How Singapore Connects | Baby Bonus, Child Development Accounts and Family Support

Family and visitors walking along the Marina Bay waterfront with the financial district and The Sail in the background

How Singapore connects is not only about registering a birth.

A newborn also enters a family-support system.

Did you know that once an eligible child is enrolled in the Baby Bonus Scheme, several different financial channels can open around the same child?

The Baby Bonus Cash Gift goes into a Child Savings Account.

The Child Development Account receives a First Step Grant.

Parents can save into the CDA and receive government co-matching up to the applicable cap.

CDA funds are ring-fenced for approved child-related uses.

The unused CDA balance later moves into the Post-Secondary Education Account.

From April 2027, the entire support architecture begins transitioning into the new SG Child Support Package.

This article follows Singapore’s child-support connection layer: Baby Bonus, Child Development Accounts, Child Savings Accounts, LifeSG, birth registration, government co-matching, Approved Institutions, PayNow and the transition toward the SG Child Support Package.

Birth registration is explored in How Singapore Connects | Birth Registration, Hospitals and LifeSG. Parent-school systems are explored in How Singapore Connects | Student Learning Space, Parents Gateway and Digital School Communication. Here we ask the support question: how does a child’s civil identity become a financial-support identity?

Did You Know? The Baby Bonus Scheme Is Still Open in 2026

LifeSG’s current Baby Bonus Scheme page says eligible children can still be enrolled under the current scheme in 2026.

That remains true even though the government has announced the SG Child Support Package for 2027.

The system is therefore in transition, not already replaced.

The Current Scheme Has Two Main Financial Layers

  • Baby Bonus Cash Gift; and
  • Child Development Account benefits.

The Cash Gift is flexible cash support.

The CDA is a ring-fenced child-development account.

The Cash Gift and CDA Solve Different Problems

Cash Gift can support broad household expenses.

CDA funds are restricted to approved child-related uses.

One gives flexibility.

The other protects long-term child-development spending.

Did You Know? Children Born on or After 14 February 2023 Receive Different Support by Birth Order

LifeSG’s current 2026 Baby Bonus page lists the following totals for Singapore citizen children born on or after 14 February 2023:

  • first child: S$20,000 total support;
  • second child: S$23,000;
  • third and fourth child: S$32,000; and
  • fifth and subsequent child: S$38,000.

The totals combine cash gift, CDA First Step Grant and maximum government co-matching under the current scheme.

The First Child Receives S$11,000 Cash Gift

LifeSG currently lists:

  • S$11,000 Baby Bonus Cash Gift;
  • S$5,000 CDA First Step Grant; and
  • S$4,000 government co-matching cap.

The support is split across liquid household cash and child-specific savings.

The Second Child Has a Larger Co-Matching Cap

The second child currently receives:

  • S$11,000 Baby Bonus Cash Gift;
  • S$5,000 First Step Grant; and
  • S$7,000 co-matching cap.

The cash gift remains the same as the first child.

The long-term matched savings envelope grows.

Third and Fourth Children Receive Larger Support

LifeSG currently lists:

  • S$13,000 Baby Bonus Cash Gift;
  • S$10,000 First Step Grant for eligible children under the Large Families enhancement; and
  • S$9,000 co-matching cap.

The family-support system scales with birth order under the current pre-2027 scheme.

Fifth and Subsequent Children Receive the Largest Current Baby Bonus Total

LifeSG lists:

  • S$13,000 Cash Gift;
  • S$10,000 First Step Grant; and
  • S$15,000 co-matching cap.

The policy recognises the greater cumulative cost of larger families.

The Cash Gift Is Paid Over Time

LifeSG says Baby Bonus Cash Gift payments are deposited every six months until the child is 6.5 years old under the current scheme.

That spreads family support across several early-childhood years rather than paying everything on day one.

The Child Savings Account Receives the Cash Gift

LifeSG’s current Child Savings Account page says the CSA is automatically opened together with the CDA.

The CDA trustee becomes the joint account holder with the child.

The CSA Is a Normal-Use Savings Channel

Baby Bonus Cash Gift.

Education bursaries.

Financial assistance.

Grants and awards.

The CSA is designed to receive cash support that is not locked into Approved-Institution spending in the same way as CDA.

The CDA Is Ring-Fenced

LifeSG’s current CDA page says funds can only be used at Approved Institutions for child-related expenses such as preschool fees and medical bills.

The CDA cannot simply be withdrawn as cash.

The Ring Fence Preserves Purpose

Parents can save money into many ordinary accounts.

The CDA exists to protect a defined pool for the child’s development, education and healthcare.

The First Step Grant Needs No Parent Deposit

The government deposits the First Step Grant once the CDA is opened.

No initial parent savings are required to receive it.

Did You Know? The First Step Grant Arrives Within About Two Weeks

LifeSG says the First Step Grant is generally credited within two weeks of account opening, excluding public holidays.

The CDA begins with government capital before parents add their own co-matchable savings.

Co-Matching Doubles Parent Savings Up to the Cap

Parent deposits S$10.

Government adds S$10.

The process continues dollar-for-dollar until the child reaches the applicable co-matching cap.

Co-Matching Changes the Return on Family Savings

An ordinary savings account pays interest.

The CDA adds government matching on eligible deposits before normal account interest is even considered.

The Cap Prevents Unlimited Subsidy

The government match is generous but bounded.

Once the cap is reached, additional parent savings do not attract further co-matching under the scheme.

Approved Institutions Turn the CDA into a Child-Service Network

Childcare centre.

Kindergarten.

Healthcare provider.

Selected pharmacies or approved child-related services.

The CDA connects a bank account to an approved provider network.

The Account Is Financial Infrastructure; the AI List Is Governance

The bank moves money.

The Approved Institution framework determines where CDA money may lawfully be used.

The CDA Connects to Preschool

Eligible preschool fees can be paid through CDA at Approved Institutions.

The account therefore becomes an education-financing bridge before primary school.

The CDA Connects to Healthcare

Approved medical expenses can be paid from CDA.

The same child-support account supports both learning and health.

One Account Can Serve Siblings in a Large Family

LifeSG’s Large Families guidance says CDA funds for an eligible child can be used for approved expenses for that child and, under applicable rules, siblings in a large family context.

The support can become a family resource while remaining child-development focused.

The Bank Choice Is Part of the Setup

Parents currently choose from participating banks such as DBS/POSB, OCBC and UOB for the CDA/CSA setup.

The government defines the scheme.

Commercial banks operate the account layer.

The Parent Who Registers the Birth Becomes the Initial Trustee

LifeSG says the parent who registers the child’s birth or applies for Baby Bonus becomes the CDA trustee and CSA joint account holder by default.

The birth-registration decision therefore has a downstream financial role.

That Connects Baby Bonus Directly to LifeSG Birth Registration

In How Singapore Connects | Birth Registration, Hospitals and LifeSG, the parent can apply for Baby Bonus in the same life-event workflow.

Civil registration hands the child into financial support.

Did You Know? The Child Savings Account Opens Automatically with the CDA

LifeSG’s current process says the CSA is automatically opened when the CDA is opened.

Parents do not need to create each support channel manually from zero.

Automation Reduces Early-Parenthood Administration

Birth registration.

Baby Bonus enrolment.

CDA bank choice.

CSA opening.

The system tries to compress several tasks into one family journey.

The CDA Has a Long Time Horizon

Under the current Baby Bonus scheme, families can save into and use the CDA until 31 December of the year the child turns 12.

Unused balances then move into the Post-Secondary Education Account.

The CDA Becomes the PSEA

Early childhood spending account.

Later education savings account.

The money remains in an education-oriented pipeline rather than disappearing at age 12.

The PSEA Extends the Child-Support Time Envelope

Secondary school.

Post-secondary education.

Approved education-related uses.

The family-support graph changes form as the child grows.

The SG Child Support Package Changes This Timeline

LifeSG’s current SG Child Support Package page says the new Package begins payouts from April 2027.

It will replace the Baby Bonus Scheme and Large Families Scheme.

The 2026 System Is Therefore a Bridge Year

Children can still enter Baby Bonus now.

Existing enrolled children will transition automatically.

The replacement package begins next year.

Did You Know? The New Package Will Benefit All Singapore Citizen Children Aged 17 and Below

LifeSG says the SG Child Support Package will cover all Singapore citizen children aged 17 and below.

That broadens the support concept beyond the early-childhood emphasis of Baby Bonus.

Birth Order Stops Determining the Core New Support

LifeSG says every Singapore citizen child will receive the same level of support under the new Package regardless of birth order.

That is a major policy-design change from the current Baby Bonus structure.

Children Born from 1 April 2027 Get a S$10,000 Baby Gift

The new Package provides a S$10,000 Baby Gift for Singapore citizen children born on or after 1 April 2027.

LifeSG says it will be paid in two tranches within the first 12 months.

Existing Baby Bonus Children Transition Automatically

LifeSG says children already enrolled in the Baby Bonus Scheme will be automatically transitioned into the SG Child Support Package from April 2027.

Families do not need to re-create the relationship from zero.

Children Still Receiving BBCG Will Receive Transitional Top-Ups Where Applicable

LifeSG says eligible Singapore citizen children born before 1 April 2027 who are still receiving Baby Bonus Cash Gift payouts will continue until 31 March 2027, with a top-up in April 2027 where applicable to bring total Baby Gift support to S$10,000.

The New Package Adds Annual Child Credits

Singapore citizen children turning ages 1 to 16 from 2026 onward will receive S$2,000 in Child Credits annually under the new Package.

The first payout begins from April 2027.

The Support Moves from Birth-Order Bonuses to Childhood Continuity

Old structure: stronger emphasis on birth order and early years.

New structure: annual support across much of childhood.

The New CDA First Step Grant Standardises at S$5,000 for Children Born from 1 April 2027

LifeSG says children born from 1 April 2027 will receive a S$5,000 First Step Grant in the CDA.

The New Co-Matching Cap Standardises at S$5,000

For children born from 1 April 2027, the government will continue dollar-for-dollar co-matching up to a S$5,000 cap.

Existing Children Keep Transitional Rules

Children born from 1 January 2015 to 31 March 2027 retain existing First Step Grant amounts under the current schemes.

LifeSG says existing CDA co-matching caps can continue until 30 September 2027 before standardisation to S$5,000 from 1 October 2027.

The CDA Will Stay Open Longer

Under the new Package, CDA will remain open until the end of the year the child turns 16 for eligible children born on or after 1 January 2015.

That extends the ring-fenced child-development account beyond the current age-12 closure model.

The PSEA Top-Up Adds Another Transition

LifeSG says Singapore citizen children turning 17 from 2026 onward will receive a one-time S$10,000 PSEA top-up under the new Package, beginning with scheduled payments from 2027.

The Child’s Financial Journey Becomes Longer and More Structured

Birth.

Baby Gift.

Annual Child Credits.

CDA.

PSEA.

The support system increasingly follows the child across developmental stages.

PayNow Becomes the New Cash-Distribution Rail

LifeSG says new Package cash payouts will be paid to the bank account linked to the child’s PayNow ID, such as NRIC or birth-certificate number.

The Child Becomes a Payment Identity

The child may be too young to manage money.

The payment network can still route support using the child’s identity.

Do Not Link the Child’s PayNow ID to the CDA

LifeSG explicitly says the CDA is ring-fenced and should not be linked as the child’s PayNow payout account for the new Package.

The cash-support rail and restricted CDA rail remain separate.

That Connects Child Support to PayNow

The payment layer is explored in How Singapore Connects | PayNow, QR Codes and Everyday Payments.

The Large Families Scheme Is Also Transitioning Out

The Large Families Scheme currently provides enhanced support to eligible third and subsequent children.

LifeSG says its special CDA and LifeSG Credits features will cease or transition as the SG Child Support Package begins.

The 2026 Large Families Scheme Still Matters Until Transition

Eligible third and subsequent Singapore citizen children born from 18 February 2025 can receive the enhanced S$10,000 CDA First Step Grant and other current Large Families support where criteria are met.

The Large Family MediSave Grant Connects Child Support to Healthcare

The current Large Families Scheme includes a MediSave Grant for eligible families.

One family-support system therefore reaches into healthcare financing.

LifeSG Is the Family Front Door

Birth registration.

Baby Bonus application.

Family-support information.

The app and website organise multiple government systems around the life event rather than the agency chart.

The Bank Is the Account Operator

MSF defines the benefit.

LifeSG coordinates the service.

The selected bank opens and administers CDA and CSA accounts.

One family journey crosses government and banking.

The Approved Institution Is the Spending Endpoint

Preschool.

Clinic.

Hospital.

The child-support system reaches the real economy through approved providers.

The CDA Is a Voucher-Like Account Without Becoming a Voucher

The money sits in a bank account.

But spending is restricted to approved child-development uses.

The account combines financial ownership with purpose-based governance.

The Cash Gift Preserves Household Flexibility

Diapers.

Food.

Transport.

Household bills.

Parents can use ordinary cash support for expenses not confined to the Approved Institution network.

The Two-Account Design Balances Flexibility and Protection

CSA: more flexible cash support.

CDA: protected child-development spending.

The family receives both liquidity and ring-fenced savings.

A Small Example: First Child in 2026

Baby is born and registered through LifeSG.

Parent enrols child into Baby Bonus.

Selects CDA bank.

CDA and CSA are opened.

S$5,000 First Step Grant enters CDA.

Baby Bonus Cash Gift payments enter CSA over time.

Parent deposits savings into CDA and receives co-matching up to the applicable cap.

In April 2027, the child transitions automatically into the SG Child Support Package.

A Small Example: Third Child

Third child born after 18 February 2025.

Family enrols in Baby Bonus.

Large Families eligibility is assessed automatically.

Enhanced S$10,000 First Step Grant applies if criteria are met.

Existing Baby Bonus benefits continue in 2026.

The child transitions into the new Package from April 2027.

A Small Example: CDA Preschool Payment

Parent deposits money.

Government co-matches within cap.

Approved preschool charges fees.

Parent pays from CDA.

The account has converted government and family savings into education access.

What Can Break the Child-Support Connection?

  • child not enrolled in Baby Bonus before the current scheme transition;
  • CDA never opened after enrolment;
  • parent expects cash withdrawal from CDA;
  • family assumes co-matching is unlimited;
  • wrong bank or trustee details;
  • PayNow ID linked to CDA instead of an ordinary eligible child account for new Package payouts;
  • family confuses 2026 Baby Bonus rules with 2027 Child Support Package rules;
  • existing child not checked for transition information; and
  • parents leave support unused because they do not know which Approved Institutions accept CDA.

Family support works best when each payment stream is understood for the purpose it was designed to serve.
