories are used to steer behaviour instead of sensors, verification, and repair loops, reality decouples and collapse risk accelerates.

This is not communication strategy.
It is a control inversion:

When story substitutes for measurement, control becomes persuasion — not correction.

Healthy governance steers with instrument panels:

sensors (what is happening)
verification (is it true)
thresholds (when to act)
repair loops (what to fix)

Narrative capture occurs when:

messaging precedes measurement
