How Government Does Not Work: Truth Threshold Failure (When Noise Becomes Policy)

A government fails mechanically when it cannot distinguish signal from noise at decision time.
When verification capacity falls below the Truth Threshold, rumours, partial data, and narratives are acted on as if they were reality.

This is not misinformation alone.
It is a verification capacity failure:

1) Failure Mechanism

Every governance system has a Truth Threshold — the minimum verification needed before action is safe.

Truth threshold failure occurs when:

  • verification is slow relative to event speed
  • sensors are noisy or corrupted
  • dissenting data is suppressed
  • metrics are gamed
  • narratives pre-empt validation
  • urgency forces premature decisions

The system still decides — but on unverified inputs.


2) The Threshold Trigger (Verification vs Noise)
