Primary Physical Education | Step-by-Step MOE Study Guides

Three primary students sit around open books at a classroom table while one gives a thumbs-up, with stationery and a whiteboard of lesson notes nearby.

Choose a guide for the learner's current level and school task. These independent eduKateSG guides connect instructions, movement, game decisions, fair participation and reflection. Begin with one useful learning step rather than equate PE progress with winning or a single score.

This directory currently connects six published guides, Primary 1–6. Later levels will be added as completed. Activities are original learning suggestions, not a national assessment rubric, fitness programme or replacement for the PE teacher. Follow school safety rules and individual participation guidance.

Primary 5–6: team decisions, feedback and responsible participation

The Primary 5 guide connects supporting a teammate with technique, timing and communication. The Primary 6 guide develops analysis of changing situations, use of feedback and cooperation. Follow school and individual participation guidance; neither guide prescribes training intensity or national fitness-test thresholds.

STEP 1 OF 7

1. Primary 1: understand, move and respond

Back to contents

The Primary 1 guide starts with clear instructions, personal space and controlled responses to a cue. It uses original walking-to-a-marker and simple rolling examples, with school models and adult supervision.

How to study Primary 1 Physical Education | MOE Syllabus

Use this route when the learner needs help understanding a task or connecting an action with its cue. The examples are not compulsory national tests.

2. Primary 2: connect a sequence with control

Back to contents

The Primary 2 guide connects preparation, action, waiting and collection in a simple task. It separates movement control from understanding when a turn begins.

How to study Primary 2 Physical Education | MOE Syllabus

Use this route when the learner can attempt an action but needs help with its sequence, space or participation rules. Follow the teacher's technique model.

STEP 3 OF 7

3. Primary 3: connect a skill with a decision

Back to contents

The Primary 3 guide distinguishes a movement technique from the decision about when and where to use it. An original passing scenario connects readiness, route and the game's actual rules.

A spoken scenario or simple sketch can check understanding without recreating a school game in an unsuitable home space.

STEP 4 OF 7

4. Primary 4: coordinate choices, cooperation and reflection

Back to contents

The Primary 4 guide develops positioning decisions, communication and feedback. It explains why a failed outcome can involve technique, timing or choice rather than one broad weakness.

How to study Primary 4 Physical Education | MOE Syllabus

Use this route when the learner needs to connect a skill with a changing situation. School fitness-assessment instructions should be checked directly; the guide does not reproduce thresholds or prescribe training.

STEP 5 OF 7

5. Complete a manageable learning loop

Back to contents

  1. Identify the current school task and its purpose.
  2. Explain the instruction, rule or decision.
  3. Try a simple teacher-approved action where suitable.
  4. Observe one specific feature.
  5. Use the teacher's model to choose a repair.
  6. Return to a changed scenario with fewer prompts.

These guides set no exercise intensity, session duration or compulsory repetition count. Discussion and reflection can support learning when physical practice is not appropriate.

STEP 6 OF 7

6. Preserve safe, inclusive participation

Back to contents

Optional home activity needs an appropriate clear space, suitable equipment and adult supervision. Follow school instructions and individual participation guidance. Stop when uncomfortable or unwell and seek appropriate adult help.

Swimming, gymnastics apparatus and adventurous activities require appropriate instruction, equipment and qualified supervision. A written guide is not permission to attempt them independently or improvise hazardous equipment.

Respect teacher-agreed adaptations. Fair participation need not mean identical performance from every learner. Medical or participation concerns require appropriate professional guidance rather than additional drills selected from an article.

7. Official references and the wider series

Use MOE's primary syllabuses directory and the 2024 Physical Education Syllabus. Direct document access reached a verification wall during this check; this hub does not claim a complete audit or reproduce a national level checklist.

Teck Ghee Primary School's PE page identifies physical activity, outdoor education, and physical health and safety in its syllabus approach. Tao Nan School's PE page provides level-specific school examples, not universal lesson sequences.
