Incentives & Metrics OS is the subsystem that:

  • shapes behaviour at scale,

It fails when:

  • short-term outputs destroy long-term capability,

Gate K2 — Gaming Resistance (Hard to Fake)

Pass: metrics are hard to game; verification checks exist.
Fail: predictable gaming emerges: cherry-picking, teaching-to-test, denial, reclassification.

Sensors: suspicious discontinuities near thresholds, re-labeling spikes, “selection not improvement” patterns.


Gate K3 — Time-Horizon Alignment (No Future Cannibalisation)

Pass: incentives reward maintenance, training, and buffer rebuilding.
Fail: incentives reward short-term output at the expense of renewal and mid-layer thickness.

Sensors: preventative maintenance declines during “performance pushes”, training time squeezed, burnout rising after “success.”


Gate K4 — Local vs Global Optimisation (No KPI Wars)

Pass: local metrics don’t damage system-level outcomes; cross-pillar load accounted for.
Fail: departments hit KPIs by dumping load onto others.

Sensors: downstream overload after upstream “wins,” conflict between agencies, cost shifting disguised as efficiency.


Gate K5 — Truth Safety (Bad News Can Survive)

Pass: systems allow accurate reporting of failure without punishment; early warnings are rewarded.
Fail: bad news is punished; people hide issues until crisis.

Sensors: incident underreporting, whistleblower retaliation, “surprise failures,” sudden collapses after “green” reports.


P0–P3 Incentives Classification
