The Phase Report Card is the standard diagnostic output format of Civilisation OS.

It converts Phase Gauge readings into a clear, repeatable system diagnosis for any civilisation, country, city, institution, or community.

This is the canonical format all future EduKate OS analyses must use.

Phase Report Card is the standard output format that summarises a system’s operating state using the Phase Gauge (T, R, B, A, C + D, ρ) and Phase 0–3.

It is not commentary.
It is not opinion.
It is system diagnostics.

The Report Card Structure (Must Not Change)

Every Phase Report Card has five fixed sections.

1️⃣ Capability Gauge (Outer Envelope)

Purpose:
Separates what the system could power from how stable it is while powering it.

Format:

Capability Grade: A+ / A / A- / B+ / B / C
Rationale: 2–4 sentences on infrastructure, tech, production, and institutional reach.
Constraint Note: what limits further expansion.

2️⃣ Phase Gauge (Core Health Panel)

List grades for the five dials:

T – Trust Density	A / B+ / etc	Key weakness
R – Repair Capacity
B – Buffer Margin
A – Alignment
C – Coordination Load

This is the system’s present operating condition.

3️⃣ Dynamics Panel (Motion Physics)

Drift Rate (D): Low / Moderate / High
Phase Frequency (ρ): Low / Moderate / High

Motion Summary:
One paragraph describing whether the system is stabilising, flat, or accelerating toward failure.

4️⃣ One-Line System Story

A single sentence that explains the civilisation’s true motion state.

Examples:

“High capability, Phase-2 dominant system with rising coordination load and thinning buffers; stabilisation depends on repair dominance.”
“Phase-1 stabilising system with strong alignment recovery but fragile trust and buffers.”

5️⃣ Phase-3 Maintenance / Recovery Plan

Short bullet plan using Phase physics:

This makes the OS actionable.
